Andres is a recognized business leader in the ICT space and frequently speaks at industry forums on technology policy and service providers’ strategy. Antonio García Zabayos Lead Communications Specialist Inter-American Development Bank Antoniogar@iadb.org Mr. García is Lead Telecommunications Specialist at the Inter-American Development Bank since October 2010. In this position he coordinates the broadband platform for the Latin American and the Caribbean Region. He’s the focal point to the IDB President on ICT and broadband matters. Previous to the IDB, Mr. García worked with the head of Regulation and Strategy in the practice of Telecommunications Media & Technology at Deloitte (2008-2010), where he did consulting operators, National Regulatory Agencies and multilateral organizations in countries such as Costa Rica, Guatemala, Dominican Republic, and Argentina, among others. He has also occupied important positions at Telefónica in Spain and the Spanish National Regulatory Agency. Mr. García has a PhD (Hons) in Econmics from the Universidad Carlos III de Madrid (Madrid, Spain) and has a background in business organization from the Heriot-Watt University (Edinburgh, Scotland) and the Universidad de Salamanca (Salamanca, Spain). He’s an Associate professor of finance applied to telecommunications at Instituto de Empresa Business School in Spain.

Diego Molano Vega Minister of Information Technology and Communication of Colombia www.mintic.gov.co ana.rosales@mintic.gov.co The Minister of Information Technology and Communications, Diego Molano Vega is an electrical engineer, born in Tunja, Boyacá a Department of Colombia, with a master in economics from the Universidad Javeriana and a Masters in Business from the Institute for Management Development (IMD), Lausanne, Switzerland. He has over 20 years of experience in the industry of information technology and communications, ICT, in both public and private sectors. He has held executive positions in multinational companies such as Ascom (Switzerland), Bellsouth (USA) and Telefónica (Spain), in which he has been responsible for the operation in areas of corporate relations, regulation and wholesale businesses in 18 countries of the world. In the firm Telefonica, for example, he directed research and publications on the impact of technology on public health, banking, in the justice sector, education, small and medium enterprises and productivity, competitiveness and innovation in Latin America. Molano Vega was director of the National Telecommunications Commission (CRT) between 1996 and 2000. His management focused on the liberalization of the sector. He has served on the boards of important major international business organizations like the Iberoamerican Association of Telecommunications Operators (Ahciet) the Business Economic Forum of Mercosur (MEBF), European Business Forum, EUBrasil and the Chamber of Commerce of Colombia in Spain. He was founder and president of the Telecommunications Regulators Association of Latin America (Regulatel) and member of the board of 4-72, the postal network in Colombia that operates the National Postal Services SA. Elizabeth Boggs Davidsen Principal Specialist Opportunities for the Majority elizabethd@iadb.org www.iadb.org/om Elizabeth Boggs Davidsen is a Principal Specialist at the IDB’s Opportunities for the Majority Initiative. Earlier in her career at the IDB, she served as a policy advisor to the IDB’s Executive Vice President, providing oversight on issues related to social sectors, the environment, public management, science and technology, competitiveness, tourism and disaster prevention. She also served as the principal coordinator of the IDB’s Multilateral Investment Fund, which uses both grant and investment mechanisms to strengthen the environment for doing business. Before joining the IDB, Elizabeth spent six years working for the United Nations in the United States, Africa and Europe. She is a graduate of Middlebury College and holds a Master’s degree in Foreign Service from Georgetown University.

Guido Javier Valdivia Rodríguez Director Instituto Ciudades Siglo XXI, Universidad Ricardo Palma, Peru valdivia.guido@gmail.com www.urp.edu.pe/ciudadessigloxxi/ Guido Valdivia Rodríguez is the current Director of the Instituto Ciudades Siglo XXI a center at the Universidad Ricardo Palma of Peru that provides technical assistance, professional training, and consultancy services on territorial development and urbanism. He was National Director for Housing (2002-2004) and Viceminister of Housing and Urbanism of Perú between 2004 and 2006. An Industrial Engineer from the University of Lima, Mr. Valdivia was President of the Board of the Bank of Materials and played leading roles in the Mivivienda Fund and the Commission for Property Formalization (COFOPRI), the three main government institutions in charge of financing housing and formalization. He led the implementation of the National Housing Plan 2002-2006, as well as in its update for 2015, and the Techo Propio y Mibarrio programs. He also designed and implemented the Support Program for the Housing Sector (PASH) financed by the Inter-American Development Bank. Javier Gavito General Director, Sociedad Hipotecaria Federal of Mexico www.shf.gov.mx nespinosa@shf.gob.mx On October 2007, Javier Gavito Mohar was appointed Chief Executive Officer of the Federal Mortgage Bank (Sociedad Hipotecaria Federal, SHF), a Mexican government bank that promotes the development of primary and secondary markets for residential mortgages. Previous to the SHF Gavito (2007) was CEO to the National Savings and Financial Services Bank (Banco del Ahorro Nacional y Servicios Financieros, BANSEFI) and the Patronato del Ahorro Nacional (PAHNAL) (2001). From November 1999 to November 2000 he was General Director of Banking and Savings in the Mexican Ministry of Finance (Secretaría de Hacienda y Crédito Público, SHCP). He was Vice Chairman of Financial Analysis and Development of the Mexican National Banking and Securities Commission (Comisión Nacional Bancaria y de Valores, CNBV) from 1994 to 1999. Mr. Gavito has played a key role in the academia. For 14 years (1980-1994) he was a professor at the Mexican Autonomous Technological Institute (Instituto Tecnológico Autónomo de México, ITAM), becoming the Antonio Carrillo Flores Professor of Finance in 1990. He was also Head of the Academic Department of the School of Business and Coordinator of the Finance Department of ITAM. Mr. Gavito has an MBA with a Major on Finance from Tulane University and a College Degree in Business Administration from Universidad Anáhuac. He has published several articles, papers and essays dealing with finance; participating organization systems; banking Supervision; Banking Crisis, the Mexican Experience; and the Impact of NAFTA on the Financial Sector.

Juan Sebastian Pardo Founder and CEO Credifamilia Compañía de Financiamiento S.A. jspardo@credifamilia.com www.credifamilia.com Born and raised in Bogota, Juan Sebastian Pardo-Lanzetta is the founder and CEO of Credifamilia Compañía de Financiamiento S.A., a regulated deposit taking financial institution focused on mortgage lending for low-income homebuyers in urban areas in Colombia. Mr. Pardo returned to Bogota to start Credifamilia right after graduating in mid-2007 from the MBA program at Stanford University. The company recently started operations in Bogota after obtaining a banking license from the Superintendencia Financiera de Colombia. Credifamilia’s low-income mortgage origination targets stand at US$ 10 mill for 2011 and US$ 40 mill for 2012. Other entrepreneurial experiences include a successful venture in residential real estate development, the building of a traffic control products division at a medium-sized Colombian company, and founding and operating a retail flower business. In addition to his MBA, Mr. Pardo holds a BS in Industrial Engineering from Universidad de los Andes in Bogota and a certificate in Public Management from the Stanford University. Lina Salazar Ortegón Research Fellow Opportunities for the Majority Inter-American Development Bank linasa@iadb.org @LinaSalazar Lina Salazar Ortegón is a Research Fellow at the Inter-American Development Bank’s (IDB) Opportunities for the Majority Initiative (OMJ) since January 2012. At OMJ she assists management with the Initiative’s strategic communications strategy, outreach and partnerships, and the quality control of grants. She also accompanies OMJ's adoption of the IRIS standards and the relationship with the Global Impact Investment Network (GIIN). Previous to the Bank, Ms. Salazar worked for the Americas Society/Council of the Americas (ASCOA) in New York, the Organization for Economic Cooperation and Development OECD in Paris, and the Colombian American Chamber of Commerce in Bogota. Ms. Salazar is a Lawyer and a Political Scientist from the Universidad de los Andes in Bogota, Colombia, and has a dual Master of Public Administration (MPA) from Sciences Po in Paris, and the School of International and Public Affairs at Columbia University, in New York. She has published articles in Colombian newspapers such as El Espactador and Portafolio, and regional magazines like Americas Quarterly and LatynPyme. Luis Alberto Moreno President Inter-American Development Bank www.iadb.org Luis Alberto Moreno assumed the presidency of the Inter-American Development Bank on October 1, 2005. He was re-elected to a five-year term during a special meeting of the Bank’s

Board of Governors on July 6, 2010. As President of the Bank, Moreno also serves as Chairman of the Board of Executive Directors of the Inter-American Investment Corporation (IIC) and Chairman of the Donors’ Committee of the Multilateral Investment Fund (MIF). Previous to joining the IDB, Moreno served as Colombia’s Ambassador to the United States for seven years. Ambassador Moreno oversaw a dramatic improvement in Colombian-U.S. relations during his tenure in Washington. Prior to his post as Ambassador, Moreno served a distinguished career in both the public and private sectors in Colombia as representative for the Andean Region of WestSphere Capital and as a senior advisor to the Luis Carlos Sarmiento Organization, the leading banking & financial group in Colombia. During the the administration of President César Gaviria, Moreno was the President of the Instituto de Fomento Industrial (IFI), the Colombian government’s industrial finance corporation, as well as Minister of Economic Development (1992). Throughout his career, Moreno has received some of the highest decorations and distinctions awarded by the Colombian state and the country’s private sector, including the “Orden de Boyacá en el Grado de Gran Cruz”—the highest distinction given by the Colombian state—, awarded by the President of Colombia on August 2, 2002. Moreno obtained bachelor's degrees in Business Administration and Economics from Florida Atlantic University in 1975, and an MBA from the American Graduate School of International Management at Thunderbird University in 1977. For his distinguished work in the field of journalism, he was awarded a Neiman Fellowship by Harvard University to undertake studies at that institution from September 1990 to June 1991. Luiz Ros Manager, Opportunities for the Majority Inter-American Development Bank luizros@iadb.org www.iadb.org/om Luiz Ros was appointed Manager for the Opportunities for the Majority (OM) Sector Office in January 2008, with responsibility for promoting and coordinating activities corresponding to the OM initiative. He joined the IDB in 2007, as Principal Business Development Specialist for the OM Office. Before entering the Bank, Ros was the Global Manager for Markets and Sustainable Enterprise at the World Resources Institute (WRI), where he built partnerships with venture capitalists, large corporations, business schools, and enterprise development institutions in key emerging economies to support sustainable investment that brought opportunities to underserved sectors of the population. He was an advisor to the DuPont company’s presidency for Latin America, which was simultaneously the vice presidency of emerging markets growth. Ros has served as a member of the strategic board for VC III Stratus Investment Fund, based in São Paulo, Brazil, that supports small, sustainable businesses. He also served as a member of International Finance Corporation’s advisory panel under the Sustainable Finance Initiative and the Latin America Financial Initiative Advisory Group of the United Nations Environmental Programme. Ros lectured at the Harvard Business School on private sector strategies to serve low-income markets in Latin America.

Prior to joining the WRI, Ros was the director of the National Environmental Fund at the Ministry of Environment in Brazil, where he was in charge of funding more than 100 projects, including those involving local communities and indigenous peoples in the Amazon region. He managed World Bank managing projects in Brazil financed by the Global Environmental Facility. Ros has undergraduate and graduate degrees in economics and a Master of Science in International Relations and Environmental Economics from the University of Brasilia, Brazil. He was a visiting scholar at the state university of New York in Syracuse. Ros has been recently selected among the top six business leaders by Época Negócios, a leading business magazine in Brazil. SEVEN is a philanthropic foundation based in Cambridge, Massachusetts run by entrepreneurs, whose strategy is to produce films, books and original research to markedly increase the rate of diffusion of enterprise solutions to global poverty. He is the founder and Chairman Emeritus of the OTF Group, a strategy-consulting firm based in Boston, and the first venture-backed U.S. firm to focus on developing nations. He was a U.S. Peace Corps teacher in Kenya. A long-time angel investor in the life sciences, he is a founding shareholder in Merrimack Pharmaceuticals, based in Cambridge, Massachusetts, which has drugs currently undergoing FDA trials to fight cancer. is also a founding board member of Silver Creek Pharmaceuticals, based in San Francisco, which is focused on solutions to heart disease. He is helping to launch Akagera Pharmaceuticals, which will focus on solutions to infectious disease. He has been a Senior Advisor since 2001 to President Paul Kagame of Rwanda on private sector development and export competitiveness. Other recent projects include advising the President of the Inter-American Development Bank on creating its USD 250 million Opportunities for the Majority private sector initiative; and advising the Minister of Finance of Afghanistan on private-sector reforms. Mr. Fairbanks testified to U.S. Congress twice in the last twelve months on enterprise solutions to poverty in Haiti. He conceived and oversees the Global Pioneers of Prosperity Program, in cooperation with OTF, Legatum, the Multilateral Investment Fund, and the Templeton Foundation, which finds and recognizes role model businesses in the world’s poorest nations. He has authored numerous popular articles in the Christian Science Monitor, Huffington Post and Washington Post. He has over 500,000 subscribers to his writing. Uribe B. is the Director for International Organizations for Microsoft Latin America and The Caribbean. He has the responsibility to develop partnerships with multilaterals, bilateral and Inter Governmental Organizations such as Inter-American Development Bank –IDB-, Organization of Americas States – OAS-, World Bank, United Nations among others, to promote technology into the development world. Prior to this role, Pedro occupied important managerial positions at SBG (Startup Business Group) for Latin America, UPG (Unlimited Potential Group), Andersen Consulting (today Accenture), and IBM. Before he moved to Latin American headquarters, Pedro was the General Manager for Microsoft Colombia. He has been part of Microsoft for 12 years. Pedro was born in Bucaramanga, Colombia. He is a Cum Laude Systems Engineer of the Industrial University of Santander with several training in business and information technology strategy at Andersen Consulting and he also has an MIT specialization in Corporate Strategy. Rodrigo Caldera Founder and CEO Rafcasa rodrigocaldera@rafcasa.com.ni @rafcasa Rodrigo Caldera was born January 31, 1964, in Managua, Nicaragua. He graduated in 1985 from Georgia Tech with a BS in Industrial Management, and accepted a position as Distribution Manager for a large multinational.

In 1990, Rodrigo returned to his native Nicaragua to work in a family owned business and he did post- graduate work at the Incae Business School in 1995. In 2003 Rodrigo was invited to become a member of the Bancentro’s board of directors, one of the largest Banks in Nicaragua and in 2004 was chosen by Trans Union to lead the effort to establish the first credit bureau in the country. In 2007 Rodrigo founded Rafcasa Nicaragua. Rafcasa, a financial enterprise that helps the working class Nicaraguans in the informal sectors of the economy establish a savings history and become creditworthy for long term financing. Rafcasa has negotiated agreements with Banco de Finanzas, auto dealerships and low income housing developers, whereby clients are considered creditworthy automatically after a 6, 9 or 12 month period of time. This is a positive force for change aimed at a large segment of the population. An estimated 70% of the Nicaraguan labor-pool works in the informal sector. Rafcasa bridges the gap between a working person’s immediate cash flow and their ability to qualify for the long term financing to purchase their first house. Raúl Ricardo Pérez-Reyes Espejo Vice minister of Communications Ministry of Transportation and Communications of Peru rperezreyes@mtc.gob.pe www.mtc.gob.pe Mr. Pérez-Reyes Espejo is the Vice minister of Communications of Peru since August 2011. He’s also a member of the Commission for Market Access at the National Institute for the Defense of Competition and Intellectual Property (INDECOPI). Previous to his position as a Vice minister, Mr. Pérez-Reyes Espejo held managerial positions at the Peruvian Association for Authors and Composers (APDAYC) and the agencies overseeing investments in energy and mining (OSINERGIM), and telecommunications (OSIPTEL) He’s a professor for the Economics Faculty at the Catholic University of Peru (PUCP). Mr. Pérez-Reyes Espejo is an Economist from the University of Lima, has a Master in Economics and is a PhD candidate in Economics from the University of las Palmas of Gran Canaria in Spain. Regenie Fräser Secretary General CANTO rfraser@canto.org www.canto.org Ms. Fräser is the Secretary General of CANTO (since August 2004). She holds a first Degree in Law from the University of Suriname and a Master of Arts Degree in Telecommunications from Michigan State University. She has served TELESUR (Telecommunication Corporation Suriname) in several positions between 1976 and 2003. She has increased CANTO Membership with approximately 300% in the past seven years.

Santiago Levy Vice-president for Sectors and Knowledge Inter-American Development Bank www.iadb.org Mexican economist Santiago Levy Algazi became the Vice President for Sector and Knowledge on March 1, 2008. From August 2007 to Feburary 2008, he served as General Manager and Chief Economist for the IDB Research Department. Previously, he was General Director at the Mexican Social Security Institute (IMSS) from December 2000 to October 2005. Under his tenure, he promoted changes to the Social Security Act to increase transparency and accountability in IMSS finances and create long-term reserves. From 1994 to 2000, Levy served as the Deputy Minister at the Ministry of Finance and Public Credit of Mexico, becoming the main architect of the renowned social program Progresa-Oportunidades that benefits the poor. He managed budgetary adjustments during the 1994-95 economic crises and the 1998 fall in oil prices. Previous positions include President of the Federal Competition Commission and Director of the Economic Deregulation Program at the Ministry of Trade and Industrial Promotion. Levy is the author of at least 75 articles, monographs and book chapters on such diverse subjects as poverty reduction, competitiveness, foreign exchange policy, export imbalances, pricing, microeconomics and energy. His paper Poverty in Mexico won the 1992 National Research Prize in Economics awarded by the Bank of Mexico. Puig Vice President for the Private Sector and Non-Sovereign Guaranteed Operations Inter-American Development Bank www.iadb.org Steven J. Puig, a dual citizen of the Dominican Republic and the United States, was appointed Vice President for the Private Sector and Non-Sovereign Guaranteed Operations, at the Inter-American Development Bank, effective November 7, 2007. Mr. Puig is responsible for coordinating the private sector and non-sovereign guaranteed operational programs of the IDB Group, the development and implementation of a private sector integrated business plan, as well as the business plans of each of the group´s private sector entities. The IDB Group is composed of the IDB, the Multilateral Investment Fund (MIF) and the Inter-American Investment Corporation (IIC). The area under Mr. Puig´s responsibility includes the IDB´s Structured and Corporate Finance Department (SCF) and the Opportunities for the Majority Sector (OMJ).

Prior to joining the IDB, Mr. Puig held a number of positions with Citigroup. From 2004 to 2007, he was Global Head of Trade for Latin America in Miami. From 2001 to 2004, he was Country Corporate Officer in Colombia. From 1998 to 2000, he was Country Corporate Officer in El Salvador. Prior to that, Mr. Puig was Vice President of Corporate Banking and Corporate Finance in the Dominican Republic. Agustin Zamora Specialist Opportunities for the Majority Inter-American Development Bank agustinz@iadb.org www.iadb.org/om Agustin Zamora Joined the IDB in 2008 as an Investment Officer in the Opportunities for the Majority Initiative to structure, assess, and analyze private sector operations that have a positive impact for low income communities in Latin America and the Caribbean under base of the pyramid (BOP) business models. Before joining the IDB, Agustin worked as an Investment Officer for Corporación Interamericana para el Financiamiento de Infraestructura (CIFI) identifying, evaluating, negotiating, and helping close investments in infrastructure projects in Latin America and the Caribbean. She previously served as General Manager of the Multilateral Investment Fund (MIF). Ms. Katzman has over 15 years of experience in private equity, capital raising, and mergers and acquisitions. Prior to joining the MIF, she had been based in Washington, D.C. working with companies on a broad range of strategic and financial issues in the U.S. Hispanic market and with Spanish alternative energy companies. Earlier in her career, Ms. Katzman worked for Lehman Brothers, focusing on the company’s High Yield and Private Equity businesses. In 1996, she left Lehman Brothers as Managing Director and co-founded Violy Byorum & Partners (VB&P), a New York-based investment bank focused on Latin America. He joined the IDB in 2007, as Principal Business Development Specialist for the OM Office. Before entering the Bank, Ros was the Global Manager for Markets and Sustainable Enterprise at the World Resources Institute (WRI), where he built partnerships with venture capitalists, large corporations, business schools, and enterprise development institutions in key emerging economies to support sustainable investment that brought opportunities to underserved sectors of the population. He was an advisor to the DuPont company’s presidency for Latin America, which was simultaneously the vice presidency of emerging markets growth. Ros has served as a member of the strategic board for VC III Stratus Investment Fund, based in São Paulo, Brazil, that supports small, sustainable businesses. He also served as a member of International Finance Corporation’s advisory panel under the Sustainable Finance Initiative and

the Latin America Financial Initiative Advisory Group of the United Nations Environmental Programme. Ros lectured at the Harvard Business School on private sector strategies to serve low-income markets in Latin America. Mr. Desai has two decades of experience working in Latin America in two principal areas - development finance and private equity investment. He has worked at all the private sector windows of the Inter-American Development Bank, where he gained significant experience in SME lending, structured finance, and setting up and investing in private equity funds. Mr. Desai worked for four years at the AIG-GE Capital Latin American Infrastructure Fund, where he headed investment teams that made private equity investments in five companies, four in the telecom sector and one in transportation. Mr. Desai earned an MBA from Harvard Business School and an A.B from Harvard College in Economics and Geological Sciences. He is fluent in English, Spanish, and Portuguese and has a working knowledge of French and Hindi.
