She leads a clinical trial site in Thika, Kenya that has conducted high impact HIV prevention research including the Partners PrEP Study, the landmark clinical trial of pre-exposure prophylaxis (PrEP) for HIV prevention among serodiscordant couples and the demonstration project of integrated PrEP and antiretroviral treatment for serodiscordant couples. This work has laid the foundation for PrEP implementation in Kenya and globally. She is the lead investigator for the Partners Scale up project, Thika site, and will be conducting a clinical trial on HIV self- testing to reduce frequency of clinic visits for oral PrEP users. She participated in the development of the Kenya HIV Prevention Revolution Road Map and led the writing of the HIV PrEP section of the Kenya 2016 ART guidelines. Dr. Mugo is currently a member of the Kenya PrEP technical working group and the reproductive cancer technical working group. Dr. Mugo co-chaired the WHO Guidelines Committee for Couples HIV Testing and Counseling and Antiretroviral Therapy for Treatment and Prevention in Serodiscordant Couples in 2011, the 2012 World Health Organization and Stakeholders’ Technical Consultation on Hormonal Contraception and HIV, the WHO Guidelines Advisory Committee for PrEP for Prevention in 2015. She has been a member of the International Partnership for Microbicides (IPM), Safety Evaluation Committee Meeting providing oversight for the Ring study. She is well published and has presented in multiple global forum on the topic of HIV prevention. Godfrey Kigozi (MPH, PhD) is Head of Research and Technical advisor for Voluntary Medical Male circumcision (VMMC) at Rakai Health Sciences Program in Uganda. His focus is on HIV epidemiology and prevention. He has experience in design and conduct of complex research studies including randomized controlled trials, longitudinal cohort studies, and implementation evaluation. He is an investigator on a number NIH and Gates foundation VMMC study protocols that are being implemented in Rakai, Uganda. Godfrey has authored over 150 papers in peer reviewed journals most in the field of VMMC. Ms. Mable Mweemba is heading the Adolescent Health Program under the Reproductive Health

Unit in the Department of Public Health and Research at the Ministry of Health, headquarters in

Lusaka Zambia.

Her work is on Adolescent Health with a focus on sexual reproductive health and HIV prevention

among adolescents and youths particularly in clinical and public health interventions. She

coordinates the development and implementation of guidelines, training manuals and the

Adolescent Health Strategy under the Ministry of Health in Zambia. Ms. Mable Mweemba has

experience in coordinating and conducting trainings in adolescent and youth friendly health

services which mainly aims at creating friendly environments and deals with service provider

attitudes to help the adolescents access the wide range of health services they need. She is the

lead officer in the Ministry of Health in adolescent health programming interventions, resource

and partner mobilization and coordination to leverage resources at country level. She is

secretary for the Adolescent Health Technical Working Group coordinated by the Ministry of

Mr. Conrad Ntsuape is the National Coordinator for the Safe Male Circumcision Program in the Ministry of Health and Wellness, Botswana Mr Ntsuape has extensive experience in program management and has been involved in a number of program related intervention including conducting various intervention evaluation studies to help improve the male circumcision implementation in Botswana. He has also been the lead investigator in a study to evaluate the Safety and Acceptability of the Prepex devices (2013). The result of the study led to the introduction of the use of SMC devices as an alternative choice for circumcision. In 2015 Mr Ntsuape started a pilot exercise training nurses to do complete SMC surgical procedure, the results which led to over 250 nurses trained on surgical circumcision and a paradigm shift from a doctor to a nurse led circumcision intervention in Botswana. Mr. Ntsuape is currently spear heading the involvement of other key sector such as Ministry of Basic Education and Skills Development, sport fraternities through Ministry of Youth Sport and Culture, Traditional leadership and women organization to advocate for target specific intervention focusing on youth and gender issues.

Moses Galukande, a specialist general surgeon in active surgical practice. He is also an academic and is Head of Surgery Department, School of Medicine College of Health Sciences at Makerere University in Kampala. Makerere University is Uganda’s oldest and largest University. He is a Director of Surgery, Education and Research for International Medical Group (IMG). IMG is a conglomerate comprised of a hospital, a health Insurance company, a pharmaceutical company and numerous clinics. He has contributed to HIV prevention control through delivery of Safe Male Circumcision (SMC) services. In collaboration with Infectious Disease Institute, at Makerere and other implementation partners supported by Centers for Disease Control and Prevention (CDC), he has directly supervised the conduct of over 48,000 SMCs since 2011.

Professor Galukande has authored over 110 papers in peer reviewed journals; he has worked both in the private and public health service delivery systems. He is also a medical education expert with special interest in curriculum development, evaluation and assessment for quality of Medical education. He sits on several education and health service advisory committees.

the consultation, diagnosis and comprehensive care treatment of patients and also a Service Provider of VMMC with over three years of Clinical Practice, fully registered with the Medical Council of Malawi. Recently, he has been very actively involved in high intensity mass VMMC campaigns as a VMMC provider in Malawi even in the areas where the traditional circumcision is highly practiced. The nature of the campaign has exposed him to a lot of outstanding experiences in VMMC in all the activities that he has been part of ranging from community mobilization on VMMC demand creation to screening for STI’s and provision of HIV testing and counseling, group education on VMMC and linkage services to appropriate health care to the clients among others as best practices in the voluntary male medical circumcision. Steve Kumvenji is a very active member of African Youth and Adolescents Network on Population and Development (AfriYAN). This is a consultative, coordinating and actions framework network for the youth and adolescent’s organization, a tool for collaboration on; HIV/AIDS, SRHR, population and youth development including all issues of public health and sustainable development. With AfriYAN, I have also been very instrumental in facilitating to the establishment of a National Youth Network in Malawi where among other activities involved the mobilization of young people, leaders and other stakeholders to the initial formulation. He served in the ESA Commitment CSO Coordinating Platform (PCC) which is a Pan African civil society movement that seeks to promote the successful implementation of the ESA Commitment on supporting sexuality education and sexual and reproductive health services for adolescents and young people. He has also served as President of the University of Malawi Students Union (UMSU) with over 18,000 members across the country.

Stuart Rennie is Faculty Associate at the University of North Carolina (UNC) Center for Bioethics and Associate Professor in the UNC Department of Social Medicine, Chapel Hill, USA. Dr Goldstein is a medically qualified public health specialist with 20 years working in the field of health promotion and communication in South Africa. She has worked in the field of communication around HIV/AIDS since 1994, focusing on many aspects including sexual prevention, medical male circumcision, prevention of mother to child transmission and crucially in 2004 in the communication around the role out of anti-retroviral treatment. Dr Brogan is a practicing clinician and medical regulatory expert with experience in the critical analysis of medical evidence across scientific, regulatory, legal and clinical settings. Dr Brogan has contributed to clinical guidelines and evidence based position statements both nationally and internationally, including contribution to the Australian Clinical Evidence Guidelines for Medical Devices and a number of national public health position statements. Internationally, Dr Brogan has contributed as an external expert to the European Commission and advised the European Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR). Most recently she has worked as an external consultant for the World Health Organization (WHO). In her senior role at the Australian Government Department of Health, Dr Brogan is a delegate of the Secretary for Health. Professor Weiss first worked on male circumcision research in 1999, leading the systematic review that first provided clear evidence that male circumcision was associated with a lower risk of HIV infection among heterosexual men in sub-Saharan Africa. She also led subsequent systematic reviews on different aspects of male circumcision including on safety of neonatal circumcision, and the effect of male circumcision on infections among women. Professor Weiss has co-authored more than 270 peer-reviewed publications and is a member of the UNAIDS Scientific Expert Panel and the MRC Infections and Immunity Board, as well as the initial WHO Technical Advisory Group on Safe Male Circumcision.

Dr. Harsha Thirumurthy is Associate Professor in the Department of Medical Ethics and Health Policy at the University of Pennsylvania. He is also Associate Director of the Center for Health Incentives and Behavioral Economics. Previously, he was on the faculty at the University of North Carolina at Chapel Hill and also worked at The World Bank. Dr. Thirumurthy is an economist whose research lies at the intersection of economics and public health. His prior work includes several studies of the causal effects of large-scale health initiatives on population health and economic outcomes in low-income countries. He also has extensive experience leading randomized controlled trials of financial incentive interventions and mobile technology-based approaches to achieve changes in health behaviors related to HIV prevention and treatment. This work includes several randomized trials of economic interventions to promote uptake of medical male circumcision in Kenya and Zambia. His recent research has also explored the HIV prevention potential of HIV self-testing. He has authored over 75 peer-reviewed articles in economics and health journals. Sinokuthemba Xaba is the National Coordinator of the National VMMC program in Ministry of Health and Child Care Zimbabwe from the inception of the program. He has extensive experience in public health; adolescent sexual and reproductive health as well was maternal health. He has served as in various capacities within the MOHCC from the Provincial level to the national level. He has also served as content reviewer of national HIV guidelines and was also a member of the national HIV prevention think tank that developed the National behavior change program and combination HIV prevention strategy in Zimbabwe. He also led in the policy review and guidelines development that allowed the broadening the scope of practice for nurses in Zimbabwe in the VMMC program so that they could be allowed to perform both surgical and device circumcisions. Regarding the ASRH program he was provincial coordinator of a 5 year UNAIDS sponsored project implemented between the MOHCC and the Zimbabwe national Family Planning Council called the Youth Responsibility Project. Lynn M. Van Lith is the Technical Director for the USAID-funded Breakthrough ACTION project at Johns Hopkins Center for Communication Programs, USA. Lynn Van Lith has nearly 25 years of experience working in international development with a focus on HIV and reproductive health. Much of her work over the past two decades has focused on providing technical leadership and guidance to programs with a particular focus on social and behavior change interventions and strategies to create impact through effective HIV prevention and treatment interventions in sub-Saharan Africa. Most of her career has focused on program management and providing technical leadership of multi-disciplinary teams in the design of social and behavior change programs. Her work has included a focus on community engagement, adolescent girls and young women, key populations and more recently in understanding how best to drive demand for voluntary medical male circumcision and engage men across the treatment continuum. Publications have focused on the impact of health communication in HIV prevention and care outcomes as well as male circumcision. Lynn has lived in Zambia and South Africa and provided technical support to nearly 20 countries across Africa and Asia.

Previously, he had served for eight years as the Registrar and Chief Executive Officer of the Tanzania Nursing and Midwifery Council, which regulates training, and practice of nurses and midwives in Tanzania. Gustav has BSc degree in Nursing from the Aga Khan University and Masters in Health-care Ethics and Law from the University of Manchester – UK. For five years he worked in remote district hospital in Tanzania where he had unique experience with various health challenges including those related to maternal health in limited resources setting. Has served as a manager for the Duke-Muhimbili collaborative project and participated in HIV Vertical Transmission study and cerebral malaria study. During his tenure as the Registrar, he has managed to establish computerized data system for nurses and midwives in Tanzania, introduced license renewal system, twice successfully managed the nurses law review process leading to promulgation of new nurses’ act, developed several nurses’ guidelines to clarify their scope of practice and managed to support nurses and midwives engaged in private practice. His major interest is in professional regulation and ethics. Gustav has presented in various conferences on ethics and professional regulation.

Constant Karma served in 2001-2005 as Deputy Governor of Irian Jaya Province and he began HIV- related activities with the Papua Provincial AIDS Commission (KPA) and in communities. After 2005, he was appointed by Papua Governor as Chief and Secretary of KPA of Papua Province up to the present time. From various experiences in the Government, he has supported HIV & AIDS prevention and prevention programs in Papua, such as the implementation of 100% Condom Usage Campaign to High Risk Groups by involving Persipura Jayapura Persipura Football Players Indonesia. Beginning in 2008, he presented about HIV and AIDS at meetings in Jayapura and advocated for a HIV prevention strategy that included male circumcision to prevent HIV transmission in Papua. He works with various groups of society, namely religious institutions, government, NGO, and schools. In 2012, he sought engagement of other parties, especially donor support. He has been engaged with CHAI and a team of researchers from Rwanda on studies of device based male circumcision, acceptability and costs to help inform approaches to implementation and to reach the geographically remote population of Papua.

Samkange, Christopher

Mr Samkange graduated as a doctor from Cambridge University and King’s College Hospital, London. He went on general surgical and urology training rotations in the UK. He joined the University of Zimbabwe initially as a specialist urology lecturer in the Department of Surgery then laterally transferred to the Institute of Continuing Health Education where he has served as a Heath Training Educator in the University. He has been head of the Institute since 1993. He has served in the University of Zimbabwe Senate since 1993. He was Chairman of the Zimbabwe Open University Council and is a past president of the College of Surgeons of East, Central and Southern Africa. Mr Samkange was one of the Zimbabweans who spearheaded the uptake of VMMC from the time of the WHO recommendation in 2007. He led with Dr Hatzold the setting up of the training and implementing programmes, writing a large part of the training materials. He has been part of the WHO TAG on VMMC from early on. Currently he is in the national Steering Committee, the national Adverse Event management committee and Mentorship programme for providers.

Ayanda Nqeketo: BA Hon. MA in Medical Anthropology

Mr. Ayanda Nqeketo is a Medical Anthropologist who has worked in the area of traditional male circumcision (TMC), voluntary medical male circumcision (VMMC) and HIV/AIDS. He grew up in the Eastern Cape province of South Africa. Over the years he established and maintained excellent relations with both national and provincial departments of health and traditional leadership, as well as plays a technical advisory role on both VMMC and traditional male circumcision. Since 2013 Ayanda, has focused on providing technical support to the South Africa Government (SAG) in development of national strategies, plans and updating MMC guidelines. Emphasis has been on defining NDOH optimal combination packages of interventions that target young men. Ayanda continued support to South African Government implementation of the National Department of Health’s VMMC implementation plan and the HIV Prevention Strategy for the Health Sector. He supported the NDOH during its engagements with the provinces regarding development and allocation of provincial budgets, under the HIV and AIDS conditional grant mechanism, to cover the costs associated with contracting private health practitioners to integrate VMMC into traditional male circumcision (TMC). Ayanda offered technical assistance (TA) to establish and maintain dialogue between NDOH and congress of traditional leaders of SA around the utilization and integration of private practitioners to traditional circumcision practices, with the aim of improving the delivery of safe male circumcision. Ayanda worked in Swaziland as Technical Advisor responsible for the re-introduction and mass scale up of medical male circumcision within the Ministry of Health. He has also developed expertise in organizing the coordination of bilateral and multilateral agencies, non-government organizations, private clinics and other Ministry of Health partners to ensure that the implementation of male circumcision policy and other activities that are in compliance with international guidelines and implemented as agreed upon with Swaziland Government. As such, he has been instrumental in facilitating and enhancing information sharing, policy coordination, and collaboration for the scale-up of male circumcision services in Swaziland. Between 2010 and 2012, Ayanda wrote several columns for Swazi newspapers on male circumcision. Ayanda brings over ten years of experience in social aspects of HIV, health systems, health policy, and strategies for male involvement in reproductive health issues. Ayanda has been active in training traditional care-givers on application of health standards during traditional male circumcision in South Africa. Ayanda has conducted his work in several languages spoken in Southern Africa. For over 15 years, Ayanda has committed himself to bridging the gap between understandings of health from Western to local traditional perspectives. Mr. Ayanda Nqeketo is a director of Ikamva Lesizwe Institute. Ikamva Lesizwe Institute is a South African not-for-profit organization that was formed in 2016 to assist government and other concerned agencies in certain regions of the country, to facilitate and improve the

Ikamva Lesizwe Institute’s approach to its work revolves around working with local communities and traditional leadership structures, to create an environment of consensus and mutual support. In addition to its founding directors, Ikamva’s intervention in communities relies on a number of stakeholders: medical practitioners, local facilitators or gatekeepers who assist in reaching and educating local people about pending medical intervention within traditional male circumcision. Ikamva teams in different localities work hand in hand with traditional custodians of TMC with respect and sensitivity to local cultures.

Come, Jotamo José

Dr Come has worked in the health care public facilities, Ministry of Health of Mozambique since 1992 to 2001 including in Gaza province as a clinical doctor from the primary care to the higher levels. I worked in surgical environment with limited resources doing several procedures including male circumcision. I work with communities and traditional leaders in various health community based activities to improve the public health. I completed my post-graduate training in surgery from 2001 to 2005 at Maputo Central Hospital then worked at Jose Macamo General Hospital as surgeon. Since 1992 I have been involved in training medical doctors in the Faculty of Medicine at Universidade Eduardo Mondlane especially during their medical practices in the clinic. I am currently a surgeon working also on breast cancer and thyroid diseases at the Central Hospital in Maputo. I have also been involved in training medical personnel in several health institutions, including the Higher Institute for Health Professionals (ISCISA), specifically in surgery, clinical laboratory and pathology. I have been working on the subject of Voluntary Medical Male Circumcision (VMMC) in the Ministry of Health from 2009; and when the Male Circumcision Program was established in 2012, I was designated the National Coordinator. I’m also chairperson of the Hospital Breast Cancer Prevention and Treatment Committee. I have been involved in studies related to HIV prevention, such as Infection Prevention and Male Circumcision, including on adverse events (type, severity and determinants of), service delivery models, costs analysis, and lay counsellor referrals to VMMC.
