Overview

2007 – Regional Water Quality Control Board adopted the L.A. River Trash TMDL.

2009 – Gateway Authority obtained $10 million grant from State Water Resources Control Board to address Trash TMDL.

Summer of 2009 – Gateway Authority authorized Willdan to perform design and construction management services.

November 2009 – Authority awarded construction contract to Steve Bubalo Construction Co.

June 2010 - Construction started. December 2011 – Construction completed. October 31, 2016 – Full compliance (100%).

Challenges

Inventory – 11,600 catch basins located within the 16 Gateway Cities.

Obtain Construction Permits from the 16 Cities and L.A. County.

Coordinate construction schedule from June 2010 to December 2011.

Achievements

Installation of 9,318 CPS units.

Installation of 5,323 ARS units.

Total Grant expenditure was $9,895,000.

Project overall achieved 89% compliance level.

Individual cities achieved 83 to 94% compliance.
