Juan Andrade, 2007 Lincoln High School graduate is projecting he will complete his transferable units, from San Joaquin Delta College, by the summer of 2012. He wants to “be an engineer in astronautics,” enthusiastically he explained. During general meeting of Thursday July 7th, he learned that there is support for him to reach his dreams. He received one (1) of 22, $500 dollar grants, money donated by Comerciantes Unidos (United Merchants) — there was an additional $1,000 dollar grant.

As cost of higher education rose in the past year the grants offered by

STOCKTON, CA — in response to the increase in demand for allied health services in California —which is projected to grow signifi-cantly in years to come— Cal-ifornia State University (CSU) Stanislaus and the Kaiser Permanente School of Allied Health Sciences (KPSAHS) have initiated a program that will offer courses in phlebotomy, radiography and sonography starting this year.

“The collaboration between CSU Stanislaus and the Kaiser Permanente School of Allied Health Sciences significantly improves access to health care education for Central Valley students and addresses critical workforce shortages facing Stockton and surrounding cities,” said CSU Stanislaus President Hamid Shirvani.

KPSAHS, located in Richmond, CA will offer allied health courses in Stockton. “We have seen a significant increase in the number of students who come from the Central Valley to our Richmond campus,” said Connie Wilson, vice president of Human Resources for The Permanente Medical Group, which operates the school. “By expanding our class of-ferings to the Central Valley, we will increase access for local students and ultimately help increase the number of allied health professionals in the area.”

lost one last year and we are about to lose our other house,” said Meunier. “My husband had a heart surgery and he is unable to work and our income dropped dramatically.”

WASHINGTON, D.C. — “Linda Lopez será recordada por su servicio a Merced, por su dedicación a ayudar a las personas, y —mas que nada— por su amabilidad y compasión,” dijo el Congresista Dennis Cardoza (D-Merced) y su personal al compartir una declaración en memoria de Linda López miembro del personal en Merced, quien falleció durante los primeros días de Julio del 2011.

WASHINGTON, D.C. — “Linda Lopez will be remembered for her service to Merced, her dedication to helping people, and – most of all – for her kindness and compassion,” Congressman Dennis Cardoza (D-Merced) and his staff gave a statement in memory of Merced staffer Linda Lopez, who passed away during the first days of July, 2011.

Ms. Lopez served as a Constituent Services Representative for Congressman Cardoza in his Merced office since 2006 and she made every effort to ensure Latinos in San Joaquin, Stanislaus, and Merced County were well served. “Linda had an enormous heart, and throughout her life she gave tirelessly of her time and energy to those in need,” highlighted Cardoza.

In addition to her dedicated service at the Congressman’s Office, Ms. Lopez civic participation included serving on the San Joaquin Valley Partnership Telecommunications Committee and the California State Advisory Board for Transportation Planning and Environmental Justice. She served the City of Merced at various agencies, boards and projects

Born in New Mexico, Linda moved to California’s Central Valley in 1955 where she attended public school in Madera and then later college at Stanford University. She was been involved in civil rights and social justice work for over 40 years and is considered among the influential Latinos in the Central Valley. Linda Lopez is survived through her family Ken, Emily and Jessica.

A p a r t e d e t e m a provocativo de los 33 poemas de Dante Alighieri, un viaje por el Infierno, Purgatorio, y el Cielo; Acuarelas de Dali serian reproducidas en tallados de madera y impresas como edición limitada para el publico en general en honor del 700º aniversar io del nacimiento de Dalí.

Explico el Personal del Museo Haggin, “En cuanto recibió la comisión, Dalí inmediatamente inicio a crear la serie, 100 acuarelas, cada una ilustrando un Canto de los Poemas. Pero cuando anunciaron el proyecto al público, italianos se opusieron a la selección de un español para honrar el aniversario, como resultado la comisión fue anulada. Dalí, confiado en encontrar un publicista, continuo el trabajo en el proyecto.”

STOCKTN, CA —One of the most important projects in Salvador Dali’s —100 watercolor prints of the Surrealist Master’s interpretation of the Dante’s Devine Comedy— will hang inside Stockton’s Haggin Musuem.

In addition to the edgy subject of Dante’s 33 poems, A Jour ney through Hel l , Purgatory and Heaven; Dali’s Dante’s Divine Comedy also represents a set of works by the artists which presented him with difficulties as the commission was held back following Italian opposition to have the Spaniard produce the pieces.

I n 19 5 7, t h e I t a l i a n Government commissioned Da l í to i l lu s t r ate Da nte Alighieri’s Divine Comedy. Dalí’s watercolors were to b e r e pr o duc e d a s w o o d engravings and released as a limited edition print suite in honor of the 700th anniversary of Dante’s birth.

Haggin Museum Staf f explained, “Upon receiving the

commission, Dalí immediately bega n creat ing a ser ie s , 100 watercolors, each one illustrating a canto from the poem. But when the project was announced to the public, Italians were outraged that a Spaniard had been chosen to honor the anniversary, and the commission was rescinded. Dalí, confident that a publisher could be found, continued to work on the project.”

In order to translate Dalí’s watercolors into printed plates, two artists hand carved 3,500 blocks —an average of 35 separate blocks per print—, a process which lasted five years.

T h e e x h i b i t i o n w a s organized by the Las Cruces Museum of Art in New Mexico and is on a 10-city, three-year national tour developed by Smith Kramer Fine Art Services, an exhibition tour development company in Kansas City, Missouri.

SAN FRANCISCO, CA. — The de Young Museum opened a major exhibition by the seminal artist of the 20th century, Pablo Picasso. The exhibition Picasso: Masterpieces from the Musée National Picasso, Paris, opened on June 11th, and runs through October 9, 2011.

150 impor tant paint ings, sculptures, prints and drawings created by Pablo Picasso (1881–1973) were d raw n f rom t he permanent collection of the Musée National Picasso, Paris, the largest and most significant repository of the artist’s work in the world, and comes to the de Young as part of an international tour.

“ Th i s onc e -i n-a-l i fe t i me ex hibit ion compr ises work s from every phase of Picasso’s extraordinary career, including masterpieces from his Blue, Rose, Expressionist, Cubist, Neoclassical and Surrealist periods,” describes John E. Buchanan, Jr., director of the Fine Arts Museums of San Francisco. “These works present eloquent testimony to his role as a protean figure who not only created and contributed to new art forms and movements, but also forever transformed the very definition of art itself.”

The artwork is touring because the Musée is currently closed and undergoing a multi-year renovation expected to last through 2012. “The exhibition Picasso: Masterpieces from the Musée National Picasso, Paris lifts the curtain on the first act of a groundbreaking partnership between the Musée Picasso and the Fine Arts Museums of San Francisco, with the intention of deepening our institutional, artistic and scientific links over the coming decade,” says Anne Baldassari, general commissioner and president of the Musée National Picasso.

Picasso developed a unique

personal style for each new woman in his life, and remarked, “How awful for a woman to realize from my work that she is being supplanted.” The exhibition chronicles Picasso’s tempestuous relationships with three of the significant women in his life and demonstrates how his work changed with each relationship.

SAN FR ANCISCO, CA — El Museo de Young abrió una inmensa exhibición por el artista seminal del 20º Siglo, Pablo Picasso. La exhibición Picasso: Obras Maestras del Museo National Picasso, Paris inicio el 11 de Junio y estará hasta el 9 de Octubre, 2011.

150 importantes pinturas, esculturas, impresos, y dibujos creados por Pablo Picasso (1881-1973) fueron reunidas para una colección permanente en el Musée Natinoal Picasso, Paris, el mas grande y significante deposito en el mundo del trabajo de este artista, y ahora visita el Museo de Young como parte de su gira internacional.

Funding expanded for Health Careers Academy High School

Stockton Unified School District Health Careers Academy was awarded funding on June 20, 2011 from the State of California Prison Health Care Services Agency (CPHCS). The Health Careers Academy (HCA) is being supported in order to meet the employment needs of the future California Health Care Facility (CHCF).

“Given the impact on the local health care community with the addition of new Stockton facilities and the need for trained health care providers for the community in general, this support for a pipeline of health care providers, beginning at the high school level, is essential,” shared Traci E. Miller, Principal at Health Careers Academy High School, “The funding will help to ensure student success in college, career, and citizenry.”

Funding will provide $700,000 over the first four academic years to support this pipeline effort, with $250,000 paid in the first year of the school’s operation. Thereafter, CPHCS will provide $150,000 annually.

FLOOD INSURANCE REFORM ACT AMENDED TO PROTECT SAN JOAQUIN COUNTY.

Hace dos años la legislatura de California puso en efecto una ley requiriendo a dueños de negocios reconocidos como “compradores calificados” a registrarse con la Directiva de Impuestos Sobre las Ventas, Usos y Otros con la intensión de reportar “impuestos de uso.” Como muchas leyes malas, esta fue formulada con la intensión de ayudar a balancear el presupuesto estatal. Como lo hubiese sospechado, esto no funciono.

En ese tiempo me encontraba sirviendo como senador y vote en contra de esta legislación. Ahora, como miembro electo a la Directiva de Impuestos Sobre las Ventas, Uso y Otros puedo ver claramente el desastre que esta ley ha creado.

El “Programa de Comprador Calif icado” supuestamente tubo que recaudar $200 millones de nuevos ingresos durante sus primeros dos años, a la fecha esta a rendido solo una fracción de esa cantidad, apenas cubre el costo de gastos relacionados con el programa, incluyendo nuevos trabajadores y otros costos.

El programa a registrado 500,000 dueños de negocios pequeños, incluyendo vendedores de Avon, dentistas, y agentes de buenas raíces. De los pocos que debían, la cantidad promedio era tan pequeña que lo más probable es que ellos pagaron más a su contador para cumplir con el programa que lo que pagaron en impuestos. Y esto no cuenta el tiempo y la frustración de muchos contribuyentes.

Dueños de negocios impactados han proveído a mi oficina con su opinión y espero mas con brazos abiertos. También les invito a que compradores calificados participen en una encuesta en mi pagina de interne www.boe.ca.gov/Runner. Mi plan es de compartir estas opiniones con mis compañeros en la Directiva y con otros miembros interesados.

Two years ago, the California Legislature enacted an onerous law requiring business owners dubbed “qualified purchasers” to register with the State Board of Equalization for the purpose of reporting “use tax.” Like many bad laws, this one was cooked up in an attempt to help balance the state’s budget. As you might suspect, it hasn’t worked.

I was serving as a senator at the time and voted against this legislation. Now, as an elected member of the State Board of Equalization, I’m seeing firsthand the mess this law has created.

The “Qualified Purchaser Program” was supposed to bring in $200 million in new revenue during its first two years; so far, it has yielded only a fraction of that total, barely covering related expenses, including new staff and other program costs.

The program has registered 500,000 California small business owners, including Avon sellers, dentists and real estate agents. Most of these registrations have been involuntary, meaning that if BOE staff thinks you meet the definition of a “qualified purchaser,” then you’re automatical ly registered, whether you like it or not. Under the program’s terms, any “service enterprise” that grossed more than $100,000 in a single calendar year and had no prior relationship with BOE must now annually report its “use tax” on a new form.

By and large, Californians, including many of these business owners, are unfamiliar with “use tax.” The use tax is similar to the sales tax, but it is the obligation of the purchaser to remit the tax directly to the BOE, instead of paying it at the point of sale. The use tax applies when you purchase items from a retailer who is not located in California and is not registered to remit tax to California. Purchases subject to use tax include those made on the Internet from sellers outside the state.

What’s particularly frustrating about the Qualified Purchaser Program is that it isn’t even necessary. There already were two different ways for Californians to report use tax: (1) BOE form 79b and (2) a dedicated line on state income tax forms. Now, an arbitrary but rather large group of small business owners must report use tax in a completely unique way. This serves only to make California a more confusing place for our state’s most important job creators: small business owners and entrepreneurs.

Of the 500,000 business owners registered as qualif ied purchasers, more than 60 percent were so confused by the new program that they didn’t return the paperwork that the BOE sent them. So in May of this year, without my prior knowledge or approval, BOE staff mailed “final” delinquency notices to 305,000 business owners, threatening an “estimated” tax bill for failure to respond.

Not surprisingly, BOE was f looded with thousands of phone calls from angry, confused and frustrated taxpayers, many of whom were forced to endure wait times of several hours or more to talk to a BOE representative. In the past year and a half, BOE has received more than 175,000 calls from qualified purchasers seeking assistance.

Of those qualified purchasers who actually submitted a return, an overwhelming 87 percent reported that they owe zero use tax. Of the few who did owe, the average amount was so small that they likely paid more to their accountant to comply with this program than they paid in tax. And that doesn’t count the taxpayer’s time and frustration.

Impacted business owners have been providing my office with helpful feedback, and I welcome more. I am inviting qualified purchasers to take a survey on my website at www.boe.ca.gov/Runner. I plan to share the feedback with my fellow board members and other interested parties.

In the meantime, I will be working with my colleagues on the board to ensure reasonable implementation of this law. But, to be clear, I also will be calling for a complete repeal of the program.

The Qualified Purchaser Program is wasting taxpayers’ time and money with no benefit to the state. Like other Californians, these taxpayers should be able to pay use tax on their income tax forms or on Form 79b, which BOE has made available for years. The law makes no sense, and is yet another example of pointless government interference in the lives of Californians and our economy.

Que es arte? Esta pregunta seguido se debatio entre muchos de mis amigos artistas y colleguas en el Art Institue (Instituto de Arte) cuando yo fui a el colegio en el 2002. Al final del debate, nuestra conclusión siempre fue la misma. Arte es todo. Artistas como, Duchamp comprobado esto desde hace tiempo con obras maestras como la fuente, creada en 1917 pieza que creo controversia por sus materiales; pintura y un mingitorio. Otro artista que se separo la tradición ideológica fue Claude Monet, ahora famoso por sus Water Lillies 1914-1917. Su desarrollo en el impresionalismo y el pintar al intemperie ne era aceptada en las comunidades populares de su tiempo. Hoy, se continúa debatiendo el término arte, en muchos de los museos y galerías. Pero, un artista educado, o historiador, arte es todo y el artista puede ser el que sea. Un ejemplo es Jean Michel Basquiat, “conocido como el artista mas importante del siglo 20,” de acuerdo a la Universidad de Columbia en Nueva York. En sus principios el era un vagabundo sin hogar el tomo mucho tiempo invadiendo propiedades y rallando las paredes estilo graffiti. Otro artista de arte graffiti fue Keith Herring. Stockton, esta l leno de ar tistas. Algunos no claros en su camino, artistas que sorprenden, y artistas escondidos en las sobras. Toma creatividad mental para exponer algo como graffiti como tema de iniciativa comunitaria. Un ejemplo de el cambio positivo a base de medidas creativas seria, el Programa de Murales Artísticos de Filadelfia. “el programa de murales artísticos incorpora los conceptos de redorar justicia a base de instrucción artística, haciendo murales, y trabajo en servicios comentarios entre el sistema judicial. Personas Encarceladas, ex-ofensores, y delincuentes jóvenes se les da la oportunidad de que aprendan un nuevo oficio y contribuyan positivamente a sus comunidades.” Dize la pagina de Internet www.muralarts.org La próxima vez que alguien decida remover a un pordiosero de una recepcion de arte, encarcelar una persona que hace graffiti o reclama que algo no es arte; recuerden que arte es todo, echo por cualquiera, y que con arte pueden lograr cambios positivos.

Mi familia y yo nos gustaría decirle GRACIAS a la feria del condado de San

Joaquin y a todos los que lograron que la feria del 2011 fuese GRATIS. En una época donde los precios suben en todos lados, da gusto ver

que alguien figuro como hacerlo sin costo. Nuestra familia disfruto las exhibiciones y

entretenimiento de calidad. Nos imaginamos que esto toma mucho tiempo y dinero para

lograr hacerlo realidad; pero ustedes lo hicieron y se lo agradecemos.

What is art? This question was often debated amongst

my artist friends and colleagues at the Art Institute while attending there as an undergrad in 2002. At the end of the debate, what we came to as a conclusion was always the same. Art is anything.

Artists such as, Duchamp have proven this long ago with masterpieces like the Fountain created in 1917 which came with controversy of materials; paint and a urinal.

Another artist to break the traditional ideologies was Claude Monet, now famous for his Water Lillies 1914-1917. His development into the Impressionism and Plein Air (painting outside) was not accepted in the mainstream communities of his time.

Today, art is still debated, at many of the established galleries and museums. However, any educated artist, curator or historian knows, art is anything and an artist can be anyone.

An example, is Jean Michel Basquiat, “touted as the most important African-American artist of the 20th centur y,” according to Columbia University in New York. In his early years he was homeless and spent much of his time trespassing and tagging. Another tagger identified by the same univeristy was artist Keith Herring.

Stockton, is full of artists. Misguided artists, surprising artists, and artists hidden in the shadows. It takes a creative mind to bring mainstream problem like tagging into a positive community initiative.

An example of positive change through creative measures would be, Philidelphia’s Mural Arts Program. “The Mural Arts Program incorporates the concepts of restorative justice through art instruction, mural making, and community service work within the criminal justice system. Current inmates, ex-offenders, and juvenile delinquents are given the opportunity to learn new skills and make a positive contribution to their communities.” Said the programs website www.muralarts.org.

Next time someone decides to kick out the bum at the reception, incarcerate a tagger, or claim something is not art. Remember that art can be anything, and anyone can be an artist and through art you can create positive change.
