Objectives

The main objective of this project is to assist

PNAC in establishing an international

recognized system of Accreditation of

laboratories, certification and inspectionbodies.

It is envisaged that successful development

of this system will facilitate the trade ofPakistan & control substandard products in

the local market.

Achievements of the Project

Reviewed & updated documents.

PNAC has developed and implemented a

quality management system in

compliance with International standard i.e.ISO 17011. PNAC can now operate

accreditation body in accordance with

international standards.

Developed and implemented system for

harmonization of Assessors.

The capacity for handling of system has been

developed by PNAC. Successfulimplementation of the system has been

observed and approved by NA. This system is

now an integral part of PNAC quality

management system.

On site and off site training of PNAC staff

Ten(10) officers have been successfully trained invarious areas of accreditation in Norway as well as

in Pakistan.

Off site training included training in the office whileon site training included participation as observersin assessments.

The training included also assessments conductedby PNAC trained staff and observed by NA

Development of assessors pool:

Lead Assessors

9 staff members of PNAC have successfullyparticipated in Lead Assessor Training course.

Of these 5 have been functioning as qualified lead

assessors .

The evaluation of the remaining staff to function as

lead assessors is under process.

Development of assessors/experts pool:

Technical Assessors:

A pool of approximately 100 technical assessorscovering various technical areas has been

established. Many of them are already working astechnical assessors.

The training was given by organising several

assessor training courses in Lahore, Islamabad

and Karachi.

In order to highlight the interpretation of different

technical requirements of laboratory accreditation

standard (ISO/IEC 17025), following technical

courses were conducted by NA in Pakistan.

Six technical training courses on Method

Validation, Uncertainty of Measurement & Quality

Control and Traceability.

A comprehensive 3-day training course onUncertainty of Measurement.

PNAC staff and selected personnel from

differentlaboratories participated in these courses.

It is envisaged that PNAC is now capable ofconducting such courses in future.

Lead and technical assessors trainingcourses

Through this collaboration PNAC has now built up

capacity for the organisation and conduct of suchcourses. This capacity building will ensure expansion of

the current pool of lead and technical assessors. This is

needed to satisfy the future demand and needs of PNAC.

Establishment of Data Base.

A basic structure for establishing data base is in

place. This needs significant expansion in orderto meet the future requirements.

Note: There is further need to develop database

system as an ERP system

Proficiency Testing (PT) schemes

One PT scheme each in the fields of water testing &

Microbiology was organized by PNAC under thesupervision of experts from NA. Hence the capacity

building of PNAC in organizing PT scheme has been

successfully achieved.

Establishment of the Sectoral

Committees.

PNAC has developed and implemented a system for

establishment of sectoral committees for

launching new accreditation schemes.

Preparation for peer evaluation

A three member team including a Lead Evaluator

from NA conducted a pre-peer evaluation of PNAC

for five days.The purpose of the activity was to identify gaps

which could be removed before the actual peer

evaluation of PNAC by APLAC.

The gaps have been closed.

Launching of area-specific accreditationschemes.

New accreditation schemes have been successfullylaunched in the following fields:

Accreditation of Medical labs (ISO15189)

Accreditation of Inspection Bodies(ISO17020)

PNAC is now MRA signatory status from

International Laboratory Accreditation Cooperation(ILAC).

Asia Pacific Laboratory Accreditation Cooperation(APLAC)

Accredited by PNAC, Acceptedallover the world

Additional Benefits/Achievements

NA accredited twenty labs in Pakistan (2 directly by NA and18 labs through UNIDO project)

NA uses PNAC staff for its accreditation in Pakistan.

NA expert freely visit all parts of Pakistan and have

general cultural interaction.

NA and PNAC has developed closer understanding on

international matters
