OSC Online to go AIO ne de�nition of

arti�cial intelligence (AI) is “the ability

of a computer or other machine to perform those activities that are normally thought to require intel -ligence”. The OSC Online system – the web-based option of the physical One-Stop-Centre to fast track approv -al – is a Ministry of Housing and Local Government (KPKT) initiative to enhance the service delivery system in the property sector by further expediting the development proposal application process. The physical One-Stop-Centre was launched in April 2007 followed by the OSC Portal in January 2008 and the RM3.8 million OSC Online in February this year. KPKT’s Local Government Department (LGD) carries out the initia -tive. KPKT Minister Datuk Wira Chor Chee Heung disclosed that LGD has envisaged next-level improvements to OSC Online. These include the Arti�cial Intelligence Auto Checker System that reads digital plans and automati -cally yields the percentage of compliance according to the requirements of the relevant laws. He expects this improve -ment to enhance the qual -ity and speed of decision-making on an application. Essentially, OSC Online is an innovative single gate -way 24/7 online eSubmis -sion system complemented by di�erent modules to expedite the approval pro -cess. Standardisation and transparency are built into the system. An applicant is only required to submit and upload one set of plans and documents to the system. Circulation to various technical agencies is also done online. Following that, techni -cal o�cers can log in to OSC Online and view the technical drawings online and type comments in the designated boxes without damaging the drawings. Also, applicants can view the comments online,

local authorities will have adopted it. Meanwhile, he said, the current manual process requires a bulky set of drawings and documents to be submitted to local authorities and to be redistributed to at least 11 external agencies for com -ments. Also, di�erent agen -cies may require di�erent number of sets of draw -ings; hence, the high use of paper; while throughout the approval process, more fresh copies are required for the checkpoints in compliance checking and to replace the overused plans. The minister further pointed out that manual submission provides the opportunity for additional conditions to be imposed

on the applicants and that tends to frustrate the sub -mission experience. There are also instances of applicants not comply -ing fully with the prede -termined requirements but managed to overcome the �rst few checkpoints. However, when such submissions reached the technical compliance checking checkpoint, it was then realised that certain information was missing and that further delayed the whole process when additional informa -tion was to be furnished. And to submit a devel -opment proposal, the applicant must be a valid quali�ed person registered with the respective profes -sional board. Chor said manual veri -�cation with the various

boards is susceptible to human errors and inaccura -cies. For example, an unreg -istered quali�ed person could be noted only late in the application process or might have been blacklisted by a regulatory body but allowed to submit at local authority. Other issues are manual submission is restricted to o�ce hours and the fact the applicant must be phys -ically present at the local authority. Chor said while run -ners submit most submis -sions, technical details and consultation are better obtained from the appli -cants themselves, adding that for applicants who pro -vide services countrywide, submission can then be tedious and taxing.

Another bene�t of OSC Online is it promotes a single eSubmission system for all local authorities with uniform procedures and processes pertaining to development control. It is equipped with a prede�ned checklist that guarantees a speedier and transparent system. Incomplete submission will be automatically stored in the system or rejected should the applicants fail to reactivate application within the stipulated time -frame. Furthermore, standardi -sation of requirements and formats will reduce errors which in turn will result in speedier decision on devel -opment proposal applica -tions. Hosted at LGD, the OSC Online portal allows the applicant to do a one-time login from anywhere in the world and submit the development proposal to any local authority in the country. Similarly, the technical agencies can view and check the technical draw -

ings anytime and any -where. These local technical agencies and govern -ment-linked companies include Indah Water Consortium, Department of Environment, Fire and Rescue Department, Public Works Department, Minerals and Geosciences Department, Department of Town and Country Planning, Department of Irrigation and Drainage, District and Land O�ce/Land and Mines O�ce, Malaysian Communications and Multimedia Commission, Tenaga Nasional Bhd and Water Authority. The portal also per -forms centralised realtime veri�cation of the appli -cant with the boards of architects, engineers and planners; so disquali�ed persons are easily tracked and veri�ed. On the targets for OSC Online, Chor said the plan is to have 60 local authori -ties adopt it by December this year ( see tables 1, 2 and 3 ) and another 39 by July 2011 ( see table 4 ), by which time a total of 99
