ROAD REPAIRS: Opinions Unlimited has repeatedly commented on the perennial repairs of the Manila-Bicol highway. The same road stretches repaired previously are again being bidded out as contract projects. We consulted former Bicol DPWH Director – Engr. Orlando Roces (now a rural banker). He replied that during his time, he recommended thicker concrete for the roads since the cause of the damages are the heavier loads using the highways.

Now that the PDAF has been

Grab on an ordinary day a copy of a national paper or listen to the evening news on Tv, and you will immediately see the Manila-centric kind of thinking and way of life of our country.

This hegemony is shown by the tilted economic growth and development the country has: it is oNLY most felt in the National Capital Region, and Regions 3 or Central Luzon and 4A, or the Calabarzon. It is thus a prosperity and growth with exclusion. May nagaasenso alagad dakul nababayaan. All the rest of the country.

Clearly, the unitary/presidential system in our archipelagic republic is propping up this state of things. It is time therefore we think of alternatives or change.

The federal/parliamentary system provides us that. It is appropriate for our country divided by ethnic, ideological, and even linguistic lines.

It will also break the age-old kind of patronage politics in the country, the same politics which has mired us in perpetual poverty and unending corruption in the government.

Let’s have enough of our daily dosage of all these problems not of our own making. It is time we focus on the future of our region. Let’s start thinking federal, NoW!

controversy has been abolished (at least on paper?), we should now have a new highway upgrading system. The repairs are not only costly. Inconvenience of motorists in terms of travel time and vehicle repairs are gargantuan. There must be study on how much economic costs are suffered by us whenever road repairs are undertaken. Politicians should stop making highways projects as milking cows!

BIRTHDAY: Your columnist is now 73 years old!. Three years ago – my family tendered a grand birthday party with four hundred fifty of my associates and friends in attendance. Everybody enjoyed the food, music and camaraderie. This year, we had a change in our lifetime paradigm. We solicited medicines and funds for our Acyatan Foundation (tax deductible of course) and used them for a Free Medical Clinic for indigents.

Eleven doctor friends donated free consultancy services. The half-day exercise successfully treated 370 patients, complete with free medicines and breakfasts. They asked my children what political position I will aspire for! They explained that the free clinic was our family’s way of thanking our Lord for the simple but good life that He provided us with. We are just sharing the blessings for others. After the exercise, we all felt so gloriously satisfied!

COPRA SUPPLY: Coconut oil mills in Southern Tagalog and Bicol are pressured on two fronts: lack of raw material and competitive pricing. With the recent onslaught of Typhoon Glenda which greatly reduced coconut fruits in Southern Luzon, copra production slackened. Coconut oil millers are now sourcing their raw materials from the Waray and Northeastern Mindanao regions where coconut plantations were also ravaged by super howler Yolanda.

On the selling side, millers are finding hardships in delivering raw coconut oil to the few remaining (big) buyers. Unloading of their CNO trucks have to wait for four (4) days in Metro-Manila before they can return. The oil processors and refiners now prefer the lower-costing imported pam oil. Consumers are also affected by the erroneous negative information that coconut oil can cause cancer due to aflatoxin content.

PCA CHIEF: I have just talked with resigned Philippine Coconut Authority Administrator. Atty. Euclides G. Forbes used to be my legal associate when I was Head of Branches Group of the Republic Planters Bank (now Maybank). I can vouch for his total honesty. He was already given formal clearance by Food and Agri-Industry Modernization czar Kiko Pangilinan after the review of the PCA fertilizer purchases during his time.

At present, the “waste-to-energy” plants in Sweden are experiencing what they call “over-capacity,” meaning, they can generate more energy than their present garbage load would allow. Thus, Sweden “imports” garbage from Norway, the United Kingdom, Ireland and Italy for use in its plants. (Presumably, such countries even pay Sweden for taking their waste material off their hands.)

television is you see things as it happens. During the past week, I saw the Senate hearing of the sub-committee of the Blue Ribbon Committee where a former vice mayor of Makati Ernesto Mercado charged Vice Pres. Jejomar Binay and his family of owning three hundred and fifty (350) hectares of land in Rosario, Batangas. That Dra. Elenita Binay, the wife of the Vice President has a nine hectares flower garden and piggeries there. Mercado showed photo shots of the property which he called the Hacienda Binay.

I also saw businessman Antonio Tiu being interviewed by Coco Alcuaz on ANC TV where he said he leased ten hectares of land to Dra. Binay ten years ago. I also saw the municipal assessor of Rosario, Batangas, say on TV that there are several different owners of the three hundred fifty hectares.

Cavite Gov. Jonvic Remulla, a spokesperson of the Binay camp, showed on TV the lease contract executed ten years ago between Antonio Tiu and Mrs. Binay.

I also saw Sen. Miriam Defensor Santiago, an ally of the administration, challenge Vice President Jejomar Binay to appear in the Senate and take advantage of the opportunity to clear his name. To which Vice Pres. Binay answered in an interview, “If you are already pre-judged, will you go there?”

I also saw Justice Sec. Leila de Lima say she has directed the NBI to find two of Binay’s long time aides, Gerry Lim and Eduviges “Edong” Baloloy who had not been attending a Blue Ribbon sub-committee hearing on the alleged overpricing of the Makati City Hall Building II.

I also saw the Senate hearing on the Metro Railway Transit (MRT-3) system where Sec. Mar Roxas was blamed for the woes and hardship of more than five hundred thousand (500,000) daily commuters of the MRT, when he was the Secretary of the Department of Transportation before Joseph Abaya took over. Robert Sobrepeña, chairman of the Fil-Estate told the senators in hearing that the termination of the Sumitomo Corp.’s maintenance contract was a key factor in the commuters daily orderal. “The insistence of Sec. Mar Roxas not to renew the contract with Sumimoto Corp. and give almost all related contracts of the government to accommodate favored suppliers of the administration falls on the shoulders of DILG Sec. Mar Roxas, according to Toby Tiangco, spokesperson of the UNA,” the Tempo dated October 4, 2014 reported.

both sides in the political arena and decide at the proper time. I guess Binay has the highest satisfaction rating among government officials is because of the discontent of the people on the incompetence in the government.

When my daughter attended a wake for the relative of a co-worker in the Regional Trial Court here in Naga City, she met Vice Mayor Nelson Legacion of Naga City there. She inquired about the plan of the city government on the garbage in Balatas. Its bad smell or odor reaches even our place. Legacion said that the city government is still studying this matter. In view of this, I am writing the following excerpt from the column of Rina Jimenez-David in the Daily Inquirer dated October 8, 2014 as a suggestion for inclusion to the study being conducted by the city government. The city council just ask chairman Tolentino about this.

“LATELY, MMDA Chair Francis Tolentino has landed once more in headlines for his surprising suggestion to turn to incineration as a lasting solution to Metro Manila’s garbage woes.

Now, incineration has long been a villain in the eyes of environmentalists, who decry the pollution created by the burning of garbage and the resulting emission of not just smoke but also toxic and noxious gases produced by the garbage.

But Tolentino says the bias against incineration stems from an “old-fashioned” understanding of the term. Technology has since been developed that would not only solve the increasing amounts of garbage generated by a metropolis (each Metro Manilan, says Tolentino, produces 1.5 kilos of garbage a day), but also harness this garbage to produce energy.

What he means by “incineration” these days, says Tolentino, is really a “waste-to-energy” scheme, or “energy recovery,” using the burning of garbage to produce steam which would in turn run turbines to generate electricity.

To better explain his plan, Tolentino showed a video on the “waste-to-energy” program of Sweden, which, despite its use of garbage incineration, currently ranks second in the world in compliance with global environmental protocols.

Phivolcs notes Mayon’s unpredictable mood

Bismonte, the manager of the Philippine Rural Recon-struction Movement(PRRM), said residents of barangay Caranday, Del Pilar and Sta. Teresa which are all located in the upland part of the town, will be the beneficiaries of a project meant to provide mar-

ginalized communities access to potable water supply.

The Tubig sa Baryo Proj-ect was forged in August 28, this year between the PRRM, represented by its president Isagani R. Serrano; and the Coca Cola Foundation Phil-ippines Inc. (CCFPI), also represented by its president, Maria Cecilia L. Alcantara.

“The project aims to pro-vide poor communities access to safe water and educate the youth and communities on the importance of water con-servation. It will also com-plement the other projects of the Baao LGU for rural ba-rangays like the provision of sanitary toilet and backyard gardening,” Bismonte, an incumbent councilor of this town explained.

LEGAZPI CITY -- Mayon’s rapid mood changes are unpredictable, Philippine Institute of Volcanology and Seismology (Phivolcs) resident volcanologist Ed Laguerta said Tuesday.

“The problem with Mayon is its rapid mood changes, which can happen anytime like what it did on Sunday dur-ing the visit of President Aquino’s six Cabinet members,” Laguerta said.

It’s Christmas?I watched my next door neighbor decorating her house yes-

terday for Christmas. . Very early, I thought. On second thought, maybe it’s time. Why not? Christmas season has always been a season of joy, so why not prolong the season?

I somehow envy her. While I am looking forward to Undas to give respect to my dear ones who have gone ahead, here is my neighbor decorating her Christmas tree with bright red poin-settias, Christmas balls of various sizes and colors, and what attracted my attention were the big blue ribbons. The Christmas lantern was in place and the Christmas wreath hanged. Was I right in my speculation. That same night, she lighted her Christ-mas lights and had it on till the wee hours of the morning. I was thinking, she will have a bigger electric bill this early.

But Christmas is still many days away. But somehow it can be felt now. Early morning on radio, I hear Christmas carols and it is very touching. Jose Mari Chan singing a beautiful Christ-mas song and Bing Crosby his very beautiful White Christmas. What’s the Christmas color this year, it had always been red and green. But sometime back, it was blue and silver and gold. Maybe, it will be black this time with the condition we are in. Money is scarce. Many families do not have the comfort of the homes in their evacuation areas. The prices of commodities are skyrocketing. We are not sure of getting a Christmas bonus. I hope there will be no typhoon from now till December.

My grandchildren do not write Santa Claus a letter no more. They have discovered who he is. It is a She. It is me, their grand-mother who patiently chose the best gifts for them, wrapped them secretly and place them under the Christmas tree to be opened on the eve of Christmas after our Noche Buena. We do not prepare Noche Buena now as before. The bigger grandchil-dren are out with their buddies and the smaller one is fast asleep and so am I.

Christmas in our house has always been December 25 when we have lunch together and greet each other over the blessings of the season and pray that Christmas comes again the follow-ing year and more bountifully.

May I be the first to greet you all a Merry Christmas.

IRIGA CITY --- Rosary School, Inc. and Sta. Mon-ica Academy, both from Baao, Camarines Sur were adjudged as this year’s Over-all Champion - Cat-egory 1 and 2 respectively in the recently concluded 52nd Army ROTC Activa-tion Activation Day held Friday at the University of Northeastern Philippines’ (UNEP) sports and military grounds, here.

Twenty one (21) schools from the Rinconada area and neighboring municipalities participated under Category 1 (Mixed Company). Ad-judged as 1st runner up was Baao National High School; 2nd runner up – Sto. Do-mingo Institute from Sto. Domingo, Bato, Camarines Sur; 3rd runner up – Holy Trinity College from Santia-go in Bato and 4th runner up – Rinconada National Tech-nical Vocational School from Sto.Domingo, Iriga City.

Out of 9 competing con-tingents for Category 2 (Company Minus), four schools were able to make it on the top 4. Zeferino Ar-royo High School from San Agustin, Iriga City landed 1st

runner up; San Antonio Na-tional HS also from Iriga got the 2nd place; Bula National High School – 3rd runner up and La Purisima National HS from Nabua, Camarines Sur, 4th runner up.

Lads and Lassies Learn-ing Center from San Vicente Sur and Partido College from Goa were invited as guest participants.

The winners under the Most Disciplined Unit - Cat-egory 1 were: 1st runner up – Sto. Domingo Institute, Rosary School, Inc and Holy Trinity College oc-cupying 2nd to 5th place re-spectively.

Under Category 2 Best Marching Unit, 2nd place was given to Sta. Monica Academy,; 3rd - San Antonio NHS ; 4th- Buhi Lyceum and 5th place to Sta. Justina HS from Buhi, Camarines Sur.

Comelec-Bicol top exec favorsSK polls postponement

LEGAZPI CITY – As the Commission on Elections (Comelec) conducts registra-tion for the Sangguniang Ka-bataan (SK) elections next year, the agency’s regional head for Bicol based here on Tuesday said he favors calls for the postponement of the same polls.

The SK registration that commenced nationwide last Sept. 20 and to last until the 29th of this month is being conducted based on Comelec Resolution No. 9899 issued last Sept. 5.

The elections, on the oth-er hand, are set on Feb. 21 next year as scheduled under Resolution No. 9791 which postponed the Oct. 28, 2013 polls pursuant to Republic Act 10632 enacted by Congress days before the scheduled elections.

Romeo Fortes said the Feb. 21, 2015 SK elections should be reset to make it synchronized with the May 2016 national and local elections so that the government saves money.

Besides, he said, reforms in the SK system -- such as the age qualifi cation bracket from the current rule of 15 to 17 years old to the proposed 18-25 -- should be instituted ahead of the next elections.

Fortes said he proposed amendment to the age rule “is very logical” since it would come up with more mature SK, which is entrusted to handle public funds.

Under the present setup that allows only individuals under 18 years old to run the affairs of the SK, “we cannot crimi-nally prosecute them for being legally minors once they com-mit criminal acts involving public funds,” he said.

Besides, Fortes said, baran-gays have been experiencing shortage in candidates for SK

offi cials, given the prevailing age limitation being imposed on members. “They usually are experiencing diffi culties in completing line-ups of candi-dates,” he said.

The Comelec offi cial also noted that the government’s K-12 program in the coun-try’s basic educational system should be considered to bolster an SK reform legislation.

Through the K-12 educa-tional reform program, the government extended the schooling years of children in the secondary level from four to six years and made complete kindergarten attendance man-datory among pre-school kids.

Fortes said this educational reform should be made paral-lel with the political reforms involving the youth taking into account that they would be more educationally prepared in handling government obliga-tions and public responsibili-ties.

“While the government has been able to do it for the uplift of the educational standards,

the same could also be insti-tuted in the SK,” he stressed.

In airing such notion, the Comelec-Bicol chief said he supports the resolution recent-ly submitted to Congress by Commissioner Sixto Brillantes calling for a legislation to post-pone the February SK polls to give the Commission time in its preparations for the 2016 presidential polls.

However, should Congress decide to push through with the SK polls as earlier sched-uled, Fortes echoed the assur-ance made by Brillantes that the Comelec is ready to hold it.

In the ongoing registration, he said, only 40 percent of the target SK membership is ex-pected as new registrants in Bicol as around 60 percent are already in the previous list.

“What we are doing now, aside from enlisting new regis-trants, is the removal from the list of those who have already reached the disqualifying age or have gone beyond 17 years old,” Fortes said.

Filipinos who are 15 to 17 years old on or before the elec-tion day are encouraged to vis-it their local Comelec office in the city or municipality where they reside to register for the polls.

Applicants for registration are required to present either their certifi cate of live birth, baptismal certifi cate, school records or any other document that will establish their identity and qualifi cation. -- (PNA)
