  • 1. About the Biju Yuva Vahini Training Guidebook

    This training guidebook is reference book for Biju Yuva Vahini Trainers who will be conducting

    and imparting knowledge about the Biju Yuva Vahini programme, its components and what it

    stands for. The manual will be used by the State Youth Welfare Board (SYWB) team to train the

    District Program Management Units (DPMU), who in turn will train the Biju Yuva Vahini

    members across 314 blocks of Odisha. The manual is meant to provide guidance to trainers

    who have themselves undergone training, and are equipped to facilitate the session for the

    BYV participants. The guidebook contains 5 sessions and each session consists of a set of

    questions for reflection and key messages to consolidate the learning.

    2. Guidelines for Trainers

    The training guidebook is designed to develop an understanding of the implementing teams

    and BYV members about implementation of BYV programme on the ground.

    ► The trainers should always remember that the information sharing is clear and should

    empower the participants to lead.

    ► The trainers will be facilitating the sessions and will ensure that each participant is

    allowed to participate in the session’s activities and has the space to express his/her

    thoughts and queries.

    ► The trainers will ensure that they facilitate the sessions as per facilitator’s role mentioned

    in each session.

    ► It is important that the trainer is clear on all the components of BYV program.

    ► As a trainer, it will be important to define the session activities clearly and if possible,

    with a quick demonstration.

    2.1 Pre Training Preparation

    ► The trainers should have information about the participants. This will help the trainer to

    be prepared for the session.

    ► The trainer must look at the training venue prior to the training. This will help in planning

    the activities.

    ► Keep ready a checklist of all the required materials and equipment before the training.

    ► The trainers should go through the session plans, videos and facilitations notes prior to

    the training.

    ► The trainer should ensure that the logistics (i.e. seating arrangement, tea, snacks,

    stationary material, etc.) are organised in advance to avoid any delays and discomforts

    on the day of training.

  • 4. Ice Breaker Activities

    At the beginning of any session, the initial hours are crucial that lay the foundation of

    relationship between the trainer and participants. Therefore, it is important that the trainer

    begins the programme by building a rapport with the participants. Rapport building does not

    take much time and can be done with the help of ice breaking activities.

    The following activities will help you to break the ice and build a rapport with the participants.

    4.1 Ice Breaker Activity - 1

    Learning

    Objectives

    ► To introduce the participants to each other

    ► To get familiar with the names and qualities of all the participants

    ► To facilitate a communication process between the trainer and

    participants

    Activity Name Name Game

    Duration 15 minutes

    Material None

    Instructions

    ► Divide the participants in two teams (20 -25 participants in each

    team).

    ► Ask the teams to make a straight line in alphabetical order of their

    names.

    ► Those participants whose names start with ‘A’ will stand at the

    beginning of the line while those with names starting with ‘Z’ will be

    at the end of the line.

    ► The facilitator will ensure that the participants are standing in correct

    alphabetical order.

    ► The facilitator will ask the team members one by one to speak out

    their names. The team which will follow the instructions correctly

    and have the line formation in the correct alphabetical order will be

    the winner.

    Trainer’s Notes

    ► The trainer must ensure that everyone gets a chance to play. The

    game will encourage the participants to talk to each other.

    ► The participants might be little hesitant and reluctant initially as this

    is their first interaction with the trainer as well as with each other.

    ► The trainer needs to take the initiative and not feel shy him/herself.

    ► It is the responsibility of trainer to engage all the participants.

  • 4.2 Ice Breaker Activity - 2

    Learning

    Objectives

    ► To introduce the participants to each other so that the participants

    come out of their comfort zone and are interacting with each other

    ► To facilitate a communication process between the trainer and

    participants

    Activity Name Birthday Sequence

    Duration 15 minutes

    Material None

    Instructions

    ► Divide the participants in two teams (20 -25 participants in each

    team).

    ► Ask the teams to make a straight line according to their birthdays i.e.

    Date/Month/ Year.

    ► Those participants who are youngest as per their birthday will stand

    at the beginning of the line while the oldest will be at the end of the

    line.

    ► The facilitator will ensure that participants are standing in correct

    order as per the instructions.

    ► The facilitator will ask the teams one by one to voice out their

    birthdays in Date/Month/Year order. The team which will follow the

    instruction correctly and have the line in the correct order will be the

    winner.

    Trainer’s Notes

  • 5. Training Sessions

    5.1 Session 1: Introduction

    Learning

    Objectives

    ► To introduce the concept of volunteerism to BYVs

    ► To discuss the importance of being part of a change

    ► To get motivated for being a part of BYV

    Points to be

    ► What is volunteerism?

    ► Who is a volunteer?

    ► What is BYV?

    ► What is volunteerism in BYV?

    Duration 30 minutes

    Material Video (Lead India – Tum Chalo Toh Hindustan Chale)

    Instructions

    ► The trainer can choose to have one of the ice breaker activities to

    start the sessions (Optional).

    ► After the ice breaker session, ask the participants to sit down in a

    circle (if possible) or have their seats as per the sitting arrangement.

    ► Once the participants are settled, show the participants Video 1 -

    Lead India – Tum Chalo Toh Hindustan Chale.

    ► Once the video is over, give the participants 5 minutes to think and

    discuss amongst each other about the video and note down anything

    which they find good or relevant to them.

    Trainer’s Notes

    ► What did you see in the video?

    ► What is the role of police man? What is he doing in this video?

    ► What is the role of public representative? What is he doing in this

    video?

    ► Do you think the child had the strength to move the tree?

    ► If no, then why do you think the child come forward to volunteer?

    ► Why do you think other people join the child?

    ► Do you think it was important to remove the tree? Why?

    ► Did anyone get anything by removing the tree? Money/ Prize? If not,

    then why they decided to do it?

    ► What do you think the video was trying to communicate?

    Based on the above discussion, the trainer will share the following points

    with the participants:

    ► As shown in the video, we do not have to be powerful or strong

    enough to do something big or bring a change.

    ► Spirit and enthusiasm of working towards change and willingness to

    become a part of change is important.

  • ► When we move forward to work towards a cause, other people

    continue to join us and that gives the strength to address the issues.

    ► BYV has been conceived to bring the same sense of change through

    volunteerism. To provide you the opportunity/ platform to become

    a part of solution/ change for a better society and state.

    Key Messages

    The trainers will consolidate the session with following messages:

    ► BYV is a volunteer program.

    ► Any one between the age group of 15 – 35 years can be a part of it.

    ► BYV would like to encourage youth to use their energy for addressing

    social issues in their communities and involving youth in finding the

    solutions to societal problems.

    5.2 Session 2: Social Action

    Learning

    Objectives

    ► To introduce the concept of Social Action

    ► To encourage the participants to identify the issues which are

    prevalent in their communities and possible solutions for the issues

    ► To share the social calendar with specific campaigns which need to

    be completed in all the GPs

    ► To facilitate the learning process of planning activities in social

    actions

    Duration 75 minutes

    Instructions

    ► The trainer will show two videos on social actions taken up by people

    on their own to resolve/ address the issues pertaining to their

    communities/ village.

    o Piplantri Village Story

    o Asia’s Cleanest Village

    After the videos, a group activity of 60 minutes will be conducted. The

    instructions for Group activity are detailed below:

    ► The trainer will divide the participants in 5 groups (8 – 10 participants

    in each group).

  • ► The trainer will assign one thematic area to each group and will ask

    them to brainstorm, discuss and list out the following based on their

    understating of their respective GPs/ULBs/Communities:

    o Problem: What are issues/ problems they are facing?

    o Solutions: What can be done about it or is there anything

    which is already getting implemented?

    ► Every group will be given 15 minutes to discuss the above points and

    5 minutes to list it down points for presentation.

    ► After the group activity every group will get 10 minutes to talk about

    their respective thematic areas.

    Trainer’s Notes

    ► The trainer will ensure that:

    o Every group understands the activity

    o The presentation time for each group should not extend

    beyond 10 minutes

    o He documents the issues presented by each group on a board

    for summarization in the later part of the session.

    After the presentation the trainer will summarize the group activity with

    the following points:

    ► The trainer will appreciate the efforts and work done by all groups.

    ► The trainer will point out the list of issues which have been presented

    by the teams and will explain that the first step to resolve the issue

    is to recognise one. Since the participants have recognised the issues

    they would like to work on, they need to meet and discuss the same

    in their communities.

    ► BYV can become the medium for them to work on these issues with

    a group of selected members. The power of youth working towards

    a social cause can bring the desired change.

    ► BYV is a platform to work towards the change by addressing the

    issues which impact our communities and societies on a daily basis

    and hamper our growth.

    ► Through social action, we can plan what issues we would like to take

    up and involve the local government officers, and community

    members to address the issues.

    ► The trainer will share the social action calendar with the participants

    for the drives/ campaigns that the BYV members have to take up

    from August to December 2018.

    ► The trainer will explain that each month, a plan of at least two drives

    has been shared. The BYVs shall choose one of them in their monthly

    meeting and plan to execute accordingly.

  • ► In case the BYV members feel that they have the time, money and

    resources to have one more campaign from the social calendar, they

    can plan to do so accordingly.

    Key Messages

    ► Each Biju Yuva Vahini will undertake at least one social campaign in

    their Panchayats/wards every month on the following areas:

    o Clean & Green Drive (Sabuja Panchayat)

    o Education & Literacy (Sakshar Panchayat)

    o Women Empowerment (Sabala Panchayat)

    o Health & Hygiene (Swasth Panchayat)

    o Inclusive Development (Swabhalambi Panchayat)

    ► The trainer will share that a total of INR 30,000 will be released to

    each Biju Yuva Vahini to carry out the social action interventions in

    their GPs/ULBs in a financial year (as mentioned in the operational

    guidelines)

    ► A social action calendar (5.6) will be followed from August 2018 –

    December 2018 in all the districts. The BYVs can choose to organise

    one or two observation days from the calendar based on the budget,

    time and resources available to them.

    5.3 Session 3: Sports

    Learning

    Objectives

    ► To recognise the importance of sports as a medium for youth

    engagement

    ► To discuss promotion of sports at grassroots level and encourage

    mass participation of youth in sports competitions

    ► To discuss importance of sportsmanship and healthy competition in

    inculcating habit of healthy life style among youth

    ► To understand the sports component and its implementation in BYV

    program

    Instructions for

    Group Activity

    ► The trainer will ask the participants to nominate three members who

    will become the team leaders/ office bearers (President, Secretary

    and Treasure) to plan and conduct one team game and one general

    sport with the participants.

  • ► Once the team leaders/ office bearers are selected, the trainer will

    ask the participants to brain-storm for 15 minutes and plan that the

    events with one team sport and one general sport are completed in

    30 minutes. The trainer will provide the budget (as mentioned in

    operational guidelines) of each event to the team leaders.

    ► The trainers have to ensure that the sports event is completed.

    Trainer’s Notes

    ► The trainer will ensure that the planning is completed in 15 minutes

    and the team is able to come up with a clear plan of executing sports

    event.

    ► The trainer will ensure that the sport activities are completed in 30

    minutes.

    ► Once the activity is completed the trainer will ask the following

    questions for discussion:

    o What did they like about the activity?

    o Did the planning help?

    o What were the challenges they faced?

    o What could have been planned differently?

    o What did they miss in their planning which they would like to

    incorporate in their next event?

    o Do you think this exercise has helped you to plan the sports

    event at a large scale?

    After the discussion the trainer will summarise the activity with the

    following points:

    ► The trainer will appreciate the efforts and work of participants to

    plan and conduct the activity.

    ► The trainer will share with the team that the demo was to

    understand the list of things we need to understand and follow to

    conduct an event.

    ► The BYV members will now have clarity on planning the event.

    Therefore, it is important that the District and Block youth

    coordinators understand the requirement and support the BYVs in

    planning and organising the sports event at GP/ULB level.

    ► It is important to understand that there may be challenges at the

    field level which we cannot foresee in the training, therefore it is

    important to reach out to the PET/DSO/BDO/EO/SPMU for required

    help to ensure that the event is planned and executed well.

    Key Messages

    ► Sports activities will be organised in two categories:

    o General Sports

    o Team sports

  • ► The BYVs should encourage practice of any number of sports

    activities as mentioned below on daily basis to ensure maximum

    participation in the sports tournament/ meet which will be organised

    at GP/ ward level

    ► Once in every two months, sports competitions will be held at

    GP/Ward level. The BYV will ensure to organise a minimum one of

    the sports from each of the general and team sports (as mentioned

    above) for the sports tournament/ meet.

    ► The BYVs will ensure that there are at least five (5) sports

    tournaments/ meets conducted in a year.

    ► Designated Physical Education Teachers (PETs) will be informed at

    least a week in advance about the sports meet/tournament and BYVs

    shall ensure their presence for the event.

    ► In case the sports tournament/ meet needs to be shifted due to any

    adverse or unforeseen circumstances, it should be discussed and

    done with the approval of Block/ ULB level committee.

    ► The Sports equipment will be procured by a District Level Purchase

    Committee nominated by the District Collector. District Sports

    Officer (DSO) will be the Nodal Officer for procurement of quality

    sports equipment and distribution of Kits (Sports equipment) to all

    BYVs of the district.

    ► The BYVs and DPMUs field staff must ensure to involve/ inform the

    local public representatives in the event.

    5.4 Session 4: Art and Culture

    Learning

    Objectives

    ► To understand the relevance of art and culture activities in BYV

    program

    ► To understand the budget and frequency of the events to be

    conducted in arts & culture in BYV programme

    ► To inculcate a sense of Odisha’s art and culture and pride amongst

    the participants

    Instructions for

    Group Activity

    ► The trainer will ask the participants to nominate new set of three

    members who will become the team leaders/ office bearers

  • (President, Secretary and Treasure) to plan and conduct an event on

    art and culture with the existing participants.

    ► Once the team leaders/ office bearers are selected, the trainer will

    ask the participants to brain-storm for 15 minutes and plan the art

    and cultural event with the list of activities they would like to conduct

    in the given budget.

    ► The group will demonstrate the organisation of art and cultural event

    in 30 minutes.

    Trainer’s Notes

    ► The trainer will ensure that the participants complete the planning

    and activities are completed in the allocated time.

    Once the activity is completed the trainer will discuss summarise the

    activity with the following points:

    ► The trainer will appreciate the efforts and work of participants to

    plan and conduct the activity.

    ► The trainer will share with the team that the demo was to

    understand the list of things we need to understand and follow to

    conduct an event.

    ► The BYV members will now have clarity on planning the event.

    Therefore it is important that the District and Block youth

    Key Messages

    The trainer will ensure that following messages are communicated

    towards the end of the session:

    ► Competitions will be organised at the GP/ULB level for the promotion

    of Culture/Art in the fields of Dance, Drama, Music, Painting, Essay

    writing, Debate, etc. The BYVs can work towards promoting

    Indigenous crafts and practices in the form of handlooms,

    handicrafts, pottery, sand art, wall paintings, etc.

    ► Local youth may be promoted to organize & participate in the

    science/ math exhibitions and showcase their talent to their

    communities to curb instances of black magic, sorcery and

    superstitions.

    ► BYV youth can conduct sensitisation activities like street play, group

    discussion, use of information, education, and communication

    material (IEC), to dispel the blind belief of black magic witch craft and

    other superstitions in certain areas of the state.

  • ► Content of the program should be indigenous and relevant to local

    context of the community and state, and for this purpose, local

    talents should be promoted instead of hiring outside artists.

    ► Best Performers/talents will be awarded with prizes/certificates.

    ► The cultural programme may be organised in convergence with any

    other programme/activities to make it more popular/attractive. A

    sum of INR 10,000 is available to BYV per year.

    5.5 Session 5: Funds and Reporting

    Group Activity

    ► The trainer will distribute the reporting formats as per the

    Operational guidelines to the participants and will ask them to fill.

    ► The trainer will share the component wise funds and total fund

    disbursement structure with the participants:

    ► The trainer will ensure that all the participants will have the reporting

    formats and will fill the formats based on the events conducted

    during the day.

    ► The trainer will ensure that the participants understand the formats

    and the requirements of the reporting format.

    Key Messages ► A total of INR 1,50,000 will be disbursed to each BYV in a year.

  • ► The BYV needs to ensure that the budget is spent on BYV activities

    and the reporting is completed as per the requirement.

    ► The formats need to be filled as per the instructions in Operational

    Guidelines.

    ► The copy of formats will be submitted to the BDOs with the

    utilisation certificate on a quarterly basis.

    ► The original of bills and vouchers and the reporting formats will be

    kept and maintained by the office bearers.

    ► To maintain the transparency of the Fund expenses, BYs will maintain

    an Account Book/ cash book as provided in Annexure O of

    Operational Guidelines.

    ► The Account book/ Cash book will be checked and countersigned by

    VLW or the designated officer by BDO/ EO for each BYV.
