Access to Work Contract
We understand that the new Access to Work Programme will shortly be out for tender. For the last 5 years we have successfully been delivering the pan-Wales strand of the Access to Work contract. To date we are a very successful organisation within the DWP’s supply chain, consistently operating above 95% of targets through the use of a diverse, dedicated team of professionals managed via an innovative and accessible IT system. 3SC is now looking to expand its delivery of Access to Work across the rest of the UK and will be bidding in a number of contract areas. Therefore we are looking for Delivery Organisations to help us achieve our goal. If you are a third sector organisation that has appropriately qualified staff to carry out workplace assessments for people with disabilities or long term health conditions, please completed the EOI below.

VETS East
Launched in November 2015, VETS East is the first regional hub for the national Veterans
Employment Transition Support Programme – which provides registration, mentoring, ready-to-work
and in-work support services for former members of the armed forces. A new website will help
military leavers to match their skills with businesses that are looking to recruit for new jobs. Already
over 50, public, private and voluntary organisations have pledged their support.
Skills Deals Programme
The New Anglia Skills Deal Programme is an opportunity for employers, alongside training providers,
to seek funding for project proposals that address a gap in – or barrier to accessing – training
provision.
Full details of the programme including eligibility and assessment criteria is included in the
Programme prospectus available here. Any applicant considering submitting a proposal is strongly
advised to read this guidance before applying.

To apply for Skills Deal funding please download and fill out an ‘Expression of Interest’ form
available here. Completed ‘Expression of Interest’ forms should be submitted as an attachment
Expressions of Interest can be submitted at any time. Projects will be prioritised for funding at
frequent intervals. The dates below refer to the final date by which ‘Expression of Interest’ forms
need to have been received in order to be considered in that Prioritisation Round. Some
prioritisation rounds will only consider smaller projects – this is indicated below. Any forms received
after that date will be considered in the following Prioritisation Round.
Prioritisation Round 1 (for projects requiring £25,000 or less from the Skills Deals Programme) –
Expressions of Interest must be submitted by 1st March 2016.
Round 2 (for all projects) – Expression of Interest must be submitted by 5th April 2016.

Governance Recruitment Service Department for Education The Government is committed to delivering education excellence everywhere. The FBIS is funded through Priority 2 of the Northern Ireland Rural Development Programme
(NIRDP) 2014 — 2020 which aims to improve the business competitiveness and sustainability of
participating farm and horticulture businesses. The contract will be awarded to 1 Contractor, who
will be required to provide a range of support services to the Programme on behalf of CAFRE and
must be able to demonstrate in its submission its ability to carry out all the services detailed in the

appointed CAFRE Project Manager.

Apprenticeship and employability study programme — focusing on the local environment.
Barnsley Metropolitan Borough Council
The North East Area Council wishes to procure a responsive, efficient and accountable, local,
uniformed Environment Team service, with a strong focus on the provision of local Apprenticeships.
The North East Area Council have highlighted the following two Key Priorities:
— Economy and Regeneration to achieve local solutions to building employment and skills across
the North East Area Council.
— Local Environment to improve the local environment for people who live and work in the area.
An Apprenticeship and Employability Study Programme through the Environment Service will
provide the young people with a recognised knowledge and competency qualification, and hands on
learning approach to enhance their qualifications and improve their CV's. It will deliver a recognised
route into work and improve educational achievement, which in turn will strengthen young people's
employment prospects and aspirations.
The provision of the environmental service will be delivered through the employment of apprentices
to provide the following services through the contract.

— Street clearance

The contract commences on 1.6.2016 with a 10 month contract and 3 potential extensions of 12

Tata Steel Project 2 – Employment Training Services Following the recent large scale redundancies announced at Tata Steel (Rotherham and Stocksbridge
sites) Deregulated SFA funds have been allocated to support those effected in gaining alternative
employment. In addition, any supply chain employees who are affected by the reduced business on
these sites are also eligible.
Organisations interested in delivering these programmes on behalf of RNN Group (Rotherham and
North Notts Colleges) are required to complete the PQQ\ITT on in-tend. Applicants will then be
notified if they have been successful. Final approval could be subject to an onsite visit or further
clarification on relevant points of the tender.
In addition to standard fundable programmes eligible clients will be able to access relevant training
courses which are not usually fundable via ASB contract rules and regulations. Any courses
individuals undertake must be requested following initial advice and guidance and be relevant to the
current job market, in order to enhance people’s chances of gaining sustainable employment as a
result of the training delivered.
Most courses will be relatively short, will be delivered locally wherever possible, and must take into
account current skills and experience. DWP will need to confirm agreement with attendance
requirements whilst individuals are claiming any type of benefits. Courses available could be
providing new skills or updating existing skills in relevant occupational areas. In addition to
vocational skills, clients will have the opportunity to improve their general maths, English, IT and
employability skills.
Passing the tender threshold score 70 % does not guarantee any levels of contract, as all delivery will
be dependent on client needs. The delivery contracts will commence from February 2016 onwards
and will be expected to be fully complete by no later July 2017 (we anticipate completion will be
much earlier than the final date).

Development of Social Impact Bond Scheme – London
The London Borough of Tower Hamlets
The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services and / or goods.
The Council has been awarded funding by the Big Lottery Fund’s Commissioning for Better
Outcomes scheme to develop a social impact bond scheme supporting adults with a disability into
employment. Social impact bonds are a relatively new way of funding services. Finance from social
investors is used to fund the setup of preventative early intervention services which are then
commissioned on a ‘payment by outcomes’ basis.
The nature of these schemes means that specialist support is needed in their development, including
knowledge of the social investment market, specifying outcomes, and structuring social investment
schemes. We are therefore intending to purchase specialist support for the development of the
scheme.

Fund Themes
Organisations can apply for funding towards projects for children and young people aged 8-18 years,
and those who are 18-25 years who are NEET (Not if Education, Employment or Training) or have a
Special Educational Need (SEN). Work must focus on lifelong learning and supporting employment
readiness among disadvantaged and vulnerable children and young people, through addressing one
or more of the following:
1. Achieve: Increasing educational achievement through additional support outside of the
classroom; Tackling barriers to achievement in education or employment for particularly
vulnerable groups, and improving their communication skills in preparation for working life
2. Empower: Helping young people to find their own pathways to education, employment,
training and enterprise, improving their overall skills in preparation for working life
3. Nurture: Helping parents and carers to support their children’s education and development,
including supporting them to improve their own literacy, numeracy, communication and
information technology skills in order to increase their engagement in their children’s
education.

provide capital funding to enable successful bidders to tackle manufacturing skills issues. The
Marches LEP has recognised that additional capital investment is required to support the
manufacturing sector to develop their skills base, equipping them to maximise future opportunities.
This tender is seeking submissions from organisations that wish to set up and develop Advanced
Manufacturing Hubs in the Marches region as regional training centres for advanced manufacturing
skills in 5 key areas where there is currently limited training provision. We envisage that the Hubs
will operate on a “Hub and Spoke” model and will be partnership led, comprising consortia of
employers and educational providers including HE, FE and private sector training providers working
together. They will build on a whole range of collaborative initiatives already in place in the region
and will house equipment and deliver training programmes including Apprenticeships.

Funding for Young People to Develop Social Enterprises (UK)
UnLtd, in partnership with Sports Relief and the Spirit of 2012, has announced that young people
who want to start, grow or build their social enterprise idea can apply for funding of up to £15,000.
Young people can apply for a Test it Award of up to £500 or a Build it Award of up to £15,000.
Awards can be applied for by an individual or small group of up to four people aged 11-30. Test it
Awards provide young people with the chance to unlock their potential and make a positive
difference in the community. The Test it Awards are available to 200 young people to run their own
projects.

Research Funding for SMEs (UK)
The Eurostars Programme, which supports research in small and medium sized enterprises (SMEs),
will re-open for applications in early June 2016.
Through Eurostars, funding is available to SMEs to undertake research and development in any
technological area, but must have a civilian purpose and be aimed at the development of a new
product, process or service. Eurostars is a transnational programme, where projects have partners
from two or more Eurostars countries. The maximum grant available is €360,000 towards project
costs of no more than €600,000. The Technology Strategy Board will fund up to 60% of eligible costs.
SMEs must have been registered as a UK company for 12 months, have PAYE staff and been trading
for 12 months prior to application. All costs must be incurred in the UK and all work must be carried
out in the UK.

Start Up Grants for Heritage Projects (UK)
Not-for-profit organisations and partnerships can apply for Start-up grants of £3,000 to £10,000
from the Heritage Lottery Fund.
The funds can be used to create a new organisation to look after or engage people with heritage, or
for existing groups to take on new responsibilities for heritage. Start-up grants can support the early
stages of planning an organisation's activities. For organisations not yet formally constituted, the
grants can help to adopt the right governance structure. For organisations further along in their
development, a Start-up grant can also help explore options for managing and sustaining their
heritage project in the future, or carrying out early scoping work to inform a future application for
project funding.

Holiday Grants for Children (UK)
The Henry Smith's Charity has announced that its Holiday Grant for Children Programme will re-open
for applications on the 1st March 2016.
Schools, youth groups and not for profit organisations can apply for grants towards holidays or

Wingate Foundation Music Grants Programme (UK)
The Wingate Foundation has announced that its Music Grants programme is open to applications.
The Music Grants programme supports those areas of music performance and education which do

Interreg Europe Announces Second Call for Proposals (UK)
The second funding round for Interreg Europe Programme opens on April 5th and applicants have
until to May 13th 2016 to submit proposals. Interreg Europe is a €359 million programme that will
operate throughout the European Union between 2014 - 2020 and support interregional
cooperation projects.
Any projects developed with financial support from Interreg Europe must fall into one of the
following four categories:
Research and innovation
SME competitiveness
Low-carbon economy
Environment and resource efficiency.
Projects must involve partner organisations from at least three different countries in Europe who
come together for three-five years to learn from each other and to address a regional policy issue of
common concern. Interreg Europe co-finances up to 85% of project activities. Depending on the
number of partners involved, project duration; etc., the average total budget of a project is expected
to be €1-2 million. To be eligible for Interreg Europe financial support, at least half of the project
partners must work on Structural Funds. The terms of reference for the current call will be published
shortly, following the programme committee's meeting in early February to decide the criteria and
priorities for this round's funding.
The previous round received 261 applications of which 31% were for improving SME
competitiveness, 26% for research and development projects, 22% for environment and resource
efficiency projects, and 21% for developing low carbon economy ideas.

The Voluntary Action Fund has announced that its Volunteering Support Fund is open for
applications.
The fund which is open to third sector organisations in Scotland provides grants of up to £10,000 to
create new volunteering projects. In particular, the fund is looking to support projects that increase
the diversity of volunteers and improve opportunities, skills and personal development through
volunteering. The Fund also helps organisations enhance their services and improve their capacity to
deploy, support and train volunteers. Organisations with an income of less than £250,000 can apply

- Innovation Fund.
A total of £1.5 million is available through the Fund to help schools close the attainment gap. The

New Beginnings Fund (Wales)
The Community Foundation in Wales has launched the New Beginnings Fund.
The New Beginnings Fund has been created to provide funding of up to £10,000 to frontline groups
working to support refugees and asylum seekers in response to the evolving refugee crisis. Priority
will be given to local groups, with turnovers of less than £250,000 who can show the need for
additional short to medium term support and how this will add capacity to their current work with
local refugees and asylum seekers. In exceptional cases the Foundation will consider grants of up to

A total of £1.46 million of capital funding is available for projects designed to stimulate investment in
the development of business infrastructure in rural areas, including premises for new micro
enterprises, small firms needing move-on accommodation, and facilities for larger and growing
businesses. It will also support investment in strategic tourism assets, transforming the quality and
added value of the rural tourism economy, as well as supporting infrastructure works needed to
unlock employment development sites.
There are no firm minimum and maximum grant thresholds. However, indicatively projects requiring
less than £40,000 grant will have to clearly demonstrate strategic impact in their community and
why other rural funding, including new rural Leader programmes may be unavailable to support such
projects. Any project seeking over circa £500,000 would need to be clearly of regional importance to
the rural economy and able to offer a range of economic benefits beyond a local level. Applicants
must provide a minimum of 60% match funding and will need to comply with State Aid rules.

Call for Low Carbon Projects in Cornwall and Isles of Scilly (South West)
The UK government has issued a call for proposals for projects that help move Cornwall and the Isles
of Scilly towards being a low carbon economy. Up to £10.6 million is available and the minimum
funding that can be applied for is £500,000.
The priority for the funding is to support projects that promote: the production and distribution of
energy derived from renewable resources; and research and innovation in, and adoption of, low
carbon technologies. Specifically, this call is looking to fund geothermal projects so proposals must
include the drilling and testing of one or more demonstration well/s for electricity generation.
The first stage of the application process is to submit an outline proposal by 10th June 2016.

account that needs two signatures. The awards are funded by Heathrow's passengers, who donate
foreign and British currency every day in Heathrow's baggage halls and departure lounges - and by

two themes: ‘protecting and enhancing our environment' and ‘bringing communities together'.
Proposals must also involve the community at each stage and show how they will deliver lasting

Skills for Life Fund Accepting Applications (London)
The Skills for Life Fund is now open again for 2016 and accepting applications for projects that
support children and young people to improve their life chances.
Charities and voluntary or community groups operating in Hackney, Lewisham, Southwark or Tower
Hamlets that need funding for a project that works with vulnerable and disadvantaged children and
young people can apply for grants of up to £12,50. The grants are available to support projects for
children and young people aged 8-18 years, and those who are 18-25 years who are NEET (Not if
Education, Employment or Training) or have a Special Educational Need (SEN). Work must focus on
lifelong learning and supporting employment readiness among disadvantaged and vulnerable
children and young people. The project must start after 1st June 2016 and end by 31st May 2017.

The Kickstart Fund initiative, launched in partnership with Rotherham Council and supported by its
Investment and Development Office (RiDO) and Youth Enterprise arm (RYE), has been introduced in
a bid to support people looking to establish a business or become self-employed by helping with
initial costs - especially for those with limited funds. Grants, worth up to £1,000, alongside guidance
and advice provided by advisers from RiDO and Rotherham Youth Enterprise, will be made available
to the budding entrepreneurs. The company has also committed additional support to help existing
companies in the region to grow, and can provide investment finance of up to £1m to facilitate

Safer Suffolk Fund Opens for Applications (Suffolk)
Voluntary, Community and Social Enterprise organisations that are delivering services that help
make Suffolk a safer place, can apply for funding through Suffolk's Police and Crime Commissioner's
Safer Suffolk Fund.
Applications can be made via two funding streams:
The Small Grants programme will provide grants of £250 - £2,000 for projects that:
o Reduce re-offending and anti-social behaviour, prevent the damaging effect of drugs
and alcohol on lives, crime levels and the night-time economy
o Provide high quality service to victims; and support effective community safety or
crime prevention activities; etc.
The Large Grants programme which provides grants of between £2,000 and £20,000 for
projects that address the key issues above and link clearly to one of the four key objectives
of the Police and Crime Plan:

Lindsay Action Zone LEADER Programme (Lincolnshire)
The next review date for applications to the Lindsay Action Zone LEADER programme is the 25th

Leader is a European funding programme designed to support the development of the rural

Funding to Support Refugees and Asylum Seekers (Kent)
In response to the ongoing refugee crisis a number of national funders have launched a new fund
through UK Community Foundation to support refugees and asylum seekers.
Kent Community Foundation is delivering the programme in Kent and Medway and are looking for
local groups working in the county, welcoming refugees and asylum seekers into their local
communities through existing or new services. Eligible organisations can apply for grants of up to
£10,000. Grants up to £20,000 for projects involving multiple partners. The Fund will prioritise local
groups, with income of less than £250,000 which can explain the need for additional short to
medium term support and how this will add capacity to their current work with local refugees and
asylum seekers. (Larger organisations up to £1m income are not excluded, however priority will be

Funding to Build Resilient Economies (UK)
The Friends Provident Foundation provides financial support to projects that promote a more
resilient, sustainable and fairer economic system.
Support is available through the Foundation for projects that aim to transform current financial
systems in an ‘engine' for social benefits. The Foundation works on two levels:
Systems change which aims to support work that can help to transform corporate
behaviour, and to stimulate change in the current financial system
Building local economic resilience which aims to test and review local or small-scale
initiatives that build economic resilience through diversity, flexibility and building
capabilities.
Trustees will consider applications for grants, loans, underwriting or other forms of financial support.
Previous organisations supported include “ECHO”, a trading network of over 500 organisations in
East London that uses time as the currency, rather than money. This project received a grant of
£140,000 and aims to develop and refine the infrastructure for local, sustainable Echo systems at
national scale.

The London Mathematical Society has announced that Mathematics Teachers in the UK can apply
for grants of up to £400 to attend specific one or two day conferences/events organised by
professional mathematical organisations.

Grants for School Trips (UK)
The Eridge Trust, which is a charitable trust whose purpose is to encourage young people to enjoy
and appreciate visual art, especially painting, has announced that the next deadline for its grant
making programme is the 31st May 2016.
The Trust makes grants of up to £3,000 to primary or secondary schools or sixth form colleges in the
state sector for school trips to museums, galleries and centres of art at home and abroad. Grants are
also made to UK museums and galleries for projects aimed at young people. Trips must be for
students in schools or sixth form colleges in the maintained sector.
In the past, the Trust has supported many different kinds of trips, mainly organised by individual
schools, but also by groups of schools, education authorities and others. They have included day
trips to local galleries, trips of a few days to major UK cities and trips of up to a week or more to
European cities and regions. In addition, the Trust have given grants to museums to support school
visits and to encourage university students to enjoy and make use of their local museum.

Over the next four years from 2015 to 2019, the Video Games Prototype Fund will offer grants of up

Sky Academy Scholarships Open for Applications (UK / Ireland)
Emerging Irish and UK artists aged 18 to 30 are eligible to apply for a €40,000/£30,000 Sky Academy
Arts Scholarship.
There are five scholarships available, four to be awarded to young artists in the UK and one in
Ireland. Artists working in the following categories are eligible:

Theatre and Comedy
Film production
Creative Producing.
The purpose of the scholarships are to give young people the time, space and money they need to
develop their creative practice and unlock their potential. As well as the scholarship, recipients will
receive mentoring from senior Sky staff and professionals from the arts industry. The artists will also
receive a short film about their project and practice.

163 Grassroots Facilities Upgraded with £14m Worth Of Investment From The Premier League &

The Football Foundation has awarded grants worth £14 million from the Premier League & The FA
Facilities Fund (PL/FA:FF) towards 163 grassroots facility projects worth £57m between June and
December 2015.

Funding from the PL/FA:FF goes towards building new or refurbishing existing floodlit third
generation (3G) football turf pitches (FTPs) and changing pavilions across the country. The Fund also
provides smaller grants for vital improvements, such as replacing unsafe goalposts and purchasing
pitch maintenance equipment.
One example of the 163 projects is a £500,000 grant to Beech Hill Primary School in Halifax, which
will enable the school to construct a new floodlit 3G Football Pitch. It is predicted that the new
facility will increase the number of teams at clubs using the site from 52 to 64.
This PL/FA:FF investment will also enable FA Level One and Level Two courses, Goalkeeping
Coaching and Junior Football Leader Awards to be held at the site. The PL/FA:FF welcomes
applications for grants of between £10,000 and £500,000 from football clubs, professional clubs'
community trusts, multi-sport clubs, local authorities, all educational establishments, registered
charitable organisations, and not for profit companies.
