GENERAL

New Castle County Department of Special Services (the County) is seeking proposals for on-callTest and Seal Pipe Grouting and Cured-In-Place Point Repair (CIPPR) contractual services as described herein at various sites countywide.

The Vendor shall provide all labor, materials, tools, equipment and incidentals as shown, specified and required for testing sewer pipe joints, defects and lateral connections by applying a positive air pressure to the joints and defects, then monitoring and recording the pressure in the void. If testing results indicate the need for rehabilitation, the Vendor shall chemically seal the joint, defect or lateral connection by packer injection grouting or installing a CIPPR.

The Vendor shall also provide all materials, labor, equipment, and services necessary for traffic control, notifications to property owners and other stakeholders, controlling flow of existing sanitary sewer (including full bypass pumping when required), cleaning and closed-circuit televised (CCTV) inspection of sewer pipes, quality assurance and quality control measures, including providing samples material testing as specified herein.

The Vendor is responsible for proper, accurate and complete procedures as defined by this request for proposal and the manufacturer. All work performed is subject to review and inspection by the County of their representative.

The Vendor shall be prepared to perform the requested services outside of public rights of way; however, it is the County’s intent to request services in areas that are accessible to the Vendor, with little or no clearing required.

No performance bonds are required.

All appropriate Federal, State and Local rules, regulations, and requirements must be adhered to for this type of work.

The Vendor shall submit itemized invoices as directed by Purchase Orders issued against this bid. Invoices must be formatted in accordance with this priced proposal, or as directed by the County. When applicable, the Typical Application Number assigned from the DelawareDepartment of Transportation (DelDOT) Manual for Traffic Control) shall be included as a separate line item on the invoice with the bid rate for that Typical Application Number.

Payment will be made to the Vendor only after quantities have been verified and the work has been inspected by the County or their authorized representative; all required information has been submitted and found in compliance with acceptable standards and specifications as detailed in this bid.

MANDATORY SAFETY PROCEDURES

This Contract requires work in active sewers. Follow all federal, state and local requirements forsafety in confined spaces and adhering to uniform traffic controls.

Additional safety considerations including safely handling, mixing, and transporting of chemical grouts, additives and resin should be provided by the material supplier, and should include safe operating practices and procedures, appropriate personal protective equipment (PPE) for the various grouting operations, and proper storage, transportation, mixing, and disposal of grouts, additives, and their associated containers. All personnel working with chemical grouts and additives shall complete grout handling and mixing training from the grout supplier.

The Vendor will properly maintain and safely protect the work area at all times. The Vendor assumes full responsibility for the safety of their workers and County residents.

PERMITS

The Vendor shall be licensed to do business in the State of Delaware and have a current New Castle County Contractor License. The County shall apply for Traffic Safety Permits and secure property owner agreements necessary to complete the work. The Vendor shall assist the County as required.

DESCRIPTION OF EQUIPMENT AND MATERIALS

It is the intent and purpose is to include everything necessary for the thorough and satisfactory completion of the work, although each item or method of execution may not be specifically mentioned.

A. Test and Seal Grouting Equipment

1. The basic equipment used for testing mainline pipe joints and lateral connections shall consist of a remotely operated color television camera capable of pan and tilt, joint testing device (referred to hereafter as a packer), and test monitoring equipment. The equipment shall be constructed in such a way as to provide means for introducing air under pressure into the void area created by the expanded ends of the packer against the host pipe and a means for continuously measuring, viewing and recording the actual static pressure of the test medium and grout within the void area only. The packer shall be of a size less than the host pipe internal diameter , with cables at either end used to pull it through the line and may be constructed in such a manner as to allow a restricted amount of sewage to flow at all times. The p acker shall be expanded by air pressure. Packers shall be of low void space construction with void volume given by the packer manufacture.

2. The device for testing lateral connections shall consist of inflatable mainline end elements and a lateral grouting plug that creates a void area extending beyond the main connection. Whenever possible, use a lateral grouting plug sized to match the diameter of the lateral being grouted with an effective sealing length of at least six (6) feet . Where the lateral is capped , utilize alternate lateral grouting plug or equipment sized appropriately for the capped lateral. In cases were the lateral transitions from 6” to 4” in diameter, use a 4” lateral grouting plug , but no relief for excess residual grout will be provided. Maintain a variety of lengths of lateral

grouting plugs and adjust length of lateral grout plug as required to grout capped laterals.

3. Void pressure data shall be transmitted electronically from the void area to the monitoring equipment. All test monitoring shall be carried out in the TV st u d i o as described in Appendix 1.

4. Grouting equipment shall consist of the packer and two separate pumping systems capable of supplying an uninterrupted flow of sealing materials to completely fill the voids. The gel side of the system shall be a closed system to minimize exposure to moisture. The sizing of the system shall be such that the water side can transport materials at 1 to 1 or 8 to 10 times the ratio of the gel side. Pumps shall be sized to deliver between 2 and 4 gallons per minute (GPM) during pumping tests.

5. Grout shall pass from the pumping system through instant reading, controlled flow meters and then through a dual hose system into the packer.

6. Generally, the equipment shall be capable of performing the specified operations in sewers where flows do not exceed 25 percent of pipe diameter.

7. Connection and lateral service sealing shall be accomplished using the lateral grouting plugs and push packers specified above.

8. Provide back-up bladders for all packers on-site any time grouting work is being conducted. Equipment for cleaning lateral blockages shall be readily available while any connection grouting work is being conducted.

B. Grouts - General

1. All grout materials must have the following characteristics:

a. While being injected, the grout must be able to react/perform in the presence of groundwater.

b. A constant viscosity during the reaction period.

c. The ability to increase grout mix viscosity, density and gel strength by the use of approved additives.

d. The cured grout must withstand submergence in water without degradation.e. The resultant grout formation must be homogeneous and prevent the

passage of groundwater through the pipe joint.f. The grout must not be biodegradable.g. The cured grout should be chemically stable and resistant to acids, alkalis

and organics found in sewage.h. Residual grout shall be easily removable from the sewer line to prevent

blockage of the sewage flow.

2. All component materials shall be easily transportable by common carriers.

3. Packing of component materials shall be compatible with field storage requirements.

4. Grout components shall be packed in such a fashion as to provide for maximum worker safety when handling the materials and minimize spillage.

5. Mixing of components shall be compatible with field applications and not require precise measurements.

6. The concentration of grout and additives shall be within the limits recommended by the manufacturer.

7. Catalyzation shall take place at the point of injection/repair.

8. Cleanup shall be done without inordinate use of flammable or hazardous chemicals.

C. Acrylamide Base Grouts

1. A minimum of 12% acrylamide base material by weight in the total grout mix. A higher concentration of acrylamide base material may be used to increase strength or offset dilution during injection.

3. A controllable reaction time from 5 seconds to 10 hours.

D. Acrylic Base Grouts

1. A minimum of 10% acrylic base material by weight in the total grout mix. A higher concentration of acrylamide base material may be used to increase strength or offset dilution during injection.

2. A viscosity of 1 - 2 centipoises, which can be increased with additives.

3. A controllable reaction time from 5 seconds to 6 hours.

E. Acrylate Base Grouts

1. A minimum of 12% acrylate base material by weight in the total grout mix. A higher concentration of acrylamide base material may be used to increase strength or offset dilution during injection.

2. A viscosity of approximately 1-3 centipoises, which can be increased with additives.

3. A controllable reaction time from 10 seconds to 1 hour.

F. Non-Shrink Grouts

1. Non-shrink grouts for plugging inactive laterals shall be cementitious grout and water-tight.

G. Additives

1. The Vendor may recommend additives to the County prior to their use. Additives may include latex (for additional strength and protection against shrinkage), root inhibitor, dye (for confirmation that the void was filled during sealing) and gel time modifiers.

2. All additives shall be submitted to and reviewed by the County prior to their use.

H. Cured-In-Place Point Repairs (CIPPRs)

1. The CIPPR shall be a resin-impregnated fabric wrapped around an inflatable packer or otherwise pulled in and inflated or inverted and inflated and position ed in the sewer to be rehabilitated and cured in place.

2. Resin and Flexible Tube

a. The flexible tube shall consist of one or more layers of flexible needled felt or an equivalent woven or nonwoven material, or a combination of woven and non - woven materials, capable of absorbing the resin into its interstitial spaces to the point of saturation and withstanding installation pressures and curing temperatures. The flexible tube shall be isotropic across the entire wall thickness containing no intermediate or encapsulated elastomeric layers.

b. The interior of the CIPPR shall permit detailed examination of the pipe liner with CCTV inspection equipment. The flexible tube may have a suitable polyurethane membrane coating for protection of the interior surface that may be removed after installation and curing is completed.

c. The resin shall be liquid thermosetting resin and shall be suitable for the design condition , as well as the curing method. The flexible tube shall be saturated with the resin. Polyester, vinyl ester, or epoxy resin and catalyst systems are acceptable. The resin must be able to cure in the presence of water and the initiation temperature for cure shall be less than 180°F (82.2°C). Resins created from recycled materials are not allowed.

3. When cured, the CIPPR shall form a continuous, tight fitting, hard, impermeable liner that is chemically resistant to chemicals found in domestic sewage and which provides the maximum available abrasion resistance. Allowance for longitudinal and circumferential expansion shall be taken into account when installing the CIPPR. All dimensions shall be field verified by the Vendor prior to installation of the CIPPR.

4. Contact allowance is a 1.0 mm. CIPPRs shall be capable of conforming to offset joints, bells and deformed pipe section up to 20% of the original host pipe diameter.

5. The County or their representative shall provide the design thickness and length to the Vendor. The thickness of the CIPPR shall be determined in accordance with ASTM F1216, Appendix X1. The CIPPR shall be designed to the following characteristics:

a. 50-Year Flexural Strength (ASTM D790, D2990 or DIN EN 761): 3,000 psi minimum.

b. 50-Year Flexural Modulus (ASTM D790, D2990 or DIN EN 761): 25 0,000 psi minimum.

6. Hydrophilic Seals

a. To seal the annular space between the CIPPR and the host pipe, provide two O-ring style gaskets, one at each end of the CIPPR. The diameter shall suit the tube for the specific diameter of the host pipe to be rehabilitated. The material shall be seamlessly molded neoprene having the following characteristics:

2) Sufficiently elastic to allow stretching to full host pipe diameter without breakage and to allow CIPPR to be expanded to be tightly- fitted against the host pipe.

3) Unwetted cross-sectional diameter of 2.5 to 5 mm.

c. Hydrophilic Bands

1) 20 mm wide, 5 mm high, with a double bump on one side and flat on the other side.

DESCRIPTION OF TEST AND SEAL GROUTING SERVICES

A. When test and seal pipe grouting is needed, the County will contact the Vendor with a request for services . The request for services shall generally be accompanied by maps depicting pipe segments to be tested, along with other pertinent information . The County or their representative may also provide CCTV inspection data logs. The Vendor shall provide submittals listed in Paragraph B below . Once the submittals are reviewed , the County shall provide a DELDOT permit number and a purchase order to the Vendor. The Vendor shall then mobilize to the site and perform the services as requested. Notifications in accordance with Appendix 3 are required.

B. Submittals

1. Prior to issuing a purchase order , t he County or their representative must receive from the Vendor the following information:

a. Confirmation that adequate access to the pipe segments in the task is available.

b. Priced proposal in accordance with the original proposal, or clear identification of additional services required.

c. C onfirmation that the materials proposed on each task given is the same materials submitted with the original proposal.

d. Proposed Traffic Control measures.

e. Installation and quality control plan, including bypass pump plan (if required) in accordance with Appendix 2.

C. Host Pipe Preparation

1. Clean sewer lines prior to test and seal grouting such that the sewer lines are free of roots, grease, sand, rocks, sludge, tuberculation and other debris. The condition of the ho s t pipe after cleaning should be such that the test and seal grouting will not be compromised.

2. The Vendor shall cut back or otherwise remove any portions of a lateral connection that protrude into the mainline in such a way that the test and seal pipe grouting services may be compromised.

3. During mainline sewer cleaning or joint testing, document all lateral connections containing roots, mineral deposits or obstructive conditions that are either (a) greater than fine roots or (b) of a nature to prevent testing and sealing of the connection. For each such connection, submit a screen shot image clearly showing the extent of roots or obstructive condition to the County or their representative. Submit images in electronic format, labeled and organized in a manner to easily retrieve the image for the lateral connection in question. The list of lateral connections with roots shall include upstream and downstream manhole numbers and stationing. The County or their representative will review the list of lateral connections containing roots and obstructions and direct the Vendor accordingly. If directed to grout the lateral connection without cleaning, the lateral connection would be excluded from acceptance testing.

D. Demonstration Tests

1. To e nsure the accuracy, integrity and performance capabilities of the testing equipment, a demonstration test will be performed in the presence of the County

or their representative as directed . This test may be required at any time during the performance of joint testing work.

2. Packer Test - For pipe less than or equal to 12 inches in diameter, provide a straight pipe of appropriate diameters and sufficient length to test mainline packers and lateral push packers and a wye tap mockup of appropriate diameters and sufficient length to test the lateral tap connected to the mainline packer. The test cylinder shall be equipped with a void release valve to exercise a controlled release of pressurized air to test the packer under both sound and leaking conditions. The test cylinder shall also be equipped with both a local pressure gauge (0-25 psi) and a connection to the packer test control center/studio; these shall both indicate the pressure in the packer void space.

a. With release valve sealed, inflate the packer and air test void at 10 psi. The equipment shall hold a 10 psi test pressure for a period of 60 seconds with a pressure drop of less than 1 psi.

b. If the above test is successful , crack the release valve to simulate a very small leak and allow approximately a 5 psi per minute drop in pressure. After approximately 20 seconds , seal the release and confirm that a 3-6 psi pressure drop has occurred and that the local gauge is within ± 1 psi of the reading in the control center/studio.

c. After entering each pipeline segment with the test equipment, but prior to the commencement of joint testing, position the packer on a section of sound sewer pipe between pipe joints, and perform a test as specified. The equipment shall hold a 10 psi test pressure for a period of 60 seconds with a pressure drop of less than 1 psi. In the event of a failed test, repair any defective equipment and re-test to verify proper operation of all equipment at no additional compensation. Should it be found that the surface or porosity conditions of the barrel of the sewer pipe will not meet the joint test requirements, then the performance testing shall be waived or modified as determined by the County or their representative.

d. If air testing cannot be performed successfully, repair or otherwise modify air test equipment and repeat the tests until results are satisfactory to the County or their representative.

3. Pump Test - The Vendor shall perform a pump test to determine if proper ratios are being pumped from the grout component tanks at the proper rates and to measure pump rates. Use separate containers to capture the discharges from each of the grout component tanks . Repeat the test until equal quantities are pumped from the grout tanks. Pump two (2) gallons of grout; record the amount of time and number of pump strokes required to achieve the delivery rate. Take corrective action if ratios or rates are not within the manufacture r’s recommended standards.

4. Grout Tests - Perform and record a grout gel test in the presence of the County or their representative to determine the grout mixture gel time by collecting a sample of grout from the packer discharge at:

a. The beginning of each day the material in the hoses shall be recycled to the tanks and a sample shall be taken.

b. When new batches of grout are mixed, or additives are modified.

c. Whenever the temperature in the tanks or ambient temperature have changed by more than +/- 10°F from the previous gel test.

E. Grout Preparation

1. Handle, mix, and store grout in accordance with the manufacturer’s recommendations. The uncured materials shall be delivered to the site in unopened containers with the date of manufacture clearly indicated. Do not utilize uncured grout manufactured more than six (6) months prior to the date of application. Immediately remove any uncured grout compound determined to be more than six (6) months old from the site. Once a container of uncured grout has been opened, it shall be used within seventy-two (72) hours.

2. The Vendor shall mix all grout at the job site in the presence of the County or their representative. Do not use grout that has been mixed off-site and is in the Vendor’s tank when the truck arrives on site.

3. Follow the manufacturer’s recommendations for the mixing and safety procedures.

4. Add and mix powder and additives at rates that will eliminate the formation of lumps within grout tanks. Use accurate scale(s) to weigh the various non-water grout solution components. Thoroughly mix all additives in the grouting component tanks. Provide accurate thermometers to verify temperature of grouting components in tanks.

5. Adjust gel time as necessary to compensate for changes in temperature in grout component tanks or hoses. The addition of dilution water to extend gel times is not acceptable unless resulting base grout tank only material exceeds 12 % by weight for solution grouts.

6. During the grouting process, the Vendor shall monitor the grout component tanks to make sure that proper ratios are being pumped. If unequal levels are noted in the tanks, repeat the pump test as described above and co rrect any defective equipment.

7. Gel times shall be within 5 seconds of the following formula unless the Vendor ’s experience and/or field conditions dictate otherwise. Any alternations of the formula gel times shall be authorized by the County or their representative:

F. Testing and Grouting of Joints and Defects - General

1. Attempt to test and, if needed, grout any joint separated less than 1 inch and/or any small or medium offset joint as classified by PACP . For joints separated by more than 1 inch or offset joints , the County or their representative may direct the Vendor to install a CIPPR to bridge the separated joint. The County or their representative may also direct the Vendor to install a CIPPR on joints separated by less than 1 inch that fails an air test.

2. Any structurally undamaged joint that structurally fails (breaks) during testing and /or grouting that are documented on video to have been done under normal pressure conditions shall be the County’s responsibility and cost to repair.

3. Test all circumferential cracks and fractures or other defects as specified or as specifically directed by the County or their representative . Do not test or grout any other pipe defects unless directed by the County or their representative . Any structurally failed pipe or joint that is grouted at the County’s or their representative’s direction that further fails ( breaks ) during testing and grouting that are documented on video to have been done under normal pressure conditions shall be the County’s responsibility and cost to repair. Promptly repair any other damage resulting from the Vendor’s operations at no additional compensation.

4. Attempt to test and, if needed, grout lateral connections using either a push packer or lateral grouting plug appropriately sized.

G. Testing Procedure for Mainline Sewer Pipe Joints and Defects

1. Joint testing pressure shall be equal to ½ psi per vertical foot of pipe depth plus 2 psi; however, test pressure shall not exceed 10 psi without the approval of the County or their representative.

2. Individually test each sewer pipe joint which is not visibly leaking at a rate classified as a Runner (IR) or greater by PACP at the above-specified pressure (and retest after sealing) in accordance with the following procedure:

a. Air Test Procedure

1) The packer shall be positioned within the pipe in such a manner as to straddle the joint to be tested.

2) The packer ends shall be expanded so as to isolate the joint from the remainder of the pipe and create a void area between the packer and the pipe joint. The ends of the testing device shall be expanded against the pipe as per manufacture r’s recommendation. If all attempts to isolate the joint fail, pump grout in an attempt to seal the leak around the packer end elements. The Vendor shall be paid the unit price for grout to seal the packer unless the County or their representative determine s that the sewer was inadequately cleaned or the packer is not performing properly.

3) Air shall then be slowly introduced into the void area until a pressure equal to or greater than the required test pressure, but in no cases greater than 2 psi above the required test pressure, is observed on the pressure monitoring equipment.

4) After the void pressure is observed to be equal to or greater than the required test pressure, the air flow shall be stopped. If the void pressure decreases by more than 1.0 psi within 20 seconds, the joint will have failed the test and shall be injected with grout.

3. Upon completi on of the testing of each individual joint and/or defect , the packer shall be deflated with the void pressure meter continuing to display void pressure. Should the void pressure meter fail to drop to zero , clean the test equipment of residual grout material or make the necessary equipment repairs to provide for an accurate void pressure reading.

H. Testing Procedure for Lateral Connections

1. T esting pressure for l ateral connection s shall be equal to ½ psi per vertical foot of pipe depth plus 2 psi; however, test pressure shall not exceed 10 psi without approval of the County or their representative.

2. Air testing shall be accomplished by isolating the area to be tested with the lateral connection packer and by applying positive pressure into the isolated void area. A pan and tilt camera shall be used to position the lateral packer for laterals directly connected to the mainline sewer. The lateral bladder shall be inverted from the mainline assembly into the lateral pipe and inflated. The mainline elements shall then be inflated to isolate the lateral connection and the portion of the lateral to be tested. A sensing unit shall monitor the pressure of the packer void and will accurately transmit a continuous readout of the void pressure to the control panel at the grouting truck or to a pressure gauge on the packer read and recorded by the CCTV camera.

3. The test procedure will consist of applying a controlled air pressure into each isolated void area. A sensing unit shall be located within the void area and will accurately transmit continuous pressure readout to the control panel. Air shall then be slowly introduced into the void area until a pressure equal to or greater than the required test pressure, but in no case greater than 2 psi above the required test pressure, is observed on the pressure monitoring equipment. Once the designated pressure in the isolated void is displayed on the meter of the control panel, the application of air pressure will be stopped and a 30- second waiting period will commence. The void pressure will be observed during this period. If the void pressure drop is greater than 1 .0 psi, the lateral shall be considered to have failed the air test and shall be grouted and retested.

4. Upon completion of the testing of each individual joint and/or defect, the packer shall be deflated with the void pressure meter continuing to display void pressure. Should the void pressure meter fail to drop to zero, clean the test equipment of residual grout material or make the necessary equipment repairs to provide for an accurate void pressure reading.

5. For laterals capped less than two (2) feet from the main, the Vendor may use a mainline packer to test the lateral connection.

I. Grout Injection - General

1. Grout all joint s, defects , lateral connections that failed the pressure test or that are visibly leaking at a rate classified as a runner (IR) by PACP by the injection method. This shall be accomplished by forcing grout through a system of pumps and hoses into and through the joints and defects of the sewer from th e packer within the sewer pipe. Jetting or driving pipes from the surface shall not be allowed.

2. Remove excess grout from pipe and laterals. Excess grout shall be defined as a thickness of grout greater than 1 inch thick at any point or an amount of grout that, given its location, size and geometry, could cause a blockage as determined by the County or their representative . Flush or push forward to the next downstream manhole, remove from the sewer system, and pro perly dispose of excess grout.

J. Grout Injection for Mainline Joints and Defects

1. Position the mainline packer over the joint or defect to be sealed by means of a CCTV camera in the line. Position the push/pull packer over the joint or defect to be sealed by a means of visual observation, marked push rod, or where a cleanout is available, through a CCTV camera in the lateral. For push packers , start work from most upstream point to be grouted. Make accurate measurement of the location of the joint and/or defect to be sealed using a portion of the packer as a point of reference for positioning the injection area of packer over the joint or defect.

2. Pneumatically expand the packer sleeves such that they seal against the inside periphery of the pipe to form a void area at the joint now completely isolated from the remainder of the pipe line.

3. Pump grout materials into this isolated area . Run pump continuously until refusal with the goal of applying 0.25 to 0.5 gallons of grout per inch-diameter per pipe joint. No payment shall be made for joints or defects that take less than 0.1 gallons of grout per inch-diameter per pipe joint. Refusal shall mean the mixed grout has flowed through any joint or defect, through any annular space and into the surrounding soil; gelled or filled the available void space; and formed a cohesive seal stopping further grout flow. Record the amount of grout pumped on the sealing log.

4. The pump, meter and packer shall be integrated so that proportions and quantities of materials and pressure for materials and sealing gel can be instantly monitored and regulated in accordance with the type and size of the leak, percentage of voids being filled, type of soil surrounding the pipe, and the rate of flow of the sealing gel solution in relation to the back pressures. These parameters should follow the manufacturer’s specifications and guidelines.

5. Upon completion of the injection, deflate the packer to break away from the ring of gel formed by the packer void and move the packer at least one packer length in either direction . Move the television camera to a position to observe and inspect the results of the injection. If inspection and/or testing shows the seal was not completely effective, repeat the process.

6. The packer should then be repositioned over the joint, re-inflated , and the joint retested at a pressure equal to the initial test pressure. If the joint fails this air test, repeat the grouting procedure at no additional cost to the County. Repeat this sequence of air testing, grouting and subsequent air testing until either the joint is sealed or it is determined that the grout consumption is too high. The final determination to stop subsequent attempts to seal a joint will be made jointly between the County or their representative and the Vendor . Should the void

pressure meter not read zero ± ½ psi, clean the equipment of residual grout or make the necessary equipment repairs/adjustments to produce accurate void pressure readings.

7. If a mainline require s more than two (2) gallon s of grout per inch-diameter per pipe joint, modify grouting procedure to step grouting by pumping additional

grout in up to 4 gallon increments, waiting 1 gel set cycle time or 1 full minute, whichever is greater between steps, re-testing and, if needed, continuing with additional steps until a successful test is completed or until directed to stop by the County or their representative.

8. After the final post-grout pressure testing of each joint or defect, move the packer forward, wiping away the excess grout that extends into the pipe. Leave the sealed joints and/or defects reasonably flush with the existing pipe surface.

9. Confirm lateral flow after the sealing of each lateral through CCTV inspection. If a grout blockage is evident, clear the lateral.

K. Grout Injection for Lateral Connections

1. Each lateral tap connection in the test and seal segment that does not pass an air test or shows evidence of leakage shall be sealed with grout. The lateral packer shall remain in position during the pressure test, thus maintaining the isolated void. I nject grout through the lateral packer into the annular space between the lateral grouting plug and the lateral pipe and into the soil.

2. When pumping grout, run the pump continuously until refusal. Refusal shall mean the mixed grout has flowed through any joint failure, through any annular space, and into the surrounding soil; gelled or filled the available void space; formed a cohesive seal stopping further grout flow; and minimum of eight ( 8 ) psi back pressure is achieved while pumping. If the grout pumped exceeds 1 gallon per foot of lateral bladder plus 3 gallons, it will be suspected that there are significant voids on the outside of the pipe or that the packer is not properly sealed. Check that the packer is sealed properly. If it is, modify grouting procedure to step grouting by pumping additional grout in up to 4 gallon increments, waiting 1 gel set cycle time or 1 full minute, whichever is greater between steps, re-testing and, if needed, continuing with additional steps until a successful test is completed or until directed to stop by the County or their representative . Record the amount of grout pumped on the sealing log.

3. Upon completion of the lateral connection sealing procedure, air test the lateral connection a second time to confirm the sealing of the connection in accordance

with the air testing procedure. If the lateral conn ection fails this air test, r epeat this sequence of grouting and subsequent air testing until either the joint is sealed or it is determined that the grout consumption is too high. The final determination to stop subsequent attempts to seal a joint will be made jointly between the County or their representative and the Vendor . Air tests after grouting laterals containing roots is not required.

4. Confirm lateral flow after grouting of each lateral connection. With the lateral packer in position, retract the inversion tube and inject air pressure into the lateral. Should a pressure build in the lateral and not drop to approximately zero immediately after the pressurized air is turned off, move the packer off the connection and view the connection with a television camera. With the camera in viewing the connection point, attempt to obtain a flush of water by the occupant. If no water is viewed during this procedure, it will be assumed that the sewer lateral is substantially blocked with grout and the Vendor shall immediately clear the lateral at no additional cost to the County. Blockages in the lateral that are not the result of grouting operations shall not be the responsibility of the Vendor.

5. For laterals capped less than two (2) feet from the main, the Vendor may use a mainline packer to grout the lateral connection.

L. Joint Sealing Verification

1. Record grouting of joints in conjunction with the testing of joints. Record the void pressure drop continuously on video and in writing immediately before sealing, and immediately after grouting. After the packer is deflated and moved, record on video the visual inspection of the joint.

2. At the completion of the sewer line segment (i.e. manhole to manhole), conduct joint grouting verification testing of grouted joints and laterals for quality control purposes on 5% of the grouted mainline joints and/or defects (minimum of two repairs), and 25% of the grouted lateral taps (minimum of one lateral tap and excluding taps with roots not removed.) The County or their representative shall select the locations to be re-tested. Within a sewer line segment, if any joints, lateral taps or defects fail the retest after sealing, retest all joints, lateral connections and defects, as applicable, in the sewer line segment. Perform this

post repair testing and any additional testing/sealing required beyond the initial retest area at no additional cost to the County.

M. Disposal

1. Collect and properly dispose of cleaning materials used in the cleaning of the grouting equipment.

N. Test and Seal Grouting Acceptance

1. All work shall be witnessed by the County or their representative.

2. Acceptance and payment for each test and seal operation shall be based upon the County’s evaluation of submittals required . All tests utilized by the County for the purpose of establishing compliance with this specification shall be in accordance with the applicable ASTM standard.

3. Submittals

a. Upon successful completion of each pipe segment, submit to the County or their representative a report showing the following data for each joint , defect and/or lateral connection tested, grouted or attempted to be grouted:

1) Identification of the sewer pipe section tested.2) Type of pipe diameter and material.3) Length of pipe sections between joints.4) Test pressure used and duration of test.5) Pass/fail results for each joint/connection tested.6) Location stationing of each joint/connection tested and location of any

joints/connections not tested with an explanation for not testing. 7) Volume of grout material used on each joint or connection.8) Gel set time used (cup test results from tanks).9) Provide grout mix record of the batches mixed including amount of

grout and catalyst, additives, temperature of the grout solution in tanks.

DESCRIPTION OF CIPPR SERVICES

A. When CIPPRs are needed, the County or their representative will contact the Vendor with a request for services. The request for services shall generally be accompanied by maps depicting pipe segments to be rehabilitated, along with other pertinent information . The County or their representative will also provide the required length and thickness of each CIPPR, and may provide CCTV inspection data logs. The Vendor shall provide submittals listed in Paragraph B below. Once the submittals are reviewed , the County shall provide a DELDOT permit number and a purchase order to the Vendor. The Vendor shall then mobilize to the site and perform the services as requested. Notifications in accordance with Appendix 3 are required.

B. Submittals

1. Prior to issuing a purchase order, the County or their representative must receive from the Vendor the following information:

a. Confirmation that adequate access to the pipe segments in the task is available.

b. Priced proposal in accordance with the original proposal, or clear identification of additional services required.

c. Confirmation that the materials proposed on each task given is the same materials submitted with the original proposal.

d. Proposed Traffic Control measures.

e. Installation and quality control plan, including bypass pump plan (if required) in accordance with Appendix 2, CIPP R installation procedures (including , but not limited to , pressure and speed limitations, curing temperatures, durations, etc., all certified by the CIPPR manufacturer), and temperature monitoring plan.

f. Curing schedule for each shot, including heating, curing and cool-down schedules.

g. Field Sample Preparation Plan outlining detailed procedure for preparing samples. Please include if re s in used in restrained sample will be from the same batch mixed for CIPPR or mixed from a different batch utilizing the same sources , and if the sample will be prepared while the CIPPR is being installed or immediately following.

C. Host Pipe Preparation

1. Clean sewer lines prior to CIPPR such that the sewer lines are free of roots, grease, sand, rocks, sludge, tuberculation and other debris. The condition of the host pipe after cleaning should be such that the CIPPR will not be compromised.

2. Remove pockets of water that would dilute the resin if the uncured liner is to pass through said pocket.

3. The Vendor shall cut back or otherwise remove any portions of a lateral connection that protrude into the mainline in such a way that the test and seal pipe grouting services may be compromised.

4. Inspect and confirm the inside diameter, length and condition o f each host pipe and other relevant site conditions . Use the data and information collected from this inspection to verify the size of the CIPPR and refine the installation techniques. If unknown conditions in the work area differ materially from the information provided by the County or their representative, the Vendor shall notify the County or their representative prior to performing the CIPPR.

5. As required, perform temporary bypass pumping operations in accordance with Appendix 2. The proposed bypass system shall be reviewed by the County or their representative.

a. If necessary to complete the CIPPR, the Vendor may interrupt commercial and residential sewer service if such interruption is first coordinated with and allowed by the sewer customer. Upon completion of the work, immediately reinstate all services and notify the sewer customer that the service is available. The Vendor assumes all responsibility for blockages,

back-ups or other damages caused as a result of the interruption of service, whether cause by the Vendor’s or sewer customer’s actions.

6. In the presence of the County or their representative, perform inspection immediately prior to the CIPPR to demonstrate that the host pipe has been adequately prepared. Obtain a verbal approval to proceed from the County or their representative.

7. When performing a CIPPR over an existing pipe liner, remove coating from the existing liner.

D. CIPPR Procedure

1. The CIPPR fabric tube shall be measured, cut and impregnated with resin to the measurements provided by the County or their representative and in accordance with the manufacturer’s recommend procedures.

a. CIPPR lengths shall extend a minimum of 1 foot beyond the pipe defect at each end of the repair section. The length of each required repair shall be verified by the County or their representative prior to installation. Use packers or other installation devices whose length and diameter are appropriately sized for the repair to be conducted.

b. If a multi-piece CIPPR is used, a minimum overlap of 1 pipe diameter or 12 inches, whichever is greater, shall be used at each overlapping segment of the CIPPR. Overlapped segments shall be installed such that a maximum protrusion of 2 mm results at each overlap. The transition between the repair and the existing host pipe must be smoothly tapered either by the use of a compressible fabric or a 1.5 mm thick tail piece. Resin extending more than 3 inches from the end of the CIPPR shall be removed and the CIPPR edge left smooth and free of snags or protrusions that might impede sewage flow.

2. The appropriate catalyst for the ambient temperature at the time of installation shall be used. CIPPR wet - out may not be done on any surface whose temperature

is greater than 70 o F. Insert the hydrophilic seals 6 inches from each end of the CIPPR.

3. Provide adequate flow control to allow CCTV observation of the CIPPR procedure.

4. Completely protect the resin-saturated tube during positioning and installation. No resin shall be lost by contact with manhole walls, pipe or water pockets.

5. Install the CIPPR in accordance with the manufacturer’s specifications. The installation method and equipment shall be sufficient to tightly hold the CIPPR to the existing pipe wall, producing dimples at all service connections. The applied pressure shall be great enough to overcome or prevent infiltration from entering the existing pipe line during the curing process. No frayed edges or friable excess resin shall be evident after curing.

6. Cure and cool down the CIPPR in accordance with the manufacturer’s instructions.

7. CIPPRs designated to be installed starting at a manhole shall have the CIPPR extend to the edge of the host pipe terminating in the manhole. If defects in the host pipe near the manhole are such that the end of the seal will not form a watertight seal between the CIPPR and the host pipe, apply hydraulic cement to the defect in the host pipe to provide a smooth su r face to receive the end seal prior to inserting the CIPPR. For CIPPRs design ed to be install ed at the start or end of the manhole, provide a smooth transition between the existing manhole channel invert and the end of the CIPPR using cementitious or other approved material to prevent settling of sediment or debris from catching on the CIPPR.

8. For CIPPRS designated to be installed onto existing pipe liners, remove any loose, wrinkled or intruding portion of the existing pipe liner prior to CIPPR installation. Brush the entire circumference of the host pipe liner to a minimum of six (6) inches beyond each end of the defective pipe liner or as approved by the County or their representative. CIPPRs shall then be installed with twelve (12) inches of overlap on either end of the defective liner, with hydrophilic seals

placed six (6) inches from either end of the CIPPR (i. e., centered on each overlap.)

9. After the curing process is complete, remove all installation and curing equipment from the host pipe. No material other than the cured CIPPR shall remain in the host pipe. Remove any excess CIPPR material protruding into the sewer main or manhole by remote robotic cutting equipment or manual means, in accordance with the manufacturer’s instructions.

10. The interior of the cured CIPPR shall permit detailed examination with CCTV inspection equipment. Visually inspect the cured CIPPR for defects that would preclude the liner from being accepted for payment (see Paragraph E below.)

11. Reopen all active lateral connections in each CIPPR if required immediately following completion of curing process by means of a remote controlled, CCTV assisted cutting device. Each active lateral connection shall be completely opened and shall have smooth edges with no protruding material capable of hindering flow or catching and holding solids and debris contained in the flow stream. The opening shall not be more than one hundred percent (100%) of the lateral connection pipe opening. If the lateral connection cannot be fully reopened due to time constraints, open each lateral to a minimum of seventy-five (75%) before the end of each working day. Partially opened connections must be entirely reopened by the end of the next day. It is the Vendor’s responsibility to make sure that all active lateral connections are reconnected to the main pipe.

a. The coupon of pipe liner material resulting from lateral connection cutting shall be collected at the next downstream manhole and removed from the sewer collection system by the end of the working day.

12. Do not reopen lateral connections identified as capped or inactive.

a. If a lateral connection previously determined to be inactive is subsequently determined to be active, the Vendor shall reinstate the lateral connection within twenty-four (24) hours of notification at any time during the work up

to final acceptance. Cost of reinstatement shall be paid for by the County under the appropriate bid item.

b. If a lateral connection not specifically determined to be inactive is not reinstated immediately after curing of the CIPPR and is subsequently determined to be active, the Vendor shall reinstate the lateral connection within twenty-four (24) hours of notification at no charge to the County.

13. Neatly and smoothly trim the finished ends of the CIPPR to within two (2) inches of the end of the host pipe. Do not leave rough edges; do not leave any portion of the CIPPR in the manhole channel. Provide a smooth transition between the existing manhole channel invert and the CIPPR using approved material to maintain clear flow condition.

14. The Vendor shall furnish samples for testing according to sampling criteria found in ASTM F1216-09, ASTM F2019-11, ASTM F1743-08 and standards referenced therein; as appropriate for the technology utilized in the bid.

15. Provide post-CCTV inspection data and video in accordance with Appendix 1 to the County or their representative within 30 days of successfully completing the CIPPR(s).

16. Provide to the County or their representative the c ure log of CIPPR pressures and time during the curing process to document that proper pressures and cure times have been achieved. Curing log shall list at a minimum the pressures at least once every ten minutes or as recommended by the CIPPR manufacturer, whichever is more frequent.

17. Upon completion of CIPPR and p ost CIPPR CCTV i nspection, clean and restore project areas affected by the work.

E. CIPPR Acceptance Procedure

1. Acceptance and payment for each CIPPR shall be based upon the County’s evaluation of CCTV I nspection , laboratory test results and submittals for all CIPPRs installed . All tests utilized by the County for the purpose of establishing

compliance with this specification shall be in accordance with the applicable ASTM standard.

2. A CIPPR accepted for payment shall demonstrate the following:

a. T hickness shall be between ninety-five percent 95% and one hundred twenty-five percent (125%) of the design thickness submitted by the Vendor for the subject segment.

b. No observed groundwater infiltration through CIPPR.

c. All active lateral connections have been satisfactorily reopened.

d. The cured CIPPR shall be continuous and free from visual defects such as pin holes, splits, cracks, breaks, lifts, kinks, scalds, blisters, delamination, foreign inclusions, dry spots, wrinkles greater than one-half inch (1/2”) in height or continuous fins totaling more than five (5%) percent of the segment length and one-half inch (1/2”) in height. The CIPPR shall be impervious and shall show no evidence of leakage from the ground into the pipe liner.

e. Where any space or gap between the outside surface of the CIPPR and the inside surface of the hot pipe exceeds 1.0 mm, the CIPPR will be deemed deficient and corrective action will be required. Where irregularities of the host pipe exists such that the contact allowance cannot be met, and the County or their representative can verify that the host pipe and CIPPR have been prepared in accordance with this bid, an exception to the contact tolerance will be allowed.

f. The quality control report for the wet-out of each CIPPR that documents proper materials and amounts are used in t he resin impregnation process. R esin lot numbers, volumes of resin, catalyst, enhancers, and the data of wet-out. Include a checklist so that each critical step in the resin impregnation process was checked off and initialed.

3. The Vendor shall not receive payment for CIPPRs not meeting the criteria in Paragraph E.2 and shall correct all deficiencies as soon as practicable.

4. Corrective measures shall not take place without the review of the County . Any method of correction proposed by the Vendor shall not compromise the operational life of the CIPPR . All work undertaken by the Vendor to remedy deficiencies will be performed at no cost to the County. The Vendor will be responsible for costs associated with obtaining material samples and laboratory testing to substantiate compliance with identified characteristics for the full extent of the repaired or replaced pipe liner.

5. If the Vendor is not able to correct all deficiencies, or if the Vendor is not pursuing the correction of deficiencies in a reasonable and timely manner, the County may elect to procure the services of a third-party Vendor to correct the deficiencies. In that case, the Vendor shall reimburse the County for the cost of the third-party Vendor.

6. After defects are corrected, the Vendor will re-inspect the entire pipe segment length where corrective action occurred at no additional cost to the County.

F. Quality Control Tests

1. Cure and provide to the County or their representative one restrained pipe sample for each resin-fabric combination used for this project as defined herein and as submitted per the Field Sample Preparation Plan.

a. Select material and size of PVC host pipe for restrained sample to match the inside diameter of the sewer being repaired as close as reasonable.

b. The length of the PVC pipe shall be equal to the length of the required sample plus a minimum of 12 inches. The sample shall be a minimum of 24 inches long or 24 times the CIPPR thickness, whichever is greater.

c. Cure restrained sample in the manhole.

d. The County or their representative may test the sample provided and the results of the analysis will be assumed to be representative of the CIPPR. The Vendor may, at his discretion and cost, conduct additional testing to improve the resolution of performance test characterization.

1) Short-term flexural properties – Initial tangent flexural modulus of elasticity and flexural yield strength measured in accordance with ASTM D790.

2) Thickness measured in accordance with D3567.

G. Warranty and Warranty Testing

1. All work shall have a full three (3) year warranty, starting on the date of acceptance.

2. Test and Seal Pipe Grouting

a. Conduct warranty testing on all of the joints, defects and lateral connections in 15% of the mainline sewer pipe segments or a minimum of two sewer line segments, whichever is greater, 18 to 24 months after acceptance. The County or their representative will select the pipe segments to be warranty tested. The Vendor will be provided with 60 days’ notice of the warranty testing. Conduct all warranty tests in the presence of the County or their representative.

1) If more than 10% of the warranty tests fail, test an additional 15% of the pipe segments or two additional sewer line segments, whichever is greater. If more than 10% of the second group of warranty tested joints, defects or lateral connections fail, test 100% of the joints, defects and lateral connections successfully sealed in the remaining untested pipe segments at no additional cost to the County.

2) Grout and/or retest all joints, defects and lateral connections failing warranty testing at no additional cost to the County.

3) Joints that received more than 4 gallons of grout per inch-diameter of pipe joint are exempted from the warranty testing.

4) Conduct warranty CCTV inspection of mainline sewers on all of the pipe sections which contain joint or lateral grouting. This work shall be completed during conditions of high ground water and shall commence a minimum of 15 months after final completion and be completed a maximum of 24 months after final completion. Any joints or lateral connections which were originally sealed and are observed to be leaking shall be re-sealed at no cost to the owner.

3. CIPPR

a. P rovide a CCTV inspection 18 to 24 months after completion of CIPPR work showing all completed work in accordance with Appendix 1, or as revised below:

1) Warranty inspection of entire manhole to manhole segment is not required. CCTV inspection shall include one pipe joint before and after the CIPPR.

2) Pan and tilt lateral connections spanned by the CIPPR.

3) All defective CIPPRs will be corrected at no additional cost to the County. After any corrections, inspect the CIPPR using CCTV inspection at no additional cost to the County.

4) For test and seal grouting, c onduct warranty testing on all of the joints , defects, lateral connections in 1 5 % of the mainline sewer pipe segments or a minimum of two sewer line segments, whichever is greater, 18 to 24 months after acceptance . The County or their representative will select the pipe segments to be warranty tested. The Vendor will be provided with 60 days’ notice of the warranty

testing. Conduct all warranty tests in the presence of the County or their representative.

H. Traffic Control

1. The Vendor is responsible for traffic control measures as described below.

2. Traffic on DelDOT roadways shall be maintained as required on each specific permit issued by DelDOT, and will be under the direction of a DelDOT Inspector.

3. All work performed on DelDOT roadways will require traffic control as deemed necessary by the Typical Application Number in the 2011 Delaware Manual on Uniform Traffic Control Devices (MUTCD) or the latest edition published by the DelDOT. The County shall apply for the Traffic Safety Permit, but all correspondence pertaining to the work site will be coordinated by Vendor through a DelDOT Inspector. Traffic Control will be in place when the work commences and stay in place until completion of the work, or as directed by the DelDOT Inspector.

4. When the County applies for the Traffic Safety Permit, a Typical Application Number for the permit will be supplied to the Vendo r along with a copy the permit.

I. Bypass Pumping

1. Bypass pumping is not expected in most circumstances. However, the Vendor shall have the ability to provide bypass pumping in accordance with Appendix 2 when deemed necessary. Approval for bypass pumping shall be given by the County or their representative prior to work commencing.

The quantity for this item shall be per each lateral connection tested. This item shall also be used for warranty testing. Visually leaking connections, whether tested or not, shall be paid under this Item. Individual bid items will be provided based on the diameter of the mainline pipe.

C. Grout Injection

1. The unit price for this item will be full compensation for providing all labor, materials, equipment, tools, and incidentals for all aspects of the injection of chemical grout into all pipe joints, defects and lateral connections that previously failed air testing requirements specified . This item also includes immediate re- testing of pipe joints and lateral connections as specified and post-CCTV in s pection . The quantity for this item shall be the total gallons pumped per each joint, defect or lateral connection actually injected with grout. This item will not be paid for any grouting performed after warranty air testing.

D. Heavy Cleaning

1. The unit price for this item will be full compensation for providing all labor, materials, equipment, tools, and incidentals for all aspects of heavy cleaning of the host pipe, as defined in Appendix 1. The Vendor must obtain verbal

E. CIPPR – 3 foot

1. The unit price for this item will be full compensation for providing all labor, materials, equipment, tools, and incidentals for all aspects of successfully completing a 3 foot CIPPR. This item also includes set-up, light pipe cleaning, post CCTV inspection, and flow control (not including full bypass pumping). The quantity for this item shall be for each CIPPR successfully completed. Individual bid items are provided based on the diameter of the mainline pipe.

F. CIPPR – Additional Length

1. The unit price for this item will be full compensation for providing all labor, materials, equipment, tools, and incidentals for all aspects of successfully completing a CIPPR that is greater than 3 feet in length . This item shall include only costs in addition to the “CIPPR – 3 foot” that result from installing a CIPPR that is greater than 3 feet in length. The quantity for this item shall be th e total linear feet greater than 3 feet of CIPPR s successfully completed . Individual bid items are provided based on the diameter of the mainline pipe and length of CIPPR required , greater than 3 feet . The Vendor shall assume that the maximum length of a CIPPR is 15 feet.

G. Warranty CCTV Inspection for CIPPR

1. The unit price for this item will be full compensation for providing all labor, materials, equipment, tools, and incidentals for all aspects of Warranty CCTV Inspection as specified. The quantity for this item will be each CIPPR that requires CCTV inspection . Full PACP coded CCTV inspection is not required (see Paragraph G.2 under Description of CIPPR Services above) . This item will also be used for payment when a Vendor performs pre-CCTV in preparation for a CIPPR, but the County or their representative removes the CIPPR from the Vendor’s scope.

H. Traffic Control

1. The unit price for this item will be full compensation for providing all labor, materials, equipment, tools, and incidentals for all aspects of Traffic Control as specified. Traffic Control will be paid for by the Typical Application Number required by DelDOT on each individual project location. A location consists of one segment of sanitary or continuous segments of sanitary sewer. This will include the costs of the traffic control in place for the duration of the work or until the DelDOT Inspector deems the site safe. The Vendor is responsible for all traffic control devices and materials utilized; any loss or damage of these materials will be the Vendor’s expense.

I. Bypass Pumping

1. The unit price for this item will be full compensation for providing all labor, materials, equipment, tools, and incidentals for all aspects of bypass pumping as specified in Appendix 2 . Bypass pumping will be paid for based on the size of pumps required for one day of operation.

INSURANCE

      Workers’ Compensation & Employer’s Liability Insurance

A. Vendor shall purchase and keep in force and effect workers’ compensation insurance that will provide the applicable statutory benefits for all of the vendor’s employees who may or do suffer covered injuries or diseases while involved in the performance of their work for the Vendor; and, even if permitted to do so by statute, Vendor shall not reject any worker’s compensation insurance option that, in the absence of such a rejection, would be applicable to any of the said employees.  The policy providing the

workers’ compensation insurance shall include: (1) broad form all-states coverage; (2) an endorsement that specifically waives any subrogation rights the insurer would otherwise have against New Castle County, its officials or employees.

Vendor shall also purchase employers’ liability insurance with minimum limits of $1,000,000 for each bodily injury or disease occurrence, and $1,000,000 aggregate

for all bodily injuries by diseases within the coverage period regardless of the numberof employees who may sustain bodily injury by disease or accident.

Automobile and General Liability Insurance

B. Vendor shall purchase: (1) motor vehicle liability coverage, covering any and all 

claims for bodily injury and property damage that arise out of Vendor’s performance of work for New Castle County.  (2) Such insurance shall have liability limits of at 

least $1,000,000 per occurrence, and $2,000,000 annual aggregate, (3) comprehensivegeneral liability with coverages for the following liability “hazards” as defined in the policy forms or endorsement thereto: (A) premises and operations; (B) completed operations; (C) contingent liability for the operations of subcontractors involved in the performance of the work; and (D) contractual liability.  Limits of coverage shall be at 

least $1,000,000 per occurrence and $2,000,000 annual aggregate.

Professional Liability Insurance (if applicable and block checked here __) –

C. Each vendor of professional services for whom this provision is applicable shall provide professional liability insurance with limits of at least $1,000,000 per occurrence and $3,000,000 annual aggregate.

D. All insurance required under this contract except workers’ compensation, employers liability, and professional liability (if applicable) shall be provided on a policy(s) that specifically names New Castle County, its officials and employees as additional insured.

 

E. Each policy shall provide an endorsement that specifically waives any subrogation rights the insurer would otherwise have against New Castle County, its officials or employees.

F. Each policy shall be endorsed to require the insurer to give New Castle County at least thirty (30) days’ advance written notice of the insurer’s intention to: cancel, refuse to renew, or otherwise terminate the policy; suspend or terminate any coverage under the policy; or reduce any policy limits, increase any policy deductibles, or otherwise alter any terms or conditions of the policy or a renewal issued by the same i

G. Each policy shall be written by a carrier licensed by the State of Delaware to do insurance business of the type involved in the State of Delaware, and which has at least an “A” rating from the A.M. Best Agency with “Stable” outlook.  Any change inthis rating or outlook must be related to New Castle County by the Vendor as soon as possible upon learning of same; and the Vendor shall use due diligence with its insurance broker or carrier to keep track of same.

METHOD OF AWARD

New Castle County reserves the right to use any information it sees fit to establish the ability andqualifications of any vendor to perform all conditions of the contract, including, but not limited to, visiting vendor’s service facilities and requesting additional information after opening bids if such inspection and additional information is considered necessary to properly evaluate a vendor’s qualifications and capabilities. This is to avoid entering into a contract with a vendor unable to furnish the quality of workmanship, materials, or service the county requires.

BASIS OF AWARD

The Division of Purchasing shall award this contract to the lowest responsible and responsive bidder(s) who best meets the terms and conditions of the bid. The award will be made on the basis of price, product evaluation, and prior history of service capability.

The Division of Purchasing reserves the right to reject any or all bids in whole or in part, to makemultiple awards, partial awards, award by types, award by sections, item by item, or lump sum total, whichever may be most advantageous to New Castle County. There is no guarantee that New Castle County will grant to any awardee any request for services and/or products.

Pursuant to County Code, New Castle County reserves the right to purchase goods, contractual, 

and professional services from other governments and cooperative purchasing agreements when 

it is determined by the Office of Administrative Services to be in the best interest of the County.

PRICE ADJUSTMENTS

Prices will remain firm for the term of the contract. Should New Castle County offer to extend the contract, either party may request unit price adjustments.

FORM OF PROPOSAL

The Vendor shall provide the following information with their bid. Any omissions of information requested may result in your bid proposal being rejected.

1. Each proposal bid shall be signed by an official of the firm2. Prices for Service - Provide prices as outlined on the attached form.

3. Vendor Qualifications - The Vendor shall submit documentation of the Vendor’s installation history with reference to test and seal pipe grouting and CIPPRs, as follows:

a. A b rief description of relevant projects completed. The Vendor shall clearly depict a minimum of five (5) years of continuous history performing air test ing of pipe joints, defects and lateral connections and performing pressure injection grouting and CIPPRs in host pipe of similar diameter and quantities as contained in this request for proposals , with no less than 3 ,000 sewer pipeline joints and 12 CIPPRs successfully completed in the United States. Please include references for all projects completed.

b. A brief resume of the person in responsible charge for test and seal pipe grouting under this bid that will act as the point of contact for the County or their representative. Experience must include a minimum of six (6) separate projects. For CIPPR, provide a copy of the license or certification from the manufacturer indicating the person has been trained by the manufacturer for the specific method of installation and curing to be used.

4. Product/Process Information and Viability - Provide information that depicts the materials, equipment, processes, limitations, etc., proposed for use under this bid proposal as described in this request for proposals. Provide documentation and client references with the bid proposal.

a. Provide the following information with regards to test and seal pipe grouting:

i. Description of chemical grout materials.

ii. Description of available additives.iii. MSDS sheets for all materials.

b. Provide the following information with regards to CIPPR:

i. Summary table of CIPPR material properties, including short-term flexural modulus of elasticity, 50-year flexural modulus of elasticity, 50- year and short-term flexural strength (bending stress), chemical resistance and hardness. Certified test reports shall be submitted verifying each value as described below.

iv. Independent third party certified laboratory test reports demonstrating that the exact resin and fabric to be used for this project has been tested for long-term flexural modulus of elasticity and long-term flexural strength (i.e. , 10,000 hour minimum creep testing performed in accordance with ASTM D2990/DIN EN 761 for design conditions applicable to this project.) When filled resins are proposed, complementary data of the same data for unfilled resin shall also be provided. If the architecture of the CIPPR is such that the physical properties vary depending on the direction of testing (i.e., axial versus circumferential), submit test data on both directions in accordance with the test methods listed above in this paragraph.

1) Testing will be performed for a minimum of 10,000 hours under test conditions and loadings described below. Independent third party test data of the entire ASTM D-2990/DIN EN 761 data set are required as substantiation of the values used in the design. The data points from 1,000 hours to 10,000 hours, or such other time period as determined by the County or their representative based on the curve or slope of the plotted data, of the Long-term Flexural Modulus shall be extrapolated us a log-log scale linear regression analysis to determine the minimum service life performance of the materials.

2) Testing will be conducted at:a) 21 to 25 degrees Celsiusb) 50% relative humidity (minimum)c) 25% of the yield stress as measured by ASTM D790/ISO 178 or

as accepted by the County or their representative.

3) I f the architecture of the CIPPR is such that the physical properties vary depending on the direction of testing (i.e. , axial versus circumferential), only ASTM D2990/DIN EN 761 test results on a specimen prepared in accordance with ASTM D790/ISO 178 will be accepted; no other testing methodology for long-term creep will be accepted.

CONTRACT ACCESSIBILITY

This contract shall be accessible to State agencies, political subdivisions, school districts, and volunteer fire companies.

CONFIDENTIALITY

All documents submitted as part of the vendor’s bid/proposal will be deemed confidential during the evaluation process. Vendor proposals will not be available for review by anyone other than New Castle County’s Evaluation Committee or its designated agents. There shall be no disclosure of any vendor’s information to a competing vendor prior to award of the contract.

New Castle County is a public agency and is subject to the Freedom of Information Act (FOIA). Firms must designate those items that are considered “trade secrets” as defined in the Delaware State Code Title 29, Chapter 100. Vendor(s) are advised that once a proposal/bid is received by NCCo and a decision on contract award is made, its contents will become public record and nothing contained in the proposal will be deemed to be confidential except those proprietary items marked as “trade secrets”.

LENGTH OF CONTRACT

This contract shall remain in effect from the time of the award through June 30, 2017.The contract may be extended for a period of five (4) years, one (1) year at a time, by mutual agreement of both parties.

FUNDING OUT

The continuation of this contract is contingent upon funding appropriated by County Council.
