2. ACTION ITEMS
A. MOTION TO RECOMMEND APPROVAL of the TPA’s FY 20 Strategic Plan
The Strategic Plan serves to focus the TPA’s priorities for the upcoming year. The Strategic Plan Committee met on July 1, 2019 to review the agency’s performance for FY 19 and to identify updates for FY 20. The FY 19 annual report and report card are attached. TPA staff will highlight the attached FY 20 Strategic Plan.
B. MOTION TO RECOMMEND ADOPTION of the FY 21-25 Annual List of Priority Projects
Florida Statutes require the TPA to annually adopt and transmit to the Florida Department of Transportation (FDOT) a List of Priority Projects by August 1. The priority projects are used to develop FDOT’s Five-Year Work Program and then the TPA’s Transportation Improvement Program (TIP). The list of projects is consistent with the TPA’s adopted Long Range Transportation Plan (LRTP) and its associated goals, objectives and values.
The FY 21-25 Priority Projects are organized into Major Highway, Transit and Freight Projects; Local Initiative Projects and Transportation Alternative Projects. Projects within each list that may be eligible for federal Highway Safety Program funding or state SUN Trail funding have also been identified. The

list identifies the additional funding needs of those projects previously approved by the TPA and requests funding for several new projects. The draft List of Priority Projects is attached.
3. INFORMATION ITEMS
A. Draft 25-year Cost Feasible Plan
TPA staff will review the attached summary of transportation revenues available for new projects in Palm Beach County. TPA staff will also review the attached series of cost feasible project tables that show estimated implementation costs by phase for each project. Note that cost feasible projects were selected from the TPA’s desires plan and seek to advance the TPA vision, goals and objectives. Finally, TPA staff will review a map of projects that will be fully constructed through 2045 and a second map of projects that can only be studied and/or planned for implementation through 2045 based on existing financial resources and regulations constraining their use.

CHAIR DANFORTH highlighted the City of West Palm Beach is hosting a series of Vision Zero events in the month of June that will provide free helmets. She noted that if anyone needed more information to reach out to her.

1.E. BTPAC Liaison’s Report
MR. NICHOLAS HERNANDEZ, TPA Pedestrian-Bicycle Coordinator, reviewed the following from the Liaison’s Report:
• June is National Safety Month. Observed annually in June, National Safety Month focuses on reducing leading causes of injury and death at work, on the road, in the home and communities. Downloadable resources highlighting a different safety topic for each week in June are available at www.nsc.org/work-safety/get-involved/national-safety-month.
• The next TPA Governing Board Meeting will be held on Thursday, June 20 at 9:00 a.m. at the Dolly Hand Cultural Arts Center, 977 SW College Drive, Belle Glade, FL 33430.
• The July advisory committee meetings will be held in the second week of the month due to the Fourth of July holiday. The next BTPAC meeting will be held on Thursday, July 11.
• Members of the committee were encouraged to recommend a new member to the BTPAC who can represent the disabled community and is aware of the challenges commonly faced by mobility-impaired transportation system users.
• Information about upcoming conferences relevant to transportation planning can be viewed at www.PalmBeachTPA.org/Conferences.

2. ACTION ITEMS
2.A. REQUESTED BTPAC WORKSHOP: to review the FY 20 Transportation Alternatives (TA) Scoring
CHAIR DANFORTH stated BTPAC members would discuss the request to have a stand-alone workshop to review and recommend revisions to FY 20 TA scoring to ensure that the scoring system properly reflects the TPA’s adopted vision, goals and objectives. This workshop would mostly likely be conducted on August 1 or August 8, 2019. She noted as an alternative, the BTPAC could create an Ad Hoc Committee with defined membership comprised of BTPAC Representatives and/or Alternates who will meet separately from the full BTPAC to review the FY 20 TA Scoring and make recommendations to the BTPAC.
CHAIR DANFORTH noted this item was formally requested for inclusion on the agenda due to frequent discussions regarding the TA scoring process and outcomes.
MR. HERNANDEZ further clarified the details of the alternatives presented.
MS. VALERIE NEILSON, TPA Deputy Director of Multimodal Development, added that the workshop would be open to all BTPAC members, versus the Ad Hoc Committee, which would require election of a specific number of BTPAC members to serve on the Ad Hoc Committee and vote on the final recommendation. She noted that all TPA meetings are open to the public.
Further discussion ensued regarding the alternatives presented and potential workshop dates.
MR. BOB SABIN requested staff prepare the necessary materials for the workshop, including providing in advance Scoring Sheets from three (3) years prior that compare how the TPA scoring ranked projects against the BTPAC rankings as well as a new scoring sheet to fill out.
MOTION to conduct a BTPAC workshop on August 8, 2019 to review FY 20 TA Scoring. Motion by Mr. Bob Sabin, seconded by Ms. Jean Matthews and carried unanimously 11-0.

2.B. RECOMMENDED ADOPTION: FY 20-24 Transportation Improvement Program (TIP)
MR. JASON PRICE, TPA TIP Coordinator, presented on this item. He noted that the draft TIP was presented last month and is being presented in its final form prior to being recommended to the TPA Governing Board. He reviewed the timeline to the FY 20-24 TIP and noted once adopted, the agency will commence operating under the FY 20-24 TIP. He provided an overall summary of the total projects and funding available and proceeded to break down the total funding available by specific project section. He highlighted significant changes on I-95 and Florida’s Turnpike.
MS. CHANNON inquired about the total funding available for Operations and Maintenance (O&M) roadways and major maintenance projects and asked if the Turnpike was over estimated.
MR. ANDREW UHLIR, TPA Deputy Director of Program Development, clarified that the Turnpike line item shown included O&M for the entire state. He stated that the TPA would update the document to only show the portion of funding that reflects Palm Beach County. Mr. Uhlir also noted that Major Maintenance includes bridge and roadway projects.
MR. FADI NASSAR inquired why interchange projects were being postponed to FY 24.
MR. PRICE noted that projects could shift from year to year.
Mr. Michael Owens joined the meeting at 9:36 a.m.
CHAIR DANFORTH stated that as Representative for the City of West Palm Beach she would be opposing the recommendation of adoption of the FY 20-24 TIP because of the SR-7 projects.
MOTION to recommend adoption of the FY 20-24 TIP. Motion by Ms. Jean Matthews, seconded by Mr. Bob Sabin and carried 11-1 with Ms. Heather Danforth dissenting due to inclusion of SR 7 right-of-way and mitigation funding.

2.C.1. POSTPONED: 10-Year Plan
MR. ANDREW UHLIR, TPA Deputy Director of Program Development, provided an update on the 2030 short-term plan for the Long Range Transportation Plan (LRTP). He highlighted staff is focusing not only on the year 2045, but also on the year 2030. He explained this could show what would be accomplished by the time the LRTP needed to be completed again. He reviewed the TPA’s Vision and noted the Vision guides the selection of desired facility investments by mode. He briefly reviewed the list of desires presented at the last committee meeting as well as updates. He proceeded to review in detail the federal, state and local funding estimates per year as well as project eligibility.
MR. ERIK FERGUSON questioned the safety improvement programs available for public roads.
MR. UHLIR stated he would follow up on this discussion.

There was a brief discussion regarding funding opportunities.
MS. STEPHANIE THOBURN requested clarification on the criteria needed for Pedestrian Priority Facilities, specifically Tier 1 and Tier 2.
MR. STEWART ROBERTSON, TPA Consultant from Kimley-Horn and Associates, noted that the Tier 1 networks of pedestrian and bicycle facilities were identified using a propensity-based analysis. He further explained the pedestrian map presented and noted the Tier 1 red lines shown illustrate a high need for sidewalks.
MR. NASSAR inquired about separated bicycle lanes and asked if there was a master list with potential locations for facilities along major corridors that provide access cross county by selecting major planned corridors as a way to ensure continuous non-motorized facilities are being constructed as opposed to encountering a segmented non-motorized facility.
MR. SABIN provided an example to Mr. Nassar’s comments to demonstrate how bicyclists become exposed along a roadway with segmented bicycle facilities.
MS. NEILSON stated staff is not breaking out individual segments on the map presented, however has identified a desired connected network prioritized by Tier 1 and Tier 2 corridors.
A brief discussion ensued on funding opportunities.
MR. UHLIR briefly reviewed some of the Local Initiatives (LI) program requirements.
Further discussion ensued on potential candidates for projects and funding opportunities readily available.
Committee members requested more coordination with the County on data prior to a recommendation of adoption of the 10-Year Plan.
MOTION to postpone adoption of the 10-Year Plan. Motion by Mr. Fadi Nassar, seconded by Mr. Michael Owens and carried unanimously 12-0.

MR. UHLIR reviewed the resolution provided in the backup material regarding the use of State funds. He noted staff is recommending funding go towards TPA Priority Projects.
MOTION to recommend adoption of a resolution seeking higher allocation of existing state and federal revenue to TPA major priority projects. Motion by Ms. Jean Matthews, seconded by Ms. Stephanie Thoburn and carried unanimously 12-0.

3. INFORMATION ITEMS
3.A. DISCUSSED: Transit Access Plan
MS. ALYSSA FRANK, TPA Transportation Planner, presented on this plan. She highlighted that the TPA, in collaboration with partners, conducted an analysis of six (6) high ridership Palm Tran stops with lack of facility connections. She noted walking audits were completed that included participation from Palm Tran and roadway owners. She explained that following the analysis, TPA and partners identified proposed modifications to promote a safe, efficient and connected multimodal network. She proceeded to review the evaluation process and reviewed proposed roadway modifications for Location 1 at the Palm Beach Lakes Outlets as an example. She reviewed next steps to work with Palm Tran and the roadways owners to further evaluate and fund implementation of the proposed modifications and noted the roadway owners have the option to not take any action.
A brief discussion ensued regarding the walking audits and whether pedestrian patterns west of Palm Beach Lakes Boulevard were analyzed.
MS. FRANK noted that only the area highlighted in plan was evaluated for proposed modifications along Palm Beach Lakes Boulevard east of I-95 to Australian Avenue.
MR. FERGUSON stated that additional improvements could be made along Palm Beach Lakes Boulevard.
MS. FRANK noted that the Transit Access Plan focused on existing right-of-way.
Another brief discussion ensued regarding the information available for the other locations.
MS. FRANK noted the Transit Access Plan, including proposed modifications for all the locations, is available at www.PalmBeachTPA.org/TransitAccessPlan.

county and our cities; between roadway
owners and transit service providers; between
airports, seaports, and railways; and between
regional and local mobility needs and

creative and energetic staff that seeks to fit
the trends of the future into the systems of the
past. The TPA is assisted by dedicated

The TPA partners with local governments and organizations in a wide

We Plan the System

each municipality.
As a demonstration of the Palm Beach TPA’s commitment to assist local
governments to comply with ADA Transition Plan requirements for sub-
recipients of federal funds including transportation funding
allocations, the TPA hosted a training workshop on October 11, 2018.

STRATEGIC PLAN PURPOSE Strategic planning is an organization's process of
defining its strategy, or direction, and making
decisions on allocating its resources to pursue this
strategy. The Palm Beach Transportation Planning
Agency (TPA) established and annually updates its
Strategic Plan as a measurable guide toward
executing its mission and achieving its long-term
vision. The Strategic Plan defines specific,
incremental steps that will be initiated, monitored
for timely progress, and annually reported to the TPA
Governing Board and the public.
The mission and vision statements concisely
communicate the overall agency’s purpose and
direction. Crafted by the Governing Board,
Committees, Executive Director and staff, the Palm
Beach TPA's mission and vision statements are
intended to be inspirational while also providing a
focus and direction for the organization. Together,
they guide the Governing Board in making decisions
and maintaining the focus of the TPA.
Several benefits are derived from developing and
implementing the Strategic Plan. Governing Board
priorities are clearly communicated for the TPA
Executive Director and staff to follow. Metrics are
established for measuring progress on each action
and making adjustments to achieve the strategic
outcomes efficiently and cost-effectively.
Transparency and accountability is provided to the
public, the partnering organizations, and the
member agencies of the TPA.

MONITORING AND ANNUAL REPORT CARDSMonitoring progress toward the desired outcomes informs the day-to-day administrative decisions and actions
of the Executive Director, influencing the allocation of agency resources and the prioritization of board agenda
items and collaborative discussions with key stakeholders and partners.
Annual reporting of outcomes allows the TPA Governing Board to fully realize and leverage the value of the
TPA and informs future TPA Board decisions regarding appropriate revisions to the Strategic Plan.
To support annual review of progress, the TPA has created “report cards” that summarize the TPA’s prior
performance in relation to achieving TPA Board objectives. The annual report cards for FY 2019 and for FY
2018 are provided on the following pages.

Palm Beach TPA Annual List of Priority Projects FY 2021-2025
Overview The Palm Beach Transportation Planning Agency (TPA) Transportation Improvement Program (TIP) for Fiscal Years 2021 through 2025 begins with TPA Board approval of a list of Priority Projects. Pursuant to s. 339.175(8), F.S., the TPA must transmit the project list to the Florida Department of Transportation (FDOT) by October 1 of each year. Due to an accelerated Florida Legislative session schedule, the deadline for transmittal of the project list is August 1st this year. FDOT uses the Priority Project list to develop their Five Year Work Program and the TPA uses the list to develop the TIP.
The Palm Beach TPA expects all currently programmed Priority Projects to advance to implementation unless otherwise indicated. For this reason, all previous Priority Projects that have not yet been implemented continue to be shown on the project list. If the lead agency for a Priority Project cannot complete the programmed phase and advance the project to the next logical phase, it is incumbent upon the agency to provide an explanation to the Palm Beach TPA.
The Priority Projects are divided into three programs: Major Highway, Transit, and Freight Projects; Local Initiatives, and Transportation Alternatives. These programs are consistent with the TPA’s adopted Long Range Transportation Plan (LRTP) and the funding sources assumed in the financial plan of the LRTP. Projects that may be eligible for federal Highway Safety Program funding or state SUNTrail program funding have been highlighted in each program list. The TPA Board also adopted Resolution TPA 2015-04 on June 18, 2015 to further clarify the funding expectations for implementation of TPA Priority Projects as summarized below. The resolution noted that Strategic Intermodal System (SIS) Projects identified by FDOT are to be funded primarily with SIS revenue, other minor projects (e.g. local projects, FDOT safety projects, etc.) are to be funded with discretionary resources, and the implementation of these projects shall create no adverse impacts on implementation of TPA Priority Projects.
• Major Highway, Transit and Freight Projects are to be funded with a portion of SA Funds, DDR Funds, DS Funds and DPTO Funds. Theportion of funding available for Major TPA Priority Projects is expected to be the remaining revenue from these sources after satisfyingoperations and maintenance requirements, district-managed SIS commitments, and statutory obligations to other modes of transportation.
• Local Initiative Projects are to be funded with the TPA's suballocated share of Surface Transportation Program funds (SU) where possible.Some SU funds are used towards furthering Major Highway, Transit, and Freight projects if needed.
• Transportation Alternative Projects are to be funded with the federal Transportation Alternative (TA) revenue.
The projects in each program are consistent with the goals, objectives and values of the LRTP. Eligible projects were evaluated and ranked pursuant to the LRTP and the scoring systems for the individual programs, as applicable.
The TPA prepared and adopted the following list of Priority Projects that is multimodal in nature and provides overall direction to FDOT in allocating funds. The public involvement process included presentation and discussion of the project list at meetings open to the public; agendas for these meetings were provided to the local news media and posted on the TPA website. The advisory committees will review the Priority Project list on July 10-11, 2019 and the TPA Board is expected to adopt the annual list of Priority Projects at its July 18, 2019 meeting.

Major Highway, Transit and Freight Projects Project Selection Process
Major highway, transit and freight projects are selected from the list of cost feasible projects in the adopted Long Range Transportation Plan (LRTP). Projects are prioritized based on the Goals, Objectives and Values of the adopted LRTP, the output of the Congestion Management Process (CMP), and the priorities of the public transit providers, roadway owners, and local communities.
Project Funding
Major Highway, Transit and Freight Projects are to be funded with a portion of: • State Comprehensive Enhanced Transportation System District Dedicated Revenue (DDR) funds to be expended within Palm Beach County
pursuant to s. 206.608(2), F.S.;• State fuel sales tax funds, State Primary funds for highways and public transit (DS), State Public Transportation Office (DPTO) funds to be
expended for any legitimate state transportation purpose, with a required minimum for public transportation; and• FDOT's allocated share of Surface Transportation Program (SA) funds not sub-allocated to the TPA;
Funding available for Major TPA Priority Projects is expected to be the remaining revenue from these sources after satisfying operations and maintenance requirements, district-managed SIS commitments, and statutory obligations to other modes of transportation.
Target 5-Year Funding Level from LRTP: ~$200M
Actual 5-Year Funding Level in FY 20-24 TIP: ~$81.1M
The TPA requests the following for the FY 21-25 Major Project Priority Project List:
1-2: FDOT has awarded a contract for construction of the SR-7 extension and widening but does not have active permits from the South FloridaWater Management District or the Northern Palm Beach County Improvement District. FDOT should work to restore these permits andconstruct these projects.
4 and 6: SFRTA and Boca Raton have requested deferral of the second Tri-Rail station in Boca Raton (430458, see Exhibits A and B attached). The TPA has previously provided ~$30M to SFRTA for the Northern Layover Facility (429767), and FDOT has provided an additional $6M in state funding. SFRTA has represented that they can award a design-build contract in late 2020 with completion expected in 2023, and that they can include additional design elements if additional funding is provided (see Exhibit C attached). The TPA requests that all TPA funding in FY 20-23 for the second Tri-Rail station be reprogrammed to the Northern Layover Facility to offset the anticipated funding shortfall for the Layover Facility.

5: In the FY 20-24 TIP, FDOT deferred PDE funding for the Tri Rail extension from West Palm Beach to Jupiter (4170317) from FY 20 to FY 21 due to lack of a local funding source and lack of an FEC easement. The TPA requests that the PDE study be retained in FY 21 to quantify project construction and operations costs and to evaluate rail corridor capacity to support valuation of an FEC easement.
7: US 1 Multimodal Corridor. The TPA requests corridor-wide programming to implement transit signal prioritization and to design and construct 22 enhanced transit shelters. The TPA also requests feasibility and design programming for lane repurposing projects in Boca Raton, West Palm Beach, and North Palm Beach. Finally, the TPA requests construction programming for roadway reconstruction in Riviera Beach and Lake Park.

Local Initiative Projects Project Selection Process
The Local Initiatives Program was created in the 2040 LRTP and is structured to identify and fund non-regionally significant transportation projects. Local Initiative projects are selected from an annual competitive application process based on the Goals, Objectives and Values in the adopted LRTP; these projects are then approved by the advisory committees and the TPA Board. Applications for Local Initiative projects were solicited from transportation service providers as well as county and municipal staff. The project scores and subsequent ranking for the 2019 application cycle are attached as Exhibit D.
Project Funding
The adopted LRTP contemplates funding these projects at around $20 million per year, primarily funded with federal Surface Transportation Program Funds suballocated to the Palm Beach TPA.

Actual 5-Year Funding Level in FY 20-24 TIP: ~$127M*
*The actual funding in the TIP exceeds the target level from the LRTP because the local funds have been included in the total.
The TPA requests the following for the FY 21-25 Local Initiative Priority Project List:
• Update programming of SU funding to support TPA planning and administration consistent with the adopted FY 20-24 TIP and FY 19-20UPWP (as amended in February 2019).
• Delete project 14-2, Ped-scale street lighting on US 1 from 11th St to 27th St in Riviera Beach, because street lighting and ped-scale lightingwill be installed where feasible as part of TPA Major Project 7e: US 1 from 59th Street to Northlake Blvd.
• On project 16-2, US 1/Dixie Highway from Albermarle Rd to Okeechobee Blvd., replace local funds with state DDR/DS funds in FY 21• On projects prioritized in 2017 and 2018 to be implemented by local agencies, confirm all assumed local funding amounts in the programmed
construction years• On project 18-6, Germantown Rd from Old Germantown to Congress Ave, reduce SU funding to $5M in FY 23 and confirm local funding
amount for that year• Program construction/implementation of five (5) new projects as noted in the following table.

Transportation Alternative Projects

The BTPAC ranking and project scores for the 2019 application cycle are attached as Exhibit E.
Project Funding
Construction of Transportation Alternative Projects proposed for inclusion in the TIP is funded with federal Surface Transportation Block Grant (STBG) Transportation Alternative (TA) set-aside funds on a cost reimbursement basis for eligible expenses and supplemented with local funds. Design of the project is funded by the applicant no less than two years prior to construction funding availability.

As all maintenance activities will be relocated, the noise impacts associated with those maintenance activities will cease. The relocation of the West Palm Beach Layover Facility will have no impact on nearby roadways, nor will it cause closure of any roadways.

Schedule Overview
Revenue Forecasting
The TPA created the attached summary of transportation revenues available for new projects
in Palm Beach County. The revenue forecast is divided into the following time bands:
FY 20-24 to match the TPA’s adopted Transportation Improvement Program (TIP)
FY 25-30, to support creation of a focused 10-year investment plan
FY 31-35, and
FY 36-45
The revenue forecast is also divided into the following categories of projects:
TPA Prioritization (Other State Roadways)
o The TPA leads the selection of projects on the other state-maintained roadways
in Palm Beach County. These projects are funded with primarily state
transportation revenues and supplemented with a small portion of federal
funding.
o The TPA can select transit capital projects for implementation on the state
highway system but state funding for these projects is currently restricted by
statute to no more half of the non-federal share of the total capital cost.

Draft 25-Year Transportation Plan
The TPA also created the attached series of cost feasible project tables that show estimated
implementation costs by phase for each project. Note that costs are provided in Year of
Expenditure (YOE) and have been adjusted for inflation impacts based on the time band that
the cost falls within. The following notes further explain the projects selected within each
table.
TPA Prioritization (Other State Roadways)
o PD&E phases are funded for all premium transit corridors through 2030.
Additional funding for design, right-of-way and construction cannot be included
in the LRTP until a dedicated local fund source has been identified to leverage
state and federal capital funding and to support operations of new premium
transit service.
o To advance the TPA’s vision, complete street policy and vision zero commitment
through modifications to state roadways, a new project line item entitled “State
Road Modifications” has been created for FY 25 and forward. The intention is to
create a funding set-aside in the LRTP to support state roadway modifications
for complete streets, transit amenities, safety improvements, and TSM&O
technology investments. The TPA’s desires plan includes construction of 37 miles
of sidewalk, over 50 miles of separated and/or buffered bike lanes, and nearly
100 transit shelters on state roadways. The creation of this set-aside will allow
the TPA to identify and fund modifications to the state roadway system to
support these outcomes.
FDOT Prioritization (Strategic Intermodal System and Turnpike projects)
o TPA staff are recommending modification of the US 27 freight capacity project
description (FM 3390) to state “New freight railway with connection to Port
Miami” in lieu of “Add 2 truck only lanes” pursuant to Board discussion.
o TPA staff are recommending exclusion of all funding beyond Project
Development and Environmental (PD&E) for the Southern Blvd elevated
expressway (FM 3394) to allow the TPA Board to further evaluate alternatives
before endorsing an FDOT selection.

PBC Prioritization (County Roadways)
o Because the County leads the selection of projects on these local facilities, the
TPA is conducting follow up meetings with Palm Beach County to ensure that all
planned roadway capacity projects that are warranted by future demand
projections have been included in the draft plan. The projects currently
included were identified by TPA staff based on projected traffic congestion
levels on local roadways.
o The TPA continues to support the reconstruction of federal aid eligible county
and city roadways to advance its vision, its Complete Streets policy, and its Vision
Zero commitment. The LRTP retains the Local Initiatives program as an annual
set-aside to fund locally identified projects through a competitive application
process.
Finally, the TPA created a map of projects that will be fully constructed through 2045 and a
second map of projects that can only be studied and/or planned for implantation through 2045
based on existing financial resources and regulations concerning their use.

Member Comments
CHAIR VALECHÉ expressed his appreciation of the meeting facility and opportunity to visit each Board member’s municipality. He congratulated the Tri-Cities for the increase in property values in the last fiscal year.
MAYOR WILSON welcomed all attendees to Belle Glade and the Glades communities. He provided a background of the City and introduced City Manager Lomax Harrelle and Deputy City Manager Beverly Scott.
COMMISSIONER MCKINLAY welcomed all attendees to District 6 and introduced the Belle Glade office Chief of Staff Lisa Wilson. She expressed her delight of the property values increasing in Pahokee, Belle Glade and South Bay over the past year.
COUNCIL MEMBER MARINO thanked those that attended the City of Palm Beach Gardens’ Mobility Plan Workshop and noted the City would be celebrating their 60th Anniversary with a public event at the new Gardens District Park on June 29 and welcomed all to join in the festivities.
COMMISSIONER WEISS inquired about creating a countywide Mobility Plan.

Review of the draft 10-Year Plan
TPA Deputy Director of Program Development, MR. ANDREW UHLIR, reviewed in detail the federal, state and local funding estimates per year as well as project eligibility. He recapped the Long Range Transportation Plan (LRTP) Desires Plan that was presented in May and reviewed the draft 2030 Cost Feasible Project List. He reviewed the LRTP schedule and noted the revenue forecasting and 25-Year Plan would be presented at the July meeting with final adoption expected in October.

Transit Access Plan
TPA Transportation Planner, MS. ALYSSA FRANK, provided an overview of the Transit Access Plan which evaluated six (6) high ridership Palm Tran stops lacking pedestrian and bicycle connectivity throughout Palm Beach County. She noted walking audits were conducted at each location that included participation from Palm Tran and roadway owners. She reviewed the Belle Glade location and next steps to work with Palm Tran and the roadway owners to further evaluate and fund implementation of the proposed modifications.

Partner Agency Updates
Palm Tran Executive Director, MR. CLINTON FORBES, provided context to the locations identified in the Transit Access Plan and gave an update on the Go Glades initiative. He noted a presentation on this initiative would be provided at a future Board of County Commissioners meeting.
