    THE BFAR-FIDSD EVOLUTION

    1975-1986

    Creation of the Fisheries Extension

    Division (FED) under P.D. # 704 of 1975.

    Establishment of extensionand training facilities

    Institutionalization of the extension

    workforce nationwide.

    1987-1997

    The FED was renamed the Fisheries Industry

    Development Support Division (FIDSD)

    when BFAR became a staff bureauunder the Department of Agriculture in 1987,

    in compliance to E.O. 116.

    ***

    Two other divisions (Training Division and

    Information & Economics Division) were

    merged with the FED to become FIDSD.

    ***

    To respond quickly and with certainty to its new mandate,

    FIDSD employed a scientific method called ACTION

    RESEARCH, dubbed as PINOY FISHMART, with

    market and credit being the independent variables

    and the main considerations.

    ***

    A value-added outgrowth of this Action Researchwas the formation of an Industry-based cooperative

    named after the said action research.

    ***

    Significantly, this cooperative that has gradually evolved

    out of the realities and needs in the fishery sector

    can now serve as a model in organizing fishery-based

    cooperatives that can empower their members
