BEXCO opened exactly ten years ago in September 2001 in Busan, where the phrase ‘exhibition and convention’ was still unfamiliar.
However, based on its detailed marketing drive that targeted the world and Busan City’s aggressive promotional policy, BEXCOhas developed into an international exhibition and convention center, which now stands shoulder to shoulder with other world-famous
centers, in a short period of time - an unprecedented achievement in Korea.
The total number of events held at BEXCO has increased by more than four times from 167 in 2001 to 770 in 2010. The number of
exhibitions certified by the UFI(Union des Foires), which is a world-class certification institution in the field of exhibitions, was
nonexistent when the center first opened. However, starting with the Korea Railways & Logistics Fair 2007, a total of six exhibitions
has been certified for four consecutive years until 2010, which means that the events being hosted in BEXCO have met global
standards. Also, the total number of international conferences (Korea Tourism Organization) hosted, which shows the status of Busan
as an international convention city at a glance, has increased by four times from 20 in 2004 to 89 in 2009. This shows continuous
growth in terms of scale and contents.
This is the result of seeking and developing conferences specialized for the region, attracting various prestigious events concerning
international conferences and governments, and establishing a joint marketing system involving Busan City, BEXCO and the Busan
Convention & Visitors Bureau. Also, the infrastructure will increase greatly once the expansion of BEXCO’s facilities is completed.
This will further strengthen Busan’s status as a global international conference city.
The many international events held at BEXCO were the strong foundation that allowed Busan to emerge as an international exhibition
and convention city today, and based on the successful hosting of those events, more large exhibitions and conventions are expected
to be hosted. Moreover, the exhibition and convention marketing drive that utilized Busan’s greatly enhanced city brand provided a
new growth engine for Busan, while also playing a leading role in the development of Korea’s exhibition and convention industry.
In addition, Busan is now focused on building a new auditorium and expanding its exhibition halls, starting 2010, and once this
expansion is completed in June 2012, BEXCO will take a new leap forward as a global exhibition and convention center that represents
Busan and Korea by becoming the most competitive center in Northeast Asia.
Recently, an analysis of the regional economic impact of the MICE (meetings, incentives, conferences, exhibitions) hosted by
BEXCO in 2010 came out. The survey was done for the one year between May 2010 and June 2011, and it surveyed 7,121 persons,
including the organizers, participating companies, and visitors to the various MICE events. In order to come up with detailed
results, the exhibitions, meetings and events were classified according to whether they were large, medium and small events based
on the space used for the events and the number of participants to the meetings and events. To help with the understanding, the
results were shown in the form of charts by major category.
If you look at the overall results of the analysis of the regional economic impact, the effect on production inducement was 908.3
billion won, the effect on value added inducement was 429.1 billion won, the effect on income inducement was 208.4 billion won,
the effect on employment inducement was 14,565 persons and the effect on job creation was 8,319 persons.
From the perspective of the effect on production inducement, if you look at the segmented results by type, exhibitions accounted
for 459.9 billion won, meetings 377.6 billion won, and events 70.8 billion won, while the cultural and tourism service industry,
wholesale and retail industry, transportation industry, passenger traffic industry, lodging industry and restaurant industry were
surveyed as the representative industry groups that most benefited. <As of 2010>
The survey showed that BEXCO has an important role to play in vitalizing MICE in Busan, in
the future, as follows: providing the quantitative and theoretical evidence that the MICE hostedby BEXCO in 2010 greatly contributed to Busan’s economy; confirming that the support function
for creating growth and profits by the relevant industries in Busan as a facility with a strong social
overhead capital function; based on the research of Korea’s overall MICE industry statistics done
by the Korea Tourism Organization in 2009, the proportion of BEXCO can be estimated to be
around 14.6% in terms of its effect on production inducement (MICE’s effect on production
inducement in 2009 was 6.2 trillion won).

Unlike general products, the MICE industry can create demand when a supply is present. Also, the scale of an exhibition
and convention center accounts for an important proportion of the competitiveness of the MICE industry; therefore,
BEXCO planned to expand its facilities to give it an edge against other global exhibition and convention centers. The
construction for the facility expansion is expected to be completed by J une 2012.
The major facilities that will be expanded include a new exhibition hall with an area of 20,012㎡ built on the Cinepark
site and an auditorium (elevated seating) with 4,002 seats built right next to the convention hall. Once the facility expansion
is completed, the gross area of the building will be 213,849㎡, which will expand BEXCO to about twice its current size.
Once BEXCO’s facility expansion is completed in 2012, it will be able to host more than two large international events
at the same time, and also its competitiveness in hosting exhibitions and conventions will be boosted by improved
convenience and services that will be provided to the participating companies and visitors. In addition, its role as a
landmark of Busan will be strengthened.
Also, BEXCO’s new auditorium, with 4,002 seats, which is the first in Busan, has a gross area of 4,766 ㎡. It has two
floors underground and five floors of various sizes above the ground. These floors will be able to be used in connection
with BEXCO’s existing conference rooms. Moreover, it is equipped with other support facilities, including eight
simultaneous interpretation booths, a dressing room, preparation room, VIP lounge, organizer’s office, catering kitchen
and ticket office. Also, there is a freight elevator that can move up to three tons, which is expected to make the hosting
of various events much more convenient.

The Asian Mathematical Conference 2013 is an international academic conference that sees the
participation of more than 800 people. It is hosted every four to five years by the South East Asian
Mathematical Society (SEAMS). It was first hosted in Hong Kong in 1990 followed by Thailand (2nd),the Philippines (3rd), Singapore (4th) and Malaysia (5th). The Korean Mathematical Society and the Organizing Committee for the
International Congress of Mathematicians 2014 attracted the 6th AMC to be held in Busan at BEXCO from June 30 to July 3 in 2013.
This is the first time that the conference is to be held in Northeast Asia instead of Southeast Asia. It is expected to develop into a large
international academic conference with a record-high scale that will see a multitude of mathematicians from Korea, China and Japan
participating.
4. The ITU PP 2014 (October 20~November 7, 2014)
The ITU’s (International Telecommunications Union) PP (Plenipotentiary Conference) will be held at BEXCO from October 20 to
November 7, 2014. This event has 698 member companies (from 192 member countries around the world), including global companies.
The plenipotentiary conference is the highest decision-making conference and consists of representatives from all member countries. It
is held every four years. It is a very important conference where decisions are made on amendments to the ITU’s charter and convention
and other major policies. Also, it makes decisions on important matters, including the ITU’s strategies, policies and budget for the next
four years. Since the policy discussions related to the major issues in telecommunications at the global and state levels will have a global
impact, the ripple effect and the importance of hosting this conference will be huge considering the current status of the global information
society.
BEXCO has continue to implement marketing activities aime at international conferences through steay cooperation
with relevant authorities, incluing Busan Metropolitan City an the Busan Convention & Visitors Bureau. As a result,
major large international conferences will be hel at BEXCO from 2012 to 2014. Let’s take a look at what major conferences

The Fourth High Level Forum on Aid Effectiveness
(HLF-4) announces a new prospect in sharing!
The HLF-4 held in Busan on November 29~December 1, 2011, discussed the new blueprint and paradigm for development
assistance. As the largest and highest level of international conference in development aid, the HLF-4, held in Busan, was the
fourth of its kind to be held after Rome in 2003, Paris in 2005 and Accra (Ghana) in 2008. It is the first time that it is being held
in a country that has changed from a recipient country of aid to a donor country that gives aid.
The HLF-4 attracts world-wide attention and has about 3,300 participants, including the governmental representatives from
about 160 countries, such as Korean President Myung Bak Lee, the UN Secretary-General Ki Moon Ban, the U.S. Secretary of
State Hillary Clinton, the former British Prime Minister Tony Blair, heads of international organizations and representatives of
civil society, as well as representatives of international organizations, parliaments, civil society and academia from about 70
countries.
Especially, this conference has focused on the development of aid effectiveness, which can lead to actual development in a
recipient country under the principle of aid effectiveness. Therefore, ways of seeking a comprehensive development cooperative
partnership in which new development cooperative entities (new emerging nations, private enterprises, etc.) can participate
were found. As a result, based on the three-day discussions, the governmental representatives from about 160 countries,
international organization representatives from about 70 countries, and representatives of parliament, civil society and academia
officially adopted the ‘Busan Partnership for Effective Development Cooperation (Busan Declaration)’, which records the results
of the conference, in the morning of the final conference.
There is another reason why the Fourth HLF-4 2011 being held in BEXCO was very special. Several decades ago, BEXCO
used to be the site of the airfield for receiving aid from various countries. Thus, the place where the Korean president stressed
that Korea would strengthen its aid to other countries was the very location where Korea had previously received aid. Now that
the Republic of Korea has made history by making breathtaking changes, BEXCO can be seen as the representation of the
progress made, and it has emerged as the venue for new cooperation and sharing for the people all around the world. It is
delightful to see a country that received aid change to a donor country, but it was more meaningful because the historical venue
was BEXCO and, hopefully, the joy of this touching experience will continue in the future.

Already tvN’s‘Korea’s Got Talent’and SBS’‘Miracle Audition’have held large auditions for
thousands of people at the BEXCO exhibition hall during the spring. The participants who
passed this round were the ones who captured the eyes of the television viewers. Superstar
K3, which will air in August, also held its second preliminary round for about 30,000
participants out of about 280,000 applicants.
In addition, MBC’s‘The Great Birth’Season 2, which had a great response from the public for
its first season, held its preliminary auditions for thousands of people from the southwest of
the nation at BEXCO on July 24, 2011. BEXCO definitely seems the perfect place to holdauditions.
Likewise, the main reason why the broadcasting stations have been holding auditions at BEXCO
is because of the following: very convenient space utilization, such as installing booths to allow
auditions for many people; convenient when notifying the participants of where to assemble;
great accessibility by public transportation; and easy to transport and set up filming equipment.
When making a program, there is the consensus that the unique design of the building is
interesting to the viewers.
In addition, the image of the hosting venue being a large
convention center is also included in the intentions of
the people involved in making the program because it
enhances the image of the program.
From the participant’s point of view, it is much safer to
audition at a facility with well equipped convenience
facilities and great accessibility, while families and
friends who come to BEXCO to cheer on their loved ones
can spend a more convenient time at the leisure facilities
when waiting for the participants. This has acted as aplus factor because more participation can be
encouraged.
As BEXCO is known to hold various auditions, it has
turned into a place where“dreams come true”for any
and everyone, making BEXCO even friendlier to the
citizens.
We are living in the era of the auition. All kins of people, incluing a sixty year ol granmother to
a ve year ol granson, are showing off their talents on television, an many viewers are touche by
the unscripte rama.
Recently, there have been many auition programs shown on the terrestrial an cable channels, where
participants from all over the nation competing in a survival format has seen a soli boost to the
ratings. As a result, the broacasting stations are competing with one another to come up with uniqueformats for the auition program. In cases where nationwie preliminary rouns are hel, BEXCO, in
Busan, has become the mecca for the auition survival programs.

1. G-Star 2011 brighten the gaming city of Busan
Attene by about 290,000 visitors with about 6,800 consultations
G-star 2011 ended successfully, and the four-day game festival had record-high visitors of about 290,000, with
384 companies from 28 countries participating. Especially, G-Star had a variety of participants from different
social strata by making the opening ceremony a sharing event for the underprivileged classes and a family camp.
Also, there was a separate independent space provided on the first floor of the convention hall of BEXCO, at the
Board Game Hall, which allowed visitors that came with their families to have a more meaningful time. In addition,
through thorough preparation beforehand, it was evaluated that everything ran more smoothly than last year even
though more people turned up. According to G-Star,all these positive outcomes were possible because everything
was well prepared in advance including the introduction of an advanced reservation system for the first time at G-
Star and the expansion of movement within the exhibition halls. Besides B2C, the business halls were actively
operated so that about 6,800 consultations were made. The number of participating companies surpassed that of
last year and businesses were operated in BEXCO’s exhibition hall and convention hall. Especially, the smartphone
based games by the companies residing at the Global Hub Center of the Korea Creative Contents Agency attracted
lots of interest at B2B.
2. Worl Cyber Game (WCG) Gran Final
The WCG 2011 Grand Final was held at Busan, which has been reinforcing its image as the nation’s gaming city
by successfully hosting Korea’s largest game show, G-Star, from December 8 to 11, 2011, in Busan.
About 600 players from a total of sixty countries came to compete at the contest. Nine countries, including Iran,
Kazakhstan, Mongolia, Ecuador, and Namibia, participated at the WCG for the first time. Excluding Korea (43
persons), which was the host country, China had the most players with 37 persons. Also, more than twenty players
participated from the U.S., Taiwan, Russia, Indonesia, and Germany, respectively, so that we could confirm the
world-wide fever for games.
The final result saw Korea winning the overall championship by acquiring four gold medals. This was the fourth
consecutive time Korea had won the event, since 2008, and was its seventh championship overall. The Korean
team won four gold medals, two silver medals, and one bronze medal in nine categories to win the nation’s fourth
consecutive championship.

This year BEXCO won many awars. Let’s take a look at the honore moments from the global
management awar to the gran prize for professional management.
1. BEXCO wins the global management awar (public enterprise section)
In November, BEXCO (CEO & President Soo-Ik Kim) won the grand prize in the public enterprise section at the
global management award ceremony sponsored by the JMAC (Japanese Management Association C onsultants).
BEXCO established a medium and long-term development strategy (VISION 2007 and VISION 2015) and had
systematically and efficiently implemented it to achieve outstanding managerial results, as well as contributing to
making Busan Asia’s No.4 and the world’s No.17 most popular host city for international conferences as of 2010.
Also, it played a huge role in attracting domestic business visitors related to the MICE industry, while it generated
a regional economic impact of 908.3 billion won to the Busan region. Therefore, in recognition of how BEXCO has
carried out its global management initiatives and has contributed to regional economic development so as to set an
example for other public enterprises, it won the grand prize in public enterprise section.
Especially, since 2009, it has successfully entered the overseas market for exhibitions (ENTECH Hanoi: Environment
and Energy Exhibition), which was another important factor in its winning the award. The CEO & President of
BEXCO, Soo-Ik Kim, focused on global management from various aspects, including making all out efforts to
globally promote BEXCO’s MICE industry and Busan’s city brand while working as the director of the UFI since
2008.
Besides this, it has actively implemented various businesses in connection with the regional characteristics of Busan,
including the yacht convention business, the academy business for overseas development of local small and medium
enterprises, and the development of special exhibitions that meet the industrial and environmental characteristics of
Busan. This has allowed BEXCO to greatly contribute to the internationalization of Busan and become a new driving
force for the region’s future.

Second, he played a huge role in improving the development of the local community and enhancing its prestige
through the ripple effect of MICE hosted by BEXCO and thus contributed to making Busan a major city for
international conferences. Lastly, he implemented environmental management to preserve the environment of the
global village by reducing carbon dioxide emissions and improving fuel efficiency.

INSIdE BEXCO Attendancetothe 78thUFICongress2011
Exhibition Team 1 , Jong-dae Choi, General Manager
Attendance to the 78th UFI Congress 2011
On November 9~11, 2011, I participated in the 79th UFI
Congress held in Valencia, Spain, together with BEXCO’s
CEO & President Soo-Ik Kim. It was a valuable opportunity to
build a global network with many participants from all over the
world.
There were people from the exhibition industry from all around
the world at the congress, and it was held in Spain, which is
known to be a country of passion. The main purpose of
participating in the congress, which was held at the Valencia
Convention Center (Feria Valencia) was to build network of the member companies and identify the trends of the
global exhibition industry through the congress, general assembly and seminars.
BEXCO’s CEO and President Soo-Ik Kim was busy participating in the UFI’s regular general meeting, the
Asia/Pacific Chapter Meeting ,welcoming dinner banquet and congress. Especially, at the congress, there were in-
depth discussions, including a UFI business result report on financial results, the 2012 business plan, approval of
new member companies and UFI exhibitions and the results of selecting the 2012 president and new directors.
The Asia/Pacific Chapter Meeting, in which I participated, had reports made by the UFI Asia/Pacific Chapter, Mark
Cochrane. Together with the details of the activities for August~October 2011 and the 2012 activity plan, there was
another special detail.
Chen Xianjin (chairman of the Asia/Pacific Chapter, executive at SIEC Shanghai, China) reported on the
development plan for the Hongqiao Exhibition and Convention Center, which will be the largest of its kind in China.
The scale of the exhibition hall will be 500,000㎡ (400,000㎡ indoors, 100,000㎡ outdoors). The major facilities
will include a new airport and a railway connecting the airport, Shanghai and the office buildings. The scale is hugeto say the least (it is twice the size of all of the exhibition and convention centers in Korea combined).
Construction I set to be completed by 2014. As it is located near shanghai, we have to keep a close eye on the growth
and possibilities of China in this field. Also, after listening to Japan’s Yoshichika Terasawa talk about his nation’s
recovery following the tsunami and nuclear crisis, I once again realized the Japanese people’s persistence and
endurance to take one step at a time towards recovery.
At the regular general meeting held on the 10th there was a report on the latest trends in the exhibition industry. A
total of 61 exhibition halls were created between 2006 and 2010 (including those 5,000㎡ or above), and the total
exhibition area has increased by about 3,400,000㎡. Especially, the growth seen by Asia (38%) is noticeable when
compared to Europe and America showing only 7% and 5% growth, respectively. This clearly shows the dynamism
and development made by Asia.
AT the UFI Congress hel on the same ay, there were interesting sessions by scholars and experts from
around the world, including about the status of the global economy and the future direction of the exhibition industry
(Switzerland), the introduction of the UFI marketing winners (Netherlands, vnu Exhibitions), the new economic
opportunities in Central and South America (Peru), and the introduction of the winners of exhibition operations
(U.S. Freemans), which widened the understanding about the exhibition industry. Moreover, I was greatly impressed
by how the meeting culture has also developed with the active use of iPads.
From Korea, BEXCO, the Association of Korea Exhibition Industry, EXCO, COEX and other major institutions
participated. There was a separate promotional booth for Korean institutions where major exhibition promotional
materials for 2012 and introductory materials for each center were given to the participants.
Many new systems and technologies were introduced at the Congress. First, there was the POKEN electronic name
card based on social networking, meetings utilizing smartphones, a system providing the operational status of an
exhibition, a system for operating exhibitions developed by Freeman (booths, transport, utility, etc.), which were
all very interesting. In the future, BEXCO should focus on maximizing the convenience of the participants at
exhibitions and international conferences through the application of these systems. END.

● The Southeast area, including Busan, has a developed machinery, shipbuilding, aviation, automobile and
railway industries, which is why there is a huge demand for packaging and engineering. However, until now, there were
no large packaging and engineering exhibition; therefore, the supply could not meet the demand. To improve this sorely
lacking area would mean creating new demand and developing the related industries.
As a result, the International Packaging & Engineering Trade Show 2012, with 400 booths set up by 200 companies,
will be held. It will be hosted by BEXCO and organized by the Korea Engineering Consultants Corporation. Companies
concerned with major packaging equipment, logistics systems, and automatic systems will participate in the exhibition,
while companies from Germany, Japan, Italy and the U.S., which are the advanced countries in machinery and technology
as well as the largest suppliers, have also confirmed their participation. Also, buyers from companies related to
machinery, shipbuilding, aviation, automobiles and railways in Busan Metropolitan City, Ulsan Metropolitan City and
Gyeongsangnam-do will be invited, while foreign buyers from the largest countries by demand, China and
Japan, will also be invited.
Through this exhibition, it is expected that the industries related to
packaging and engineering in the Busan region will expand, avenue for exchanging information on new technologies and exchanging
technologies of related fields will be provided, and the international competitiveness
of the industry will be improved to result in increased exports.

●Welcome to BEXCO. What brought you to participate in this forum?
Yes, it’s nice to meet you. I am currently working in an aid development organization called KoFID (Korea Civil
Society Forum on International Development Cooperation), and I am here regarding what I do there.
(Editor’s note: KoFID-Korea Civil Society Forum on International Development Cooperation: in order to improve the
effectiveness of international development cooperation and overseas aid, it was established in 2010 through the civic
group network in Korea. The IT monitors the Korean Government’s ODA (Official Development Assistance) policy
and proposes aid and development policies based on universal values by strengthening the capacity of Korea’s civil
society.)
●●What meaning o you think the 4th High Level Forum on Ai E ffectiveness conveys?
First, it is offers a change in how aid is viewed. Before, the important issue was looking at aid from the position of the
person providing the aid. Did the money we gave get delivered properly and handled transparently? But now, from the
position of the person receiving the aid, we ask if the foundation has been provided to make new developments. I think
there has been a huge shift in the paradigm so that we question whether there has been continuous change made through
the aid and whether the quality of life has actually improved. The perspective has changed from the person giving the
aid to the person receiving the aid.
Second, development aid, in the past, was conducted between the donor and recipient countries. This meant that the
channel was unified, but now NGO, civic groups and major companies from various countries participate. In other
words, compared to before, there are more entities and as there is more diversity, there are lots of discussions involving
diverse voices and opinions. Moreover, not just between advanced countries and underdeveloped countries, but
more diverse countries are now participating, including the BRIC countries, which has completely changed
the depth and length of the discussions. Personally, I think the name Busan, where the forum was
held, will be remembered forever as long as the issue of development aid continues. This forum will
be remembered for a long time.
●●●Recently, ue to the European economic crisis an the owngraing of the U.S.’ creit
rating, there has been a global economic crisis. At a time like this, what are your thoughts on
evelopment ai?
First, I don’t think the development aid we are giving is just charity for a poor country. It is
an investment made for the future. If we can resolve the fundamental problems that are
suffered by the least-developed countries, then we can save the resources that otherwise
would have to be plowed into them. If the poor countries have their own ability to survive
and the required infrastructure, it will be possible to redistribute the resources efficiently
and fundamentally it will bring about a developed future more quickly. As mentioned
by the UN Secretary-General, Ki-Moon Ban and the OECD Secretary-General, Angel
Gurria, just because there is global crisis we shouldn’t stop here. Instead of just allowing

●●●●Is this your rst time here at BEXCO? do you think it has the
infrastructure to hol international conferences? Is there any room for
improvement?
This isn’t my first time here at BEXCO, but it is the longest I have stayed here.
I’ve been to many international conferences all over the world, and the
infrastructure that BEXCO has is by far the best. Also, the employees are very
kind and left a good impression. If you go to international conferences, you
tend to be nervous in an unfamiliar place, and if the employees are unpleasant,
you get stressed and the proceedings feel too business-like. It also lowers the work efficiency. How

●●●●●Recently, young people have ha lots to worry about. Regaring this forum is there any
to give to Korean young people?
I know how difficult the youngsters are finding life these days. However, I think that they should think
when they are going up the uphill. When going up a hill, the legs get stronger and the lungs get wider
when one can get stronger. Also, many young people face failure after going through many challenges
their actions are at all worthwhile. However, I think that the bigger a building is then the stronger the ba
to be. they should think of the present time as a process of becoming a bigger and stronger person.
Regarding the forum, I think more young people should come and work in this field. Korea is in a great
this area. It is a country that received aid but turned in to a country that gives aid. We s hould all feel
