PeSCoS – Personalised training system for SMEs

Countries: PeSCoS consortium involved 7 countries: PT, GR, PL, IT, ES, GR and NL. In Portugal the region concerned was the Alto Alentejo.

Aim: PeSCoS aimed to provided a personalized training system for SMEs in order to be in position to eliminate their unsustainable ways and embrace new, greener habits. The PeSCoS personalized online training system for SMEs comprises: a carbon footprint calculator capable of utilizing regionally specific datasets. Under PeSCoS’ Project, AREANATejo performed energy diagnosis to 8 SMEs belonging to North Alentejo region.

PeSCoS – Personalised training system for SMEs

Technical knowledge and data analysis as a basis for decision making:

(1) Development of energy diagnosis consisted on an evaluation and review of the conditions of energy use, in order to check and detect opportunities for energy rationalization and the implementation of measures technical and economically feasible, together with an efficient energy management;

(2) Development a carbon footprint calculator capable of utilizing regionally specific datasets (the SMEs were prompted to select the actions they wished to implement and the tool generated a customized energy-reduction plan).

PeSCoS lasted 24 months and its main goal was to give SMEs a personalized training system to enable them to adopt greener attitudes/habits. Throughout the use of PeSCoS’ ecological calculator, it is possible to calculate the ecological footprint of SMEs, then accessing a personalized environmental training plan on the following themes: Heating, Recycling & paper consumption, Electricity consumption and Transports.

ILUPub – Public Lighting Energy Efficiency

Area: AREANATejo develop ILUPub, a project for the improvement of PL energy efficiency in North Alentejo Municipalities (15).

Aim: ILUPub includes the identification of PL energy consumption, the characterization of PL network and the implementation of energy efficiency measures in order to achieve electricity consumption reduction and promote and disseminate a good and transferable technological and environmental practice.

ILUPub – Public Lighting Energy Efficiency

Aim: ILUPub aims to improve PL energy efficiency in North Alentejo, specifically, with the following main objectives: • Identification of PL energy consumption;

Characterization of PL network; • Installation of energy efficiency equipments and/or

technologies;• Implementation of PL management systems;• Reduction of electricity consumption and

associated CO2 emissions; • Reduction of energy and maintenance costs;• Promotion and dissemination of a good and

transferable environmental practice.

ILUPub – Public Lighting Energy Efficiency

Technical knowledge and data analysis as a basis for decision making:

(1) Consumptions’ Identification and Accounting of North Alentejo PL energy consumption (based on a territorial survey of all available information – invoices);

(2) Characterization of PL network, using digital mapping (already developed by CIMAA – North Alentejo Municipalities Association and available on-line in a so called “GEOPORTAL”), including an individualized characterization of urban areas’ PL network (geo scale 1:2000) covering over 6.000 km2 and an estimation of approx. 100.000 PL spots (lamps);

(3) Identification of Energy Efficiency Measures such as more efficient light systems (e.g. LED), flow regulation systems, light optimizing technologies, between others;

(4) Implementation of energy efficiency measures.

Target group and beneficiaries of local partnerships:

ILUPub has as target groups the Municipalities belonging to AREANATejo’s intervention area (15 municipalities of Alto Alentejo region, Portugal) interested in reducing the energy bill in terms of public lighting: • Alter do Chão, Arronches, Avis, Campo Maior, Castelo

de Vide, Crato, Elvas, Fronteira, Gavião, Marvão, Monforte, Nisa, Ponte de Sor, Portalegre, Sousel.

Within the ILUPub’ project AREANATejo developed an important partnership with 2 local entities, namely: CIMAA – North Alentejo Municipalities Association and EDP Distribution – Portuguese Energy Utility.

ILUPub been in development since 2009.

Activity plan for the year 2013 (January – December 2013):

• Flow regulation system;• Implmentation of LEDs in public lighting;• Remote control of public lighting;• Dissemination.

RePECEE - RePECEE – Network for Electricity Efficiency

Partners: RePECEE involves 12 Portuguese Energy Agencies in a very innovative partnership.

Aim: RePECEE promotes the implementation of energetic and environmental good practices in the following target sectors: industry with annual energy consumption below 500 TOE, non-residential areas with less than 1000 m2, public lighting and households.

RePECEE - RePECEE – Network for Electricity Efficiency

Technical knowledge and data analysis as a basis for decision making:

(1) RePECEE intends to offer a shared platform (Energy Atlas, Collaborative Platform and Web-Market-Place) to facilitate the interaction between consumers and Energy Agencies;

(2) On a second phase, RePECEE provided data on energy consumption, per sector (industry, agriculture, domestic, services, etc.), available on-line through a so called “Energy Atlas”

Page 13: Best Practices

Green PartnershipsArronches, 8 - 10 July 2013 13

Target group and beneficiaries of the project:Implementation of energetic and environmental good practices in the following target sectors: • Industry with annual energy consumption below 500 TOE, • Non-residential areas with less than 1000 m2, • Public lighting and households.

RePECEE will fundamentally allow the comparison between scenarios (initial and post-project), in order to estimate the potential for electricity consumption reduction resulting from its implementation.

RePECEE lasted 36 months and its main goal was RePECEE intends to offer a shared platform (Energy Atlas, Collaborative Platform and Web-Market-Place) to facilitate the interaction between consumers and Energy Agencies. Additionally, RePECEE should achieve the following scale effects:• High number of Energy Agencies sharing the same results;• High geographic dimension;• Large number of industries, services and population that benefit from it.

SEMALEDs – LEDs for Traffic Lights

Target group: SEMALEDs were developed to North Alentejo – Portugal and envolved 9 Municipalities.

Aim: SEMALEDs promoted the replacement of incandescent bulbs on traffic lights by LEDs, besides the lower energy consumption, and due to the higher life cycle of LED, permits a significant reduction in energy consumption as well as maintenance costs (with the associated energy consumption reduction from transports).

Page 16: Best Practices

Green PartnershipsArronches, 8 - 10 July 2013 16

Technical knowledge and advantages :

(1) LED technology is much more energy efficient than other existent light devices, such as incandescent bulbs;

(2) permits a significant reduction in energy consumption as well as maintenance costs

(3) Reduction of approximately 130,000 kWh of electricity (about 88%)

(4) Reduction in the emission of 90 tons of CO2

Investment:Total investment of approx. 75.000 euros (co financed at 85% by NSRF).

Note:The replacement of incandescent bulbs of traffic lights by LED (Light-Emitting Diodes) is one of the programs included in PNAEE (National Action Plan for Energy Efficiency). Moreover, it is expected a phase-out of incandescent bulbs by 2011. Consequently, the use of LEDs for traffic lights meet both National and European energy policies in accordance to 20-20-20 strategy.

ZEroCO2 – Zero Emissions Communities

SEAP:

This document intended to provide the Municipalities with an energy strategy in order to meet the Covenant of Mayors’ goals: reduction of at least 20% of CO2 emissions by 2020.

The commitment of this reduction can be put into actions and measures to be implemented by the Municipalities involved in different policy areas, namely: interventions in municipal buildings (administrative, sports and school), in the transport sector (municipal fleets), in public lighting and traffic lights, reflected in estimations of energy consumption’s reduction, production of energy throughout renewable energy sources and reduction of CO2 emissions.
