How BESRA Came to BeHow BESRA Came to Be• Conceptualized in 2005 to support the Schools First

Initiative (SFI)

• The SFI sought to improve basic education outcomes through a broadly participated, popular movement featuring a wide variety of initiatives undertaken by schools and communities, local governments, civil society organizations and other stakeholders.

• BESRA is a package of policy reforms to further accelerate, broaden, deepen and sustain the efforts started by the SFI.

Implementation Arrangements• Technical Coordinating Team (TCT) facilitates the

coordination and integration of the work of BESRA Technical Working Groups (TWGs) and provides the channel for policy reforms to be presented to ManCom and ExeCom

• Technical Working Groups (TWGs) facilitate the preparation of policy proposals as well as the integration of BESRA activities into regular DepED activities.
