A copy of the letter is being forwarded undar separate cover enclosure for IIeadquarters' files. lie subse­quantly ~as interviewed in Miami by company personnel offici~ls who visited ~ia~i in lata July, nhd ~as bired in a supervisory position whicb will involve his working in a liaison capacity between manage­oent and the Cuban work force. He was promised a salary of approxi­mately $180 a -week par 60-hour work week, plus reimbursem.ant for the e~penses of moving his family and hous~hold effects from Miami to Cbic~go. He has expressed his indebtedness to us for helping him obt3in the position, and is eager to maka good since he believes tb3t Ne were instrumental in his getting the job.

4. As ezplalned in Reference A~ contract was not renewed in Ap:ril 1966 because plans were unde:rr~ay at that. time to terDinate him. His performance for the past several months has bean practically nil, not because he has not been eager for work~ but mainly due to the fact that he is not suited for what has ·to be done. He star~ed working for JMWAVE in Apri1.1960 as a Principal Agent, and curing the period preceding the Bay of Pigs be handled a number of . political action agents and spotted and developed several candidates for recruitment. Since much of thls .activity was mora overt than covert, be was thoroughly blown as a ~asset, and eventually became kno~n in . the area as a sort o~ ~ spokesman, a role which · be enjoyed and encouraged. As times change(} and the. Station began· · concentrating on more covert activities, beca~e something of a security problem, since any statements or opinions expressa~ by him co:Q.cerning various individuals or exile groups were either mis-taken for "official leaks" or "policy". ·

5. strong points have been his dadieation and enthusiasm for his work. He has, however, been somewhat of a problem in that he is a "heavy banded" operator who tries to impress his con­tacts with his importance, thereby co~tting a number of indiscre­tions. A good example of this can be found in his pe~ring tbe racent election of officers in the 2506 Brigade. ............a bad n number of contacts in the Brigade and was instructed to monitor, without specifically asking quastions, the pre-election activities of tha Brigade through his contacts. 1. This memorandum will confinn recent conversations between Hr. William Cotter of your office and Mr. R. Landreth of this Division regarding assistance from the Immigration and Naturalization Service relevant to the exfiltration from Cuba of Subject.

2. It has been arranged that Subject be exfiltrated the morning of 18 January in and landed at Homestead Air Force Base outside of i1iami. ~.!lr assistance ilr havln.g Subje-et paroled to the ~m Dirlsion representative in-Miami was requested and received. At the emphatic reque~t of :rns, relayed to us by your office, this Division has made it abundant~ clear, by cable to Habana and telephone to our representative _ in Hiami, that the initial cooperation of :rns with regard to granting parole st~tus to Subject did not imply that any special consideration would be given to Subject in his ~est for resident status and the ~gaining of u.s. citizenship~ and i'urth&rmmoe that Subject shou~ in no circumstances initiate_ any action towards these ends while in the -Ygted States on a parole basis. - ~ ~--

3. To re-emphasize the foregoing to Subject, this Division will advise its Miami representative (with whom Subject -..dll be in contact on arrival) to spell out with vehemence and clarity the limitations inherent in Subjectts parole status. Subject will be advised that aJJiY attempts to obtain resident status or rega:in U.s. citizenship can only be initiated at such time as Subject will be able to do so in the nonnal fashion from another countr,r. -

Attached summarizes investigation conducted ~n 7/4/72 at Miami regarding the burglary of the office of the De mocratic Party National Head­quarters.

1. Barker's address book contains phone number for rental agency of Sunshine Towers and an apartment number. Manager of Sunshine Towers states he did not know the subjects, and states possibility exists that Frank Fiorini approached him to rent either this or another apartment in the building.

A Let me explain. I had to come to Miami; when

· he was arrested on the 17th of June, I was here at the time.

I went to visit him about -- I can't recall exactly; those

were hectic days -- the 23rd, 24th, maybe, during that week,

and they had no lawyer, nobody took care of them. McCord

was the only on~, somebody did take care of him, and he was

out on bail. The other four men were completely abandoned,

so, what I did, i came to Miami, and Mr. Gladwell (phonetic),

from

MR. DARDIS: Caldwell (phonetic).

MR. GERSTEIN: Please don't prompt the witness. Let

THE WITNESS: He was the one that put up the bail

for the notarization thing for my husband. I can't pronounce

. his name very well. Gladwell. Fourteen houses we put up ns

equity, to put tho bond up for him, for my hushond.

wh~n he was taken prisoner. We were owing him a little over

$1,000, and the man naturally wanted his money, so he says,

"No, I'm going to give you $1,500." I said, "How are you

going to give me $1,500? I won't be able to pay you back

until God knows when. My husband .is in prison.'l He said,

"Never mind. You have friends and I have a friend who has

given me money to give to the families of the four people

in the case, if you get any emergencies or anything. This

some friends that had given him some money to help us. Then

he later on-- I went back to Washington · and I stayed there

for some period of time. Then he went there once to visit

us, and I also told him that I had to c.ome home, because I

really was imposing on my daughter. She lives there, and I

didn't have too much money, and he gave me another $1,000.

A No, I didn't have to.

Q What do you mean, you didn't have to?

A Why should I tell them my problems?'

A The reason for you to tell them your prob-

lems is that Howard Hunt got your husband into this.

A I couldn't answer you about that. I don't

know .
