Lawrence The Berlin Citizen A small group of protest- ers gathered outside Home- Raised Puppies, a business on New Britain Road, Satur- day. The group said practices at the site are in violation of codes regulating the trans- port and sale of dogs. The owner said he is in compli- ance with all regulations and that anyone with a problem with a dog purchased at his business is welcome to call and discuss it. About a dozen people gath- ered for the protest, carrying signs with slogans, such as Barbara Rudnick’s sign that read: “puppies are lives, not products.” Home-Raised Puppies sells primarily boxers and bulldogs. Chris Peck, owner, said the protesters were ani- mal activists and that he did- n’t recognize any of them as customers. “I never had any prob- lems,” Peck said, adding that he is licensed by the United States Department of Agri- culture for breeding and transporting animals and also has state certification necessary for the business. Jess Winkler, a veterinary technician, said that “by peacefully protesting we all hoped to educate the public on the risks associated with purchasing a pet store dog. These puppies are living creatures who need constant interaction, a clean environ- ment to live in and multiple vet checks in order to be healthy and well socialized. A small group of protest-ers gathered outside Home-Raised Puppies, a businesson New Britain Road, Satur-day. The group said practicesat the site are in violation ofcodes regulating the trans-port and sale of dogs. Salina is one of five mem-bers of the transition team’spersonnel committee. Thereis also a policy committeeand a steering committee.

“I’m privileged to serve,”Salina said. “There’s a lot ofwork ahead and I want to car-ry Berlin’s voice into theprocess.”

public and private life, Re-publicans and Democrats,and those who have partici-pated in state government be-fore, as well as those who nev-er have,” Malloy said. “I’mconfident that the people se-lected will help me find thebest and the brightest hiresfor positions within my ad-ministration, and make surewe get off to a strong start.”

The committees have beengathering resumes and let-ters of recommendation,Salina said, and this week

will begin reviewing the ap-plicants.

“Anyone can be consid-ered. There are (applicants) Iknow and those I don’t know.It’s a completely openprocess,” he said. However,“there are more resumesthan there are positions.”

Salina said the policy andsteering committees will belook to cut down the numberof existing positions in keep-ing with Malloy’s campaignmessage that there needs to

be more consolidation ofagencies and responsibili-ties. This is part of the ap-proach as the new regime

“delves into ways to dealwith the budget deficit.”

A local motel was used as aset during the filming of amusic video last week. Thefilming took place over twodays at the Deylin MotorLodge on the Berlin Turn-pike.

Musical artist Dani Ar-ranka, who stars in the

video, described the music,in part, as “dance pop.”

“It’s electro hip hop. Iwrite all my lyrics and singlive whenever I can,” saidDani Arranka, who prefersto be referred to as simplyDani.

As to why the Deylin motelwas selected as the location,Dani’s business ManagerMichelle Delgado said “It

was gothic — but not toogothic.” The yellow exteriorprovided a bright back-ground for the performance.

The video was filmed byThe Terrible Child, a studioin West Hartford. Equilibri-um, a Hartford-based dancecompany, performed withDani on the video.

Delgado described Dani as“an evolving artist.” In addi-

tion to managing Dani’s ca-reer, Delgado, along with herbusiness partner Tara Abate,is a make-up artist. The duocreate Dani’s exotic look.

Dani refered to the creativeteam as C.O.C. Inc., for the“cartel of couture.”

Jacunski Humes Archi-tects LLC made preliminarydrawings as part of assessingthe feasibility of the site. Thefirm has designed police sta-tions for towns such as WestHaven, Wethersfield, andFarmington. No architecthas been selected for the finaldesign. That process will goout to bid and it will be underthe purview of the PublicBuilding Commission tomake a recommendation tothe Town Council.

The proposed station hasbeen in the town’s capitalplans for a while with $1.5million allocated for proper-ty and about $13.5 million forthe facility. However, a better

Berlin woman charged in fraud of elderly coupleNORTH HAVEN, Conn.

(AP) — A woman employedas a home health care aide foran elderly North Haven cou-ple has been charged withbilking them out of $100,000and using the money for per-sonal expenses, including avacation.

Police charged 38-year-oldTraci Stokarski of Berlinwith first-degree larceny andcredit card fraud last week.

Authorities allege Stokars-ki used proceeds of a homeequity loan to buy things forher family and drew cash ad-vances from the couple’scredit cards. The man is 94and his wife is 88. Police didnot publicly identify them.

The couple’s son told TheNew Haven Register his par-ents were left with nothing.

Stokarski told police she isa single mother and was try-ing to help her own family.

It’s a new day at 845 Farm-ington Avenue.

The previous business lo-cated there, Berlin StationCafe, shuttered nearly a yearago, didn’t have the best rep-utation.

But Center Station Pub &Grill now calls the buildinghome, and owner Keith Se-lander hopes people give hisplace a fair shake.

“There was a few hurdlesgetting past that image whenI was opening,” said Se-lander, of New Britain. “Butfor the most part, I crossedthose hurdles and we’re mov-ing full steam ahead.”

He added, “I think theword’s going around prettygood; we cleaned it up a lot”— literally and figuratively.

“We went through thisplace for three months beforewe opened. Made sure every-thing was perfect before weturned the key,” Selandersaid.

Former Berlin StationCafe patrons have noticed thedifference. “The biggest com-ment?: ‘Oh my God, we’re up-scale now,’” Selander saidwith a laugh. “Everybody’shappy.”

Center Station Pub & Grillopened its doors last month.Business has been brisk.“Awesome. I couldn’t ask formore,” said Selander.

Center Station Pub & Grillserves lunch beginning at 11a.m. The kitchen remainsopen from then on. “Lastnight (Tuesday) I was cook-ing quesadillas at midnight… I do whatever it takes,”said Selander, who has been

clocking some 120 hours aweek on the job.

“It’s a little bit of a changefrom my 40-hour, 9-to-5,” hesaid. “But it’s a different typeof work. I’m dealing with

Center Station Pub & Grillis Selander’s first foray intobusiness-ownership. Most re-cently he worked as a servicemanager in the automotiveindustry.

Selander said it was excit-ing to take his life in a new di-rection. “You always get that

sense of nervousness, butwhen you’re in here on a Fri-day or Saturday night, andyou see it packed and every-one’s having a good time, iteases that nervousness.”

Selander has big plans forhis establishment. “I have aband coming Dec. 10. I’m go-ing to try a comedy night. I’vegot a lot of things in the hop-per,” he said. “I’ve just got toget my name out there and letpeople know we’re backopen.”

Energy Assistance ProgramThe Senior Center is scheduled to accept energy assis-

tance applications on Wednesday, Dec. 8 and Tuesday, Dec.14. The program is for those seniors only who heat with adeliverable fuel (oil, propane, or kerosene), electric andgas.

The following documentation is required:Copy of your latest Social Security check for 2010 or pro-

vide your latest bank statement (all pages) showing directdeposit of you 2010 check. Must be current or not morethan one month old.

Copy of your latest 2010 pension check or bank state-ment (all pages) showing direct deposit. Must be currentor not more than one month old.

Assets:proof of each account. Must show current value(not interest earned) of all “liquid” accounts, such as bankbooks, check books, CD’s, money markets, IRA’s, stocks,bonds, etc. Your “liquid” assets-can not exceed $7,000(renters) or $10,000 for (homeowners). If you are over theasset limit, the difference will be added to your income. Allpages of all assets will be required.

98, of Middletown, diedpeacefully at home on Dec. 1,2010. She was the daughter ofthe late Frederick Percivaland Clara Kalish PercivalMorway and beloved wife ofthe late Jacob Gabany.

She was predeceased byher brothers Howard, Paul,Wesley and Arnold, and hersisters Barbara and Lois. Shewill be dearly missed by hersister-in-law Helen Percivaland by many nieces,

She was born Sept. 2, 1912in Avon. She graduated fromBristol High School in 1931.She worked for Tuttle andBailey for 31 years, before re-tiring in 1973.

She will always be remem-bered for hew love of the out-doors. She was an activefarmer who enjoyed selling(or giving away) her garden’sproduce at the stand in frontof her house. For years, Mil-lie and her late husbandJake, hosted many 4Hgroups. She was a member of

Middletown AARP and trav-eled extensively after her re-tirement.

“It will not be a one for onereplacement,” Salina said, asthe out-going Rell adminis-tration is re-staffed by theMalloy team.

The personnel committeehas not yet worked out the de-tails of what kind of charac-teristics it will look for incandidates for governmentpositions, Salina said. How-ever, “I want to make surethat the people who are hiredunderstand that the deci-sions they make will have animpact on the small towns.”

Salina said the search willnot focus on choices that arepolitical appointments, butrather it will look at people inthe private sector and busi-ness world who can “bringthat expertise to (draftingpolicies) that will help ustackle the deficit.”

The intent is to fill as manypositions as possible beforethe January inauguration.“It’s a monumental task, weplan to move forward to makethe transition as smooth aspossible,” Salina said.

One key job will be thehead of the Office of Plan-ning and Management. Sali-na said this is one of themore visible positions and“sets the tone that (these) arenot the usual suspects.”

Salina will serve with co-chairs: former state senatorSanford Cloud, Jr., CEO ofThe Cloud Company andchairman of the board of theConnecticut Health Founda-tion; Marilda Gándara, for-mer president of the AetnaFoundation when she retiredin 2008; and Johnna Torsone,chief human resources offi-cer at Pitney Bowes since1993. Also on the committeeis Benedict W. Cozzi, a mem-ber of the InternationalUnion of Operating Engi-neers Local 478 since 1964.

Why not Brent?To the editor:The Stan Trojanowski

Northern Junior Golf Tour-nament, held at Timberlineach year, started 10 yearsago in conjunction with theCT PGA Section. The tourna-

ment became the largest jun-ior tournament in Connecti-cut. Two years ago the tour-nament became a nationaltwo-day championship at-tracting players from manystates, and Canada. Titliest,AJGA, Golfstat providedsponsorship. The tourna-ment president is the veryqualified Brent Paladino, in-terim head golf professionalat Timberlin, until recently.

Many cannot understandwhy Mr. Paladino was nothired for the position ofhead golf professional atTimberlin. His work ethicand qualifications were justwhat Timberlin needed espe-cially after the last head pro-fessional hired by the town afew years ago. Anothercourse will prosper from histalents.

Part of that loss is thetournament relocation. Thisis a community event. Thecommittee is comprised ofapproximately 15 Berlin resi-dents, all under the age of 25.

It’s amazing how well thistournament runs and howwonderful for our town toshowcase its youth. Thetournament brings 170 fami-lies to Berlin for three daysto spend money in Berlin.Discounts were organizedwith town restaurants andhotels. Those families spendmoney in Berlin businessesand at the golf course. Whattown doesn’t need that inthis economy?

I planned to volunteer forthe tournament this year butthe tournament will relo-cate. It’s a good feeling to bepart of something for thebenefit of our community.Community membersworked together to make thisevent the largest nationaljunior tournament in theNortheast. Imagine that, na-tional recognition for Berlin,something to be proud of at atime when the world seemsfull of events we’d rather not

Musical dreams maycome true — with

This spring, the BerlinHigh School band is headedto the most magical place onearth. In just a few shortmonths, Berlin’s talentedyoung musicians will besoaking up the sun in Orlan-do, Florida. While touringthe place Mickey Mouse callshome, the band will visitMagic Kingdom, Epcot, Hol-lywood Studios, AnimalKingdom and Universal Stu-dios.

However, this year’s bandtrip to the sunshine statepromises much more thanhealthy tans and unpleasantsunburns. The Redcoat Bandwill have a one of a kind mu-sical experience while partic-ipating in Disney’s MagicMusic Days 2011.

To kickoff the trip, theRedcoats will perform in aparade through a Disneytheme park. Although the ex-

act location of where stu-dents will perform is current-ly unknown, in the comingmonths, the band will sendan audition CD to Disney inorder to determine the set-ting. This performance givesstudents an opportunity topublicly perform on a muchwider scale than any footballgame ever would. The bandwill play for tourists fromaround the world. Addition-ally, the band will have achance to witness and learnfrom performances and tech-niques of other bands fromacross the country also par-ticipating in the Magic MusicDays event.

The next day the band willattend a “You’re Instrumen-tal” workshop, to give mem-bers a chance to learn aboutprofessional musicianship.In this workshop, studentswill visit a Disney recordingstudio where they will betreated as if they were profes-sional studio musicians.They will sight-read and re-hearse a piece of music witha Disney sound engineer and,at the workshop’s conclusion,their final performance willbe recorded and set to a Dis-ney animated feature. Thisexciting glimpse into the mu-sic business will certainly bean experience students willnever forget. It could evenshape future careers.

In order to defray the highcost of the trip, the band willhold many fundraisers overthe course of the school year.The Band Parents Associa-tion will sell poinsettias dur-ing the holidays, as well asother items. Additionally, theassociation is looking forbusiness-sponsors to help di-rectly offset the cost of thetrip. With a lot of work and

sentiments succinctly ex-pressed by KevinT. Jospehson, in last week’seditorial regarding Mr. BrentPaladino. The Paladino nameis synonymous with Timber-lin and Berlin golf excel-lence. His poise, work ethic,dedication and passion areexactly the kind of qualitieswe need in a golf profession-al to teach our juniors andseniors how to improve theirgolf skills while experienc-ing the quality golf course onwhich Brent developed his

own enormous talents.The kind of passion he dis-

played for the course andthe game is rare. Brentdemonstrated his loyalty anddedication by efficientlystepping up as head pro asthe course entered its busiestseason and was left shorton staff due to the departureof the previous head pro andthe very unfortunate, un-timely, passing of Mr. PhilFerriguto. Brent worked tire-lessly to make sure thecourse continued to run withefficiency.

Like many, I observedBrent’s excellent teachingskills with my son, a juniorgolfer, who admiresBrent’s accomplishments onmany levels. The profession-ally run Trojanowski North-ern Jr. tournament, whichBrent has organized and runover the last ten years, alsoexemplified Brent’s manage-ment capabilities, attentionto detail, and dedication toBerlin. This tournament

brought national exposure toTimberlin by drawing in thebest junior players from asfar as Canada. Brent utilizedhis computer science degreefrom William & Mary, a Divi-sion 1 golf college, to developa detailed website for Tim-berlin that he managed whileworking as assistant pro andthen as acting head pro at theend of this last golf season.

What a huge loss for thetown of Berlin, that this ded-icated, hard-working,and gifted talent was not se-lected as head pro at Timber-lin by the Berlin town man-ager. Those of us who havespent many years patroniz-ing the course feel stronglythat given theopportunity Brentwould have grown the courseto its fullest potential. Whata terrible loss for Berlin andfortunate gain for a town as-tute enough to acquire hisservices.

Restoration ofCivil Warmemorialplanned, but isthat enough?

I call this photo “Monu-mental Clutter”. If youtake photos you know whatI’m talking about. It’s im-possible to get a decentshot at a site such as this.There’s a pile of wiresoverhead, miscellaneousposts and poles and signsand other undesirable stuffthat ruins the picture.

Sure, there’s Photoshop.But just how much can youtake out of a photo and stillcall it reality?

Yes, progress marches onand takes its toll and no-body wants to live in the1800s which had its ownversion of pollution. Butvisual pollution like this isa darn shame.

Looking at this photo ofthe Civil War monument,erected in East Berlin in1871, at the intersection of

Main and Grove streets, it’seasy to see what happenedover time. Way back when,the monument was set on a

little green in the midst ofa sleepy intersection nextto Wilcox Cemetery. As theyears went by, and trafficincreased, no doubt peoplecut corners, threatening totopple the stone, and so upwent the concrete posts andchain fence.

Then there are the utili-ty wires (which hang lowenough to cut across thetop of the monument) and,of course several streetsigns, plopped right on thegreen, to help people sortout which way to go. (Mainand Grove is a confusingintersection, did the designcome from MassachusettsDOT?)

The monument com-memorates battles soldiers

fought in during the CivilWar from Antietam andGettysburg to the “Wilder-ness” and Petersburg. Thenames of 12 local Civil Warsoldiers are chisled there.It’s quite a beautiful thing.I’m sure, when the monu-ment was installed, organ-izers didn’t envision a messsuch as this.

The country’s first CivilWar Memorial, located onPercival Avenue, was erect-ed in 1863. It was refur-bished in the fall. The stonerestoration crew said that,even though it was older,the monument was in bet-ter condition than the onein East Berlin. The PercivalAvenue one looks a lot bet-ter, too. It has a nice, tidycorner as a setting.

The Town Council hasplans to add the Civil WarMonument RefurbishmentProject to the town’s Capi-tal Improvement Plan. TheVeterans Commission hadrequested funds to fix

Peck said at one time hebred dogs himself but cur-rently uses local breeders aswell as a breeding facility inSouth Carolina. He said he’sbeen in the business for about20 years; eight in the currentlocation. “We wouldn’t havebeen around for so long if wedidn’t have a good business”and sell good animals, hesaid.

Scott Robbins happened topass by the protest on his wayto the Tinsel Fun Run and de-cided to join in with the pro-testers. He’d purchased Rox-ie, an Old English bulldog, atthe store about 20 monthsago. Robbins said the dog is“shy, not playful” and has“behavioral and psychologi-cal” problems. Although herbreeding documents checkedout, he had concerns about

the transaction as the dog’sparents were not on thepremises. Robbins paid$1,300 for the dog and said, inpart, he purchased her be-cause “I felt bad for her, in away.”

If a dog owner has anyproblem with an animal pur-chased at Home-Raised Pup-pies, “Just call me and we’lltry to rectify the problem,”Peck said. “It does happenfrom time to time” that an is-sue will arise.

“facility met all standardsand regulations at this time.”

During a routine inspec-tion Sept. 1, the business wascited for incomplete paper-work in regards to dates ofacquisition as well as con-cerns about unlicensed sup-pliers. “The licensee has beeninformed that he cannot buyanimals from people thathave three or more breedingfemales, acquisition paper-work shows that there are afew sellers that clearly havemore than three breeding fe-males. This activity will needto be stopped.”

The report also cited the fa-cility for: “a few areas thatneed to be cleaned or madeinaccessible to the puppies”and for surfaces that need tobe repainted to ensure theseare impervious to moisture.Also, puppies were some-times held at “a friend’s ad-dress” during transport andthose locations need to be de-tailed and accessible for in-spection. The report notedthat the acquisition docu-ments were corrected beforethe inspector left the premis-es.

Construction of the newpolice station at this locationwould contribute to thetown’s ongoing effort to rede-velop the area around theBerlin train station, accord-ing Jim Mahoney, director ofeconomic development, whohandles negotiations for landpurchases for the town.

Mahoney said continueddue diligence, in assessingthe property, will likely takeuntil next March or April.Consultants for areas such as

a geo-technical review andenvironmental review will bebrought in during this timeto assess the sites’ appropri-ateness and recommend anyremediation that might beneeded.

At that time, the results ofthe investigation along witha recommendation, on thepurchase, would be made tothe council. Mahoney said atthis time it appears that “theproperty meets the needs ofthe police department andthe town is trying to redevel-op that area (including) thetrain station… and this is astep that will help. The policewant to be visible and this isin keeping with (the practiceof) community policing.”

Being accessible to thecommunity and visitors iscritical, officials said. Typi-cally, towns have publicbuildings on a main street,while Berlin has a complexthat is tucked away. With a po-

The Berlin High Schoolgirls basketball team openedits season this week. The fol-lowing takes a look at the2010-11 Lady Redcoats:

Coach: Sheila King (sev-enth year).

Assistants: KenSkoglund, Todd Lentini.

Last year: The Lady Red-coats claimed the CentralConnecticut ConferenceSouth Division champi-onship and rolled up arecord of 22-3. Berlin fell toeventual state championHillhouse, 54-47, in the CIACClass L state semifinals.

Key losses: Katelyn Zarot-ney (15.6 points, 9.6 reboundsper-game last year, BHS all-time scoring leader), AlexysVazquez (10.8 points, 2.3 as-sists per-game, BHS all-time3-point leader), KaitlynBovee (9.6 points, 7.2 re-bounds per-game), Kim Ras-mussen (9.6 points, 3.4 as-sists per-game).

This season: The LadyRedcoats were hit hard bygraduation, but several re-turning players have com-

peted in big time, pressure-cooker environment games,including seniors MoniqueSt. Jarre and Alyssa Barrett

and junior Chelsea Vujs.A 6-foot-1 inside player, St.

Jarre averaged 3.4 pointsand 6.3 rebounds per-game

as a junior. Barrett, a 5-6guard, netted 3.7 points andgrabbed 1.6 rebounds per-game last winter. A 5-9 for-ward, Vujs was good for 4.6points and 2.8 rebounds per-game as a sophomore.

Other experienced re-turnees include sophomoreAshley Malloy (3 points, 1.4rebounds per-game), and sen-iors Jessica Szczepanik andStephanie LaPierre.

The team’s top newcomeris Paige Young.

Barrett and Szczepanikare team captains.

Outlook: Berlin has plen-ty of speed and intensity, de-cent size, and a core of varsi-ty-tested players to lean on.However, Coach King is con-cerned about her team’s con-sistency. Still, she expects theLady Redcoats to be verycompetitive.

At closer inspection, top-seedBerlin’s 33-30 loss to eighth-seedHillhouse in the quarterfinals ofthe CIAC Class M state playoffslast week may not be so shock-ing after all.

Ponder this: Two of Hill-house’s three regular seasonlosses were to Class LL schools,Xavier and Cheshire. And Hill-house held undefeated Xavier,widely regarded as the state’stop team, to just nine points.Hillhouse’s only other regularseason defeat was to LymanHall, a Class M playoff teamwith eight wins.

So perhaps Berlin’s loss toHillhouse was not the earth-shattering event it was made outto be.

“You’ve got to keep it in per-spective,” BHS coach JohnCapodice said.

Berlin got off to a shaky startin the Class M quarterfinals andtrailed Hillhouse 13-0 in the sec-ond quarter. The locals slicedtheir deficit to five points byhalftime. Max DeLorenzo ac-counted for his team’s lone TDin the first half, a rushing score.

Considering the way his teamperformed at times during thefirst two periods, Capodice said“I was thrilled to be down 13-8 athalftime.”

The Redcoats looked muchbetter after the break. DeLoren-zo ran for two long touchdownsin the third and Berlin headedinto the fourth leading 22-13.

But Hillhouse, which went onto blast No. 4 seedGilbert/Northwest Regional, 42-

14, in the Class M semifinals, re-fused to go away.

In the fourth, Berlin quarter-back Zach Zulkewicz connectedwith Mason Powers for a TD, butHillhouse struck for threetouchdowns in the final frame totake the lead for good. The go-ahead score came with just 30seconds to play.

The proposed stationwould consist of a ware-house, back and left of thestore, which would be reha-bilitated and expanded. Thiswould include a two-story(12,300 square feet), additionbuilt incorporated into theexisting building (17,400square feet).

The new station wouldhave about 30,000 square feetcompared to the 10,000 squarefeet in the current facility un-der Town Hall.

Property to the left of theexpanded warehouse wouldbe used for numerous park-ing facilities: staff, officials,vehicle impound, and a cov-ered parking area. Two exist-ing buildings at 889 Farming-ton Ave. (rear lot) would bedemolished for this purpose.

The size is based on theprojection of manpowerstaffing will require in yearsto come and on the archi-tect’s recommendation.

“It’s being built for the fu-ture,” said Deputy ChiefJohn Klett said, “and theneeds of the town 20 yearsfrom now.”

“Over all there is a short-age of space for doing day-to-

day business,” Fitzgeraldsaid. Dispatch is “terriblyovercrowded” as technologyhas been layered in over theyears. The same is true in thelocker rooms. The bars oncells are archaic and ventila-tion, in this mostly interiorspace, is poor.

The current space is “un-friendly to our customers,”Fitzgerald said. People comein with sensitive issues thatrequire privacy and that’sdifficult to find in a cubicleor lobby which now serve asinterview spaces.

The new facility wouldhave a public lobby wherethe dispatch center was lo-cated.

It is also an opportunity tocreate “a secure station”.The design includes a securecorridors, covered parkingareas, as well as work areasthat maximize the efficiencyof staff.

In the new design, there isa firing range on site. Therange located at the TownHall facility was shut down acouple of years ago due toventilation problems. Nowofficers train offsite and thistypically requires overtime.

There is currently no facil-ity for the canine division(two police dogs); the new de-sign provides a canine runand storage area. A secondstory, in the new facility,

would include: a kitchen, atraining facility, storage, andconference room, for the po-lice commission, that thepublic can access.

A youth work area, andyouth detention area, arealso in the new design.Fitzgerald said as many as100 youth a year are in thestation for some purpose (notnecessarily booking). Bystate statute, youth are notallowed contact with anyadult held in custody.

Evidence, which is cur-rently stored in a variety ofplaces around town, wouldhave a secure processing andstorage area.
