ILAC and IAF are global networks of accreditation bodies and

organisations involved in conformity assessment activities.– Recognition of competent and equally reliable conformity assessment

activities through Global Arrangements

– The development and harmonization of accreditation practices

– The promotion of accreditation as an effective mechanism for providing

The ILAC and IAF Arrangements

– Accreditation body members deemed competent through

a peer evaluation process:

– ISO/IEC 17011

– IAF-ILAC A series documents

– Signatories must recognise certificates, reports, and

results issued by organisations accredited by other

Signatories

– Provides business with assurance that overseas bodies

operate to the same standard.

– Removes technical barriers to trade by eliminating

redundant conformity assessment

ILAC MRA and IAF MLA for energy

efficiency

– IAF MLA for ISO14001 to improve environmental performance by

energy and GHG reduction.

– ISO 14001: 170 economies and 324 148 certification folders to enhance environmental management system with improvement of the environmental performance

– IAF MLA for ISO14065 to assure the reduction of GHG emission by

using methodology of energy efficiency

– ISO14065 : 50 economies of governments and scheme owners to seek the accreditation of ISO14065 for the validation and verification bodies to support both for mandatory and voluntary market for climate change.

– IAF starts MLA scope expansion to ISO 50001 to reduce energy

and the cost, and to improve energy performance

– ISO 50001: 80 economies and 6778 certification holders to enforce the energy management and improvement of energy performance. The recent global award results the strong climate and business benefits of investment in energy efficiency by companies large and small and across a wide range of sectors around the world. The participating companies reported annual energy cost savings of up to $13.5 million USD and annual greenhouse gas emission reductions of up to 238,000 tonnes of CO2, equivalent to taking 51,000 passenger vehicles off the road per year.

– Environmental Protection Agency; Energy Star Program

– Global Superior Energy Performance Partnership7

Mandatory and voluntary program seek the

IAF’s accreditation program

IAF member provide the accreditation service in accordance with ISO 14065 more than 50 economies to support various national schemes, subnational and regional systems in assisting with the competent authorities, in the field of the accreditation of the validation and verification bodies to achieve the commitments of reduction of GHG emission and contribution of climate change mitigation effort for the convention. • Validation and verification bodies operate in accordance with ISO 14065 and ISO 14064-3 • Certification bodies operate uniformly in accordance with ISO14001 and ISO 50001.• To homologate process for quantifying GHG emissions • Transparent and consistent reported GHG emissions

European Commission seeks the accreditation by EA members for verification system of EU-ETS and the encouragement of EA MLA to enhance the credible, transparent and consistent accreditation system.

In addition to this, the voluntary markets are relying on accredited GHG /VV bodies based in the ISO standard because of the possibility to confirm the competence not only of the GHGVVB that confirm the GHG organizational inventories and projects, but also the personnel that is used by the GHGVVB in their validation/verifications.

UNFCCC CDM Accreditation and

ISO14065 accreditation program

• The assessment and accreditation process/procedure is similar except witness/performance evaluation and its timing.

• The assessment of legal status, financial status, top management, procedure of impartiality, management review, documentation, internal audit, complaint and appeal are commonly conducted by both side.

• The assessment report delivered annually by IAF member might be beneficial as input to plan efficient and effective assessment for UNFCCC CDM.

• Challenge to the harmonization of assessor competency can be done in cooperation. The joint training between UNFCCC CDM and ISO 14065 accreditation bodies might benefit to create the arrangement in the future.
