CHAIRMAN’S REPORT

Craig Findlay

Welcome to the 2019 Bendigo Umpires Association, Annual General Meeting. This year has proven once again to be a very successful season. We saw membership grow as well as the number of appointments rise owing the return to officiating in the Heathcote and District Football Netball League. As a result of this we joined on forces with the Rochester Echuca Football Umpires Association (REFUA) on field. Off field the two associations remained separate identities. The BUA Board again worked hard all year for its members. Paula Shay worked tirelessly on our social media platforms making sure members were kept up to date all aspects of the Association. This included coaching clips, newsletters and general snippets of umpiring which kept us informed and entertained. She also looked after our female members to make sure they felt comfortable in the predominantly male environment. Michael Hockley as Finance Director kept the Association in great financial shape and an active member on the social scene. Dean Goodridge’s work as Director of Coaching was absolutely first class and was rewarded as AFL Victoria’s Coach of the Year. His detail to his role were very extensive and comprehensive which was tremendice assistance to our members. The connection between the BUA and clubs we are associated with has never been stronger thanks to Dean’s dedication to his role. Bayne Floyd and Mark Snell continued in their roles on the Board and their contribution over the season has been very much appreciated. Once again Sharon McColl in her role as General Manager has been nothing short of amazing. Her attention to detail and efficient way she handles the day to day business of the Association is staggering. Sharon’s ability to have her finger on the pulse of everything that is going on in the football world in country Victoria is an asset that very few people have. Thank you to all our Board members for your hard work throughout the year. To our major sponsors, Mark Prince of Mark Prince’s Eyecare Plus, Bendigo Bank and the Inglewood and Districts Community Bank we thank you for your continued support. A big thank you also to The Bendigo Original Pie Shop, Golden City Physiotherapy and Sports Clinic and the Bendigo Stadium for being a part of our Association. I would also like to thank our partners in football in AFL Central Vic, Bendigo Football Netball League, Loddon Valley Football Netball League, North Central Football League, Heathcote and District Football Netball League, Bendigo Junior Football League and Central Victoria Football League Women’s. To the Rochester Echuca Football Umpires Association, I feel the bond between us is extremely strong and I look forward to working alongside you again in the 2020 season.

TREASURER’S REPORT

Michael Hockley

For the 2019 year, we made a loss of ($1915) 2018 Profit $12,002, 2017 profit: $709. This was

a good result considering our further commitment to the coaching structure. We continued to

invest carefully again this year in relation to on field warm up shirts and off field jackets and

shirts. As is usual we currently have a small surplus of some sizes in shirts and shorts and will

continue to use those into the 2020 season.

We have had another steady and solid year in the Finance Department and thanks to our hard-

working General Manager Sharon we have managed to keep the money issues to a

minimum. Monthly payments went with minimum problems and any issues that arose were

quickly dealt with and all Leagues were reasonably prompt in making payments. We are indeed

fortunate that Sharon works closely with all of the Leagues and is able to ensure that these

payments do not blow out beyond the 30 days agreed to Members are now used to the monthly

payment system and Schedula seems to work well under this regime.

The other changes this year were the addition of the HDFL for our umpires to umpire and the

integration of umpires from the REFUA which enabled us to fill additional games and added

workload to our busy coaching and selection staff.

This year was the third year of the basic food and drinks made available to our members after

training on Thursday nights and this activity seems to be well received by an increasingly bigger

proportion of our members. I would like to thank two Life Member stalwarts in Tim Donnelly and

Kevin Monk for assisting with serving behind the bar. I would also like to thank one of our

sponsor, Grant Findlay from The Original Pie Shop for providing pies and pasties at an affordable

price.

This year was the second year of the monthly Tuesday night counter teas at the Bridge Hotel and

thanks to Tony Southcombe for his support of the social club, this proved to be popular amongst

the members and will continue in 2020.

This year saw a second year of the trip away to Manangatang Cup which saw 14 intrepid

members brave the elements up north and a great time was had by all thanks to Matt Vitiritti for

organizing and Kevin Monk for driving the bus.

We would like to see more people involved in the Social Club in 2020 with the aim of arranging

monthly functions and some functions for our younger members.

I would like to thank my fellow board members for their tireless work in 2019. It is a tough gig and the small business we run seems to be getting larger and more complex every year. I believe that the Board has the recipe right to try and make the BUA a friendly and community minded organisation that we would all like it to be. GENERAL MANAGER’S REPORT

Sharon McColl

Historically 2019 will be the year that the 6 football leagues running out of AFL Central Victoria were umpired by the one group. Bendigo Umpires Association and Rochester and Echuca Football Umpires Association blended their members together to have all appointments coming from one point. This blending was extremely successful for both groups with all members offered an opportunity to run matches in new Leagues. With the addition of the Heathcote & District Football League to the schedule, weekly appointments proved challenging. Craig Findlay, Dean Goodridge, Andrew Day, Matthew Vitiritti, Gary Russell, Bayne Floyd and Paul Martin spent countless hours working on who would umpire at which ground and how many games they would be able to do. All members should also be congratulated for the enormous efforts they were also asked of in season 2019, with some weekends up to 30 umpires not available. The magic that our selectors are able to perform, and the dedication of our umpires ensured that we were able to fill the majority of appointments. We need to thank the Clubs in the HDFNL, LVFNL and NCFL who assisted in times when umpire numbers were full exhausted and the call out for club umpires was required. We are extremely keen to work closer with clubs and provide training for club umpires, so that they always have someone to step in. Our members were well represented at all Tribunal appearances in season 2019 by Advocate Peter Hilson as he continued his role with AFL Central Victoria in 2018. It was a busy year and all members were represented admirably. To the Coaching and Fitness Team who work alongside Dean, your efforts in keeping everyone on the track during those cold winter months is some amazing feet. Jason Maher and Damian Nolan you have done an amazing job with training this large and diverse group. To Michael Ryan and Leon Hartley who worked massaging our members, this service has become invaluable. Thank you all for your efforts this season. Dean Goodridge has gone above and beyond this season, starting out with 21 club visits across Central Victoria to ensure that all of our clubs were across the new rules that had been introduced. Your work with our members has taken this group to a standard of professionalism that is required by the Leagues that we are contracted to. Our members are fitter and have better knowledge of all rules and requirements for AFL football. A huge congratulations to you on being awarded the Greg Sidebottom AFL Victoria Community Umpiring Coach of the Year. This award was the culmination of a great year’s work and acknowledges the respect of your peers. The BUA Chairman Craig Findlay, your dedication to the Association is outstanding, your time committed to our members and umpiring goes above and beyond and personally I thank you for always being the best sounding board to all facets of my role.

The Vice Chair Paula Shay works tirelessly to make the BUA the best it can be. Whether it is promotion via social media, working at highlighting women in umpiring (supporting our female members) or strategically working behind the scenes, your support and loyalty to the BUA and its members is outstanding. Michael Hockley as Treasurer oversees the finances involved. As we have grown in season 2019, Michael has worked closely with me to ensure that financially we are sound and that in particular payments to all members are made in a timely manner. Michael’s efforts in the behind the scenes running of the social club activities, especially the Thursday night food is greatly appreciated by all members. How lucky are we to have to have something warm to eat when you come off the ground on a cold winters night in June and July. Well done Michael on another great year. Bayne Floyd and Mark Snell both Board and Running Members bring member issues to the Board, that may otherwise be missed. Both of these men are great sounding boards for all and I would encourage all our members to speak with Bayne or Mark with issues they have. Thank you to you both and I look forward to working with you again in season 2020. Personally, I believe this years Annual Dinner, to be our best yet. The bigger room, high standard pa equipment ensures everyone hears everything and the addition of the two-piece band and music made the night. Congratulations to all the award winners, much time and effort is taken in choosing who is eligible and who took it to the next level to be outstanding and win. To Barry Denner who MC’d our function for the first time, thank you, your time was very much appreciated. To those who umpired grand finals, from Under 12 to BFNL seniors this is an achievement that you should be proud of. To Matthew Vitiritti our Best Clubman, this was extremely well deserved, you put much time and effort into the BUA and in particular the coaching of our young boundary members. To the almost 300 registered umpires in season 2019, thank you for being a part of this Association. When you run out onto the ground every weekend during the season you represent the BUA with such pride and to complete a job that is not always applauded the way it should be. Thank you for being a part of this journey with us all. I am fortunate in my role to work with the staff at AFL Central Victoria. They run each of their leagues with professionalism and with such a positive work environment our Commission is in great hands. Thank you to Carol Cathcart, Norm Sheahan, Cameron Tomlins, Laura Naughton, Jan Mannes, Nathan Williams, Jake McLean, Daniel Reid and Amy Kenyon. To our major sponsors Mark Prince Eyecare Plus, Bendigo Bank and The Inglewood & District Community Bank, your support of our Association ensures that we can provide the best umpires throughout Central Victoria and we are very proud to take your business’s to football grounds and towns from Sea Lake to Gisborne. Season 2020 is not far away, we need to work together to keep our Association strong. VICE CHAIR’S REPORT

Paula Shay

We have just completed our 88th year as an Association, what a journey we’ve had and it continues. I’ve completed only 4 and a half years on the board but each year I’m surprised at how much we have achieve in a season and wonder if its possible to reach a higher benchmark – but we continue to improve the Association. As always, I start with our commander and chief. If you think that all you see him do is sit in that chair at the end of the table in the boardroom and write names of umpires to games with his HB pencil and then rub them out to replace with another name… then you would be correct, that is what you SEE. But, he always comes out and puts an eye over the field, notes who is at training, chats to parents and the like. What you don’t see is all the other work he does. Phone calls and meetings with the clubs and leagues, meetings with AFL Central Vic and carries the burden of the future of the BUA from week to week. Thankyou Craig, your calm nature served us well through yet another challenging year. Our Director of Coaching Dean Goodridge stepped it up a notch this year. With seven new rules to introduce not only to the umpires but also the 35 senior clubs. On top of that we added another location for coaching with the blending of the Rochy Umpires; a great addition to the BUA but so much more work for Dean on top of the LV Umpire training and BJFL Umpire training. We also have all our umpires wanting game review and Dean spends many hours at home watching games so we can improve. Thanks Dean, your work is admirable. Sharon, our General Manager, gives so much of her time and care to our members. Again this year with the increase of members, so many young members being given care like her own children; thank you. Additional workload with the blending of Associations thank you for all your work to bring these two clubs together. Thank you also to our other great board members, Bayne, Michael and Mark. We are given some challenges in that boardroom but we are a positive and cohesive group. I enjoy that we can have the tough conversations, bring our opinions to the table to hear all sides and always put the success of the association first. Congratulations to everyone for being a part of this great group. Our members are what make this such a success. I’m proud to represent our club and brag about our umpires who have made it to the top, our member numbers, our diversity but mainly the great members stories.

On behalf of the BUA Board, I would again like to congratulate all members on their contributions in season 2019. Whilst the BUA is another team within the Bendigo region football landscape, and we all endeavour to promote the organisation collectively, it also is rewarding to recognise individual achievements within the BUA family. Season 2019 has been another year where a number of individual milestones have been achieved by its members. The achievement of individual milestones displays a continued commitment and support towards the BUA and the leagues that we officiate. The Board of the BUA and I’m sure the leagues, recognise this commitment of its umpires and congratulate the milestones of all members of the BUA. The efforts and hard work of our members in both games and at training is recognised, as members reach their own personal goals or within the BUA, or as with 3 of our 2019 members, progressing onto higher ranks, everybody deserves the plaudits for keeping our group running successfully. DIRECTOR OF COACHING REPORT

Dean Goodridge

Season 2019 has once again been a busy and rewarding year for the Bendigo Umpires Association. Our training bases at Serpentine/Bridgewater and Echuca which cater for our North Central, Loddon Valley and Echuca/Rochester based umpires. I would like to recognise and thank Richard Hicks, Alan Aylward and Gary Langdon for their support and organisation with the running of these training groups. We have worked hard to ensure that all umpires have had access to the same coaching message across such a vast territory. The alignment with the Echuca/Rochester group in 2019 has been a successful one with both groups being flexible and willing to work for the betterment of football in the Central Victorian region. It has been pleasing to see umpires attend training sessions and experience umpiring in other leagues. The partnership will hopefully continue to strengthen in 2020. We had several new rule interpretations implemented across our region in season 2019 and I would like to thank the many umpires who were prepared to travel to clubs right across the region to explain the new rules and discuss issues with footballers, coaches and administrators. The BUA Board has continued to support the coaching structure that I have adopted since my initial employment in 2012. The fees taken out from umpire pays help fund this coaching model and the feedback from members from our annual survey continues to highlight the importance of providing match feedback to umpires. I would like to congratulate all umpires who officiated in Grand Finals across our four football leagues, junior football league and Womens competition. I hope that you all enjoyed the experience of Grand Final day. Speaking of our annual survey, a huge thank you to Paula Shay for once again organising the implantation of the survey. I recently met with Paula to discuss the data from members. I will be disseminating this data to discipline coaches and selectors and as Director of Coaching will action those issues that members identify that require immediate action. Recruitment and retention of umpires will continue to remain at the forefront of our core business as we face the challenge of providing full complements of umpires for our four football leagues within the Central Victoria Commission. We need to continue to be creative in our quest to attract new people to umpiring. I would like to thank and acknowledge those people who took on leadership and coaching positions in season 2019. Our coaching structure is well resourced and the quality of coaching that umpires are exposed to throughout the course of the season is excellent. AFL CENTRAL VICTORIAN

COMMISSION REPORT

Thank you to all the people who are involved in football and netball clubs throughout the region. All volunteers complete a power of work, enriching the lives and supporting many people, the positive impact this provides to our communities cannot be underestimated. Once again, we brought the region together and began the year with our Expo. In the morning we held a football and netball coaches conference, with John Worsfold (Essendon FC) and Rob Wright (Melbourne Magpies), and a new President’s session. John Worsfold also presented at the Expo on the link between on field success and off field governance, additional sessions included finance, compliance requirements for gambling and liquor, wellbeing education programs with SALT and competition information. AFL Central Victoria staff convened tribunals and continued to explore methods to reduce workload for clubs and trialled video conferencing for those located outside of Bendigo. The Bendigo Bank have continued to support community football and have received $15,000 by referring new business to the bank. We thank the bank for their sponsorship of our leagues and encourage all clubs to promote the referral program. Nathan Dole continued to provide media content with regular stories for websites and social media. We encourage clubs to let us know of any major milestones so that these can be included in the articles. Congratulations to all concerned in both State and Local Governments and all clubs for driving facility development within the region. This year facility development has included: at the QEO a new kiosk and public toilet block and new netball change rooms were ready for use for the grand final, a new pavilion at Wesley Hill in Castlemaine, Inglewood have new netball and umpire change rooms, change rooms have been refurbished at Kyneton on oval two and at Huntly, a new scoreboard at Eaglehawk and St Arnaud. Thanks to AFL Victoria and Worksafe, to make clubs safer they have provided Mt Pleasant with a new electronic scoreboard and Bears Lagoon Serpentine with behind the goal netting, both should be completed ready for next season. Calivil United and Charlton both received a grant through the AFL Victoria Energy Safe funding to purchase new equipment to improve the safety of their canteen. Charlton also received a grant for goal post padding and Maiden Gully YCW Eagles for first aid kits through AFL Victoria WorkSafe funding. We completed a State of Play document for the Eastern Corridor to plan for the expected population growth. In addition, we visited all senior football clubs as part of the Third Tier Review, these meetings provided valuable information to the Commission to assist with planning for the future. We also conducted a junior workshop to ascertain any changes and to continually develop the junior competition.

As a code, Australian Football continues to grow in our region. Our Development Managers, Daniel Reid and Jake McLean, have worked hard to promote our game across the region. They have provided many promotional activities, sporting school programs, school competition support and clinics both in schools and at clubs. In addition to the free clinics provided to NCFL clubs Birchip Watchem, Boort and Wedderburn, this year they also delivered free clinics to HDFNL club’s Mt Pleasant and Lockington Bamawm United and LVFNL club’s Bridgewater and Calivil United. A successful Community Camp was conducted in Kyneton in conjunction with the Essendon Football Club who attended the Kyneton Junior Football Club’s training session/season launch and entertained supporters at a function in Kyneton. Primary school students also participated in an Auskick super clinic. The Western Bulldogs Football Club and the St Kilda Football Club player visits aligned with Castlemaine and Maryborough Junior Football Clubs to provide brand awareness and promote junior participation through local school visits. Castlemaine, Maryborough and Kyneton also had Toyota Good for Footy clinics. Auskick was launched at Huntly with a clinic for 450 students from surrounding schools. In 2019 we increased our Auskick numbers and added a new Auskick centre. In addition, the AFL provided funding for the introduction of Auskick Champions who visited many of our centres during the year. Their involvement will be increased in 2020 to provide more visits to more centres. Our Football Development Managers conducted a multicultural come and try day for school students and an Indigenous Community Day with BDAC. They also took two teams of primary school indigenous and multicultural students to Ballarat to participate in a friendly competition as an introduction to football. Programs were also delivered as part of NAIDOC Week. AFL Central Victoria and AFL Central Murray instigated an Inclusion Gala Day in Bendigo which was the culmination of a series of clinics at Kalianna. The FIDA team participated in their second year of competition in the Northern Conference FIDA (Football Integration Development Association) Football League. The competition provides people with an intellectual disability the chance to play competition level Australian Rules Football. AFL Victoria and AFL Central Victoria supported coach development with the introduction of a Coach Academy launched by Brad Scott (North Melbourne). Additional workshops were also provided for coaches. Congratulations to the winners of the AFCA Coach of the Year Awards who were announced at a well-attended breakfast. We were able to provide Boort, Calivil, Elmore and Pyramid Hill Net Set Go centres with a half time experience at a Suncorp Super Netball Game with the support of Melbourne Magpies. The 14 years netball Academy and the HDFNL, LVFNL and NCNA U/13 teams participated in a clinic by Melbourne Magpies players. The academy structures across our region provide many of our footballers and netballers with accelerated development programs. This program is only possible with the support of our volunteer coaches and generous sponsors. Also, congratulations to players selected to participate in VLine Cup. We partnered with SALT to deliver 50 presentations across the region on topics such as Alcohol and Drugs, Wellbeing and Mental Health and Leadership. We also partnered with the City of Greater Bendigo and Macedon Ranges Shire to continue to deliver the Rural Challenge Project to promote gender equality and the prevention of violence against women. Congratulations to Eaglehawk FNC who participated in the project. AFL Central Victoria partnered with Bendigo Community Health to provide primary and community health services dedicated to improving the health and wellbeing of our community. Our female numbers continue to rise with both Eaglehawk and Golden Square joining the Central Victorian Football League Women. The juniors had another positive year providing games for 3,000 players each weekend.

Well done to the leagues participating in the Worksafe AFL Victoria Community Championships. Heathcote hosted a successful Worksafe Game of the Month. We endorsed themed rounds including Bendigo Bank, Love the Game, Mental Health (Beyond Blue, Headspace and Bendigo Community Health), Towards Zero, and Umpire Appreciation. The BUA had a record number of umpires register for the second year in succession with the BUA and the Rochester Echuca FUA working in partnership to provide umpires to all leagues within the region. A satellite training session was conducted once per month at Echuca and in Serpentine for umpires based in North Central, Kerang and Loddon Valley and sessions were provided to the BJFL umpires group. Umpires attended many clubs’ training sessions working with Clubs on drills that involve player and umpire participation. Fifteen umpires completed the mentoring program to transfer from boundary to field umpiring. Congratulations to Dean Goodridge, Coach of the BUA, who won the AFL Victoria Community Umpire Coach of the Year for 2019. Thanks to Fosterville Goldmine for their support for netball umpires. Clubs received complimentary umpire tops providing a more professional environment. In addition, the support allowed AFL Central Victoria to host a Netball Umpire mentors and C grade badge workshop followed by a Crit Night to assess for umpire badges. This was followed up with an umpire rules evening prior to finals. AFL Central Victoria believe it has an important role in developing sport administrators/managers and have continued to host students from La Trobe University and SEDA to support the students’ development and provide industry experience. Finally, we wish to recognise all staff at the Hub, they go above and beyond to assist our leagues and clubs. Thank you once again for your contribution to the game and your continued support of the Central Victoria AFL Commission. We look forward to working with you to meet the challenges ahead. Life Members Dinner was held on Wednesday 22nd May 2019 at the BUA rooms. It was a night full of great umpiring stories and tales, with 21 of our Life Members in attendance. This is a night that is held yearly and allows Life Members a chance to catch up and reminisce of days gone bay. This dinner and the Annual Dinner now allow for those who have made the BUA what is has become today a chance to get together.

Congratulations to BUA Life Member Geoff Millar who was inducted into the Bendigo Football Netball League Hall of Fame in 2019. The BUA had two tables of guests attend on the night to celebrate this great achievement.
