ASQ Benchmarking Data

• The Quality Management Program was developed to assist Member Units in their planning and implementation of services and programs to meet the needs of their current and future members. It is simply a management process that emphasizes the importance of: – Assessing member needs and expectations.– Developing an annual business plan and

operating budget.– Measuring the Member Units performance

Page 5: Benchmarking Other Technical Society Chapter Recognition Strategies Prepared by Vincent W. Howell, CMfgE, CSP Chapter Enhancement Committee Membership.

ASQ Benchmarking Data

• Combining the Society’s goals of increased member satisfaction, loyalty, and retention with the Member unit’s own goals, QMP encourages Member Units to continually measure, address, and improve customer satisfaction by incremental improvement. QMP also recognizes Member Units (Chapters) for performance (based on results) through two awards:– Quality Excellence Award – Total Quality Award

Page 6: Benchmarking Other Technical Society Chapter Recognition Strategies Prepared by Vincent W. Howell, CMfgE, CSP Chapter Enhancement Committee Membership.

ASQ Benchmarking Data

• The requirements for receiving Chapter recognition:– Meeting the Member Unit minimum

requirements– Developing and implementing a Member Unit

annual business plan, operating budget,– Meeting all the QMP deadlines,– Showing improvement on specific measures.

Page 7: Benchmarking Other Technical Society Chapter Recognition Strategies Prepared by Vincent W. Howell, CMfgE, CSP Chapter Enhancement Committee Membership.

ASQ – Chapter Recognition Requirements

• Level 1 – Basic Requirements– Provide to HQ a list of the Member Units elected officers by May 1 and

appointed committee chairs by June 30.– Prepare a business plan and budget, make the plan and budget

available as needed, review the plan and budget, and update the plan, and budget each quarter.

– Provide an annual report, conduct an annual review of the member unit financial records, and provide year-end statements to ASQ Headquarters by August 15.

– Have a Member Unit Leadership Committee meeting at least once each quarter and make minutes of the meetings available to the membership.

– Communicate to the membership at least once each quarter. This includes newsletters, mailings, web site postings, and e-mail notices.

– Maintain Member Unit membership of 30 members for Sections and 50 members for Divisions at a minimum.

Page 8: Benchmarking Other Technical Society Chapter Recognition Strategies Prepared by Vincent W. Howell, CMfgE, CSP Chapter Enhancement Committee Membership.

ASQ – Chapter Recognition Requirements

• Level 2 – Planning Requirements– Submission of current year budget and business plan  (business plans should

be aligned with the society strategic plan) to Member Unit Leadership Committee, Regional Director.

–  by October 1 for Sections – June 30th for Divisions (need to determine distinction)– Quarterly communication to members. – Quarterly meetings with Member Units Leadership Committee.– Four professional development events a year (speakers, clinic, tutorial, tours,

etc).– Other suggestions for planning: – Plan to attend annual leadership training  or plan attendance– Regional training for Sections – Division training provided in Milwaukee in November– ASQ provided training at WCQI– Use Customer Measurement System and Pulse survey results as a reference

when preparing business plans.– Include Certification training and test site hosting (if conducted)..

Page 9: Benchmarking Other Technical Society Chapter Recognition Strategies Prepared by Vincent W. Howell, CMfgE, CSP Chapter Enhancement Committee Membership.

ASQ – Chapter Awards• Excellence Awards

– Quality Excellence is achieved when a Member Unit meets QMP Level 1 and 2, and also achieves one, two or three of the Society’s objectives in member retention, loyalty and satisfaction.

• If all three objectives are achieved Gold Excellence is received,

• If two objectives are met, then Silver Excellence is awarded,

• And accomplishing one objective meets the Bronze level of Excellence.

Page 10: Benchmarking Other Technical Society Chapter Recognition Strategies Prepared by Vincent W. Howell, CMfgE, CSP Chapter Enhancement Committee Membership.

ASQ – Chapter Awards• Level 3 - Total Quality

– Total Quality is achieved when a Member Unit meets QMP Level 1 and 2, and also submits the prior year business plan showing that the section met 75% of the prior years goals.

– Total Quality and Gold Excellence are the same level so they can achieve one or both depending on how the excellence level survey and retention rates level out for each section or division.

Page 11: Benchmarking Other Technical Society Chapter Recognition Strategies Prepared by Vincent W. Howell, CMfgE, CSP Chapter Enhancement Committee Membership.

ASQ - How are retention, value and satisfaction measured?

• Satisfaction and Value are measured by a Society-wide survey called the Customer Measurement Survey (CMS) and a Pulse survey. This survey is conducted annually.  – Member Units need to meet or exceed ASQ’s

Member Unit-Only overall average for satisfaction.– Member Units need to meet or exceed ASQ’s

Member Unit-Only overall average for loyalty.– Member Units need to meet or exceed ASQ’s

Member Unit-Only membership growth rate as it will be reported when that data becomes available in June.

IIE Benchmarking Data• Chapter Award Program Requirements Overview

– The Chapter Activity Report (CAR) is the basis for the Professional Chapter Recognition Program recognizing chapter improvements and progress. The reason for measurement is to evaluate and improve a product or process. The intent of the CAR is to provide a simple measurement system for chapters to recognize and monitor improvement trends.  It is also the basis for awards in the Chapter Recognition Program, providing visibility so that chapters’ accomplishments can be recognized and rewarded.

– Chapter excellence is judged by a number of factors, including but not limited to quality of programs, membership growth and retention, participation in volunteer leadership development, student chapter support, and strategic planning.
