Daily arrivals averaged 6,600 per day.

Asylum- seekers numbers grew from 2,723 in 2012; 5,066 in 2013; 16,490 in 2014; to 377,004 in 2015 (at 8 November).

180,344 in October 2015, compared to 51,054 in September, 37,195 in August and 29,037 in July.

In 2013, 70% of asylum-seekers were from refugee-producing countries. 93.5% in October 2015, including 53.5% from Syria and 29.6% from Afghanistan

Share of children grew from 27.3% in September to 29.5% in October

Challenging situations since 12 October 2015 (i)

18 October: Croatia slows down admission and reroutes refugees to Slovenia as Hungary closes its border with Croatia. Reception capacities in Preševo are overwhelmed

Refugees and migrants started to accumulate in Serbia with 10,000 arriving from fYRo Macedonia, but only 4,500 able to depart to Croatia.

As a result some 5,000 asylum seekers queued outdoors in Presevo and over 2,000 at the border with Croatia, where it started to rain. Reinforced UNHCR and partner teams provided protection and assistance at all sites throughout the day and night.


Challenging situations since 12 October 2015 (ii)

19-20 October: Croatia stops admission. 4,000 refugees stranded in NML

Stranded refugees and migrants were visibly desperate, hundreds suffered hypothermia, and many collapsed. UNHCR, HCIT and other humanitarian organizations, as well as volunteers, were present 24/7 providing humanitarian assistance

It continued to rain throughout the day and the entire site was covered with mud and garbage

Over 4,000 refugees and migrants (including many families with young children, pregnant women, elderly and disabled persons) were stranded on the Serbian side of NML at the Serbian-Croatian border during the night and entire day in cold, rainy and muddy conditions, without adequate shelter, resting and sanitary facilities.


Main Achievements since 12 October 2015 (i)

3 November: Refugee Transport Introduced Between Šid (Serbia) and Slavonski brod (Croatia)

As a result of a bilateral agreement between Serbia and Croatia, transportation by train between Sid and Slavonski brod, where a new winter reception centre was awaiting to receive refugees, started in the morning of 3 November

UNHCR, HCIT, Red Cross and police had prepared basic services at Sid train station and began to support the government in improving the capacities and conditions of Adasevci and Principovac Refugee Aid Points

Main Operational Concerns of the UNCT

• Further improve reception conditions• Be ready for winter, through adequate shelter, clothes and other NFI, and

transport • Improve quality of registration and protection, also to identify:• People with Specific Needs (PWSN), including children, women, elderly,

disabled, refugees with medical needs, separated children/families. Respond to their specific needs, including referrals for family reunion, prevent gender-based violence

• Migration Management (mass info) and border management (Miratovac RAP, smuggling and trafficking)

• Support to municipalities (especially on garbage management, roads, infrastructure, etc.)

• Strengthen capacities of public health and welfare services


UNCT in Serbia – Current support (i)

UNHCR:• So far USD 2,812,214 worth of support to Government delivered. • Of which over 1m USD since last partners briefing on 12 October.• While all other regular programmes continue, staffing doubled through 80 UNHCR emergency

experts (incl. Arab-speaking). 24/7 presence in Miratovac/Preševo and Šid.• Identification of Persons with Specific Needs (PWSN), special assistance and referrals. • Distribution of relief items (12,577 blankets, 7,370 raincoats, 18,900 loaves of bread, 8,165 kgs

of WFP HEBs, 23,600 bottles of water, 19,832 cans of food distributed in the reporting period etc.). 19 mobile latrines placed in Šid and 30 in Adaševci. 4 containers transferred from Kanjiža to Šid.

• Stock: 25,644 blankets, 18,688 sleeping mats, 2,000 sleeping bags, 5,400 tarpaulins, 889 family tents, 14,500 raincoats, 20,970 HEBs and 1,000 jerry cans (10l).

• Transportation of PWSN Miratovac-Preševo (over 4,000 people a day).• Through DRC:

• In-kind support to to MoI (registration and security-related equipment)• in-kind support to SCRM (furniture, equipment and expendables)• Health program in Miratovac, Preševo and Belgrade (doctor, nurse and medication)• Expansion and improvement of Preševo

UNHCR (cont):• 600 food rations/day through Red Cross• Asylum Info Centre through BCHR and with ADRA: information, counselling, legal aid, psycho-

social support, connectivity, identification and referral of PWSN • Through Humanitarian Centre for Integration and Tolerance (HCIT): protection monitoring in

border areas, aid distribution (North and West)• Through Amity, psycho-social support to refugees through network of mobile teams (South

and East)

WHO:• So far USD 250,000 worth of support to Government delivered• Medical supplies and consumables in coordination with MOH and UNHCR• Nutritional assessment with UNICEF• Support to IPHs to strengthen monitoring and surveillance mechanism


UNCT in Serbia – Current support (iii)

UNICEF:• So far USD 245,000 worth of support to Government delivered• 4,500 children reached through three child friendly spaces: in Preševo, Belgrade and

Berkasovo (in partnership with DRC and World Vision)• 800 babies and 600 mothers benefitted from two mother-and-baby spaces (Belgrade and

Preševo)• Daily feedings for infant and young children• Distribution and on-going procurement of relief items: 500 waterproof baby changing mats,

wet wipes, antibacterial gel and diapers, 1,200 raincoats, 1,050 baby blankets, 7,200 winter hats, scarfs, gloves, 7,200 winter socks, 5,200 thermal sets, 3,450 winter jackets.

• Capacity strenghtening and training of health practitioners and CSOs partners on Infant and Young Child Feeding

• Training of social workers to identify and support the most vulnerable children and families


UNCT in Serbia – Current support (iv)

IOM:• So far USD 200,000 worth of support to Government delivered for the capacity

strengthening to SCRM, Working Group on Mixed Migration Flows and to MoI• With Japan MFA funding, assistance was further strengthened through

engagement of mobile teams to support Border police in Miratovac green border entry point and provision of necessary information to migrants upon arrival

• Transportation of PWSN, in coordination with UNHCR, from Miratovac to Preševo• IOM MT engaged in assisting the work of the police, mainly in preparatory

activities for registration - filling in questionnaires prior registration – at Preševo Reception Centre

• Deployment of staff to Šid to support the work of SCRM


UNCT in Serbia – Current support (v)

UNFPA: • Plans to engage in reproductive health services in emergencies, response to sexual and gender

based violence at the value of USD 250,000• Upon request of MoH, initiated procurement of mobile clinics, medical equipment (ultrasounds

and gynecological tables) • Dignity kits• IEC materials on RH

UNDP:• So far USD 45,000 worth of support to Government delivered • Equipment and winter uniforms for the Public Utility Companies in Šid, Belgrade and Preševo• Supported collection and management of waste in Preševo by engaging a garbage truck from

PUC Vranje and employing additional workforce• Developing long-term response plans for waste management and planning of the local

community support in Preševo and Šid


UNCT in Serbia – Current support (vi)

UNOPS:• Procurement of materials as requested by authorities and approved by donors• EU and Swiss Government, through European PROGRES, provided assistance worth EUR

94,000 for improving sanitary conditions at the Reception Centres in Preševo, including provision of water tank, metal grid containers, blankets, bed sheet sets, pillows, mattresses, metal double beds, folding beds and rental of 15 mobile toilets

UN Women:• Ongoing gender assessment of the crisis response in Serbia and FYR Macedonia to gain

understanding of main issues, risks and vulnerabilities that affect women and girls, gaps in the response, and provide recommendations on how these can be addressed.

OHCHR:• Training for administration in human rights of refugees and migrants


UNCT - short/medium term vision

• Planning scenarios: (1) 5,000/day (getting down in winter?) (2) Border closure: rapid build up of large population stuck inside Serbia

• Consolidate and stabilize the Preševo Reception Centre as main entry point (incl. Miratovac and possibly Bujanovac): flow management, shelter, basis services/support, protection and registration

• Ensure sufficient and proper shelter and winter support• Maintain protection by presence and outreach interventions to PWSN in all

critical areas • Maintain/strengthened the government’s health response capacity in key areas
