provides unique opportunity to support the stakeholders in the East Africa Sub region. While serving as IGI Ambassador ,it will further gives me the opportunity to engage actors at national, international and sub-regional processes and discussions around standard development which are on the rise, which further enhances my visibility both at the political and business level and thus profile FSC work in the East Africa sub region. Noting the East Africa sub region has emerging private plantation investors and small holders that would want to be engaged in IGI process as part of enhancing accessibility, I am willingly to walk along with the existing as well as the potential stakeholders and share information on how the IGI will en-hance opportunities and mitigate challenges that inhibit them from participating in responsible forest management. I intend to hold meetings with stakeholders refer them to FSC websites and other sources of information to ensure that they are in line and updated with the IGI processes.

I have chosen to volunteer as IGI Ambassador because of the following reasons: I am the FSC National Focal Point for Uganda. I was actively involved, together with the Uganda FSC Standard Development Group, in the first consultation of the International Generic indicators (IGIs) process in Uganda and guided the process of submitting comments from Uganda stakeholders to FSC. I was trained by FSC (Gordian Fanso) in the first Africa regional workshop for the IGIs consultation process. I am a member of the FSC Motion8 Implementation Team as a representative for the Africa Network partners; there-fore my understanding of what is going on in the IGIs process is complementary to my role in the team. I have a vast experience in the Uganda forestry sector and I am known by many stakeholders in Uganda. I have been a facilitator in many successful stakeholder processes in Uganda.

The development of the International Generic Indicators is, next to the revision of the Principles and Criteria, the most significant and complex project undertaken by a team of dedicated professionals. The objective to improve the consistency of FSC country standards across the world should be sup-ported by all who are concerned over the quality and applicability of the various country or regional FSC standards. The International Generic Indicators will be adopted, adapted, dropped/omitted or a new indicator developed which is specific to a country’s needs during the transfer process. I have re-ceived training in Bonn on the IGI process and am both willing and able to assist stakeholders on any queries they may have. If I cannot provide an immediate answer, I will consult with the IGI team and then get back to you. It is important that we get the generic indicators right by asking ourselves – (i) are they applicable globally for all types of forests; (ii) are they performance based; (iii) is the lan-guage clear and simple; (iv) are they specific (addressing one normative element); (v) are they meas-urable; do they use the present tense; are they restricted to the scope of the criterion; and finally, do they avoid redundancies? IGI, developed for the first time in FSC history, serves as a basis of Forest Management audit as well as basis of developing National Forest Stewardship Standards is undoubtedly one of the most impor-tant FSC policy document. El objetivo de mi participación como embajador de los IGIs es transmitir la realidad de la gestión fo-restal en España, donde conviven muy diferentes ecosistemas naturales, con formaciones artificiales, y en donde la micro propiedad tiene un peso determinante en las áreas forestales de mayor intensi-dad de gestión, siendo importante hacer un enfoque adecuado a dichas situaciones desde los ámbitos ambiental, social y económico, de forma ampliamente participada. Los IGIs deben suponer una herramienta de armonización de los requisitos de FSC entre diferentes situaciones y, a la vez, adaptación a las realidades forestales de cada país. En ese sentido, su correcta formulación, debe permitir que los diferentes enfoques sistémicos sean tenidos en cuenta, que el marco FSC sea lo más homogéneo posible globalmente (como lo es el mercado de productos FSC), y deben permitir aprovechar al máximo el trabajo realizado hasta el momento por las iniciativas nacio-nales donde ya hay un desarrollo de estándares consolidado. Mi intención como embajador es actuar como puente entre las iniciativas que desarrolle al respecto FSC internacional y la iniciativa española, concretamente, con su grupo de trabajo de estándares, al que pertenezco. Estamos vivendo um marco na história do FSC. Pela primeira vez desde sua fundação, em 1993, os principais elementos dos padrões de certificação estão sendo discutidos e revistos. Em 2013 foram aprovados os novos P&C, e o desafio agora é, também pela primeira vez, elaborar indicadores genéricos internacionais (IGIs). Além de histórico, o momento é ainda mais relevante, pois estas definições influenciarão diretamen-te a rotina de auditorias, e precisamos voltar a garantir à ótima performance de campo que sempre caracterizou o sistema FSC – afinal, esta é uma das missões de sua fundação. Meu nome é Alan Rigolo, sou engenheiro florestal, e responsável pela certificação FSC de operações de florestas nativas e plantadas no Brasil, em áreas próprias e concessão do governo federal, dentro e fora da Amazônia. Atualmente estou como vice-presidente do Conselho Diretor do FSC Brasil. Desejo ser um embaixador dos IGIs pois acredito no valor do FSC como ferramenta de gestão de risco e de melhores práticas de manejo florestal responsável. For the first time since its foundation in 1993, the main elements of the certification standards are being discussed and reviewed. In 2013 were approved the new P&C, and the current challenge is – also for the first time -, develop-ing international generic indicators (IGIs). Besides being a historic moment, the moment is more relevant because these settings will directly influence the routine of audits, and we must return to ensure the optimal field performance that has always characterized the FSC system - after all, this is one of its founding missions. My name is Alan Rigolo, I am forester and responsible for the FSC certification of native forest and plantations in Brazil, in private areas and federal public concession - within and outside the Amazon. Currently, I am vice chairman of the Board of FSC Brazil. I wish to be an IGI ambassador because I believe in the value of FSC as a tool for risk management and as a guide for best practices of responsible forest management. I participate in several networking groups, which can be accessed in favor of greater participation of Brazilian and Latin American actors, and where I believe I can drive qualified and motivating dialogues for better engagement in the dis-cussion of IGIs.

The IGIs are a key part of fostering consistency in interpretation and application of the revised Princi-ples and Criteria and in both national standards development processes as well as in areas where there are no FSC forest stewardship standards. As this is an inherently high priority project for FSC, we need to ensure that stakeholders from all chambers have access to the information they need to participate meaningfully and to develop knowledgeable perspectives on the IGIs.

The IGIs are the foundation of the revised Principles and Criteria. Broad and extensive stakeholder input is vital to ensuring they accurately reflect the core FSC values, provide the basis for meaningful and robust FM standards, and foster international consistency in the FSC system.

I am a staff member with FSC in the US, and for the past year have been intimately involved with the development of the IGIs as seen from a North American perspective. I am dedicated to working with the broad range of FSC stakeholders to help you understand the IGI process, the changes that lead to the current draft, and how you can provide continued meaningful consultation to ensure that the IGIs are a valuable foundation to the FSC system.

I was an original member of the P&C committee that developed the Principles and Criteria that are the basis for the new IGI’s now being proposed. After spending over 3 years on this process, the group has always had a keen eye on the eventual IGI’s to come to ensure the P&C’s are translated into effec-tive indicators that achieve the balanced goals of ensuring forestry practices are socially responsible, environmentally appropriate, and remain economically viable. We were also keenly aware that many Organizations have been certified to FSC for some time so we needed to ensure the evolution of the IGI’s was not too drastic but addressed key gaps that had developed over the last 15+ years. We are also aware that we had to keep costs in line – especially for new entrants and SLIMF’s while not un-necessarily burdening larger Organizations. While balancing all these values, we wanted to ensure FSC maintains its worldwide credibility as the #1 certification that demonstrates sound sustainability. I believe the new IGI’s have addressed these items and look forward to working with each of you to promote awareness and understanding.
