Maritime Mobile Service

FranceCommunication of 13.I.1997:

FRANCE TELECOM announces that, as from 31 January 1997, its coast stations will cease all radiotelegraph services on hectometric waves.

As a result, only permanent watch will be kept on the distress frequency 2182 kHz.

Abolition of the TA Service(ITU-T Recommendation F.13 (ex-F.41) and ITU-T Recommendation D.98)

CTITU B38 of 29.I.1997:(aa) By TSB Circular 232 of 22 July 1996, ITU-T Recommendation F.13 was deleted, in accordance

with the procedures set out in Resolution 1, Section 8, of the WTSC (Helsinki, 1993) (see also ITU Operational Bulletin No. 627 of 1 September 1996, page 5, point B).

ITU-T Recommendation D.98 was deleted by the WTSC-96 (World Telecommunication Standardization Conference – Geneva, October 1996).

As a consequence, and with reference to the Note from the TSB published in ITU Operational Bulletin No. 600 of 15 July 1995, pages 3 and 4, Administrations of the Member countries of the Union and recognized operating agencies (ROAs) participating in the TA Service are reminded that the abolition of the TA Service took full effect on 31 December 1996 and that ITU TA cards should no longer be issued by Administrations/ROAs or accepted by offices for a request for services on a TA basis.

(bb) If certain Administrations of ITU Member countries continue to offer the TA Service to users in 1997, on presentation of ITU TA cards still valid for 1997, this probably means that those Administrations/ROAs are providing this service “by mutual agreement and on their own responsibility”. However, this service will no longer be operated under the auspices of the ITU and with the support previously provided (in accordance with the provisions of deleted Recommendation F.13/ex-41) by the ITU Headquarters.

(cc) Administrations/ROAs should note that the ITU Headquarters will cease to supply any TA card for 1997 and for any subsequent year and that its personnel will no longer deal with the TA service in any respect.

Payment of balances of accounts

SwitzerlandCommunication of 14.I.1997:

Suisse Telecom PTT, Bern, announces that it is converting all balances into a currency of payment using the monetary unit of the International Monetary Fund (IMF), currently the Special Drawing Rights (SDR), in conformity with the provisions of Article 6 of the International Telecommunication Regulations (Melbourne, 1988) on the payment of balances of international telecommunication accounts. Amounts in gold francs are first converted into SDR.

As from 1 January 1997, the exchange rate fixed by Suisse Telecom PTT is:1 SDR = 1.95 Swiss Francs.

Suisse Telecom PTT invites its correspondents to indicate on each occasion the SDR exchange rate applied and the corresponding date.

Legal time changes

DenmarkCommunication of 10.I.1997:

Legal time in Denmark will be advanced by 60 minutes from 30 March 1997 at 0100 hours UTC to 26 October 1997 at 0200 hours UTC and thereby will correspond to UTC +2.

Legal time in Greenland will be advanced by 60 minutes from 30 March 1997 at 0100 hours UTC to 26 October 1997 at 0200 hours UTC and thereby will correspond to UTC –2.

Legal time in Faroe Islands will be advanced by 60 minutes from 30 March 1997 at 0100 hours UTC to 26 October 1997 at 0200 hours UTC and thereby will correspond to UTC +1.

EgyptCommunication of 13.I.1997:

Legal time in Egypt will be advanced by 60 minutes from 24 April 1997 to 25 September 1997 and thereby will correspond to UTC +3.

LithuaniaCommunication of 15.I.1997:

Legal time in Lithuania will be advanced by 60 minutes from 30 March 1997 at 0000 hour UTC to 26 October 1997 at 0000 hour UTC and thereby will correspond to UTC +3.

New ZealandCommunication of 15.I.1997:

Legal time in New Zealand will be retarded by 60 minutes from 16 March 1997 at 1400 hours UTC to 5 October 1997 at 1400 hours UTC and thereby will correspond to UTC +12.

SlovakiaCommunication of 21.I.1997:

Legal time in Slovakia will be advanced by 60 minutes from 30 March 1997 at 0100 hours UTC to 26 October 1997 at 0100 hours UTC and thereby will correspond to UTC +2.

YugoslaviaCommunication of 21.I.1997:

Telegram Service

New ZealandCommunication of 7.I.1997:

The Ministry of Commerce of New Zealand, announces that a new operator, “The Telegram Company” of New Zealand Post Limited, now operates the international telegram service, and furthermore, that Telecom New Zealand International Limited (TNZI) has ceased its telegram service. Consequently, any queries concerning the New Zealand international telegram service should be sent to “The Telegram Company” *.

It should also be noted that New Zealand’s direct telegraph circuit with Australia was closed with effect from 31 July 1996. The international telegraph traffic previously transmitted from New Zealand to other countries via Australia is now re-routed via a direct circuit between New Zealand and United Kingdom.

ZambiaCTITU B37 of 24.I.1997:

Temporary disruption to international telegraph servicesZambia Telecommunications Company Ltd. (telex 33410) (Zamtel), Ndola, regrets to advise all

correspondents that due to temporary unforeseen difficulties in the Gentex network in Zambia, telegraph services to and from Zambia have been unsatisfactory since 1 January 1997.

Australian Telecommunications Authority (AUSTEL), Melbourne, announces that as part of the implementation of a new telephone numbering plan in Australia, the following changes in telephone numbers will occur during February 1997:

The Ministry of Posts and Telecommunications of the People's Republic of China announces the following modifications to the telephone numbering plan:

1. On 7 March 1997 at 1600 hours UTC, the subscriber telephone numbers of Tianjin with area code 22 will be changed from seven to eight digits by adding digit “2” in front of the existing seven digit numbers:Example:
