Following the successful launch of the “Arabic-French Lexicon of Electoral Terminology (Tunisia)” in Tunis and the positive reception it received from local stakeholders and partners, UNDP received several requests to develop a similar lexicon that would bring together electoral terminology from various countries in the Arab world and is now starting to develop a regional lexicon.

allow precise and correct usage in discussions, negotiations and the drafting of documents including legal texts.

The regional lexicon will build on and complement existing glossaries that have been published in various countries as well as on the Tunisian lexicon. The cross-country comparative dimension is designed to contribute to the emergence of standardized terms, on the one hand, and enhance appreciation and understanding of differences on the other. In addition, it will contribute to widen the debate about elections and democratic processes in general.

The development of the lexicon will be a joint initiative between UNDP electoral assistance projects in Egypt, Libya and Tunisia as well as the Regional Center in Cairo. Its implementation will be coordinated by Cairo-based Coordinator recruited by UNDP Egypt who will work with a senior international advisor.

2. SCOPE OF WORK, RESPONSIBILITIES

Under the direct supervision of the Senior Advisor of the Project the IT expert will develop and maintain a tri-lingual online collaborative writing tool. The tool will allow several users (up to 20) to simultaneously collaborate on the writing of a tri-lingual document (Arabic, French, English) via a user-friendly interface, taking into account the formatting specificities of Arabic vs. Latin, as well as the constraints on multiple content on the same page. The IT expert will be responsible for making the final product available as a book in print, online and as a searchable CD-ROM. He/she will train the users of the tool and trouble-shoot any problems. 3. EXPECTED OUTPUTS/DELIVERABLES OF THE CONSULTANCY ASSIGNMENT

The IT Expert is responsible for producing the following outputs:

- A user-friendly trilingual Arabic-French English online writing tool for up to 20 users - Hosting and administration of the tool for a minimum of 12 months - A user’s guide/manual in English - A training session for the users of the tool at a location to be determined by the project - Formatting/theming/design of the final product - A PDF version of the final product - Searchable electronic version/mini-website - Searchable CD-ROM version - Suggestions for solutions for triple indexing of the entries (in the 3 languages)

In addition to this, he or she will be responsible for conducting the following activities:

- On-going maintenance of the collaborative writing tool - Trouble shooting of technical problems - Online support for users

The Arabic Lexicon of Electoral Terminology is produced on time, within the budget and to the highest standards of quality.

4. IMPACT OF RESULTS

Various stakeholders in electoral processes across the Arab World have access to an authoritative tool that provides them with explanations of electoral terminology, both in standardized form and taking into account local variations.

5. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Required skills and Experience

Education

Masters Degree in Computer Science, the Humanities or relevant field

Experience

- A minimum 10 years’ experience in developing and building online writing software - Experience of developing collaborative writing tools - Experience of adapting and customizing collaborative writing software - Experience in the development, production and publication of high-quality printed and

electronic publications - A minimum of three years’ cumulative experience of working with international

organizations - Training experience - Knowledge and experience of the Arab world an advantage

FINANCIAL PROPOSAL Daily fee contract The financial proposal should specify the daily fee and a breakdown for all envisaged costs (all

travel costs to join duty station/repatriation travel including tickets (economy class), lodging

and terminal expenses will be paid at UNDP rate).

Payments are made to the Individual Consultant based on the number of days worked as well

as the deliverables.

8. EVALUATION Cumulative analysis The award of the contract will be made to the individual consultant whose offer will be evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight: 70 % * Financial Criteria weight: 30 %
