More details on the services are provided in the Request for Proposals 2. The Consultant will be selected under and in compliance with the following selection method: Quality Cost Based Selection and procedures as it is described in the Request for Proposals. 3. The Request For Proposal includes the following documents: Section I - Letter of Invitation Section II - Instructions to Consultants Section III- Instructions to Consultants, Data Sheet Section IV - Technical Proposal - Standard Forms Section V - Financial Proposal - Standard Forms Section VI - Terms of Reference Section VII - Standard Forms of Contract. 4. The Request for Proposal (RFP) document is available in the Procurement office of MINICOM (MINAFFET Building, 2nd floor) from June 14th , 2013 and can be obtained upon presentation of the proof of payment of non-refundable fee of five thousand Rwandan Franc (5000 Frw) on the account number 120.00.46 of Rwanda Revenue Authority opened in National Bank of Rwanda. The proof should indicate clearly the tender reference number. 5. The deadline for bids ( technical and financial proposal) submission is fixed on July 29th,2013 at 2:30 pm local time or 12:30 pm GMT, Electronic bidding shall not be permitted and the opening session, only for technical proposal, shall take place on the same day at MINICOM Offices at 3:00 pm, local time, the offers will be accompanied by bid security of One Million Rwandan Francs(1,000,000 Rwf) , Tax clearance certificate valid , Social Security Certificate valid, copy of trading License valid, copies of academic qualifications for Key personnel. Late bids will be rejected. 6. A Compulsory site visit is scheduled to take place on July 11, 2013 from 10 to 11: am local time at Bugesera Provincial industrial park and will be conducted by the staff of the Ministry of Trade and Industry. Interested bidders will meet MINICOM team at proposed Bugesera industrial park area. Each bidder will be responsible for transport and other necessary costs during site visit.
