SCHOLARSHIPS SCHEME

1. Pre Matric Scholarships

In the Budget 2008-09 it has been announced that the special fee is exempted for the students studying in 6th to 12th std. Examination fee is exempted for the students studying in Tamil Medium from the year 2007-08.

No fees are collected from the Tamil Medium students studying in Government and Government aided schools from 6th std to 12th std.

2. Tuition Fees for English Medium Students

Students studying Govt. / Govt. aided Arts & Science Colleges Under Graduate Courses Backward Classes

Special fees Book Money are paid as prescribed in the scholarship notification and examination fees in full with the condition that the parental annual income should not exceed Rs. 1 lakh.

Special fees Book Money are paid as prescribed in the scholarship notification and examination fees in full without any condition. Payment of tuition fees has been waived upto degree courses. Special fees Book Money are paid as prescribed in the scholarship notification and examination fees in full with the condition that the parental annual income should not exceed Rs. 1 lakh. Rs.713/- to Rs.2145/-. Rs.500/- per annum (Rs.50 x10) This assistance is paid to BCs with the condition that the parental annual income should not exceed Rs.1 lakh and there should be no graduate in the family and to MBCs / DNC students without any condition.

5. Free Education Polytechnic

Special fees and other fees and other non refundable compulsory fees are paid for three year. Diploma course in Government aided Polytechnic as prescribed by Govt. and examination fees in full with the condition that the parental annual income should not exceed Rs.1 lakh and there should be no graduate in the family. Rs.3,410/-

6. Free Education Professional Courses

Backward Classes/Most Backward Classes/Denotified Communities

Special fees and other non refundable compulsory fees are paid for Four/Five year Professional degree course in Govt. / Govt. aided Colleges as prescribed by Govt. and examination fees in full with the condition that the parental annual income should not exceed Rs.1 lakh and there should be no graduate in the family. Rs.5,935 to Rs.7,300/-

Scheme for Meritorious students to pursue studies in best schools of their choice Details of the Scheme:-

3 Boys and 3 Girls of Backward Classes/Denotified Communities students

and 2 Boys and 2 Girls of Most Backward Classes students (totally 10 students) in

each District will be selected.

A sum upto Rs.28,000 per year per student (Tuition fee Rs.8000/-,

maintenance fee Rs.3500/-, Hostel fee Rs.15,000/- and Special fee Rs.1500/-) will

be paid for two years to continue higher secondary classes in the best private school

of their choice in Tamilnadu.

Eligibility:- [i] Backward Classes, Most Backward Classes and Denotified Communities

students should have studied X std in Government School and have

secured highest marks in X std in the District and intend to pursue +1 in

reputed private school of their choice.

[ii] Parental income should not exceed Rs.1,00,000/-.

Food Grant

The private hostels recognized by the Government in which the students

BC,MBC & DNC are staying are given food grant of Rs.2000 at the rate of Rs.200

per month for 10 months.

Eligibility:-

Annual parental income should not exceed Rs.50,000.

The students need not send separate application.

Incentives scheme for rural girl students (MBC /DNC only)

Rural girls students belonging to MBC & DNC, studying in 3rd to 5th std and

6th std are given rural incentives of Rs.500 and Rs.1000 respectively.

Eligibility:-

Parental annual income should not exceed be Rs.25,000 in Chennai district

this scheme is not in operation.

The students studying in Government / Government aided schools situated in

the rural areas.

Girls students of widows/deserted women will be given preference.

Supply of Free Bicycles

Eligibility:-

All students (Boys and Girls) who are studying in +1 standard in

Government/Government aided /Partly aided schools are eligible to get free bicycle.

Free bus pass holders are also eligible for the benefit under this scheme.

The students staying in hostels located within the campus of School and

residential Schools are not eligible.

Educational Loan Scheme for Minorities:-

Eligibility:-

Minority students in the age group of 16-32 years

Parental annual income: Below double the poverty line.

Loan amount: Rs. 50,000 per year

Maximum of Rs.2,50,000 for 5 years

Rate of interest : 3% per annum

Repayment : 60 monthly instalments commencing from 6 months of the

completion of the course or getting employment whichever is earlier.

Course: Technical and Professional courses which have immediate job potential

Agency to issue loan: TAMCO through any co-operative or

Nationalised Banks.

Merit-cum-Means Scholarships to minority students:-

Eligibility:-

(i) Parental annual income should not exceed Rs.2.5 lakhs per annum. (ii) Should have obtained not less than 50% of marks in +2 and Diploma

Scholarship Amount:-

Hostellers : Tuition fees Rs.20,000 or actuals

whichever is less and Maintenance

Allowance of Rs.10,000/-

Day scholars : Tuition fees Rs.20,000 or actual fees

whichever is less and Maintenance

Allowance of Rs.5,000

The entire course fee is reimbursable to the students pursuing studies in institutions

notified by GOI.

Applications should be sent to the Commissioner of Minority Welfare, Chennai

through the Head of the Institution.

Post matric scholarships to minority students:-

Eligibility:-

(i) Annual parental income should not exceed Rs.2 lakhs

(ii) Secured not less than 50% marks in the final examinations

XI and XII students : Rs. 7,000 per annum

Technical & Vocational Courses : Rs. 10,000 per annum

Under Graduate/Post Graduate Rs. 3,000 per annum

students:

the Head of Institutions.

IAS/IPS CIVIL SERVICE EXAMINATION TRAINING :-

Eligibility :-

(i) Candidate should be a Graduate;

(ii) No income limit;

For Hostel students, parental annual income should not exceed

Rs.50,000/- per annum

Advertisement will be issued in newspapers. The training is conducted

through the Anna Institute of Management.

3.Economic Development :-

For the economic upliftment of the socially backward people belonging to

Backward Classes, Most Backward Classes and Denotified Communities, schemes

like distribution of free Sewing Machines, free Iron Boxes and Job Oriented Training

Schemes are provided by this Department. Loans through TABCEDCO and

TAMCO are also given. The economic standard of these people has been improving

on account of these schemes.

1.Supply of Sewing Machines

Eligibility:-

The parental income should not exceed Rs.16000 in rural areas and

Rs.24000/- in urban areas should belong to BC/MBC/DNC.

Should have Tailoring Knowledge.

2. Supply of Iron Box

Eligibility:-

For Salavaithozhilalars belonging to BC/MBC/DNCs are

eligible.

The family annual income should not exceed Rs.16000 in rural

areas and Rs.24000 in urban areas.

3. Job Oriented Training

Eligibility:-

The parental income should not exceed Rs.50000/- per

annum.

Types of Training

Various types of job oriented training courses ie, Hotel Management and Catering

Technology courses, Computer training course, Footwear & Leather goods

manufacturing, Plastic processing machine operator course, Heavy Vehicle Training

courses are implemented by this Department.

Eligibility:-

People not in possession of residential house or house site are eligible. The

annual income should not exceed Rs.16000 in rural areas and Rs.24,000 in

Urban areas.

5. Grant-cum-loan scheme for small and medium farmers :-

For the upliftment of small and medium farmers of BC, MBC / DNC

Communities the Government have introduced a grant cum loan scheme to

create irrigation facilities.

Eligibility : Small and medium farmers

Amount : Loan upto Rs.1 lakh with a subsidy of 50%

subject to a maximum of Rs.50,000/-

6. Grants to perform Funeral Rites:-

Eligibility:-

The annual income should not exceed Rs.24,000;

Should belong to MBC/DNC.

TAMIL NADU BACKWARD CLASSES ECONOMIC DEVELOPMENT LTD. (TABCEDCO)

1. Procedure for availing loan assistance by the BC, MBC & DNCs

The above Corporation is extending term loan to the BCs, MBCs / DNCs for

their socio-economic development, through various schemes.

2. Financial Activities Various schemes of financial assistance implemented are as follows.

1. Traders and Small Business 2. Transport 3. Agriculture 4. Handicrafts and Traditional occupations. (Artisan)

Eligibility:-

(a) Beneficiaries should belong to i) BCs, ii) MBCs, iii) DNCs

(b) i) Persons with family income not exceeding Rs.40,000/- p.a. in rural

areas and Rs.55,000/- p.a. in urban areas.

ii] Beneficiaries’ age should be above 18 years.

iii) Loan assistance will be sanctioned for one person in a

family.

4. Mode of Application Loan Application forms can be had free of cost from the Registered Office of

the TABCEDCO situated in Chennai.

5. Documents to be produced

The applicants should submit the Loan Applications to the DBC & MWOs in

the districts / Office of the Joint Registrar of Co-operative Societies / Co-operative

Banks along with a copy of the following documents.

i) Community, income and nativity certificates.

ii) Ration Card.

iii) Quotation from a leading company.

iv) Project Report (for big projects only).

v) Driving License (for transport vehicle loans only).

vi) Documents for Hypothecation / Mortgage.

6. Method of Loan Sanction (1) The following institutions are authorised to act as Sub-Channelising

Agencies for the disbursement and recovery of loan.

1. Tamil Nadu Industrial Co-operative Bank.

2. Tamil Nadu Handloom Development Corporation.

3. Co-operative Bank.

4. Private & Nationalised Bank.

5. Aavin.

(2) In respect of loan applications received for sanction of loan through Co-

operative Banks, the applications will be processed by the respective Co-operative

Banks and the concerned Bank will scrutinize the application and after ensuring the

viability of the scheme and repaying capacity of the applicant etc, the application will

be placed before the District level Screening Committee headed by the Joint

Registrar of Co-operative Societies and the Committee will recommend for sanction

of loan.

(3) In respect of Milch Animal Scheme implemented through Aavin, Aavin will

select the beneficiaries among the members of the Milk Producers Union in their

jurisdiction and recommend for sanction of loan to them for purchase of Milch

Animals with project cost of Rs.15,000/- each.

7. Securities for Loan Amount

As per banking norms.

8. Method of Financial Assistance

The term loan amounts are sanctioned to the eligible persons by the

corporation adopting the following patterns:-

of National Corporation.

Repayment 3/5 years.

3. Loan Scheme for Women

i) Micro Credit Scheme (Mahila Samridhi Yojana) Minimum Rs.2000/- Maximum Rs.10000/- per beneficiary will be given. ii) Repayment Period – Minimum 12 Months, Maximum 3 Years (Loans will be disbursed to the members of the SHG through SHG).

iii) Pattern of Assistance

TABCEDCO Share : 5% National Corporation Share : 95% Rate of Interest to SHG through Co-op. Banks : 4%

3. New Swarnima Scheme

4. Loan to Entrepreneurship Development Programme Trained Women

Entrepreneurship Development Programme Trained Women will be eligible to

get loan upto Rs.10,000 through Co-op. Banks under General Loan Schemes.

5. Other items - Transport

1. Car/Van/Mini Van Maximum Loan Amount

2. Agricultural purchase of Rs3.13 lakhs Interest at 10%

3. Tractor/Trailer (Repayable in 5 years)

6. Repayment of loan The repayment of the loan amount should commence with 2 months

moratorium period after the sanction of loans and should be repaid in full within a

reasonable period of not exceeding 12 months / 3 years / 5 years depending on the

project. The loan amounts should be repaid in monthly / quarterly basis.

7. Defaulters Penal interest is charged at 5% by the TABCEDCO from the defaulters for

non-payment of dues on due dates for the defaulted period.

8. Loan sanction card

After the sanction of loans, each and every beneficiary is given a loan

sanction card. This card should be preserved carefully and should be produced for

making necessary entries while repaying the instalments.

I. Individual Term Loan

Scheme: The loan amount upto Rs.1,00,000/- is sanctioned for business / project or for improvements in the business/Project.

The loan amount above Rs.1,00,000/- and upto Rs.5,00,000/- is sanctioned after getting approval of NMDFC, New Delhi. II. Milch animal loan schemes.

The loan amount of Rs.30000/- is sanctioned for two animals through Aavin

III. Loan is sanctioned for the purchase of Auto by forming Individual Co-op. Societies.

1.LPG Auto : Rs.121000 2. Career Auto : Rs.128000 3. Minorities are eligible Muslims, Christians, Sikks, Buddhists, and Parsians, are eligible to apply. Annual income of the applicant should be within Rs.39,500/- in rural areas and Rs.54,500/- in urban areas. Age limit above 18 years. Loan will be sanctioned for 1 person in a family. The loan should be repaid within five years. Documents to be produced: 1. Community Certificate, Annual Income Certificate 2. Ration Card/ Residence Certificate 3.Project Report for loans above Rs.50000/- 4. Driving License( for transport sector) 5. Any other Document required by co-operative Banks.

The Maximum and Minimum numbers in the SHG is as follows: The Maximum: 20 Nos. The Minimum :10 Nos. The Minority Self Help Group must have a minimum of 60% Minorities and balance numbers may be BC/SC, etc, All the beneficiaries are eligible for this loan. The rate of interest is 4% The SHG to be eligible for the loan should be practicing thrift and credit for at least 6 months. The pattern of the above loan is: NMDFC : 90% TAMCO : 10% V. Loans for Transport Sector: The loan for the purchase of Transport vehicles upto Rs.3.13 lakhs will be sanctioned at the rate of 10% per annum

(4) Rate of Interest Donation not exceeding 6% per annum of the loan outstanding
