    Pass realBalanced Budget legislation,to make balanced budgets mandatory

    by our third full budget and to hold

    all ministers individually accountable.

    Reduce the cost of governmentby increasing efficiencies, and

    eliminating wasteful spending on

    government mismanagement,

    propaganda, and business subsidies.

    Reduce the red tape and regulatoryburden on BC business by one-third

    within our first three years.

    Restore open tendering ongovernment contracts, to reduce

    costs and give all British Columbians

    a fair chance to compete for work

    on taxpayer-funded projects.

    Eliminate the NDPs fixed wagepolicy, to lower the construction costs

    of schools, hospitals, highways and

    other capital projects.

    Eliminate government subsidiesto businesses that give some taxpayer-

    subsidized businesses an unfair

    advantage over their competitors.

    Restore workers democratic rightto a secret ballot vote on certification

    under the Labour Code and restore all

    workers right to negotiate contracts

    by outlawing sectoral bargaining.

    Give workers and employers greaterflexibility in Employment Standards

    to negotiate mutually beneficial

    relationships that help them compete

    and prosper.

    Reform the NDPs job-killingForest Practices Code to create

    a results-based Code that eliminates

    needless costs while maintaining

    environmental standards.

    Provide faster approvals and greateraccess to Crown land and resources,

    to protect and create jobs in tourism,

    mining, forestry, farming, ranching,

    and oil and gas production.

    Work with the technology industryto capitalize on the tremendous

    fisheries management and protect jobs.

    Negotiate affordable, workable treatieswith First Nations that providecertainty, finality and equality.

    Protect private property rights toprevent government expropriation

    without fair compensation.

    Restore consumers right to Hydrorates that are independently set by the

    B.C.Utilities Commission, and not

    artificially inflated by government

    interference.

    Encourage job creation from viable,independent power production

    projects that will increase benefits

    to consumers through greater

    competition.

    Pass a Community Charter tooutlaw provincial government

    offloading of costs onto municipal

    governments, and to give local

    governments greater autonomy and

    better planning tools to reduce

    pressure on property taxes.

    Fight for BCs fair share of federaltax dollars through a fairer

    equalization program and more

    equitable distribution of federal

    government contract expenditures.

    Push to eliminate interprovincialtrade barriers that are hurting

    consumers, job creation and

    BC businesses.

    Push to eliminate overlaps in area offederal and provincial jurisdiction

    that have added bureaucratic costs

    and frustrated economic developmentand sound management.

    Establish regional transportationauthorities, to give local communities

    HigherPaychequesProviding you with the tax relief that you need is a

    crucial part of building new prosperity.Tax reliefstimulates new investment and job creation.Tax relief

    also helps to attract and retain skilled workers in areas

    like health care and technology. It gives working

    families the resources they need to build a better

    quality of life.And it helps increase government

    revenues needed to support health care and education.

    The reason is simple. Lower taxes leave more money

    in your pocket.You will spend that money in yourcommunity on services and goods.That spending

    creates jobs.More people working means more revenue

    to government,more money for health care and

    education,and a higher standard of living for everyone.

    Tax relief has worked wherever its been tried.

    It has worked in Canada. Nine provinces have

    reduced personal income tax rates between 1996

    and 2000. In every case revenues have increased.

    Since 1996, Ontario has cut its basic personal

    income tax rate by 20 points, and personal income

    tax revenues have soared by over $3.3 billion.

    Tax relief has worked in the United States. A 1995report for the U.S. Congress Joint Economic

    Committee found that, from 1965 to 1993,

    the 25 low-tax states enjoyed growth in real per

    capita income that was 32% higherthan in the

    25 high-tax states.

    Tax relief has even worked in BC.After imposing massive tax hikes over the past decade, the NDP

    introduced some miniscule cuts in 1999. Since then, personal income tax revenues increased by over $500 million.

    The truth is, the real threat to the revenues needed to

    pay for health care and education isnt tax cutsitsNDP tax hikes. As the chief economist for the Toronto

    Dominion Bank recently put it: You cannot afford not to

    cut taxes,because you will not get the income growth you

    need unless you have a competitive tax system.Without that

    income growth you're not going to have the revenues to do all

    the health care and education and all the other nice things

    that you want to do.

    Over the past decade, British Columbians real,

    annual after-tax income has dropped by over $1,700per capitathe worst drop in Canada. Unbelievably,

    British Columbians average real disposable income

    is now $2,216 lower than the average for Albertans.

    This tax burden is undermining jobs, investment and

    economic growth in BC.

    Thats why BC Liberals are committed to giving you the

    tax relief you need.Within our first term in government,

    BC will cut the personal income tax

    rate to the lowest level in Canada for

    the bottom two income brackets,

    covering the first $60,000 of income.

    And we want to do more. Its the

    surest way to fuel economic growth

    and job creation, to strengthen public

    services, and to build a New Era of

    hope and opportunity for everyone.

    We must dobetterBC is the only province in Canada where real per capita GDP did notimprove over the 1990s. BC ranks last in private sector investmentgrowth since 1992, and last in private sector employment growth since

    1996. For the first time in our history, BC now has a smaller economy

    than Albertadespite having one million more residents.

    A New Era forHealth Car

    Timely, effectivehealthcare no matter where you liveAll British Columbians must be able to receive the public health care they need, where they live and whenthey need it. NDP cuts, waste and mismanagement have led to deteriorating patient care.

    We will protect health funding, and establish provincial standards to ensure all British Columbians receive the

    care they deserve and need.We will work with health care providers to develop a long-term strategic plan to

    safeguard and improve patient care. By properly managing resources, we can ensure timely, effective health

    care services for everyone.

    A BC Liberal Government will:

    Establish provincial healthstandards that ensure all citizens in

    every part of the province are

    entitled to equitable, reliable,high

    quality health services.

    Develop a 10-year human resourceplan, that properly provides for the

    training, recruitment and retention

    of physicians, nurses, specialists

    and other health care providersin every area of the province,and

    that addresses critical skills

    shortages and staffing levels in

    under-serviced areas.

    Maintain this years overall$9.3 billion budget for health.

    (See 2001/02 Budget Reports,

    pg.139).

    Increase future health care fundingas economic growth increases

    government revenues.

    Provide health regions andhospitals with 3-year rollingfunding commitments (updatedannually), to enable them to plan

    and act with certainty.

    Fully fund and implementthe $125 million mental

    health initiative.

    Focus funding on patient care,byreducing waste in the system and

    eliminating administrative dupli-

    cation and costs from provincial

    government mismanagement.

    Expand training programs for careaides, licensed practical nurses andregistered nurses, in collaborationwith our universities, colleges and

    institutions.

    Develop a Rural and RemoteTraining Program that provides

    forgivable loans to BC students

    attending accredited nursing and

    medical schools who agree to

    practice in a rural or remote

    community in BC.

    Increase the number of medicalschool graduates over the nextfive years.

    Introduce a Rural and RemoteTraining Support program that

    provides financial and travel

    assistance to health care providers

    who want to update or upgrade

    their skills and training.

    Give ambulance attendants betteraccess to training and better life-

    support and communications

    equipment needed to capitalize on

    those skills.

    Ensure that appointees to regionalhealth boards are representative of

    their communities needs and

    accountable for their performance

    in meeting provincial healthstandards.

    Work with non-profit societies tobuild and operate an additional

    5,000 new intermediate and long

    term care beds by 2006.

    Provide expanded home care andpalliative care services to assist

    chronically and terminally ill

    patients with supportive home

    environments, as an option to

    institutional care.

    Intensify efforts to promotewellness and preventative carethrough better education,dietaryhabits and physical activity.

    Establish a Rural and RemoteHealth Initiative to ensure all

    families get the care they need,

    where they live, when they need it.

    Work with health care professionals, caregivers,administrators,community leaders, patient groups and

    the public to develop a comprehensive 10-Year Health Strategy for BC.As part of that plan, we will:

    Excellence ineducation for students of all agesChildren and students of all ages deserve the best public education possible.The NDPs one size fits all approachto education has forced schools to cut services and has compromised student learning possibilities.

    We will protect education funding.We will establish

    strong province-wide education standards,provide

    multi-year funding envelopes to improve planning,

    and give districts the financial flexibility to meet

    students needs.We will protect parent volunteers,

    invest in computers and in technical training for

    teachers, to ensure our young people have the skills

    and knowledge to compete with the worlds best and

    win.We will create new opportunities and betteraccess to advanced education by investing in skills

    training, research and development.

    A New Era forEducation

    Restore education as an essentialservice under the Labour Code to

    ensure that no childs right to an

    education is denied during schoolstrikes and lockouts.

    Establish specific goals andoutcomes to measure the success

    of educators in public schooling.

    Devote more of each educationdollar to improving the quality of

    education, and less to bureaucracy.

    Give local school boards moreautonomy and control over the

    delivery of education services,

    subject to provincial curriculum

    and testing standards.

    Give school boards multi-yearfunding envelopes, to improvelong-term education planning

    and budgeting.

    Work with educators and employersto expand job training and skills

    development opportunities.

    Put more computers in schoolsand increase resources to improvecomputer literacy for students of

    all ages.

    Double the annual number ofgraduates in computer science,

    and electrical and computer

    engineering, within five years.

    Establish a Leading EdgeEndowment Fund, based on

    a cost-sharing partnership with

    the private sector, to establish

    20 permanent BC Leadership

    Chairs across the province in the

    fields of medical, social, environ-

    mental and technological research.

    Ensure that music,arts andphysical education curriculums

    are fully funded in BCs public

    schools.

    Work with employers, post-secondary institutes and the

    Industry Training and

    Apprenticeship Commissionto increase training and

    apprenticeships in trades

    and technical sectors.

    Support the current 5% tuition cutand tuition freeze and fully fund it

    in the current fiscal year to offset

    costs to post-secondary institutes.

    Strengthen our network ofcolleges, institutes and on-line

    learning throughout the province.

    Increase research funding forcolleges, universities and institutes.

    Train more social workers to meetthe critical skills shortage that hasdeveloped under the NDP.

    A New Era ofHopeFrom law and order, to the environment and resources, to

    children in need, the services that government provides arecrucial to British Columbians quality of life.Those services

    must be effective and accessible for all who rely upon them.

    Through proper management and sound planning, we can

    revitalize public services, restore hope,and build a better quality

    of life for everyone.

    A BC Liberal Government will:Adopt a scientifically-based,

    balanced and principled approach

    to environmental management

    that ensures sustainability,

    accountability and responsibility.

    Protect and preserve Burns Bog.Pass a comprehensive Living Rivers

    Act to protect and improve BCs

    river systems with scientifically-

    based standards for watershed

    management,measures to enhance

    fish habitat and a 10-year program

    to correctpast damage.

    Create a BC Trust for PublicLands to encourage and facilitate

    the expansion of public lands

    through private land donations.

    Enhance resources and trainingfor front-line social workers, to

    improve the quality of services and

    decisions affecting children and

    families.

    Repeal the NDPs attack onpensioners that allows somepension plans to suspend the

    pension benefits of early retirees

    who choose to supplement their

    income by continuing to work in

    the same field of employment.

    Pass a Domestic ViolencePrevention Act that will afford

    greater protection to women and

    families and reduce domestic

    violence.

    Fight child prostitution and youthcrime with specific legislation

    aimed at providing greater

    protection to children at risk of

    exploitation, and greater parental

    responsibility for children who

    commit crimes.

    Ensure all laws are equally appliedand enforced for all British

    Columbians, consistent with the

    rights guaranteed to all Canadians

    under the Constitution.

    Return 75% of all revenue fromtraffic fines to the municipalities

    that collect that money, to support

    community-based policing, crime

    prevention and community youth

    programs.

    Stop the endless bureaucraticrestructuring that has drainedresources from children andfamily services.

    Target child care funding to helpparents who need it most.

    Ensure auxiliary police officersare properly trained and properly

    armed.

    Scrap photo radar, to put policeofficers back on the street,

    enforcing the law.

    Hold the line on court fees andprobate fees, to ensure that no

    British Columbian is denied their

    right of access to our justice system

    because of onerous costs.

    Establish a Premiers Council onTechnology to help bridge thedigital divide.

    Work with communicationscompanies, Internet Service

    Providers and local communities

    to rapidly bring high-speed

    Internet access to all communities

    in BC, using public assets like

    roads, railways and power lines to

    leverage rapid growth in communi-

    cations infrastructure and

    broadband Internet capabilities.

    Invite all Members of the BCLegislature and all BC Members

    of Parliament to hold annual joint

    conferences aimed at publicly

    identifying and overcoming issues

    of regional alienation within

    Canada and BC.

    Pass realTruth in Budgetinglegislation to ensure all provincialfinances are fully and accuratelyreported under GenerallyAccepted Accounting Principles.

    Pass Merit Employmentlegislation, to restore aprofessional, non-partisan publicservice, appointed strictly onmerit and not on patronage.

    Establish performance standardsand targets for all governmentprograms. Progress will bemeasured, audited and publishedin annual reports and on theInternet, for all taxpayers to see.

    Introduce free votes in theLegislature, to allow all MLAs tovote freely on behalf of theirconstituents on all matters notspecifically identified as issues ofconfidence.

    Establish a fixed date for thetabling of the provincial budget,and a set legislative calendar.

    Eliminate the use of SpecialWarrants, to prevent the ability ofthe government to increase budgetexpenditures without priorlegislative approval.

    Give all British Columbians adirect say, by way of referendum,on the principles that will guidethe Provinces approach totreaty negotiations.

    Hold open Cabinet Meetings atleast once a month to ensureCabinet decisions on land useissues like those involving theAgricultural Land Reserve, newparks, land claims, and majorcapital decisions are decided inpublic.

    Amend the recall and initiativelegislation to make it moreworkable and easier for BritishColumbians to hold MLAsaccountable, and to initiatereferendums on issues of province-wide concern.

    Appoint a Citizens Assembly onElectoral Reform, similar to how ajury is selected, that will beresponsible for assessing allpossible models for electingMLAs, including proportionalrepresentation,preferential ballotsand first past the post.

    The Assembly will hold publichearings throughout BC,and if itrecommends changes to thecurrent electoral system,thatoption will be put to a province-wide referendum.

    Give all-party Legislativecommittees a vital role in policy-making.The committees willtravel to every region of theprovince and conduct hearingsthat are open to the public andmedia,with all recommendationssubmitted to government andposted on the Internet.

    Make BC a leader in electronicgovernment, to facilitate publicparticipation throughout thelegislative process, improveefficiency, and improve access toservices over the Internet.

    Expand the preparation ofgovernment data and informationin digital formats, to increasefreedom of information and helpreduce the cost of paper flow andbureaucratic bottlenecks.

    Ban all non-essential governmentadvertising in the four-monthperiod prior to the fixed electiondate, to prevent any opportunity

    for partisan abuse of taxpayer-funded advertising.

    Amend BCs Constitution Actwithin 90 days of our firstlegislative session to establish fixedelection dates, based on a four-year term, to eliminate thePremiers ability to manipulatethe timing of elections for personalor partisan purposes.

    Amend the Election Act toeliminate the loopholes ondisclosures offinancial contri-butions to political parties and to

    include donations of labour, asrequired in municipal elections.

    Establish a Waste Buster Websitefor taxpayers to help identify,reportand stamp out government waste.

    Outlaw donations from charitiesto political parties.

    Governments around the world are embracing important reforms to put the public interest first, and give people areal voice in decision-making.With our talented people, skills and resources, British Columbia should be a leader in

    providing public services that are accountable, accessible and efficient.
