If you are planning to operate a crane in British Columbia with government certification from another jurisdiction, a BC Equivalency Crane Operator Certificate must be obtained.

Instructions for Completing this Package

Crane operators from other jurisdictions may submit an application for a BC Equivalency Crane Operator Certificate in the following crane trades:

Tower crane, including self-erect tower

Mobile cranes

Boom trucks BC Equivalency certificates are issued by the BC Association for Crane Safety (BCACS). It is the crane operator’s responsibility to be and stay informed with regards to the Workers Compensation Act, Regulations, Guidelines, Policies and Standards that govern the operation of cranes in BC. This BC Equivalency package references pertinent sections. The complete version of the Workers Compensation Act, Regulations, Guidelines, Policies and Standards are available from WorkSafeBC (online at worksafebc.com). The Occupational Health and Safety Regulation (OHSR) requires a BC employer to conduct a new-worker orientation before allowing workers to perform their job. Due diligence requires employers to ensure that new workers understand their responsibilities as crane operators. Do the following:

1. Review all the information in this document, paying particular attention to the WorkSafeBC review materials (page 6 and on).

2. Complete the following sections of the BC Equivalency Certificate Application page:

Employer information – if currently employed

Out-of-jurisdiction certificate information Manitoba applicants only: Apprenticeship Manitoba requires a disclosure form to be on file before they will release information about an operator’s credentials. Complete the Disclosure of Client Credentials form and mail or fax it to Apprenticeship Manitoba in Winnipeg. The address and fax number are at the bottom of the form. Send a copy of the completed form to the BCACS. Please contact us when you have submitted the form to Apprenticeship Manitoba and we will follow up with them to verify your certificate.

3. Sign and date the application form.

4. Complete the payment information page.

5. Send the completed paperwork to the BCACS. See box below.

Include the following:

Application – remember to date and sign the form

Payment page – attach the cheque or money order if that is the method of payment

Copy of the certificate – please make sure that the copy is clear and legible. If it cannot be read, the application will be delayed.

Copy of your rigger certification or qualification (US operators only)

Copy of your proof of pass of the BC Practical Crane Leveling Examination (US operators only)

Canadian Trade and Labour Mobility Agreement (Applicable to Canadian Jurisdictions Only)

Recognition of Out-of-Jurisdiction Certificates In order to comply with the Trade, Investment and Labour Mobility Agreement (TILMA) and the Agreement on Internal Trade (AIT), the BCACS has implemented a process for accepting the credentials of workers trained or certified in Canadian jurisdictions to meet regulatory compliance in British Columbia (BC).

Trade, Investment and Labour Mobility Agreement (TILMA) This Agreement applies to regulators in BC and Alberta that relate to trade, investment, and labour mobility. Regulators shall mutually recognize or otherwise reconcile their existing standards and regulations that operate to restrict or impair trade, investment or labour mobility. Labour mobility occurs when certified workers from other jurisdictions are recognized without any additional training, experience, examinations or assessments.

Agreement on Internal Trade (AIT) One of the purposes of the Agreement is to eliminate or reduce measures that restrict labour mobility in Canada. To that end, the BC Government agreed to recognize workers already certified in another province/territory (i.e. certified, licensed, or registered by a recognized regulatory authority) as eligible for certification in BC. Labour mobility occurs when certified workers from other jurisdictions are recognized without any additional training, experience, examinations or assessments.

In accordance with the labour mobility requirements in the Agreements, WorkSafeBC will recognize a worker as qualified to work in BC if they have a valid certificate from another Canadian regulatory authority where:

A certificate is required under the Workers Compensation Act of BC and/or the Occupational Health and Safety Regulation;

The competencies related to the out-of-jurisdiction certification are consistent with, and within the scope of, the competencies required for the same occupation in BC;

The worker complies with the applicable BC registration process for obtaining a crane operator certificate issued by the BC Association for Crane Safety.
