    A Message from the Director Year 2016 involved great challenges

    and important achievements for BBVA

    Bancomer Foundation. We are now cel-

    ebrating 10 years of the Por los que se

    quedan (For Those Left Behind) schol-

    arship program, through which 70,000

    low-income and well-performing young

    students from migrants communities

    have benefited, being able to continue

    their middle and high school education.

    As part of this celebration, we launched

    the Adelante con tu Universidad (Go

    Further with Your University) program,

    through which we support our scholar-

    ship recipients with their college studies.

    These 10 years of the program are in

    addition to the time the Foundation has

    been developed as the main axis of BBVA

    Bancomers social commitment. Through

    education, entrepreneurship, and culture,

    we contribute to the responsible banking

    strategy and to the banks vision: Making

    opportunities of this new era accessible

    for all.

    Due to the materiality analysis we have

    conducted for the third consecutive year,

    we could identify areas for improvement

    to keep strengthening our organization.

    We are convinced that, through our

    strategic areas, we are in a correct way to

    achieve a better future for people.

    We have reconfirmed our commitment to

    the Sustainable Development Goals and

    the United Nations Global Compact, to

    which BBVA Bancomer is adhered to and

    which principles have been incorporated in

    this Report as part of the Communications

    on Progress for this period.

    I would like to thank the Board of Directors

    of the Foundation for its guidance and

    leadership, our donors for their trust in

    the organization, our partners for their

    generosity and commitment, and our

    Mission, Vision, and ObjectivesOur mission is to get and channel resources to support social, edu-

    cational and cultural development programs that provide opportu-

    nities of sustainable development for the population that contribute

    to the construction of a more equitable and fair society for the be-

    nefit of Mexico.

    Our vision is to be the leading organization in the field of Corporate

    Social Responsibility through the execution of educational and cultu-

    ral programs that promote an integral development of society.

    Our objectives are:

    To provide educational tools to low-resource communities to

    improve their quality of life and to promote their personal and

    family development.

    To support formal education for Mexican children and

    youngsters, particularly those who make an effort to achieve

    academic excellence.

    To promote environmental education.

    To promote the creative and cultural development of Mexico

    through the support for and the realization of artistic and cultural

    activities.

    To support those who have been affected by severe natural

    disasters.

    To develop a fundraising strategy that guarantees the

    continuance of the Foundations programs.

    Corporate GovernanceThe main Foundations governance body is the Advisory Board,

    made up by 19 members: 14 of which are internal and 5 external.

    26% of our Board directors are external and 10% are women, which

    makes the Board a plural, objective, and participative organ.

    Our advisors are part of the Board on an honorary, voluntary and

    strictly personal basis; they cannot delegate this responsibility on a

    proxy or third person.

    The directors of the Foundation are selected based on their CV and

    personal career. The Boards performance is evaluated through the

    results achieved with the programs of the Foundation, as well as

    through the surveys conducted with our stakeholders. This is an

    open feedback process that involves beneficiaries, employees and

    civil society organizations that are polled on a regular basis.

    The mechanism to make recommendations to the Board consists

    on e-mailing the Senior Management that, in turn, will channel

    all requests to the main governance body. Likewise, a space is

    provided on the Foundations website for our stakeholders to

    send recommendations or comments whenever they deem it

    necessary.

    Code of ConductThe new Code of Conduct of BBVA Bancomer,

    approved by the Board of Directors in 2015, exp-

    lains the Group members but also suppliers and

    third parties how BBVA Bancomer understands

    integrity, becoming an essential tool for establishing

    a culture of respect for the law.

    In accordance with the Principles of the Global Com-

    pact, the Code contains an anti-corruption clause sta-

    ting that BBVA tolerates no form of corruption or bri-

    bery whatsoever in any of its activities. Likewise, it has

    a Commitment to respect for human rightspromoting

    respect for peoples dignity and fundamental rights.

    Canal de Denuncia (Whistleblower Channel), our

    incident reporting system, is an essential part of

    the system of compliance. These channels repre-

    sent an effective way to communicate breaches of

    the Code of Conduct that employees, customers,

    suppliers, and colleagues identify in the develop-

    ment of their activities.

    As of Saturday, December 31, 2016, BBVA Banco-

    mer Foundation had no fines or sanctions on re-

    cord for failure to comply with laws and regulations

    on environmental matters, performance within so-

    ciety that may be of any significance with regard

    to the companys net worth, financial standing, or

    consolidated results. Likewise, there were no legal

    suits detected relating to acts of discrimination or

    violation of human rights, or significant legal complaints with regard to wor-

    king conditions.

    MaterialityAs for sustainability reporting, the Global Reporting Initiative

    (GRI) methodology recommends conducting a materiality

    analysis, which involves the opinions and expectations of the

    organizations key stakeholders so that they may be considered in

    its management and accountability.

    In BBVA Bancomer Foundation we identify our stakeholders

    according to the analysis of how much is a particular stakeholder

    affected by the Foundations activities and, in consequence, how

    much can that particular stakeholder affect the Foundations

    activities.

    This is the third year we have carried out a materiality analysis

    consisting of a series of surveys to three key stakeholders with the

    purpose of understanding better their opinion about what is the

    thing that really matters, who cares about it and to what extend

    and how can we manage it, among other more specific questions.

    Through our program:

    (sponsor) to monitor his/her academic and

    personal performance.

    3. Adelante con tu Universidad (Go Further with Your University)

    The purpose of this new program is that these

    students can keep studying college.

    Recipients receive the following benefits:

    A biannual economic scholarship during college.

    Voluntary mentoring from Mentoring certified

    BBVA Bancomer senior staff in order to assist

    them in college adaptation, in developing a plan

    of life, and in getting into the world of work

    4. Olimpiada del Conocimiento Infantil (Childrens Knowledge Olympics)

    Together with the SEP we have granted a monthly

    economic scholarship to over 14,000 winners of

    the Olympics within the three years of their middle-

    school education. Also, they are accompanied by a

    Godfather or Godmother (sponsor)the directors

    of BBVA Bancomer branch offices.

    At the end of the third year of middle school, the

    SEP in conjunction with State Governments

    applies an examination in order to identify the best

    fifty averages of the whole generation so that they

    can continue receiving the scholarship during high

    school. This support comes 100% from the BBVA

    Bancomer Foundation.

    5.1 Godfathers and Godmothers (Sponsors)

    Their purpose is to collaborate with actions

    intended to reduce school dropout, through an

    employee of the bank, who acts as a mentor for

    those beneficiaries of Becas de Integracin Por los

    que se Quedan, Becas Olimpiada del Conocimiento

    Infantil, and/or Becas Bicentenario programs.

    Their main purpose is to encourage beneficiaries to

    continue studying, to advise them in their personal

    and professional development, and to support

    them in their educational path.

    More than 1,569 Godfathers and Godmothers

    take part throughout the year, supporting more

    5.3 Mentoring with PurposeTogether with the Talento y Cultura (Talent & Culture) area, it offers our senior employees the

    opportunity to volunteer as Mentors of young college students supported by the Foundation.

    Each Mentor has one or two scholarship

    recipients to whom he/she supports for one

    year, with up to 3-year renewal option. Online

    monitoring is made once a month. They are

    provided with a manual at the start of the project.

    Mentors support undergraduate college students,

    who after certain years have proved their good

    school performance, effort, commitment, and

    marked sense of social responsibility.

    Sharing our experiences with these young

    students and listen to their concerns is a very

    rewarding work. The impact of my support goes

    straight to the communitysince it is the recipient

    of the development and work of these students.

    Thanks to this program Ive had the opportunity

    to challenge myself to support different people

    not being family or coworkers with their growth

    processes, to take benchmarks that have allowed

    me to approach my children closer as Im dealing

    with young students of their age, and to listen to

    their concerns and experiences with no natural

    filter of the parent-child relationship.

    2. BBVA Bancomer MACG Program

    We invest in the training of 10 artists under the age

    of 35, selected by an international jury. During an

    18-month period we provide individualized support

    concluding with the exhibition in the Museo de

    Arte Carrillo Gil (Carrillo Gil Art Museum). We offer

    specialists advice, as well as training courses and

    workshops. Our purpose is to open reflection and

    criticism opportunities within artistic practices.

    Artists participating in this program can take

    interdisciplinary courses and workshops to

    complement their artistic training. Also, they are

    advised by curators and specialists to solve their

    projects formally. At the end of the period of

    support they exhibit their work at the Carrillo Gil

    Art Museum and other cultural venues in Mexico.

    Fundacin BBVA Bancomer es una asociacin sin fines de lucro

    que tiene como objeto la creacin e implementacin de iniciativas

    de accin social del Grupo Financiero BBVA Bancomer. Su labor

    es enfocar la responsabilidad social corporativa hacia las necesida-

    des de la sociedad mexicana e impulsar el desarrollo individual y

    colectivo.

    En 2006 iniciamos el programa Becas de Integracin Por los que

    se quedan, con el objetivo de apoyar a los alumnos de alto rendi-

    miento que viven en hogares de escasos recursos a terminar sus

    estudios de secundaria. Este 2016 celebramos orgullosamente 10

    aos de operacin del programa, en los que han sido beneficiados

    cerca de 50 mil nias, nios y jvenes en 167 municipios de 22

    estados en Mxico.

    Foundation causes are:

    Fondo Solidario B+Educa (B+ Educa Investment Fund) It is a very

    low risk investment for investors, in such a way that the fund always

    pays a positive yield to the customers who have it in their portfolio

    and, thus, can constantly donate to the Por los que se quedan (For

    Those Left Behind) program.

    ATMs: People can make direct donations to the Por los que se

    quedan (For Those Left Behind) program via our ATMs. In addition,

    they can download their electronic receipt at BBVA Bancomers

    website: www.facturafundacionbancomer.com

    Bancomer.com: When signing out, our customers can make donations

    CommunicationThe BBVA Bancomer Foundations communication and publicity

    guidelines are strictly subject to strict ethic criteria, in such a

    way that images that degrade the dignity of our beneficiaries

    or messages that are not clear enough or plainly deceitful are

    never used. The Publicity area of the bank takes part in the

    design process of our different campaigns, and, together with the

    Foundation, seeks to raise awareness in Mexican society about

    the importance of education, as well as inviting all of its members

    to join our cause.

    The main communication campaign in 2016 was Chavos que

    inspiran (Inspiring Guys). This campaign shows the experiences

    and ways of thinking of the Foundations young scholarship

    recipients about migration. These people, who have experienced

    migration, want to have a better future in Mexico and get ahead.

    They want to support Mexico and be an example for other

    youngsters. These are the stories of the inspiring guys, on which

    this campaign is based.

    THIS IS THE SIXTH ANNUAL REPORT PUBLISHED USING THE

    GLOBAL REPORTING INITIATIVE (GRI) GUIDELINES.

    About this ReportThis Report provides information solely about the actions and

    achievements of Fundacin BBVA Bancomer, A.C. being a

    separate document from the respective reports issued by Grupo

    Financiero BBVA Bancomer, S.A. de C.V. and from its affiliates.

    For its preparation, we were based on the Global Reporting

    Initiative (GRI G4) guidelines in accordance with their Core option,

    including GRIs sector supplement indicators of non-governmental

    organizations (NGOs).

    The principles for defining the contents of this Report, according

    to GRI, were: materiality, stakeholder inclusiveness, sustainability

    context, and completeness. Likewise, we are reporting the

    indicators within their three main topics: economic, social, and

    environmental performance.

    With the aim of providing comparable information, most of the

    quantitative data are accompanied by historical data that allow

    contrasting between the Foundations performance in 2016

    regarding the two previous years.

    As for the Code of Conduct, and regarding some staff benefits,

    the Foundation is aligned with the BBVA Bancomer Financial

    Group.

    The BBVA Bancomer Foundation Annual Report 2016 has been

    assured by an independent third partyDeloitte Mexico, whose

    scope is specified in the Independent Assurance Report. It was

    also presented before the GRI Materiality Disclosure Service,

    and GRI confirmed the accuracy of the location of indicators of

    materiality (G4-17 to G4-27).

    Global Compact and Sustainable Development Goals

    Since 2011, the BBVA Bancomer Foundation has adhered to

    the Global Compact, the international initiative of the United

    Nations promoting social responsibility in companies worldwide. It

    comprises 10 principles divided into four themes human rights,

    labor rights, environment, and anti-corruption which we are

    committed to fulfill.

    The Sustainable Development Goals (SDGs), adopted at the UN

    General Assembly in 2015, map the way so that governments,

    companies, and society may work jointly over the next 15 years

    to reach 17 ambitious goals. In BBVA Bancomer Foundation we

    join this great initiative and work for the good of society and the

    world, as well as for a better future for people.

    The elaboration of the Annual Report 2016 (AR 2016) for the year ended December 31st, 2016, as well as its content is responsibility of the Management of Fundacin BBVA Bancomer, who is also responsible for defining, adapting and maintaining the management and internal control systems from which information is obtained, and which are also free of material misstatement due to fraud or error. Our responsibility is to issue an independent report based on the procedures applied during our review.

    This report has been prepared exclusively for the management of Fundacin BBVA Bancomer in accordance with the terms of our agreement letter dated December 16th, 2016 and is not intended to be nor should it be used by someone other than this.

    Scope of our work

    The scope of our assurance was limited, and is substantially lower than a reasonable assurance work. Therefore, the security provided is also lower. This report in no case can be understood as an audit report.

    We conducted our review of the AR 2016 under the following conditions and / or criteria:

    a) The adaptation of the contents of the AR 2016 to the Global Reporting Initiative (GRI) Guidelines version 4 (G4) and the NGO Sector Disclosures.

    b) The review of the general and specific standard disclosures reported under the in accordance Core option specified in the GRI Content Index of the AR 2016 and according to the materiality study provided by Fundacin BBVA Bancomer.

    c) The consistency of information contained in the AR 2016 with supporting evidence provided by the management.

    We have complied with the independence and ethical requirements of the International Ethics Standards Board for Accountants Code of Ethics for Professional Accountants (IESBA Code), which it is based on the integrity, objectivity, professional competence and due care, confidentiality and professional behavior principles.

    Assurance standards and procedures

    We have performed our work in accordance with the International Auditing Standard ISAE 3000 Revised Assurance Engagements other than Audits or Reviews of Historical Financial Information issued by the International Auditing and Assurance Standards Board (IAASB) of the International Federation of Accountants (IFAC).

    b) Analysis of the process to collect, validate and consolidate the data presented in the AR 2016. c) Analysis of scope, relevance and integrity of the information included in the AR 2016 in terms of the

    understanding of Fundacin BBVA Bancomer and of the requirements that stakeholders have identified as material aspects.

    d) Selected sample review from the evidence that supports the information included in the AR 2016. e) Quality assurance performed by an independent partner of the project that verifies consistency

    between this report and the agreement letter, as well as work process quality and deliverables.

    Conclusion

    Based on our work described in this report, the procedures performed and the evidence obtained, nothing comes to our attention that could make us believe that the indicators reviewed in the AR 2016 contains significant errors or has not been prepared under the in accordance Core option established in the GRI Guidelines version G4. For those specific standard disclosures where Fundacin BBVA Bancomer did not report in a quantitative way, qualitative information such as procedures, policies, evidence of the activities was reviewed.

    Action alternatives

    Our action alternatives for strengthening future Annual Reports, which do not modify the conclusions expressed in this report, are the following:

    Improve the management and validation process for those material topics for Fundacin BBVA Bancomer.

    Define and document the definition of direct and indirect beneficiary for Fundacin BBVA Bancomer, as well as the criteria to measure them.

    Give continuity to the material topics identified every year explaining the commitments and initiatives generated to respond to them. Additionally, indicate the reasons why it is decided not to report any material topic.

    We have submitted a detailed report of action alternatives to the Officer of Fundacin BBVA Bancomer concerning areas of improvement in the sustainability strategy (specifically for the verified general and specific standard disclosures) and the reporting process.
