To get to the clubhouse, go south on Harrodsburg Rd.
(U.S. 68) about two miles past Man o’ War. Spring Crest

Kentucky National Guard Training – Soldiers assigned to Bravo Company,
1/149th Infantry Battalion, KNG, spot a possible patrol from the 27th Infan-
try Brigade Combat team, New York National Guard, as part of their annual

The Thomson-Hood Veterans Center in Wilmore marked its 25th anniversary
in ceremonies Aug. 15. The Bluegrass Chapter has enjoyed a special relation-
ship with THVC, donating tens of thousands of dollars to provide life enhance-
ments for residents. The facility was designed by architect Byron Romanowitz, a
Navy veteran and frequent chapter guest. Ben Sweger, also a frequent guest,
directs the center. Gov. Matt Bevin presided over the observance.

EDITORIAL POLICY MOAA, including the Kentucky Council and the Bluegrass Chap-ter, is an independent, nonprofit, politically nonpartisan organization. Membership is open to officers from every branch of service - including active duty, National Guard, Reserve, retired, former officers, and their immediate families.

PPRREESSIIDDEENNTT’’SS CCOORRNNEERR In my July corner I lamented the number of chapter members
who’d failed to pay annual dues. The good news is that our paid
membership is now up to 83. The bad news is that about 15
members who paid in 2015 have not yet renewed this year. Even
more foreboding, our membership has seen consistent annual de-
cline as some have moved away and others have passed on. MOAA periodically sends chapters the names of organizational
members in our region, and we contact those by letter who’ve not
attended chapter meetings as part of our recruitment effort. That
has brought in some fresh blood. We also publicize our meetings in
area newspapers. But we have no other way of contacting the many
retired and former officers in the Bluegrass who don’t belong to
MOAA. DoD does not provide MOAA with any lists of retired or
separated officers. MOAA depends on chapter members to track
down friends, neighbors and business contacts who are eligible to
join and invite them to meetings. This sort of grassroots recruiting
is far more effective than any letter writing campaign.
To assist councils and chapters with recruiting, MOAA is work-
ing on videos and marketing tools to help members explain the
organization and its benefits. One slide presentation is already
available at MOAA 101. Others are in the works.
Please do your part to
grow our chapter by scour-
ing your contact network for
potential members. Invite
them to one of our meet-
ings, and maybe they’ll de-
cide to stick around for
more.

FY17 Defense Authorization

With hearings looming after the summer Congressional recess on the FY17 Defense Appropria-
tions Act, MOAA encourages members to send elected officials a letter as suggested below urging
them to protect the military community against disproportional cuts to “people programs.” (The

Military people have a lot to lose as House and Senate Armed
Services Committee leaders are working to resolve big differences in
their respective versions of the FY17 Defense Authorization Bill.
Please ensure the following proposals do not stay in the final de-
fense bill:
- disproportionately high health care fee increases
- steep housing allowance cuts that would cost many $10,000-
$20,000 per year or more
- a fourth consecutive year of capping military pay raises below
the average American’s; and
- significant cuts to force levels
Military leaders say forces already are on the ragged edge of
readiness.
Similar patterns of repeated personnel and benefit cuts caused
retention problems in the 1970s and 1990s. We should learn from his-
tory rather than repeat it.
Please do all you can to ensure these cuts are dropped from the
final FY 2017 defense bill.

BG Scott A. Campbell is Assistant Adjutant
General - Army, Kentucky National Guard. As
required he also serves as Joint Task Force
Commander for large-scale domestic opera-
tions within the state.
Prior to his 1984 commissioning he served
as an enlisted member with123rd Armor in
Marion, Ky. He has commanded at the compa-
ny, battalion and brigade level and served in
senior staff officer positions within the 149th
Brigade and at the state headquarters level.
In 2003 BG Campbell commanded 2nd
Battalion, 123rd Armor during Operation Joint
Forge in Bosnia-Herzegovina. In 2006-2007
he served as Officer-in-Charge of 4th Infantry
Division and 1st Cavalry Division Rear Opera-
tions Center at Camp Liberty, Iraq.
In 2011, he commanded 149th Maneuver
Enhancement Brigade during Operation New
Dawn in Iraq. During this mission 149th Ma-
neuver Enhancement Brigade was assigned to
assisting with the transition and withdrawal of
U.S. forces from Iraq.
BG Campbell is a 1988 graduate of Murray
State University with a BS in criminal science.
He earned a Master of Strategic Studies degree
from the U.S. Army War College. His wife
Linda will accompany him to the meeting.

County Historical Society
Col. Tom Black (Ret.) experienced a
varied career as an Air Force engineer
and civilian consultant before return-
ing to his home town of Richmond and
becoming hooked on local history.
He graduated from Richmond Mod-el HS, where he was an accomplished
athlete, Eagle Scout and 4H parti-
cipant, and was commissioned after
completing the Air Force Academy.
His Air Force stints included: Facili-
ty Engineer for the largest USAF med-
ical center at Lackland AFB; Chief of Operations for the famed 819th RED
HORSE Squadron, directing projects
throughout Europe; Chief of Engineer-
ing Design for the Military Airlift Com-
mand; and Civil Engineer Squadron

Commander and Base Engineer for Lowry and Sheppard AFBs. A key project he oversaw was the
design of the hangar and operational facility for
the then-new 747 version of Air Force One.
After his 1994 USAF retirement he worked for
several years as a consultant for the develop-
ment of the Scott AFB Joint-Use Project, eventual-
ly known as the Mid-America Airport, serving as Program Manager his final year there.
Retiring for good in 2001, he returned to Ken-
tucky to oversee restoration of the family’s ante-
bellum home south of Richmond. Then he be-
came very involved in his parents’ care and over-
saw their farm for five years. Later he became
involved with his first historical organization. He’s now in his 2nd term as President of the Madison
County Historical Association, serves on the board of the
Society of Boonesborough, and is Secretary of the
Friends of Boone Trace. In his spare time, he’s a south-
ern gentleman farmer. Col. Black’s wife Lyn, a Colorado native, is very active
with a women’s educational support organization, with
recent service as State President. A son Dan has recently
retired from a career as an Air Force civil engineer.
