The issue of permanent residents and student residents coexisting in College Station will
be discussed at the College Station City Council meeting Thursday as major changes to parking and housing regulations in the South Knoll area may soon be on the way
The South Knoll Neighborhood Plan in-cludes changes to parking and the number of unrelated residents renting a house both of which will impact temporary student residents in the area surrounded by Holleman Drive Texas Avenue Harvey Mitchell Parkway Wellborn Road Southwest Parkway and Welsh Avenue
The South Knoll Neighborhood Plan is the last topic on the agenda and will include a public presentation of the plan and its possible implementation
The plan allows for the regulation of the number of unrelated persons living in one house If approved by a majority of homeowners this change would result in houses that previously held four to five students only being allowed to house two unrelated persons
The plan would also prohibit street parking between 2 and 6 am allowing residents to only park on their property between these hours
with an option for the majority of residents to remove on-street parking entirely
Councilwoman Blanche Brick said the plan stems from the fact that the neighborhood which surrounds South Knoll Elementary School was not originally constructed with col-lege students in mind
ldquoWersquore trying to work with the fact that the neighborhood was built as a single-family neighborhood back in the rsquo70srdquo Brick said ldquoThe homes were designed for one family and probably two cars at most and they didnrsquot an-ticipate the kind of issues that would arise as AampM grew and more students began to move off campusrdquo
Brick said that with the influx of college rent-ers residences originally meant to house a fam-ily with a maximum of two cars suddenly had to accomodate four or five cars per household The ensuing street parking has led to congestion on the street to the point where navigation has become difficult
Additionally Brick said homeowners in the neighborhood feel the lifestyle attached to a family-oriented area has deteriorated with the influx of renters in the area
ldquoWersquove had huge amounts of correspondents saying that many people who had bought into that neighborhood had felt that they had lost their investmentrdquo Brick said
Work on what has become the South Knoll Neighborhood Plan began in the fall of 2012 with the meetings of Neighborhood Resource Teams to address issues such as neighborhood
integrity and character mobility and public fa-cilities and services
Salim Malik junior biology major said price is a huge draw in renting a house with four to five roommates
ldquoItrsquos money better spentrdquo Malik said ldquoYou end up spending less for the same utilitiesrdquo
When asked if the proposed regulations would affect her decision to rent a house in the future freshman biochemistry major Hyunjin Lee said that the ability to spread out and the level of comfort that comes with that is worth the increased cost
ldquoWhile the increase in the amount of money it would take to rent is not a positive I feel like my personal preference would outweigh the costsrdquo Lee said
College Station City Council will take action on the plan at 7 pm Thursday at College Sta-tion City Hall

With the announcement earlier this month that the Texas Emerging Technologies Fund TETF will invest $3 million to support the creation of
the Center for Cell and Organ Biotechnology Texas AampM is poised to explore the potential of regenerative medicine
The Center for Cell and Organ Biotechnology CCOB will be a joint venture between the Houston-based Texas Heart Institute and Texas AampMrsquos College of Veterinary Medicine and Biomedical Sciences with labs in both Hous-ton and College Station that will conduct research on chron-ic medical conditions found in humans and animals
Frank Michel director of public relations at the THI said the CCOBrsquos main goal is to research the potential of regenerative medicine
ldquoThe CCOB is a collaboration between the Texas Heart Institute and Texas AampMrsquos College of Veterinary Medicine and Biomedical Sciences to among other things look at the possibilities for regenerative medicine in addressing some of the chronic diseases that both human and animals face and try to meet this huge unmet medical needrdquo Michel said

The Residence Hall Association RHA will host a meeting with the University Dining Services
730 pm Tuesday in the Hullabaloo Hall Multipur-pose Room to express student concerns about the current meal plans on campus
At the meeting a University Dining Services rep-resentative will be present to respond to concerns from students about the dining plan changes for the 2013-2014 school year
Amanda Woodrow secretary for the Clements Hall RHA and junior mechanical engineering ma-jor said a representative from Dining Services would attend the meeting to explain the meal plan and an-swer questions
ldquoWe want not only information for our residents [but] to voice complaints commonly brought up by studentsrdquo Woodrow said

The Problems to SolveMichel said there are about 6 million
people in the US with heart failure with half a million of those patients dy-ing a year and about the same number newly diagnosed
ldquoThat number is always creeping up a littlerdquo Michel said
The routine medical treatment for patients suffering from severe forms of many chronic conditions mdash including heart liver and kidney disease mdash is an organ transplant However the demand for organs far outweighs the supply
Additionally organ transplants come with their own risks including potential rejection of the transplanted organ by a patientrsquos body
The CCOBrsquos goal is to research methods of healing that use a patientrsquos own cells as the source Methods cur-rently being looked in to include person-alized transplants that use a patientrsquos stem cells to help create organs which could lower the risk of rejection
Two Worlds ConvergeEleanor Green dean of the College
of Veterinary Medicine and Biomedical Sciences said the partnership between THI and the College of Veterinary Medicine sprung from a history of ac-complishment in medical advancement from both institutions
ldquoThe CCOB is where excellence meets excellencerdquo Green said ldquoThe renowned Texas Heart Institute has a proven history of excellence in reducing the devastating toll of cardiovascular dis-ease through innovative programs in re-search education and patient care The CVM is among the most highly regarded
colleges of veterinary medicine nation-ally and internationally and is dedicated to advancing animal human and envi-ronmental health through research edu-cation patient care and outreachrdquo
The veterinary college a renowned center for animal medicine is in position to provide the CCOB with resources that the THI alone cannot supply
While the Texas Heart Institute at the heart of the Houston Medical Cen-ter has the ability to see human patients the veterinary college has the capability to see animal patients with chronic con-ditions similar to those in humans pro-viding clinical trials with unique insights
Green said the physiological similari-ties among animals and humans increases the medical potential for the collabora-tion between Texas AampM and THI
ldquoAnimal and human disease is very linkedrdquo Green said ldquoWe have animals that have heart disease If we can see pa-tients in our hospitals and use some of these techniques there the lives of ani-mals are benefitted But that information can be transposed and translated to hu-mans It truly provides synergyrdquo
Leading the partnership will be Dr Doris Taylor director of regenerative medicine at THI She will be based in Houston at the THI with a partial ap-pointment at the College of Veterinary Medicine and Biomedical Sciences Taylor is best known for creating the first beating heart in a laboratory a feat for which she was featured in ldquoTimerdquo magazine and granted the ldquoPopular Sci-encerdquo Grand Award for Health Discov-ery in 2008
Funding and Campus ImpactThe process of creating the center re-
quired members of both the College of Veterinary Medicine and THI to write a proposal to the state of Texas and present the ways in which the CCOB fulfilled
the goals of the Emerging Technologies Fund to the TETF advisory committee in Austin
The TETF was created by the Texas Legislature in 2005 with the specific goal of providing Texas with an advantage in research development and eventual commercialization of emerging tech-nologies
Specifically the grant provided to the Texas Heart Institute and Texas AampM qualifies as a research superiority fund meant to provide Texasrsquos higher educa-tion institutions the ability to recruit the best researchers available
Texas AampM and THI were required to match the TETFrsquos $3 million invest-ment for a total of $9 million However both institutions contributed more than the required sum for a total investment of $14 million
The large scope of the CCOB prom-ises to provide students of Texas AampM with increased opportunities for research involvement
ldquoAs this thing matures it will en-gage the whole campusrdquo Green said ldquoTherersquoll be faculty researchers theyrsquoll be working with clinicians and gradu-ate researchers as well as providing op-portunities for undergraduate research The benefits will reach all corners of our campus from faculty to studentsrdquo
Erica Seward freshman biomedical sciences major said the center will allow students a better appreciation and under-standing of how medical treatments are developed
ldquoStudents that are planning to en-ter the medical field will have a better awareness of the possibilities that may be available to them in the future as well as a respect for the efforts gone into the re-search that makes advancement of medi-cine possiblerdquo Seward said

Thweatt was playing with another band at the time the duo began to casually play music to-gether
ldquoI met [Thompson] and he was just this killer pianistrdquo Thweatt said ldquoSo we started to bounce ideas off each other when we saw each other in the Commonsrdquo
The two were roommates their sopho-more year and started playing gigs around the Bryan-College Station area They tried out a few other members before finally settling on Conner Wright as a drummer and Michael Burgess as a bassist both of whom had been counsel-ors in the same Impact camp as Thweatt
ldquoThe first time I played with Votary [Thwe-att] just asked me to fill in for a show so I got to hear the music really objectively When I was rehearsing with them I remember the music being a lot better than I expected from a friendrsquos bandrdquo said Wright junior supply chain management major
The four first played together as a full band at MSC Town Hallrsquos Battle of the Bands last year which they went on to win Not only did the cash prize help Votary record its first album the publicity from winning and their subsequent connections in Town Hall helped to get their name out Thweatt said
Votary plays a unique brand of acoustic pop which stands out in an area dominated by country music
ldquoYou just have a natural product differen-tiation if you look at it that wayrdquo Wright said ldquoIf music is a product almost everyone around here is either country or blues rock so that makes it easierrdquo
Votary has managed to continue to play in venues around B-CS while its members have maintained their status as full-time students
ldquoThe hardest part I would say is just the time commitmentrdquo Thweatt said ldquoWersquore all in extremely difficult majors and also involved on campus in organizationsrdquo
While balancing classes organizations and a social life these four students have taken on the additional pressure of creating and pro-moting their own music
ldquoItrsquos harder to be in a band when yoursquore a full-time student and itrsquos harder to be a stu-dent when yoursquore in a bandrdquo Wright said ldquoBut therersquos a reason that wersquore doing both and itrsquos because wersquore passionate about itrdquo
All four members work hard to balance their work in the band with being involved
on campusldquoItrsquos cool
because being in this band is a great experi-ence and a lot of funrdquo said Burgess se-nior nutrition major ldquoBut all of us are so involved with AampM that itrsquos not like itrsquos something we
do on the side Itrsquos almost like we have two different lives that are independent of each other but at the same time they mesh really wellrdquo
Despite the challenges involved in begin-ning a music career while in college Thweatt said College Station has been a good place to start
ldquoTherersquos not an easier place to promote music as a new band than a college town and the college scenerdquo Tweatt said
Votary released its first album ldquoGround Beneath Usrdquo in April 2013 and has plans to release more music They are hoping to re-lease some EPs this year Thweatt said and see where they can go from there
ldquoItrsquos a hard industry and itrsquos hard to gener-ate enough revenue to keep something like this goingrdquo Thweatt said ldquoWersquore aware of that but wersquore working as hard as we can at it Wersquoll see what doors are open when wersquore donerdquo

Additionally organ transplants come with their own risks including potential rejection of the transplanted organ by a patientrsquos body
The CCOBrsquos goal is to research methods of healing that use a patientrsquos own cells as the source Methods cur-rently being looked in to include person-alized transplants that use a patientrsquos stem cells to help create organs which could lower the risk of rejection

of Veterinary Medicine and Biomedical Sciences said the partnership between THI and the College of Veterinary Medicine sprung from a history of ac-complishment in medical advancement from both institutions

The veterinary college a renowned center for animal medicine is in position to provide the CCOB with resources that the THI alone cannot supply
While the Texas Heart Institute at the heart of the Houston Medical Cen-ter has the ability to see human patients the veterinary college has the capability to see animal patients with chronic con-ditions similar to those in humans pro-viding clinical trials with unique insights
Green said the physiological similari-ties among animals and humans increases the medical potential for the collabora-tion between Texas AampM and THI
ldquoAnimal and human disease is very linkedrdquo Green said ldquoWe have animals that have heart disease If we can see pa-tients in our hospitals and use some of these techniques there the lives of ani-mals are benefitted But that information can be transposed and translated to hu-mans It truly provides synergyrdquo
Leading the partnership will be Dr Doris Taylor director of regenerative medicine at THI She will be based in Houston at the THI with a partial ap-pointment at the College of Veterinary Medicine and Biomedical Sciences Taylor is best known for creating the first beating heart in a laboratory a feat for which she was featured in ldquoTimerdquo magazine and granted the ldquoPopular Sci-encerdquo Grand Award for Health Discov-ery in 2008
Funding and Campus ImpactThe process of creating the center re-
quired members of both the College of Veterinary Medicine and THI to write a proposal to the state of Texas and present the ways in which the CCOB fulfilled
the goals of the Emerging Technologies Fund to the TETF advisory committee in Austin
The TETF was created by the Texas Legislature in 2005 with the specific goal of providing Texas with an advantage in research development and eventual commercialization of emerging tech-nologies
Specifically the grant provided to the Texas Heart Institute and Texas AampM qualifies as a research superiority fund meant to provide Texasrsquos higher educa-tion institutions the ability to recruit the best researchers available
Texas AampM and THI were required to match the TETFrsquos $3 million invest-ment for a total of $9 million However both institutions contributed more than the required sum for a total investment of $14 million
The large scope of the CCOB prom-ises to provide students of Texas AampM with increased opportunities for research involvement
ldquoAs this thing matures it will en-gage the whole campusrdquo Green said ldquoTherersquoll be faculty researchers theyrsquoll be working with clinicians and gradu-ate researchers as well as providing op-portunities for undergraduate research The benefits will reach all corners of our campus from faculty to studentsrdquo

Thweatt was playing with another band at the time the duo began to casually play music to-gether
ldquoI met [Thompson] and he was just this killer pianistrdquo Thweatt said ldquoSo we started to bounce ideas off each other when we saw each other in the Commonsrdquo
The two were roommates their sopho-more year and started playing gigs around the Bryan-College Station area They tried out a few other members before finally settling on Conner Wright as a drummer and Michael Burgess as a bassist both of whom had been counsel-ors in the same Impact camp as Thweatt
ldquoThe first time I played with Votary [Thwe-att] just asked me to fill in for a show so I got to hear the music really objectively When I was rehearsing with them I remember the music being a lot better than I expected from a friendrsquos bandrdquo said Wright junior supply chain management major
The four first played together as a full band at MSC Town Hallrsquos Battle of the Bands last year which they went on to win Not only did the cash prize help Votary record its first album the publicity from winning and their subsequent connections in Town Hall helped to get their name out Thweatt said
Votary plays a unique brand of acoustic pop which stands out in an area dominated by country music
ldquoYou just have a natural product differen-tiation if you look at it that wayrdquo Wright said ldquoIf music is a product almost everyone around here is either country or blues rock so that makes it easierrdquo
Votary has managed to continue to play in venues around B-CS while its members have maintained their status as full-time students
ldquoThe hardest part I would say is just the time commitmentrdquo Thweatt said ldquoWersquore all in extremely difficult majors and also involved on campus in organizationsrdquo
While balancing classes organizations and a social life these four students have taken on the additional pressure of creating and pro-moting their own music
ldquoItrsquos harder to be in a band when yoursquore a full-time student and itrsquos harder to be a stu-dent when yoursquore in a bandrdquo Wright said ldquoBut therersquos a reason that wersquore doing both and itrsquos because wersquore passionate about itrdquo
All four members work hard to balance their work in the band with being involved
on campusldquoItrsquos cool
because being in this band is a great experi-ence and a lot of funrdquo said Burgess se-nior nutrition major ldquoBut all of us are so involved with AampM that itrsquos not like itrsquos something we
do on the side Itrsquos almost like we have two different lives that are independent of each other but at the same time they mesh really wellrdquo
Despite the challenges involved in begin-ning a music career while in college Thweatt said College Station has been a good place to start
ldquoTherersquos not an easier place to promote music as a new band than a college town and the college scenerdquo Tweatt said
Votary released its first album ldquoGround Beneath Usrdquo in April 2013 and has plans to release more music They are hoping to re-lease some EPs this year Thweatt said and see where they can go from there

Thweatt was playing with another band at the time the duo began to casually play music to-gether
ldquoI met [Thompson] and he was just this killer pianistrdquo Thweatt said ldquoSo we started to bounce ideas off each other when we saw each other in the Commonsrdquo
The two were roommates their sopho-more year and started playing gigs around the Bryan-College Station area They tried out a few other members before finally settling on Conner Wright as a drummer and Michael Burgess as a bassist both of whom had been counsel-ors in the same Impact camp as Thweatt
ldquoThe first time I played with Votary [Thwe-att] just asked me to fill in for a show so I got to hear the music really objectively When I was rehearsing with them I remember the music being a lot better than I expected from a friendrsquos bandrdquo said Wright junior supply chain management major
The four first played together as a full band at MSC Town Hallrsquos Battle of the Bands last year which they went on to win Not only did the cash prize help Votary record its first album the publicity from winning and their subsequent connections in Town Hall helped to get their name out Thweatt said
Votary plays a unique brand of acoustic pop which stands out in an area dominated by country music
ldquoYou just have a natural product differen-tiation if you look at it that wayrdquo Wright said ldquoIf music is a product almost everyone around here is either country or blues rock so that makes it easierrdquo
Votary has managed to continue to play in venues around B-CS while its members have maintained their status as full-time students
ldquoThe hardest part I would say is just the time commitmentrdquo Thweatt said ldquoWersquore all in extremely difficult majors and also involved on campus in organizationsrdquo
While balancing classes organizations and a social life these four students have taken on the additional pressure of creating and pro-moting their own music
ldquoItrsquos harder to be in a band when yoursquore a full-time student and itrsquos harder to be a stu-dent when yoursquore in a bandrdquo Wright said ldquoBut therersquos a reason that wersquore doing both and itrsquos because wersquore passionate about itrdquo
All four members work hard to balance their work in the band with being involved
on campusldquoItrsquos cool
because being in this band is a great experi-ence and a lot of funrdquo said Burgess se-nior nutrition major ldquoBut all of us are so involved with AampM that itrsquos not like itrsquos something we
do on the side Itrsquos almost like we have two different lives that are independent of each other but at the same time they mesh really wellrdquo
Despite the challenges involved in begin-ning a music career while in college Thweatt said College Station has been a good place to start
ldquoTherersquos not an easier place to promote music as a new band than a college town and the college scenerdquo Tweatt said
Votary released its first album ldquoGround Beneath Usrdquo in April 2013 and has plans to release more music They are hoping to re-lease some EPs this year Thweatt said and see where they can go from there
ldquoItrsquos a hard industry and itrsquos hard to gener-ate enough revenue to keep something like this goingrdquo Thweatt said ldquoWersquore aware of that but wersquore working as hard as we can at it Wersquoll see what doors are open when wersquore donerdquo

students and members of RHA will bring questions at the request of their residents
