NCAA DIVISION II approved several proposals at the recentnational convention that are meant to better assist athletes in payingfor their college education.

The new financial aid legislation that will take effect in August2018 will do the following:

…Establish a model where only institutional athletics aid iscounted against individual and team equivalency limits.

…Eliminate the ability for schools to issue term-by-termfinancial aid awards.

…Allow schools to increase an athlete’s athletically relatedfinancial aid at any time, for any reason.

The division also passed a health and safety proposal that willincrease the decision-making authority of medical personnel incollege sports. The new legislation, which takes effect in August, will require schools to establish an administrative structure wherethe primary athletics health care providers would haveunchallengeable authority on medical management and return-to-play decisions.

It also will require schools to designate an athletics health careadministrator to oversee the school’s administration and delivery ofathletics health care and ensure best practices are followed.

Another new approved proposal will take effect in August andwill provide Division II athletes additional time off in their non-championship seasons. The change sets new limits on the amountof time college athletes can spend on countable athletically relatedactivities during the non-championship seasons while alsosimplifying the legislation. As time demands on athletes continues to be a key top ofdiscussion by the NCAA, Division II members saw this legislativechange as a step in the right direction.

THE NCAA PLAYING Rules Oversight Panel approved threeexperimental rules in softball designed to increase the pace of playin conference games for this season.

While the experimental rules were for the autonomyconferences, any league from any of the three NCAA divisions maysubmit a request to use the three experimental rules during the 2017season.

The rules will be applied in conference games for the AtlanticCoast, Big Ten, Big 12, Pac-12 and Southeastern Conference.

The rules are:…Restricting the number of charged conferences, either

offensive or defensive, to six per team. Teams may use twoconferences per inning. Each team is allowed one conference, offensive or defensive, for each extra inning. The teamrepresentative or player who initiates any additional chargedoffensive or defensive conference will be ejected.

The current rules allowed each team one offensive and onedefensive conference per inning.

…Defensive teams will not be allowed to huddle at the pitcher’smound after an out. Teams will still be allowed to throw the ballaround the infield, but the ball must then be thrown directly to thepitcher. The penalty for huddling at the mound the first time will bea warning and any subsequent violations will result in a ball beingawarded to the next batter.

The current rule allows teams to huddle after an out.…Teams will have 90 seconds between innings before they are

required to be ready to resume play. When the last defensive playercrosses the foul line closest to her dugout, the third base umpire, orbase umpire in a two-person crew, will start the time using astopwatch.

During the 90 seconds, the pitcher is allowed an unlimitednumber of warmup pitches. With 30 seconds left, the base umpirewill announce how much time is left to the dugouts. When the 90seconds haveexpired, the defensive team must be in position tostart, including the pitcher in position to throw a pitch and theoffensive team must have its batter in the box ready for a firstpitch.

If the defensive team isn’t ready after 90 seconds, the batterwill receive a ball. If the offensive team doesn’t have a batter in thebatter’s box ready to hit, a strike will be assessed to the batter.

Currently, there is no time limit between innings but the pitchersare limited to five warmup pitches.

There has been no announcement from the Lone StarConference in reference to the possibility of employing the newrules.

Ironically, softball has initiated the new rules despite beingconsidered one of the fastest-moving sports.
