The Procurement Service

PS-DBM was created under LOI 755 All Procuring Entities are required to purchase common-

use supplies from the PS-DBM It has the following functions:

1. Identify goods which can be economically purchasedthrough central procurement to be covered within its scopeof activity

2. Determine technical specifications of items it will procurefor agencies

E-Procurement and thePhilGEPS

Purpose of PhilGEPS is to promotetransparency, efficiency and ICT

Single portal that serves as the primary and

definitive source of information on all govtprocurement (NGAs and LGUs)

Shall be utilized for procurement of common-usegoods (NGAs and LGUs)

For non-common goods, infra and consultingservices Procuring entity may hire serviceproviders, subject to requirements set by GPPB
