Basic Parliamentary Procedure
•Rise and address the chair for recognition.(Mr./ Madame chairperson)•The chairperson then must acknowledge the person standing for recognition.

MOTION: A proposal• When presenting a motion, any
remarks need to be made before the motion is presented.
• There can be no discussion until a second is given. (Second is approval)

To AMEND the motion means to change it.

•The presiding officer states, “It has been moved
and seconded that…”
•No other subject can be discussed until this one is resolved.

•Presiding officer may ask if the group is ready to vote.•A member may ask for the vote, or to close debate by calling for the “question”. This requires a second (to the motion), and a two-thirds majority vote for passage.

2. Officers on a platform and members should avoid conversation or moving while a person is speaking.

•Discussion on a motion should be made before the entire assembly.•A chairperson should avoid keeping an assembly waiting in order to complete preparations.(Be Prepared for the Meeting)

• Assembly- Gathering or group of persons for any purpose.
• Consensus- agreement in the judgment or opinion reached by a group as a whole
• Floor- Used to designate place from which members speak.

• Question- A call from a member for a debate to end.
• Motion- Method of bringing a question before the assembly for consideration.
