TRAINING COURSE ON BASIC HEALTH ECONOMICS AND FINANCING The National Institute of Health and Family Welfare is a premier autonomous Institute, funded by the Ministry of Health and Family Welfare, Government of India. It has kept pace with the new thinking and contributing substantially to the health manpower development in the country. NIHFW serves as an apex 'technical institute' as well as a 'think tank' for the promotion of national health and family welfare programmes in the country through education and training, research and evaluation, consultancy, advisory, and specialized services and specialized projects. It is situated in South Delhi, near Jawaharlal Nehru University and Munirka DDA Flats. It is easily accessible from both the Indira Gandhi International Airport and the New Delhi Railway Station, approximately 7 kms. and 15 kms. respectively. Pre-paid taxis/auto-rikshaws are available. Economic considerations play a key role in all aspects of the life including health. Health services absorb a significant proportion of both public and private resources. Both developed and developing countries face the problem of scarce resources to expand the health services need of their population. It is therefore important to maximize the returns from available scarce resources in health sector for achieving better health outcomes. Professional competence in health economics helps policy makers, planners and administrators to make the techno-economic choices, avoid waste and increase efficiency and effectiveness in the health sector.

The present training course has been organized to orient, sensitize, share and contribute towards professional economic thinking and practice in health planning and management. The teaching resources for this training course have been considered from practicing health administrators, university teachers and those who have been responsible for policy making and planning in advisory positions at different levels in different organizations. Evidence based deliberations culled out of surveys and studies of various institutions will also form part of facilitation to make the course programme effective and realistic as far as possible.

The aim of the course is to provide a basic understanding of the key issues in heath economics and financing for informed decision making in health sector.

At the end of the course, the participants will be able to:

1. Describe the basic concepts and approaches of health economics and financing .

2. Identify and facilitate the areas of applicability, relevance and significance of economics in health sector.

3 Describe tools and techniques of economic evaluation, resource allocation and effective utilization.

4. Describe sources and mechanisms of financing for health programmes and activities.

jBasic concepts and approaches of health economics, their relevance and application and micro economic theories.

jMajor macro economic tools and indices that will have impact on health or can be affected by health.

jMarket failures in health and health insurance.

jIssues and approaches to health care planning in the context of limited resources at national and district levels.

jTools of economic evaluation: cost effectiveness, cost benefit and utility analysis in health sector

jOver view of Health care financing: methods of financing, principles alternative sources of financing: health insurance, user charges

jEquity and efficiency in health care financing system in India.
