Base Point Charges for IRR are upgraded to calculate on a 5 minute clock interval basis
Please note:
• Charges will be assessed for each 5 minute clock interval where the resource received a flag signifying a Base Point below HDL for all SCED intervals within the five-minute clock interval
• KIRR is changed to 5%
