Strategic Planning Process Description

During the 2012-13 academic year, the Wichita State University Strategic Planning Committee developed Phase 1 of a new university plan. In the following year, the Barton School developed a new college plan as part of Phase 2 of the Wichita State University strategic planning initiative. The Barton School’s new strategic plan was designed to align with the WSU strategic plan. To launch the Barton School strategic planning initiative, in August 2013, Dean Claycomb created a Strategic Planning Committee. The committee’s task was to develop a strategic planning process, and facilitate the college-wide development of a 5-year plan. The first step in the planning process involved reexamining the Barton School vision, mission, and values.

- A college-wide survey was conducted about the Barton School vision, mission, and values. - A college-wide meeting was held to discuss the vision, mission, and values. - Based on the survey results and meeting, the Barton School developed the new vision, mission,

and values. The second step in the planning process involved conducting strategic analyses.

- To analyze the Barton School’s external environment, internal environment, and competitors, the Strategic Planning committee developed and used a set of analysis guidelines.

- The committee developed three reports based on the analyses: an environmental analysis report, an internal analysis report, and a competitor analysis report. In analyzing the Barton School’s internal environment and competitors, the committee surveyed the Barton School students, staff, and faculty.

The third step in the planning process involved developing goals based on the Barton School’s vision, mission, and values, the results of the strategic analyses, and the WSU goals

- The committee proposed an initial set of goals - A college-wide meeting was conducted to discuss the goals - The committee modified the proposed goals based on the college-wide meeting - Another college-wide meeting was conducted and the proposed goals were further modified and

voted-on The fourth step in the planning process involved brainstorming ideas of how to accomplish the goals. Note that this step occurred while the goals were being refined

- A 5-step brainstorming process was used to generate, discuss, and evaluate ideas (“proposals”). This process involved creating, reviewing, modifying, presenting, and evaluating proposals.

- 63 proposals were developed - After discussing the proposals, an online evaluation form for each proposal was sent to every

Barton School member. - The Barton School Executive Team reviewed the proposals and evaluation results at the end of the

Fall 2013 semester and determined which proposals should be further developed in the Spring 2014 semester.

- The Strategic Planning committee reviewed the proposals to determine if there were “missing pieces” – goals for which proposals had not been developed

o The committee determined that there had been no proposal related to the development of revised Barton School appraisal and incentives systems (Goal 2) and no proposal related to which national business school ranking(s) should be benchmarked (Goal 3)

o Dean Claycomb asked the committee to lead an effort to develop and propose revised appraisal and incentives systems in

the Spring 2014 semester select which national business school ranking(s) should be benchmarked

The fifth and sixth steps of the planning process involved developing objectives that support the goals, and creating a list of action items for each objective.

- Teams of individual members of the Strategic Planning committee and proposal leaders were developed for each proposal that was approved for further development.

- The proposal teams were charged to develop objectives and action items (detailed proposals).

Page 34: Barton School of Business Strategic Plan June 2014 · 1. Barton School of Business . Strategic Plan . June 2014 . Mission, Vision, Core Values, and Goals .....1

33

- The Barton School departments, major centers, and graduate program were also charged to develop objectives and action items (detailed proposals) that supported the new goals

- The Strategic Planning committee led an effort to develop revised appraisal and incentive systems. To do so, the committee:

o Examined the appraisal and incentive systems of other universities o Conducted an appraisal and incentive survey of all Barton School members o Created two recommendations for revised appraisal and incentive systems

Recommendations for the unclassified appraisal and incentive processes Key aspects of a revised faculty performance evaluation process

o Objectives and action items have not yet been created relative to the revision of the Barton School appraisal and incentive systems

- The Strategic Planning committee selected two national business school rankings to benchmark for Goal 3.

o The rankings are the US News & World Report Part-Time MBA Program ranking and the US News & World Report Undergraduate Business School ranking
