(PHL) PHL offers interline, intra-plant, intra-terminal and inter-terminal switching, car storage, unit train movement and intermodal car repositioning. It provides coordination of all rail movements within the Ports of Los Angeles and Long Beach, and dispatches all BNSF and Union Pacific trains within the ports. PHL maintains 75 miles of port-owned track and serves nine on-dock intermodal terminals, plus numerous carload customers. Rates: BNSF and UP establish rates for any traffic that originates or terminates on PHL and is interchanged for line-haul movement. Switching charges are absorbed by the line-haul carrier. Industrial Spur: As of July 2014, PHL serves seven customers located in three industrial areas near the ports, including International Paper and Cargill Milling. The Patata, Reyes and Carson industrial leads are linked to a 10-mile industrial spur owned by Union Pacific Railroad.
