1 Introduction

1.1.1 This note provides further explanation of the process followed and reasonsfor identifying the southern part of Barn Elms Sports Ground as apreferred construction site.

1.1.2 The southern part of Barn Elms Sports Ground has been identified as apreferred location for a shaft site to sequentially drive the construction ofthe main tunnel in both an easterly and westerly direction and toaccommodate permanent structures required to operate the tunnel. The

rationale for this selection is the main focus of this note.1.1.3 In addition, the Barn Elms site has also been identified as the preferred

location to connect the local Combined Sewer Overflow (CSO) known asthe West Putney Storm Relief to the main tunnel. The rationale behindthis decision is detailed as a separate section in this note.

1.1.4 We are currently at the first phase of public consultation and are seekingviews on our preferred sites. We will consider all the feedback we receive

on this and other sites and what amendments to the project may bepossible in response to those comments.

1.1.5 In order to assist consultees in responding to the consultation we set outbelow further information on how the southern part of Barn Elms SportsGround was chosen as a preferred site.

1.1.6 This note is, however, intended as an overview of a lengthy and detailedprocess. We have therefore also provided references to the relevant

reports (available on the consultation website:

needs to merit more detailed consideration. An important consideration isthe need to identify sufficient sites, in the right locations, to enable the

scheme to be built.

2.1.5 The analysis undertaken to date in relation to Barn Elms and other sites inthe surrounding area is summarised below. Initially, this summarydescribes sites we looked at within the London Borough of Richmondupon Thames. It then explains how Barn Elms was assessed againstsites in the relevant neighbouring boroughs to identify a suitable locationfor a shaft site to enable construction of the western section of the main

tunnel and for works to intercept the West Putney Storm Relief CSO.

Long list sites

2.1.6 A preliminary high-level assessment was undertaken of potential maintunnel shaft sites on our long list. Table 2.2 in the SSM sets out theconsiderations used to assess the sites in the long list.

2.1.7 A total of 13 potential main tunnel shaft sites in Richmond were eliminated

at the long list stage and a total of four main tunnel shaft sites identified assuitable for inclusion on the draft shortlist.

2.1.8 Appendix 1 includes details of the assessment of the long list main tunnelshaft sites in Richmond upon Thames.

2.1.9 Two of these sites, those in the foreshore at Lonsdale Road andLondsdale playing fields, were subsequently discounted as they arelocated too far to the west of the area in which a shaft for the construction

2.1.14 The results of the assessment of the draft shortlisted shaft sites inRichmond are summarised in Appendix 2.

2.1.15 In summary, the outcome of the assessment of the draft shortlistconcluded that St Paul’s School playing fields were suitable for thelocation of a main tunnel reception/intermediate site, but that they were notsuitable for a main tunnel drive site. Barn Elms was assessed as suitablefor either a main tunnel drive or reception/intermediate site. Assessment of shortlisted shaft sites

2.1.16 Following the assessment of the draft short-listed sites (using Table 2.3 ofthe SSM), the main tunnel shaft sites included on the shortlist aspotentially suitable for the construction of the western section of the tunnelwere:

• Safe access: Tunnel lengths during the construction phase should notbe excessive and established safe distances for egress from the

tunnel should maintained.

2.1.21 As a result of the above factors and the distribution of shortlisted maintunnel shaft sites, short-listed sites in the London boroughs of Wandsworthand Kensington and Chelsea, east of the sites in the Battersea ‘zone 5’(see below) are unsuitable for the construction of the western end of themain tunnel.

2.1.22 A Site Suitability Report (SSR) was prepared for each shortlisted maintunnel shaft site containing an assessment of the site having regard toengineering, planning, environment, property and communityconsiderations. Sites were assessed by each discipline as suitable, lesssuitable or not suitable.

2.1.23 Details of the locations of these sites and the recommendations made inthe site suitability reports are provided in Appendix 3. Theserecommendations were taken into account when assessing each site

against the engineering requirements in order to create the preferred list ofmain tunnel shaft sites, as described below.

Creation of the preferred list of shaft sites

2.1.24 Consideration of the main tunnel shaft sites up until shortlist stageprincipally focussed on each as an individual site in isolation from theassessment of tunnel drive and alignment options (i.e. how the tunnel will

2.1.28 Multidisciplinary workshops were held to identify the most suitable maintunnel shortlisted site within each zone, taking into account theconclusions reached in the Site Suitability Reports, as described aboveand in Appendix 3. As a consequence, the following sites were identified

as the most suitable for their respective zones:

• Reception/intermediate shaft site for Zone S1 – Hammersmith area:S33HF Hammersmith Pumping Station.

• Main drive, reception or intermediate site for Zone S2 – Barn Elmsarea: S17RD Barn Elms Sports Ground.

• No preferred reception/intermediate shaft sites were identified in Zone

due to barge loading and movement constraints in this busy section ofthe river;

• The size of site required for a double drive at Tideway Walk wouldsignificantly conflict with regeneration aspirations for the Nine Elmsarea;

• Extensive use of land at Tideway Walk would have a very high landacquisition cost;

• A larger number of existing occupiers at Tideway Walk would need to

be relocated;

• Barn Elms Sports Ground, although designated as Metropolitan OpenLand and public open space, could accommodate a drive shaft withoutcausing unacceptable conflict with planning policies due to the extentof remaining open space and number of facilities on the site; and

• Even if the Tideway Walk site was used as a double drive site, aworksite would still be required in the Barn Elms area to connect theWest Putney Storm Relief CSO to the main tunnel.

2.1.32 At the same time as assessing potential sites for the construction of themain tunnel, sites were also assessed for the interception of the CSOswhich need to be connected to the main tunnel.

2.1.38 The 12 potential sites for the interception of the West Putney Storm ReliefCSO and its connection to the main tunnel which were included on thedraft shortlist and assessed at this stage were:

• C05XA: Foreshore

• C05XB: Woodland area between embankment and Barn Elms

• C05XD: Small business for boat repairs, Leader Gardens

• C05XE: Leader Gardens• C05XG: Area fronting block of flats in Home Way (Jay House)

• C05XH: Area fronting block of flats in Home Way (Lancaster House)

• C05XK: Area fronting block of flats in Home Way (Huntingford House)

• C05XM: Area fronting block of flats in Home Way (Pearson House)

C05XN: Area fronting block of flats in Commondale• C05XP: Area fronting block of flats in Commondale

• C05XQ: Barnes Common (Barn Elms Sports Field)

• C05XR: Area fronting block of flats in Commondale

2.1.39 The results of the assessment of the draft shortlist sites for the interceptionof the West Putney Storm Relief CSO are summarised in Appendix 5.

C05XQ as the preferred site can be found in the Preferred Scheme Report .

2.1.44 Site C05XQ was considered to be a good-sized, flat site that would allowsafe, efficient working. Importantly, the site is considered suitable from anengineering, planning, environment and property perspective, although itwas considered less suitable from a community perspective because ofthe loss of open space. However, it is recognised that the site is a smallerpart of a much larger area of open space.

2.1.45 The site would offer a separation distance from Leaders Gardens and

adjacent residential properties which, in conjunction with appropriatemitigation measures, would reduce potential impacts of construction noiseand dust on the surrounding community. The established trees alongBeverley Brook would also provide visual screening from the gardens andadjacent properties to reduce the impact on the visual amenity of the area.The temporary loss of public amenity space, relative to the overall size ofthe Barn Elms School Sports Fields, would be less and have a reduced

impact when compared with works in site C0X5E.2.1.46 Vehicle access to site C05XQ was assessed as good as there is potential

for direct access to the strategic road network via a dedicated temporaryhaul road.

2.1.47 The site would allow all works for the drop shaft and interception chamberconstruction to be carried out within the sports field site. This is preferredto the other sites, which would require interception works external to the

community concerns about the loss of public space and the traffic andenvironmental impacts that need to be mitigated.

3.1.2 If the site is confirmed in due course as the selected site, it would – withthe rest of the scheme – be the subject of a statutory EnvironmentalImpact Assessment (EIA) that would identify all environmental concerns,necessary mitigation and conclude on the extent of environmental impactsafter mitigation measures have been taken into account. The decision-maker for the scheme would, when deciding whether or not to grantplanning permission (development consent), take into consideration the

conclusions of the EIA.3.1.3 As mentioned above, we are currently in our first phase of consultation

and will listen and take into consideration all comments made about ourproposals.

3.1.4 If new information emerges which requires us to revisit our assessment ofthe Barn Elms Sports Ground site and/or any other sites, we will do this(and undertake a targeted repeat of the site selection process where

necessary).

3.1.5 We will work very closely with the local boroughs, local residents and otherinterested groups to minimise both the construction and permanent impactof the works.

3.1.6 Further consultation will allow stakeholders, including the public, tocomment on any amendments we have made to the scheme in responseto Phase One consultation.

Appendix 3: Summary of conclusions of Site Suitability Reports (SSRs) for thefinal shortlisted shaft sites at the western section of the main tunnel

4.1 Assessment of shortlisted sites

4.1.1 Seven sites were included on the draft shortlist as potentially suitable foruse as main tunnel drive sites for the construction of the western sectionof the tunnel.

4.1.2 A Site Suitability Report (SSR) was prepared for each of these sites

having regard to engineering, planning, environment, property andcommunity considerations. Sites were assessed by discipline as suitable,less suitable or not suitable. A summary of the conclusions of eachdisciplines assessments is provided below. These recommendations weretaken into account when assessing each site against the engineeringrequirements in order to create the preferred list of main tunnel shaft sites.

4.1.3 The site’s suitability was assessed for a main tunnel drive shaft, anintermediate/reception shaft and a main tunnel drive shaft with CSOinterception. The following is a summary of the conclusions of eachdisciplines assessment.

4.1.4 Engineering: Assessed the site as suitable for use as a main tunnel driveshaft, intermediate/reception shaft and main tunnel drive shaft with CSOinterception. This was predominantly due to the good site size, river

access and good access to the local road network.

4.1.5 Planning: Assessed the site as suitable for all types of shaft. There are aseries of planning designations that are applicable to the site. However, itwas felt that potential impacts or conflicts with policy could be mitigated forand that potential additional disruption of main tunnel drive shaft with CSOconnection could be balanced out by potential for more effective andefficient use of the land via the need for only one site for both construction

and interception works instead of two.4.1.6 Environment: Overall, the site was assessed as suitable for all types of

shaft. The site was considered likely to be suitable from the perspective oftransport, hydrogeology, surface water, built heritage, townscape, floodrisk, noise, air quality and land quality. However, the site is less suitablefrom the perspective of ecology and archaeology.

4.1.9 The site’s suitability was assessed for a double drive main tunnel shaft, amain tunnel drive shaft and an intermediate/reception shaft. The followingis a summary of the conclusions of each disciplines assessment.

4.1.10 Engineering: Assessed the site as suitable for use as a double drive maintunnel shaft, main tunnel drive shaft and intermediate/reception shaft.This was predominantly due to the good site size and the potential forgood river and road access.

4.1.11 Planning: Assessed the site as not suitable for either a double or singledrive main tunnel shaft. The scale of the development and the land-takeassociated with both the double and main shaft sites is considered to betoo great for this sensitive location, which is subject to a number of policydesignations. The site was assessed as less suitable for anintermediate/reception shaft given the reduced scale of constructionactivity and permanent land take.

4.1.12 Environment: Overall, the site was assessed as less suitable for either adouble or single main tunnel shaft or an intermediate/reception shaft. Thesite was considered suitable from the perspectives of transport,archaeology, water resources, flood risk, air quality, noise and land quality.However, the site is less suitable from the perspectives of built heritageand townscape and ecology.

4.1.16 Engineering: Assessed the site as less suitable for use as either a maintunnel drive shaft or an intermediate/reception shaft for a variety ofreasons including the presence of Battersea Power station restricting sitetraffic, potential problems with contaminated land and the presence of

numerous underground structures.

4.1.17 Planning: Assessed the site as less suitable for a main tunnel drive shaftas works would result in significant land-take across the site andsubstantial construction activity, both onsite and in the river. The level ofconstruction activity would reduce the potential to redevelop the site inparallel with other uses, which could cause delay or even hinder thepotential for regeneration. The site was assessed as suitable for an

intermediate/reception shaft as the small site size required for anintermediate shaft site may make it possible to implement regenerationproposals alongside the use of the site for the Thames Tunnel Project.

4.1.18 Environment: Overall, the site was assessed as suitable for either a maintunnel drive shaft or an intermediate/reception shaft. The site wasconsidered suitable from the perspectives of transport, archaeology, waterresources, flood risk, air quality and noise. However, the site is

the river frontage length is insufficient to accommodate the necessary jetties, potential problems with contaminated land and the presence ofnumerous underground structures.

and potential for wharfage/jetty facilities.4.1.35 Planning: Assessed the site as suitable for use as a split main tunnel

drive shaft with two CSO interceptions. With appropriate mitigationmeasures, the designations applicable to the site are unlikely to beunacceptably impacted upon. Consideration also needs to be given toany necessary mitigation measures that would protect the amenity of localresidents from noise, dust and site activity, and the potential to relocate

the existing houseboats moored on site.4.1.36 Environment: Overall, the site was assessed as suitable for use as a split

main shaft with interception of two CSOs. The site was consideredsuitable from the perspectives of transport, archaeology, built heritage andtownscape, surface water, air quality and noise. 4.1.40 Engineering: Assessed the site as less suitable for use as either a maintunnel drive shaft or an intermediate/reception shaft. This waspredominantly because of the high level of demolition required and thesite’s location in relation to the river would require the main tunnel to

deviate significantly from the centre line of the river.4.1.41 Planning: Assessed the site as less suitable for use as a main tunnel

drive shaft due to potential impact on the amenity of neighbouringresidential property and the impact of proposed conveyors over Nine ElmsLane. The site was assessed as suitable for an intermediate/receptionshaft due to the likelihood that the reduced scope of work lead to fewerimpacts.

to the sue of the site and diversion of this

path could affect community cohesion.Putney Lower Common islocated to thenorth and southwest of the site acrossa

road. Putney Hospital isvery close, located

opposite to the west of site, but hospital isnot in use so further investigation is

needed to determine any potential issues.

There isalso a pub located around 40mopposite from the most southern point of

the site which could provide an important

social facility for sectionsof thecommunity, although thisis separated from

the site by open space and a road.

There issome commercial use opposite

the site, asthe area isnot heavilycommercial there isunlikely to be a

significant impact on the local economy.

There isopen space on-site which may be

used for exercise and relaxation. The siteisalso close to Putney Lower Common and

Putney Hospital, both of which may beaffected by the use of the site and may

impact upon health and well-being.

Young people from nearby primary and

nursery schoolsmay be affected, howevergiven the distance of the schoolsfrom the

site, any potential impact islimited.

Advantages:Thisis a large open space and isl ikely

to have some areasless widely used than others, so

there ispotential for use as a CSO site on part of the

open space. Young people from nearby schoolsareunlikely to be negatively impacted due to the open

space, road and residential dwellingsproviding abuffer from the site.

Disadvantages:There may be some impact on the

dense residential terraced housesand flatst o the

east of site. The loss of some open space/common

land plusproximity to the public house may havesome affect on community cohesion and health and

well-being.

Recommendation:Due to the large combination of

sensitive receptorsin proximity this site islesssuitable from a community point of view.
