Barbara Harrell-Bonds Quote on Repatriation of Rwandan Refugees Speaking in Kigali with a minister in the newly-appointed Tutsi-led government of Rwanda in 1995, I asked him why the government was so anxious for all those Rwandans still in exile to repatriate. He said, You can never trust a refugee. I replied ironically, I guess you should know. Barbara Harrell-Bond’s Quoteon Repatriation of Rwandan Refugees
