Introduction

This guide documents Release 8.3 of the Banner Financial Aid System. This is a cumulative release that also includes enhancements, regulatory updates, RPEs, and problem resolutions delivered with the 8.2.1 release in October 2008. This guide provides detailed information about the 8.3 release only. For documentation regarding the 8.2.1 release, please refer to the Banner Financial Aid 8.2.1 Release Guide (finaid80201rg.pdf).

WarningBefore this release is applied, you must create a ROAINST record for the 2009-2010 award year. See the 2009-2010 New Aid Year Checklist for more information about the setup needed for a new award year.

NoteNEW INFORMATION: Any release hints, suggestions, or corrections to this release guide that come up subsequent to the posting of this release will be documented in the, What are helpful hints and suggestions for using Banner Financial Aid 8.3?, Solution/FAQ #1-4FS4OP, and made available through the Customer Support Center (https://connect.sungardhe.com/customer_support). It is recommended that you refer to this document periodically under Solutions/FAQs (#1-4FS4OP) as you use the new release functionality.

The following updates are included in this release.

Electronic Data Exchange (EDE) Processing

The data provided by the Department of Education changes annually in content and format. This release provides you with the modifications needed for 2009-2010 processing. These changes are based on the 2009-2010 EDE Technical Reference record layouts.

NoteThis release is delivered with Early Decision INAS and an estimated Pell schedule. Final INAS and the Final Pell schedule will be delivered in subsequent releases. They are expected to become available in February 2009.

ISIR Print Changes

For 2009-2010, Banner Financial Aid will continue to print the Institutional Student Information Record (ISIR) in a format similar to that provided by EDE. The 2009-2010 EDE Technical Reference was used to identify necessary changes and modifications to the ISIR print layout for this release.

Transfer Student Monitoring/Financial Aid History (TSM/FAH)

Changes to the Transfer Student Monitoring/Financial Aid History processes and batch file layouts affect both 2008-2009 and 2009-2010 Financial Aid processing. Changes to

the Batch File layouts have been made to incorporate the new fields which are part of CPS, NSLDS, and COD processing.

User-Defined Logging

Banner Financial Aid’s user-defined table logging functionality was first introduced with the Early Decision Release in 2003. This release completes the enhancement to the new logging functionality. The purpose of this enhancement was to standardize logging in Banner Financial Aid and to break the ties between logging and corrections.

Campus Loan Manager (CLM) Enhancement

The length of several fields that are extracted by the RPBMLID process and uploaded to the CLM product were increased. In addition, the CLM field for e-mail is populated from GOREMAL using an e-mail hierarchy.

Problem Resolutions

Problem resolutions are summarized by object at the end of the release guide. You can find detailed information for each problem resolution in a separate.txt file. The file for this release is named finaid80300resolutions.txt.

1 2009-2010 EDE Processing - Functional

Financial Aid offices use the Electronic Data Exchange (EDE) to receive financial aid applicant data from the Department of Education. The data received from the EDE is used in the Federal Need Analysis calculation, which helps determine a student’s eligibility for financial aid.

The data provided by the Department of Education changes annually in content and format. This release provides you with the modifications needed for 2009-2010 processing. These changes are based on the 2009-2010 Draft EDE Technical Reference record layouts.

Warning2009-2010 FM calculations are not official until the final FM calculations are delivered with INAS in February 2009.

New ISIR Fields

Many new fields were added to the ISIR record layout, which caused the renumbering of fields and an increase in the file size from 3175 bytes to 3700.

The following is a summary of the changes to the ISIR layout. Field numbers refer to the new 2009-2010 ISIR layout.

This is the 2009-2010 version of the Applicant Override Form.

In addition to the updates listed above, the references to Worksheet C were changed to Additional Financial Information on the EDE Correction overrides window.

WarningWhen an assumption override is checked on RNAOV10, this will now update the corresponding field on RNIMS10 (contained on RCRAPP3). Need analysis can then be run so that it reflects the assumption override. Changes will still need to be sent to CPS in order for the EFC to match CPS records.

The assumption override information will not be retained on RNAOV10. If you need to view the original data sent from CPS for that transaction, you can view the ISIR data. This functionality update has also been made to RNAOV09.

2009-2010 Need Analysis Processing (RNAPR10)

RNAPR10 has been redesigned to remove the Worksheet A, B, and C totals and add new fields for Additional Financial Information and Untaxed Income.

2009-2010 Electronic Data Exchange Menu (*RESEDE10)

The 2009-2010 Electronic Data Exchange Menu (*RESEDE10) was added to the Electronic Data Exchange Menu (*RESEDE), so that you have access to the forms required for 2009-2010 EDE Processing.

New Processes

The following new processes were created for 2009-2010 EDE processing.

Financial Aid Data Load – Part 1 (RCBTP10)

RCBTP10 was created based upon RCBTP09. The new version was updated for 2009-2010 processing. This included adding new fields and modifying existing fields based upon the 2009-2010 ISIR record layout.

2009-2010 ISIR Corrections/ Request Process (REBCD10)

REBCD10 was created based upon REBCD09. The new version was updated for 2009-2010 processing. The correction file created by REBCD10 is CORR10IN_seqno.dat.

New for 2009-2010, REBCD10 will report changes to the parent e-mail address in the same way that it reports the student e-mail address changes.

2009-2010 Correction Error Report (RERCE10)

RERCE10 was created based upon RERCE09. The new version was updated for 2009-2010 processing.

Modified Processes and Reports

The following processes and reports were updated for 2009-2010 EDE processing.

Copy FM to IM Process (rcfmtoim.sql)

The Copy FM to IM process was updated to include the new FM fields that were added for 2009-2010.

You can use this process to create new IM records for students who do not yet have one for the award year. The new IM records are based on your current FM data.

Copy IM to FM Process (RCPIMFM)

The Copy IM to FM process was updated to copy the new, IM-unique fields to the current FM record. This process is part of Data Load Part 3 (RCRTP10), however, you can run it if you create a manual FM or IM record. The process merges all unique IM fields from the IM record into the current FM record, so they may be used in rules processing.

WarningOnce an FM record is loaded into the system, it automatically becomes the current record. The IM record becomes the non-current record. Rules look only at the current record when being applied to a population. Therefore, if unique IM data is to be used in rules, this data must be copied to the current FM record.

2009-2010 FA Data Load Part 3 (RCRTP10)

RCRTP10 was created as part of the Early Decision Release. Modifications were made to load the new fields in the ISIR record to the permanent tables.

NoteParameter 13 (Load VA Data to Resource Table) was removed from processing. The veteran’s number of months and monthly amount are no longer reported on the FAFSA.

The Need Analysis Discrepancy Report and the NSLDS Discrepancy Report were modified to incorporate the new fields in the ISIR record.

Need Analysis Logging Process (RLRLOGG)

RLRLOGG was modified to allow for the logging of the new ISIR fields and to correctly log the reject overrides.

Verification Discrepancy Report (RNRVRFY)

RNRVRFY was modified to remove the processing of Worksheets A, B, and C for aid year 2009-2010 and replace it with processing of the new ISIR fields.

VA Benefits on FAFSA Report (RPRVABN)

RPRVABN was modified to remove the Veteran’s Number of Months and Veteran’s Monthly Amount from the report. These fields were replaced with Receiving Veterans Benefits and Type of Veterans Benefits. These changes are effective for 2009-2010 and beyond.

Exit Interview Requirements (RRREXIT)

RRREXIT was modified to add the TEACH NSLDS aggregate totals to the report.

2 2009–2010 ISIR Print - Functional

For 2009-2010, Banner Financial Aid will continue to print the Institutional Student Information Record (ISIR) in a format similar to that provided by EDE. The 2009-2010 EDE Technical Reference was used to identify necessary changes and modifications to the ISIR print layout for this release.

New Process

The ISIR Print Process (RERISxx) was created for 2009-2010 processing.

2009–2010 ISIR Print Process (RERIS10)

This process was created to print ISIRs for the 2009–2010 award year. It is a copy of the 2008–2009 ISIR Print Process (RERIS09) with year-specific changes made for 2009–2010. Changes have been made to the 2009–2010 ISIR layout based upon the changes made to the FAFSA.

New and Modified ISIR Fields

For the detailed information on all ISIR changes and a sample ISIR layout, refer to the 2009-2010 EDE Technical Reference. Field position and position changes are detailed in the 2009-2010 EDE Processing - Technical section of this release guide.

Updated Comment Codes for 2009–2010

Changes to the comment codes and text for the 2009-2010 award year are included with this release. Refer to the 2009-2010 ISIR Print - Technical section for a listing of the specific comment codes that were added and modified as part of this release. All comment codes can be found in the 2009-2010 ISIR Comment Code Validation Table (RTVICMT).

Some of the more significant changes to the comment code text include:

• Updated all comments that reference question 22 (“do you want Selective Service to register you”) to reflect the FAFSA response format change.

• Updated the link name in comment 104.

• Deleted all comment codes that reference Worksheet A, which was deleted from the FAFSA.

• Updated phone numbers in comments 200, 206, and 221.

• Deleted comment 282, which was used to notify applicants who did not use FAFSA on the Web, and therefore did not have an opportunity to answer the TEACH Grant question.

Correction and Highlight Flags

Positions for the correction and highlight flags have increased from 150 to 195 bytes for the 2009-2010 award year.

Correction Flags on the ISIR indicate changes to FAFSA data processed by the CPS. If a field was corrected on the current transaction, the correction flag will contain a value of 1. On the ISIR, a pound sign (#) will be printed to the right of the field variable that was corrected.

If a field was corrected on a previous transaction, the correction flag will contain a value of 2. On the ISIR an ampersand (&) will be printed to the right of the field variable that was corrected.

All other correction flag fields will have a value of 0 and no additional indicator printed on the ISIR.

Highlight Flags on the ISIR indicate data highlighted in bold face on the SAR, based on FAFSA data processed by the CPS. Any field containing a highlight flag will have a value of 1. The letter, h, will be printed to the left of the field title to show that the field was highlighted.

If the field is both highlighted and assumed, an asterisk (*) will print to the left of the field title.

All other highlight flag fields have a value of 0.

Assumed Values

For 2009-2010, the ISIR field positions have not changed for the existing assumptions. There are no new assumptions, however, two assumptions reference new column names.

WarningValues reflect suppositions the Central Processing System (CPS) has made in determining the applicant’s Expected Family Contribution (EFC). CPS makes assumptions when the applicant does not report certain information that is necessary for the EFC calculation or when the applicant reports inconsistent information. Some unreported information will result in a rejected transaction rather than assumptions. CPS uses the assumed value when calculating the EFC.

On the ISIR, an asterisk (*) will be printed to the left of the field title to indicate that the CPS made an assumption and the assumed value must print in place of the reported value.

3 Transfer Student Monitoring/Financial Aid History (TSM/FAH) - Functional

Changes to the Transfer Student Monitoring/Financial Aid History processes and batch file layouts affect both 2008-2009 and 2009-2010 Financial Aid processing. Changes to the Batch File layouts have been made to incorporate the new fields which are part of CPS, NSLDS, and COD processing. The file lengths have been changed for all record types as well as the Header and Trailer records to accommodate the new TEACH fields. In addition to the record length changes, all Record Types except Type 2 – Name History Record, had changes. These changes are outlined under the Modified Processes/Reports - Transfer Monitoring Import Process (RNRTMNI) section below.

Modified Forms

Since changes to the Transfer Student Monitoring and Financial Aid History batch file layout affect both the 2008-2009 aid year and the 2009-2010 aid year, changes were made to the RNASL09 version and the RNASL10 version of the Student Loan Data.

4 User-Defined Logging - Functional

Banner Financial Aid’s user-defined table logging functionality was first introduced with the Early Decision Release in 2003. This release completes the enhancement to the new logging functionality. The purpose of this enhancement was to standardize logging in Banner Financial Aid and to break the ties between logging and corrections.

Previously, entries to the Audit Log Table (ROBALOG) were used as audit log entries, as well as input to the ISIR Corr/Request Process (REBCDxx), the EL Change Transaction Extract (RPRELCT), and other correction processes. The new logging functionality separates the logging process from all other processes. It will log data regardless of the method used to maintain the data.

NoteImplementation of the new logging functionality does not change existing corrections processing.

In order to implement user-defined logging, database table triggers, which update the logging, Activity Date and User ID, were added.

Set Up User-Defined Logging

This new method of logging allows you to choose the Banner Financial Aid tables and columns you wish to log, and which actions to log. You make these selections through the Logging Control Form (ROALOGC).

5 Campus Loan Manager (CLM) Enhancement - Functional

Campus Loan Manager (CLM) is a comprehensive system that performs tracking, accounting, reporting, and billing for institutional loans. CLM is a separate SunGard Higher Education product, not included with Banner® Financial Aid or SunGard Higher Education Plus®. Banner Financial Aid users must license CLM separately.

With the Banner 8.0 release, changes were made to expand the length of several fields extracted by the RPBLMID process to be uploaded to CLM. The increased lengths were not incorporated into the RPBLMID process at that time. With this release, the full length of the 8.0 expanded fields are now included in the process. In addition, the CLM field for e-mail will now be populated from GOREMAL using an e-mail preference hierarchy.


The title of the RPBLMID process was changed to the CLM Disbursement Feed process. The name, CLM, replaced the name, LMS, where it was mentioned in the description of the report and its parameters. Additionally, the record numbers in the file and the output document were updated from a 500 series to a 600 series. For example, 501 records were changed to 601.
