29th ANNUAL REPORTComrades, I, on behalf of myself and the entire executive committee of the Association, have great honour and privilege to extend a warm and hearty welcome to all members at this 29th Annual General Meeting of our Association. I would like to present the Annual report covering various developments during the year 2018-19.

1. Economic and Banking Developments:Over the last one year, global economy slowed down, major factors being a trade war, higher tariffs of US on Chinese imports, and US restrictions against Iran. Indian economy is facing a serious downturn, due to uncertainties in external trade, slackening of domestic manufacturing sector, low consumer demand and stagnant investment. RBI is continuing its accommodative monetary policy with multiple reductions in Repo rate. This year we are celebrating 50th Year of nationalisation of Banks, when 14 major Banks were nationalised in 1969 and 8 more Banks in 1980. As a result, Banks started services in rural areas and offered agricultural advances and small loans without commercial considerations. Now the present Government has initiated merger of public Banks to manage the capital more efficiently, with a view to enhance the fragmented lending capacity. In the first round, all the subsidiaries of SBI were merged with State Bank of India and in the second round 3 major public banks were merged as Bank of Baroda.

Government, during August 2019, in the third round, consolidated 27 Public Sector Banks to form 12 state run strong Banks. Our Bank was selected as stand alone, continue to operate as before, with business of 9.03 lakh crores ranking sixth in strong merged Banks and ranking first in stand alone Banks.

2. Last Annual General Meeting: Our 28th Annual General Meeting was held on 16th December, 2018, at Shardashram Vidyamandir, Dadar. The meeting was a grand success as 259 members attended. President Mr. Frederick Martis presided over the meeting. General Manager (H.R.) Mr. Mrityunjay Gupta was Chief Guest. We honoured him as he was retiring soon. Incoming General Manger Mr. I C Mishra was also felicitated. Mr. S C Jain, the General Secretary of our Federation and General Secretary of All India Bank Retirees’ Federation was invited for his valuable guidance.President Mr. Martis welcomed the members and guests present in the meeting. He appreciated the cooperation extended by all the members as well as Executive Committee Members for their active participation. He then honoured the chief guest and other dignitories on stage by presenting a memento and thanked them for carving out valuable time from their busy schedule to attend the meeting and sharing information on improved facilities. The photo coverage of the meeting was done by Mr. Arun Thanawala.We honoured Mrs. Ujjwala Rane, Mr. James Pereira & Mr Bhaskar Bhave, for their achievements in different fields. The guidance of Mr. Mukund S. Satpute, Ex. Chief Manager, HO (IR), was also appreciated for Group Medical Insurance Scheme of IBA.

In keeping with our tradition to felicitate our senior members completing 75 years of age, as a mark of respect and honour, during last AGM, we felicitated 54 members. We presented them with a certificate, a shawl and a rose flower. We appreciate the good gesture of Mr. Khanti Doshi, our E.C. Member, in shouldering entire expenses of felicitation.

You will observe the aggressive upward trend in membership year after year, which is fruitful result of the efforts made by the present Executive Committee members and the teams of activists at Mumbai, Pune, Nagpur and other places. We send introduction letters and membership forms to the retirees, giving background of our activities, achievements in last 28 years, with a request to join us as Life Member of our Organisation. We have sent letters to our old colleagues and they responded positively and joined us. We are approaching the target of 5000 membership.

One E. C. meeting held at Kelve - Safale was sponsored and arranged by Mr. Khanti Doshi. All the E.C. Members participated actively and fruitful discussions took place.

D. Organising Committee:We have since reviewed and extended our organising committee to eight members selected from the team of Activists, who take interest in affairs of our Association and support the committee. We selectively and alternatively call these Members to attend E.C. Meetings as observers and train them for future.

E. Dialogue with Members:Membership of our unit is spread all over the states of Maharashtra and Goa. We therefore regularly arranged meetings at different centres like Pune, Nagpur, and Nashik with the help of local activists. A good number of retirees are attending such meetings. We interact with them on their issues, suggestions, and take appropriate action.We were successful in apprising the members about the latest developments at unit level, also at AIBRF level and issues affecting banking industry & retirees. Our committee members also lead regular monthly meetings at local level. Pune is on forefront for consistently arranging meetings on first Friday of every month, for last eighteen years, with the average attendance of 70 members.Generally, our Bank’s management makes available the hall or rooms in central area of city. Whenever such arrangement is not possible, private hall / room is taken on rent. These meetings solve the local problems, over and above the members get knowledge of current topics.

Publishing Booklet in Meeting at Pune Meeting at Thane

Our members at Thane are conducting monthly meetings on last Saturday of the month for last two years. At Dombivali, such meetings are conducted for last 5 years. Periodic meetings are also arranged at Nashik and Nagpur.Executive committee members and office bearers also intermittently visit such meetings to apprise the current developments and boost the interest of local members in Association activities. We have plans to arrange meetings at centres like Dadar, Andheri, Borivali, Mulund, Navi Mumbai Ratnagiri, Raigad, Sawantwadi and Panaji. In Western Maharashtra we intend to cover Satara, Sangli and Karad.F. All-India Participation:We have been relentlessly working towards fulfilment of the retirees’ demands for last twenty eight years. Presently our office bearers are doing commendable service not only at local level but also at national level at Federation and A.I.B.R.F. We have good opportunity to meet Bank executives of Head Office. We receive full support and cooperation in resolving many issues

G. Financial Strength:Our primary earnings are by way of life membership fee of Rs. 1,250 per member, 75% of which is invested in our Bank’s Term Deposits. Interest is not sufficient to cover our yearly expenses. We therefore generally appeal to our members to contribute for specific purpose like Premises Fund, struggle fund for legal expenses. Recently we appeal to those members who received good amount of arrears for DA difference. We received B12.92 lakh. This is a classic example of gratitude towards the Association. This type of members’ response, encourages the executive committee to move aggressively to achieve assigned task.

H. Relationship Bonding:Association, during last 29 years, published booklets for different subjects, Mainly Members Directory, Facilities to Retiree. Recently we have published a very informative booklet in English and Marathi for the spouse of the retirees titled “Effects After” (efveJe=Êeeb®³ee efveJele&veeveblej) mainly explaining how the claims to be made by the surviving spouse for all facilities along with respective forms and circulars. The interested members are requested to contact any of our Executive committee Member for a copy till the stock lasts. We are planning to come out with a directory of more than 5000 members, which will enable our members to contact and continue the golden thread relationship amongst all of us.

I. Health Management:As usual the Group Medical Insurance Policy for Retirees was renewed effective from 1st November, 2018. This year our Bank gave opportunity to all those who were left over to avail this facility, unlike some Banks only allowed renewals to existing policy holders. We suggested our members to opt for non-Domiciliary policy with Super Top-Up policy at concessional premium. We had, as usual, arranged meeting at Dadar, a central place for all members, to educate about all details and advantages to opt for policy in spite of the premium appearing high.Further for necessary guidance, information about hospitalisation, assistance for submission / settlement of medical claims please contact any of the committee Member. Please refer a note on Page-13, for detailed guidelines.

J. Financial Assistance-REMAS:Retired Employee Medical Assitance Scheme (REMAS) is an unique scheme of welfare of the retirees mainely, assitance for medical expenses. The Scheme is in operation only in Bank of India. The funds are collected from the retirees at the time of membership and are supplemented by allocation from Bank’s Welfare Fund. The members get benefit up to the extent of B 1.50 Lakh during their life-time. Every member can opt reimbursement of either hospitalisation bills or medical insurance premium. Option once exercised can not be changed at any later stage. Under hospitalisation scheme, bills for treatment taken in hospital are reimbursed and every year domicialiary expenses of B 3,000 p.a. are credited to their Pension Accounts. From this financial year onwards such amount will be credited in the month of February.

The reimbursement of insurance premium is restricted to amount actually paid or maximum B 10,000 (B 5000 per person). If spouse is gainfully employed, then he / she is not entitled till their employment exists.The amout is credited directly to the pension account in case of those who subscribe for UIIC group medical policy. All others have to claim with Terminal Benefit Department, submitting relative form through pension paying branch.We have observed that some members of the Scheme have still not exercised any option, hence they are not availing the benefits. If an employee is contributing for the medical insurance premium, he has to first apply through the branch. We have with us a list of such members of REMAS, who have not exercised any option and therefore those members are requested to check particulars with General Secretary or any Executive Committee Member.The REMAS members who have submitted small bills for hospitalisation in the initial years, when medical insurance was not available, are deprived of the benefit of reimbursement of B 10,000 p. a. inspite of paying premium for medical insurance. We, at association level have taken up this matter with the management requesting to offer second option to these members.

K. Life Certificate :All the pensioners have to submit Life Certificate every year in month of November. The pensioner has to visit personally and sign in the presence of concerned officer at Pension Paying Branch. We have observed that large number of pensioners are not seriously following the system resulting in discontinuation of pension. Members should note to submit life certificate within prescribed time limit.

L. Digital Developments:We have decided to regularly update our website ‘www.boira.org’ where members can browse for latest information, current topics and developments for the activities and facilities available.We appeal to our members to take the advantage of our efforts.

4. Our Bank’s Federation (FOBOIRA) : The Federation of Bank of India Retirees’ Associations (FOBOIRA) came into existence in 1998 and is successfully assisting about 14000 retirees from 15 units of 11 states for last 20 years. Our unit is the largest unit, with around 5000 members, among the units of Federation. The last Executive Committee Meeting of the Federation was held at Hyderabad on 16th September, 2019.

Redresal of Grievances of MembersAs per IBA guidelines, Bank to set up a cell at Head Office to settle the issues of retirees and hold periodic meetings,

at least once in every half year, and discuss major problems across the table, with retirees representatives.

Our Bank was the first to formulate such cell at Head Office, H.R. Dept., Mumbai Our Association discusses various issues with the cell and have successfully solve the majority of the problems. Our Federation President Mr. Frederick Martis and General Secretary Mr. S. C. Jain, along with General Secretary of Maharashtra unit, Mr. Sharad Hardikar attend the meetings with the senior management of Head Office periodically. We also receive a record note of such meetings for effective follow up. We appreciate the steps taken by the Bank management for attending important issues of retirees.

5. United Efforts for Common Cause:ALL INDIA BANK RETIREES’ FEDERATION (AIBRF) :AIBRF is 25 years old organisation, registered under Labour Law and one of the largest organisation, a national level apex body of bank retirees. The total membership of AIBRF is approximately 1,95,000 retirees from 44 affiliate Units. Our Federation is affiliated to AIBRF. Recently AIBRF has successfully conducted the 5th Triennial National Conference on 1st March, 2019 at New Delhi, celebrating Silver Jubilee year. The Bank Retirees movement is now geared up and moving from strength to strength. Retirees now have greater realisation of the fact that only organised efforts can address the long pending issues.

State committee of AIBRF - Maharashtra:AIBRF, with a view to communicate at grass root level members have extended organisational hand as State level body consisting of various regional level representatives of all Banks. Our Unit has nominated ten representatives for various posts and they are actively participating. Recently one such meeting was arranged by the All Bank retirees of Nasik, Jalgaon & Dhule districts.Meeting was held at Nasik on 30 July, 2019 , addressed by AIBRF President Mr. S. M. Deshpande. Our unit E.C. member, Mr. Nitin Chaubal, nominated as Organising Secretary on State Committee was convener.

6. Major Achievements:

Arrears on account of D. A.1616-1684 Index: As per Supreme Court judgement for those, who retired between 1.4.1998 to 30.4.2005, arrears with interest was paid with retrospective effect.

Second Option of Pension to Compulsorily Retired Employees.

7. Our DEMANDS:

Updation of Basic PensionThe basic pension of retirees since 1995 has not been revised which is really a concern for seniors. In case of Government & RBI retirees, their pension is updated along with each revision of salary of working staff. Updation of basic pension is prime necessity for retirees, even though the D.A. part is linked with index slabs.

Improvement in Family Pension While the Family pension of Government and RBI consists of 30% of basic pension of employee, our family pensioners derive only 15%. We demand parity with RBI & Government employees.

Group Medical Insurance PremiumIBA introduced most important facility of health insurance to Retirees. However the premium initially was low in 2015, but subsequently increased manifold making it unaffordable to retirees against the limited income of monthly pension.As a welfare activity, banks should consider reduction in premium and / or reimbursement of Full/Partial amount of premium

8. Other Issue: 100% DA NeutralizationThere is anomaly for PreNovember 2002 Retirees in calculation of D.A. AIBRF filed intervention petition with limited purpose to draw attention that 100% DA affected not only from United Bank of India, the petitioner, but from all other banks and the favourable judgement, benefit should be extended to all. The decision of court was not favourable. AIBRF states that losing the case was tough to digest, but we are committed to continue to take all possible organisational efforts to overcome this anomaly.

Second Option for pension to Resigned EmployeesIt was the ultimate goal of Association leaders that 100% retirees should become pensioners. Only small percentage of resigned employees have yet to come under the umbrella.

Dialogue with Retirees RepresentativesRetirees Associations do not have a direct role by participation in settlement talks, in spite of a joint organisation of all bank retirees on a single platform. 9. Action Programs:AIBRF during the 5th National Conference at Delhi gave direction for appropriate action at the organisational level to achieve our legitimate demands and to persue these demands forcefully, in May 2019 , prepared a strategy and planned to fight jointly with CBPRO and a meeting was arranged with AIBEA and UFBU for their support.The Agitation initiated by AIBRF, demanding for immediate settlement of the issues were on peak with high intensity and active participation by the bank retirees all over the country. Dharna, Rally, Meetings were held at almost all major cities in the country with large participation by the retirees and support from the MPs, MLAs, Trade Union leaders and the general public at large.It is quite unfortunate that the Government and IBA are turning blind eye on the demands of the retirees for a dignified retired life after serving for decades with dedication and commitment for the growth and strength of the financial edifice of the country.

Comrades, we have waited enough. As elders we have been throughout pleading and requesting hoping that our sentiments will be well appreciated, respected and accepted . The time has come to give the biggest push ever possible to all our efforts to achieve our reasonable and justified demands. We call upon our Comrades to participate in all Action Programs in full strength and with firm determination and March Forward and make the struggle a thundering SUCCESS

10. We Admire: Mr. Satish Marathe, our ex colleagues was participating in various organisations with national vision

of upliftment of masses. In Sanskar Bharati he appeared on national front and then he never looked back. He successfully ventured as General Manager in Co-op Bank and then as Chairman and finally as Director on Reserve Bank of India Board.

Mr. Raghuvir Joshi, our Organising Committee Member from Nagpur is a genius stage performer of old days. He had directed a full three part Drama where all banks employees participated. He is recipient of a series of trophies and prizes for acting. We appreciate his talent for stage performance in Nagpur.

Mr. Ramesh Bhave, who was one of the convenors of VRS 2000 retirees GROUP and conducted two meetings at Borivali and Thane for guidance to all. The group managing these activities have voluntarily collected the amount and kept in Bank account. After span of 18 years the fund of Rs. 39000/-, with concurrence of all convenors, after watching activities of Association and the executive committee members’ helping attitude, was transferred to our bank account. We acknowledge with thanks the amount and appreciate their gesture.

Our member Mrs. Anjali Kulkarni is a writer and poet and some of her books are published. The latest one “Constituetion of India” is published by “Sakal”, a renowned publisher group at Pune.

Mrs. Vasudha Chavan our member from Pune is originially a classical singer and a stage artist. After retirement, she diversified her interest in outdoor sport, running. She has participated several times in Half Marathon at Pune and nearby places. Recently, she successfully completed Half Marathon at Ladakh, 15,000 ft. above sea level.

11. Obituary: During the last year the world has lost several political leaders, celebrities, sports persons and other prominent personalities. We have also lost leaders who actively participated in retirees’ movement and also in trade union activities. Many of our primary members, their family members have left this world for heavenly abode. It is also pertinent to mark the victims of Pulwama attack and recent flood victims of Maharashtra and other States.We pray to the almighty to give the departed souls everlasting peace and convey our profound condolences for giving courage to their bereaved family to bear the loss.

12. We Appreciate: Our mother institution, Bank of India, it’s management, executives, officials & other staff for their

active support to our services, bilateral meetings and prompt redressal of our issues. Management of Andheri West Branch, Large Corporate Branch-Andheri, Shanipar Branch, Pune for

permitting to use the premises for holding the meetings. General Secretary of our Federation and General Secretary & President of AIBRF, for the guidance

extended to our unit from time to time. Our E.C. Member Mr. Khanti Doshi for his active participation and financial support for felicitation of

the veterans. Management of Sharadashram Vidyamandir, Dadar, Mumbai for allowing to hold our various meetings

on their premises and their decorators / caterers for their professional services. Media and press personnel from various centres. All others who are supporting the association directly or indirectly in various activities. All members for their prompt response to our calls for holding demonstrations & for financial support

to the association by way of contributions . State Committee Maharashtra AIBRF & Retirees’ Associations of other Banks.Finally, on behalf of the entire Executive Committee, I thank all the members who have assembled today in large number. I once again wish you and your family members a very happy, prosperous and healthy life.
