1 Bangladesh: College Education Development Project (P154577, Cr. 5841-BD) 2 nd Implementation Support Review July 2-11, 2017 Aide Memoire I. INTRODUCTION 1. During July 2-11, 2017, a Bank Team 1 carried out an Implementation Support Review of the College Education Development Project (CEDP). This Aide Memoire (AM) summarizes the findings on the status of the project implementation, recommendations and agreements reached with the relevant agencies to take corrective measures and/or to expedite implementation. The AM was discussed: (i) at a pre-wrap-up meeting on July10, 2017 chaired by Prof. Harun-or-Rashid, Vice-Chancellor, NU; and (ii) at a wrap-up meeting on July 11, 2017 chaired by Mr. Sohorab Hossain, Secretary, Division of Secondary and Higher Education, Ministry of Education (MoE). Progress toward PDO: The Project Development Objectives (PDOs) are to strengthen the strategic planning and management capacity of the college education subsector and to improve the teaching and learning environment of participating colleges. Progress towards achievement of PDO has been Satisfactory based on the progress to date. 3. The PDO level indicator: Two Key Performance Indicator (KPI) have been achieved: (i) KPI 2: A total of 2,553 government college teacher vacant posts have been filled against the Year 1 target of 900; and (ii) KPI 3: Ministry of Education (MOE) has completed a needs assessment for teachers and managers training. The remaining KPIs are on track. The updated Results Framework is in Annex 1. 4. Overall Implementation Status: The implementation progress is rated Moderately Satisfactory. I. INTRODUCTION

1. During July 2-11, 2017, a Bank Team1 carried out an Implementation Support Review of the

College Education Development Project (CEDP). This Aide Memoire (AM) summarizes the findings

on the status of the project implementation, recommendations and agreements reached with the relevant

agencies to take corrective measures and/or to expedite implementation. The AM was discussed: (i) at

a pre-wrap-up meeting on July10, 2017 chaired by Prof. Harun-or-Rashid, Vice-Chancellor, NU; and

(ii) at a wrap-up meeting on July 11, 2017 chaired by Mr. Sohorab Hossain, Secretary, Division of

II. OVERALL STATUS AND KEY PROJECT DATA

U=Unsatisfactory; HU=Highly Unsatisfactory; NA=Not Applicable; NR=Not Rated.

2. Progress toward PDO: The Project Development Objectives (PDOs) are to strengthen the

strategic planning and management capacity of the college education subsector and to improve the

teaching and learning environment of participating colleges. Progress towards achievement of PDO

has been Satisfactory based on the progress to date.

100 principals; and (iv) submission of evidences for the first set of DLI achievement. However, some

key actions agreed during the last mission related to the development of National Strategic Plan, staffing

of Project Management Unit (PMU), and implementation of IDG is yet to be completed.

5. The total project cost is US$130 million (IDA: US$100 million, and GoB: US$30 million). The

expected disbursement for FY18 would be US$18 million, including US$16 million from DLI and

US$2 million from the Special Account.

6. Achievements of Disbursement-Linked Indicators: The total DLI amount is US$90 million.

In Year 1, DLI value of US$22 million equivalent was achieved and US$20 million was disbursement

by June 30, 2017 based on the agreed amount in the Financing Agreement (Annex 2). The remaining

US$2 million will roll over to the next trench of DLI disbursement.

III. COMPONENT WISE PROGRESS AND NEXT STEPS

Component 1 – Strengthening Strategic Planning and Management Capacity

7. Subcomponent 1.1: Development of a Strategic Plan for the College Subsector: The National

Strategic Planning Committee (NSPC) and six expert groups have been formed by the SHED, Ministry

of Education.

8. Subcomponent 1.2: Improvement of the Teacher Management System: The key progress

made under this subcomponent include: (i) the MoE has filled in 2,553 lecturer posts under the 33rd,

34th and 35th Bangladesh Civil Service (BCS) recruitment phases as of June 2017. Based on the request

of MoE, the Ministry of Public Administration (MoPA) has sent requisitions to Public Service

Commission (PSC) for recruiting 898 lecturers under 36th BCS and 761 lecturers under 37th BCS to fill

the vacant post of government colleges2; (ii) the Government has amended the Non-government

Teacher Registration and Certification Authority (NTRCA) rules for reforming the teacher recruitment

in non-government colleges, which has been published in the Bangladesh Gazette; and (iii) the MoE

has established a committee which is reviewing the NTRCA rules.

Component 2 – Improving Teaching and Learning Environment in Participating Colleges

9. Subcomponent 2.1: Improving Teaching-Learning Environment in Colleges: The IDG

Operations Manual has been prepared.

10. Subcomponent 2.2: Strengthening Teaching and Management Capacity in Colleges: The key

progress under this subcomponent includes: (i) a Training Needs Analysis for teachers and managers

has been completed; (ii) a list of 300 master trainers and 100 Principals has been prepared; and (iii)

Teacher Training Manual has been prepared.

Component 3 - Project Management, Communication, and Monitoring and Evaluation

11. Subcomponent 3.1: Project Management and Communication: The key progress under this

subcomponent include: (i) seventeen staff out of 53 positions of the PMU (33 staff and 20 consultants)

filled, including the Project Director; (ii) Convertible Taka Special Account has been opened; (iii) DLI

evidence has been submitted; (iv) tender evaluation committees and consultant selection committees

have been formed; and (v) draft brochure and website contents have bene developed. It was noted that

adequate PMU staffing and office space with furnishing is critical for expediting the project activities.

However, the following key issues need to be addressed immediately: (i) ensuring adequate office

accommodation and facility; and (ii) review of performance of existing staff and deployment of key

project staff and consultants including Procurement and Financial Management Specialists and

IDG management Specialist.

12. Subcomponent 3.2: Monitoring and Evaluation The key progress under this subcomponent

include: (i) data collection for tracer study on college graduates initiated under the World Bank funding

completed with support from NU/CEDP; (ii) the first semi-annual monitoring report (SAMR) for Jan-

June 2017 prepared; and (iii) draft TORs for the development of web-based Project Management

Information System (PMIS), the baseline Satisfaction Survey, the recruitment of M&E Specialist and

development of the CEDP website have been prepared.

IV. FIDUCIARY COMPLIANCE

13. Procurement Performance: There has been a delay in recruitment of Procurement Specialist.

The Project submitted the procurement plan and a few packages are under process.

14. Financial Management (FM) Performance: There has been a delay in recruitment of

Financial Specialist. The Project has submitted the first Interim Unaudited Financial Report (IUFR).

The audit arrangement for the DLI based disbursement has been agreed with the Comptroller and

Auditor General of Bangladesh (C&AG).

V. SAFEGUARD MANAGEMENT

15. Environmental Safeguards: Environment screening format has been included in the IDG OM.

It has been agreed that environmental screening will be carried out prior to approval for any sub-project.

If there is potential environmental impact, an environmental management and monitoring plan will be

developed. The PMU has not yet assigned any environmental focal person. The mission reiterated the

importance of assigning an environmental focal person. Although the environmental impact is expected

to be low, the PMU is responsible to obtain clearance from Department of Environment before

commencing any construction work.

16. Social Safeguards/Gender/Citizens’ Engagement and Inclusion: The project has developed

a social screening format and included in the IDG-OM. The Project will update a Gender Action Plan

(GAP) and will include in the semi-annual monitoring report (SAMR). The Project has been

regularly providing the project information through the NU website while the project website is being

developed to ensure constant information flow between the project and beneficiaries. The Project will

implement the SMF framework to ensure access and rights of persons with disabilities and women and

ensure all public official documents and the project website would include contact information for

citizens.

VI. KEY POINTS DISCUSSED AND AGREED ACTIONS

17. Progress of activities under each component was reviewed and the following key actions up to

December 2017 were agreed (see Annex 3 for Agreed Action Plan):

a) MOE/NU will complete hiring of: (i) Procurement and Financial Management Specialists by

August 20, 2017; and (ii) IDG and M&E Specialists and Deputy Project Director by August 31,

2017;

b) MOE/NU will ensure adequate PMU accommodation and facilities by September 15, 2017;

c) Six expert groups for the National Strategic Plan will draft the background studies by October

31, 2017;

d) Call for IDG proposals through print and electronic media by July 31, 2017; and

e) Commence three batches of master trainer training and two batches of principals/future leaders

at UNMC by December 31, 2017.

NEXT REVIEW: The next review is tentatively scheduled for January/February 2018.

The project facilitated the

recruitment of 2,553 teachers

across all government colleges.

The increased teaching staff has

benefitted around 952,300

students across 265 government

colleges. Additionally, a gazette

on amended rules of NTRCA was

issued which benefitted around

749,267 students enrolled in

1,494 non-government colleges.

As a result of these two activities,

a total of 1.7 million students

have been benefitted, of whom

742,718 are females.
