Amendment C88 includes:• Changes to Residential Zones and Zone
Schedules affecting all residentially zoned land.
• Changes to policy text and the Ballan Framework Plan within Clause 21.08 (Ballan) of the Moorabool Planning Scheme.
• Introducing the adopted Council Strategy “Ballan Strategic Directions” as a reference document to the Moorabool Planning Scheme.
• A change to the zoning of the Ballan Industrial Estate from the Industrial 2 Zone to the Industrial 1 Zone and a correction to the zoning of the Ballan Golf Course from the General Residential Zone to the Special Use Zone 3.
What is the purpose of Amendment C88?The main aims of the amendment are to: • Apply the State Government’s suite of
residential zones to residential areas within Ballan as identified by the Ballan Strategic Directions.
Proposed Amendment C88 implements the Council strategy, Ballan Strategic Directions (adopted November, 2017) and includes a number of changes to the planning zones and controls within a number of existing areas in Ballan.
• Provide greater certainty over the level of housing change envisaged across Ballan and ensuring new development is directed to appropriate locations capable of accommodating change.
• Ensure that new development is consistent with the preferred neighbourhood character objectives for each precinct within Ballan.
• Recognise the objectives of the Ballan Strategic Directions related to character and sense of place, environment, growth and infill development, the town centre and non-residential uses outside of the town centre.
• Rezone the Ballan Industrial Estate from the Industrial 2 Zone to the Industrial 1 Zone. The existing Industrial 2 Zone provides for manufacturing industries and storage facilities which require a substantial threshold distance (of 1500m or more) to residential land. This is not appropriate due to the location of nearby existing residential land. The rezoning will not have any impact on the continuation of existing uses/businesses within the precinct.
What do the changes mean for me? Amendment C88 will mostly affect new unit developments, infill subdivision and

development where planning permits are required. New standards will apply to minimum lot sizes for residential subdivision (excluding proposed General Residential Zoned land) and other matters. A summary of key proposed controls under particular residential zones and zone schedules can be viewed at Table 1 within this leaflet.
Notably, the level of development that existing neighbourhoods are likely to experience over time, will be impacted by Amendment C88.
The zoning change to the Industrial area means that it is less likely that uses which have a recognised impact on residential amenity will be approved.
Which areas are affected? All of Ballan will be affected by policy changes to Clause 21.08 (Ballan) which provides direction in relation to character and sense of place, environment, residential development, the Town Centre and the Industrial Precinct.
All residential land in Ballan will be affected by a new zone or zone schedule.
The Ballan Industrial Estate and the Ballan Golf Course will be affected.

Minimal Residential Growth
Generally located on the fringe of the township and do not have direct access to services and facilities and often with limitations for further development, e.g. topography, connectivity, existing development. May also include residential land that has been identified as having strong characteristics that requires protection from further development.
General Residential Zone 4
Natural Residential Growth
Areas identified for natural change over time. Appropriate well designed, infill development, including multi-unit developments that complement the preferred character of the area, while providing for a variety of housing options will be encouraged in suitable locations.

Who can make a submission?Any person who may be affected by the Amendment may make a submission. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the Amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make. In accordance with the Planning and Environment Act 1987, Council must make available for public inspection a copy of any submissions made.
The closing date for submissions is the 11th of October, 2018. A submission can be made in any of the following ways:
