SUBJECT: APPROVAL OF AWARD OF CONTRACT TO NORSE

CORPORATION WITHOUT FORMAL BID PROCESS FOR

PUBLIC WORKS – COVERED WALKWAYS

BACKGROUND INFORMATION

Public Contract Code (PCC) Section 20111(a) requires school district governing boards to

competitively bid and award any Public Works contracts involving an expenditure of more

than $15,000 (PCC 22002) to the lowest responsible bidder. However, provisions may be

made for approval of awards without a formal bid process such as when safety issues

require expedited responses.

CURRENT CONSIDERATIONS

This project will include demolition and replacement of the roof on the 2 covered walkways

adjacent to Building 100 and 300. This work is occurring in two parts with demolition

occurring first due to the safety issues with the compromised structures after damage

occurred due to a wind event. Then replacement of the walkway roofs to match the existing

structure by Building 500 with a metal deck roofing system cover.

FINANCIAL CONSIDERATIONS

Project for covered walkways will cost $58,624 to be paid from BVROP maintenance

funds.

RECOMMENDATIONS

Recommend approval for Shelley Adams, Superintendent and/or her designee to be

authorized to award the project to Norse Corporation pursuant to their proposal.

This project addresses a safety issue and will involve removal of damaged slide gate, gate

track, and adjacent tube steel fencing to install tube steel fence panels, set of swing gates

with gate motors, safety sensors, and connection to existing switch.

FINANCIAL CONSIDERATIONS

Project for security gate/fence will cost $89,251 to be paid from BVROP maintenance

funds.

RECOMMENDATIONS

Recommend approval for Dr. Shelley Adams, Superintendent and/or her designee to be

authorized to award the project to Norse Corporation pursuant to their proposal.
