SolidWorks can calculate behavior of balance for us.
We need to fix positions of arrow in for weights 100g, 200g, …., 1000g

Obtained parts of CAD model can be converted to CAM model and materialized with CNC machines. Fasteners used in this project can be procured easily because they are ISO standardized. After assembling all parts together we will get working scale which will have approximately same behavior as was in motion study of Solidworks.
