Morella is a town of great historical architectural value, completely sur-rounded by a 15th century wall and dominated by an imposing castle.Due to its architectural value a Preliminary Restoration Study was car-ried out 25 years ago which, after an exhaustive study of the state of the housing, the special buildings, the public spaces and the infrastruc-ture proposed an action strategy for the short-, medium- and long-term. This study has meant that today a large part of the town and its monu-ments have been restored.
Measures were programmed in the form of Action Plans over four years, coinciding with the duration of the various Housing Plans of the Span-ish national government and those of the Valencian regional authority.
These plans programmed, on the one hand, the investments of a public nature coming from the European Union, the Spanish government, the Valencian regional authority and the town council of Morella. These in-vestments were aimed at the recovery of public spaces (both inside the town and in its immediately surrounding areas), infrastructures (supply networks, paving, parking for visitors and residents, etc.) and the resto-ration of large buildings and facilities (castle, wall and towers, churches, special buildings, etc.). The total direct public investment over these 25 years can be put at 60 million euros, which has brought about the re-newal of 80% of the public spaces and urban infrastructures of the town and the restoration of 60% of the monuments of the wall area.

These plans also included assistance for the restoration of housing and facilities (hotels, shops, etc.) by private individuals. This assistance comes from the European Union by way of the Leader programmes, the Span-ish government and the Valencian regional authority. The assistance depends, in the case of housing, on the level of income of the persons requesting it and represents between 20 and 50% of the total invest-ment; while in the case of facilities it depends on the “strategic” value assigned to them by the public authority granting the assistance and is also between 20 and 30% of the total investment. The assistance given in the form of subsidy to private individuals over the 25 years amounts to some 15 million euros (which represents an investment in real terms of some 50 million euros) and has brought about the restoration of 70% of the buildings of the historic town centre.
Balam Consultores S.L. drew up the Preliminary Integral Restoration Study for Morella 25 years ago, and then the Action Plans for the four-year investment programmes, and the following stand out among the various measures carried out in the town of Morella: castle, walls and towers, residence for the elderly, dean’s church and church of St. John, urbanisation of the external surroundings of the wall, construction of parking space for residents and visitors, urbanisation of various urban spaces of the town and the restoration of approximately 60% of the housing projects carried out in Morella over this period (representing 40% of the buildings of the town).
