Admission:

Admissions to all Under Graduate courses (Honours and General) in this college are made through online, merit-based system in order to render the admissions more transparent, hassle-free and convenient for the students as per directives of the Govt. of West Bengal. SC/ST norms for admission are maintained vide Govt. Order No. DRSCT/165/2000/6(A). Similarly, as per WBSHEI (Reservation in Admission) Act,2013, reservation rules are also followed for students belonging to other Backward Classes of Category A and Category B.

find immense opportunity to learn and develop your capabilities by availing a

comprehensive and balanced quality education in concordance with the aims and

objectives of the Higher Education of the country. The institution offers courses adhering

to this viewpoint. This Institution has recorded nearly three decades of constant

development, in the course of which it has accomplished much. At BBKM we believe that

'education' is a wholesome, holistic exercise. Various extra-curricular and cultural

activities happening in our college are aimed at total personality development of the

students.

My message is a simple one. Have ambitions and aims untrammeled and your hard

work, enthusiasm, resilience laced with knowledge and intellect would take you to any

SHREE BIJOY KRISHNA MODAK: THE

FOUNDING FATHER OF THE INSTITUTION

A Brief Life History (1906-1994) Balagarh Bijoy Krishna Mahavidyalaya, established in

1985, affiliated to the University of Burdwan, is named

after Bijoy Krishna Modak, the noted freedom fighter,

renowned educationist and the legendary mass leader of

national stature. He spent a good part of his glorious life

in the challenge of uplifting the life of the masses of

Balagarh—a relatively backward region of West Bengal.

Bijoy Krishna, a first class graduate in engineering,

carried baskets full of clay on his own head for building

up a village school house in association with the

inhabitants of ‘Srikanta’, an obscure village of Balagarh.

This single incident is enough to set the very tune of an

institution like this. The college is named after this great

personality who dedicated his entire life for the sake of

the society.

The life and works of Bijoy Krishna Modak

1921: Left school in response to the call for the Non-Cooperation Movement led by Mahatma Gandhi and gets admitted to Hooghly Vidyamandir, a nationalist school established by the revolutionary leader Bhupati Majumdar. Kazi Najrul Islam, the poet, Gopinath Saha, one of the patriots and martyrs, were connected to this institution. The school had close connection with/was a melting pot of various ideological beliefs like that of non-violence propagated by Mahatma Gandhi, armed nationalist revolutionary movements and socialist movements.

Classmates: Younger brother Hridaykrishna Modak, Hamidul Hauque, Sirajul Hauque et al.

1922: Passed the Entrance Examination from Gouriya Vidyatan. Got involved in relief work in the flood-ridden areas of Arambagh.

1923: Got admitted to the Engineering course in the Jadavpur University. 1925: Entered into the famous ‘Jugantar Party.’ Got himself arrested in the case

of bombing at Dakshineswar. 1927: Received a Bachelor Degree in Electrical Engineering with distinction.

Joined the revolutionaries in Haripal Kalyan Sangha. 1928: A full-time member of the Indian National Congress. Was engaged in the

relief work at flood-ridden Arambagh. Began to organise farmers’ movements.

1931: Joined the Indian Proletarian Revolutionary Party. (Co-mates were Kalicharan Ghosh, Panchugopal Bhaduri, Phanindranath Bandyopadhyay, Binoy Chowdhury, Nirapada Mukherjee et al).

1938-39: Released from the Deuli Jail after remaining imprisoned for seven long years. Became a member of the Communist Party. Dedicated himself in relief works and in organising farmers’ association in villages of flood ridden Balagarh, Boga, New Boga, Srikanta etc.

1941: Joined the national freedom movement and got himself arrested.

1943: Devoted himself to relief work at Arambagh during the famine.

1946: Formed the fishermen’s association at Balagarh with Kajal Guha. 1948: Got arrested and released afterwards. Led the Farmers’ Movement at

Barakamalapur. 1952: Was nominated as a candidate of the undivided Communist Party of India

from the Hooghly Lok Sabha Constituency.

1953: Led the refugee movement at Balagarh along with Kunjalal Dasgupta. 1956: Was elected the Secretary of the Hooghly District Committee of the

undivided Communist Party of India. 1956-64: Remained the Secretary of Hooghly District Committee of C.P.I. 1964-94: Was elected the Hooghly District Secretary of C.P.I (M) after the

division of the Communist Party of India took place and occupied the post his death.

1957: Was elected an M.L.A. of the West Bengal Legislative Assembly from the Balagarh Assembly Constituency.

1959: Led the ‘Khadya Andolan’ and got arrested for this cause. 1962-1966: Remained a prisoner most of the time of this period under the

Protection of India Act. 1964-1994: Remained a member of the West Bengal State Committee of C.P.I (M). 1967, 1971, and 1977: Was elected a Member of Parliament from the Hooghly

Lok Sabha Constituency. 1980: Was elected a Member of Parliament from the Arambagh Lok Sabha

Constituency. 1994: On 9th May this great personality took his last breath

required to have obtained at least the pass marks at the H.S.

CHOICE BASED CREDIT SYSTEM

New Semester Wise Course Structures of B.A./ B.Sc./ B. Com under the CHOICE

BASED CREDIT SYSTEM (CBCS) has been introduced from the session (2017-

2018) as per the guidelines of the University of Burdwan.

The main feature of the Choice Based Credit System (CBCS) is to make

undergraduate courses/studies student centric rather than system centric or teacher

centric. For achieving these objectives, the CBCS strives to create a holistic

syllabus. Thus in addition to dedicated focus on a discipline through core papers in

general curriculum, elective papers have been added that will give students the

freedom to choose the allied/applied/broad areas of their discipline and also the

areas of other disciplines of their interest. Further in keeping with the vision of the

Government, special emphasis has been given to ability enhancement and skill

development of students through elective courses under these domains which every

student is required to study. However, in keeping with the spirit of CBCS also, the

students will have complete freedom to choose these courses from a pool suggested

by the University. The CBCS provides an opportunity for the students to choose

courses from the prescribed courses comprising Core, Elective and Skill Based

Courses.

Semester System: The program (Degree Course) of three years duration is divided

into six terms of approx. 6-month duration called Semester. Every semester will

have number of courses (subjects/papers) that a learner will have to offer. Each

course subject will be assigned certain number of credits. Learner will be assessed

continuously during the Semester and evaluated at the end of the Semester. The

results will be declared at the end of every Semester. Credits will be earned by the

learner on successful completion of the course.

Outlines of Choice Based Credit System:

Under the CBCS there are broadly two course structures-

i) Honours Course and

ii) Regular/ General Course. The main components of the courses are as follows:

1. Core Course: A course that should compulsorily be studied by a candidate as a core

requirement is termed as a core course.

2. Elective Course: Generally, a course, which can be chosen from a pool of

courses and which may be very specific or specialized or advanced or supportive

to the discipline/ subject of study or which provides an extended scope or which

enables an exposure to some other discipline/ subject/ domain or nurtures the

candidate’s proficiency/ skill, is called an Elective Course.

2.1 Discipline Specific Elective (DSE) Course: A course, which may be offered by

the main discipline/ subject of study, is referred to as Discipline Specific Elective.

2.2 Generic Elective (GE) Course: An elective course, chosen generally from an

unrelated discipline/ subject of study with an intention to seek an exposure, is called

a Generic Course.

N.B.- A Core Course, offered in a discipline/ subject, may be treated as an elective

by other discipline/ subject and vice- versa and such electives may also be referred

to as Generic Elective.

2.3 Dissertation/ Project: An elective course, designed to acquire special/ advanced

knowledge, is termed as dissertation/ project. This is considered as a special course

involving application of knowledge in solving/ analyzing / exploring a real life

situation/ difficult problem. A dissertation/ project work will be of 6 credits. A

dissertation/ project work may be given in lieu of a Discipline Specific Elective.

3. Ability Enhancement Courses (AEC): The Ability Enhancement (AE) Courses

may be of two kinds- Ability Enhancement Compulsory Courses (AECC) and Skill

Enhancement Courses (SEC).

3.1 AECC: These are the courses based on the contents that lead to knowledge

enhancement and consist of Environmental Studies & English/ MIL

Communication. These are mandatory for all disciplines.

3.2 SEC: SEC are value- based and/ or skill- based and are aimed at providing hand-

on-training, competency, skill etc. It will be minimum 2 for Honours Courses and 4

for General Courses. These may be chosen from a pool of courses designed to provide

value- based and/ or skill- based knowledge would contain both theory and lab. /

hands-on-training/ field work. The main purpose of these courses is to

provide the students life-skill in hands-on-mode so as to increase their

employability.

IMPORTANT INFORMATION REGARDING THE INSTITUTION

Orientation Programme The college always organizes an Orientation Programme held in the college premises

at the beginning of the Academic session, where the Principal addresses the students.

The Orientation Programme is mandatory for the newly admitted students.The

College cordially invites the parents of the new students also to attend the

programme. The programme starts with a general orientation on the overall vision

and mission of the college and the facilities it offers as well as the rules and

regulations, which the students must always adhere to. It provides a platform for a

three-way interaction between teachers and students and the guardians. However, in

the current Covid 19 pandemic scenario it would not be possible to do so.

PAYMENT OF FEES The Academic Session begins in the month of July every year. As such fees concerning that particular session are collected from July onwards. Fees must be paid within the 15th of every month.

CHANGE OF SUBJECT

Students of B.A.(General) course can apply for Subject Change within one month

after the completion of the Admission process as per the University Regulation.

UniversityRegistration has to be done within one month after being admitted or

else he/she would not be deemed as a student of the College. LIBRARY

● Students can collect books from the library on submission of the Library Card.

For home use, general course students may borrow two books at a time against

the borrower's card and retain it for a fortnight. Honours students are permitted

to borrow three books at a time. Students failing to return books within the

permissible period are fined Re.1 for each day's delay and no book will further

be issued to them without the Principal's permission. Books and magazines

may also be borrowed on submission of a specific form for use in the Reading

Room in leisure time. But such books or magazines must on no account be

taken out of the Reading Room. Books are treated as property of the college

and any damage to it will be treated as a grievous offence and as such the

student would have to pay the full price of the book. Students can also borrow

book from the “Book Bank” by depositing money.

● The college library is a silent zone. Reading Room of the Library is a place of study and its sanctity should be duly observed.

CODE OF CONDUCT The Code of Ethics has been prepared by the College in its role as a professional

Academic Body. It sets and defines the exemplary standards of behavior for everyone

associated with the Institution. We are committed to ensuring that the Code of Ethics

is not simply another piece of paper, poster or laminate, but is at the heart of every

policy, procedure, decision and action of the college. The Code of Ethics is about

self-awareness, ensuring that everyone feels able to always do the right thing.

Attendance Requirements

As per rules of the University of Burdwan, the students attending at least 75% of the

total number of classes held as also 60% of tutorials/practical, will be eligible to

appear in the university Examination. Presently, Under CBCS system, 5 marks credit

is given in internal assessment for attendance. Award of 5 marks on class attendance

shall be given in the following manner:

Attendance 50% & above but below 60% - 2 marks

Attendance 60% & above but below 75% - 3 marks

Attendance 75% & above but below 90% - 4 marks

Attendance 90% & above - 5 marks.

Students are advised to follow the attendance rules strictly. In particular cases

benefit of attendance on medical ground is however given to the students as per

University Rules, provided Medical Certificate is submitted by the student

concerned in the college office immediately on their re-joining the college after

recovery. If a student does not maintain attendance as per university norms, he/she

is debarred from appearing for the University Examinations. For ongoing

Semesters it is mandatory for students to appear in the internal assessment

tests/workshops/seminars.

Disciplinary Requirements Special attention is given to ensure a high standard of morality and discipline in

the college. Parents and Guardians are requested to collaborate in this with the college

authorities by insisting on regular attendance and punctuality of their wards.

Students should maintain discipline and abide by the rules of the college.

Discipline in the College is accorded top priority. Indiscipline is punishable as

per College Rules. Students found loitering, creating nuisance, destroying the

college property or misbehaving are liable to strict disciplinary action. The

Principal of the College is the final authority to take action against any breach

of discipline.

• Students should make it a habit to read the notice board regularly for notices

on schedule of classes, examinations, holidays, activities and other relevant

informations. Ignorance of any notice will not be accepted as a plea or an

excuse for any delay in any matter. • Students should maintain regularity and punctuality in attending classes. The

timing of the classes is from 10am/10.30 am to 4.30 pm/5pm everyday (except Sunday and other Holidays). However, there may be special classes for students.

• Students should attend the different Seminars and programs conducted by the Institution and if the needs arise should actively participate in it.

• Students should have their Identity Cards with them to get entry into the

college campus. Every year they should renew their identity Cards and Library

cards. In case of loss of Identity Cards and Fee Books they can get a new one

after applying for it and paying the necessary fine.

• Students should develop a sense of Social Responsibility and Accountability

and promote Communal Harmony and strive for Gender Equality. • Students should park their vehicles within the parking space provided by the

College inside the campus. • Though there is no such dress-code that the college adheres to but students

shall be dressed in a manner which is decent and appropriate for an educational institution.

• The College Campus is a “SMOKE FREE” and “PLASTIC FREE” zone.

As such SMOKING IS BANNED IN THE COLLEGE. Use dustbins to throw litter and keep your college premises clean.

• Students shall not use mobile phones in the college premises.

GENDER SENSITIZATION

The College is extremely alert to matters pertaining to sexual harassment and

gender insensitivity. A Statutory Committee, comprising of members from the

teaching and non-teaching staff, and students look into matters related to

sexual harassment of students and staff in the college. Any person aggrieved

in this matter may fearlessly approach the committee for a fair and concerned

hearing and a speedy redressal. Girls are free to contact Prof. Dalia Hossain,

Department of Political Science for any such complaints.

FACILITIES AVAILABLE

ICT Facilities

The college provides the following options for the students to make use of the

information and communication technology (ICT) facilities available in the college:

Library: The College library has already been fully computerized and as a part of it

most of the books have been catalogued and bar-coded. This enables its users to

exercise searching and borrowing options. With wi-fi facility now made available,

students can make extensive use of internet.

Computer Laboratory: These computers are available to the students studying

Computer Application Course under B.Sc in Mathematics/ Physics with computer

application for doing class work and practical under the guidance and supervision of

the concerned teachers.

Internet Connectivity: Wi-Fi based Internet connectivity is available throughout the

campus for authorized academic usage. Computers are installed within the library

and the computer lab to provide students with internet accessibility but under the

supervision of the concerned staff.

Computer Training Centre: The college has been running a ‘Computer Diploma

Course’in collaboration with Webel Informatics Ltd.( a Govt. of West Bengal

Undertaking) to provide quality computer training to all students on payment of

nominal fees per month with certificates being awarded after successful completion

of the respective courses.

Virtual Class room:The Virtual Class-room facility is meant to bridge the physical

distance between teachers and students who are at different physical locations. The

Virtual Class-room facility which has been christened as Sir Ashutosh’s Memorial

Class-room is capable of transmitting and receiving interactive high-definition video

classes through internet. This room is also equipped with campus LAN and Wi-Fi

facility.

ICT Room: Two rooms with ICT facilities are available for carrying out selected

classes to make classrooms more lively and interesting to the students.

Due to the raging Covid 19 pandemic situation the effective use of Information and

Communications Technology (ICT) has gained precedence and taking into account

the various directives of the West Bengal Higher Education Department and the

University of Burdwan the college has switched to online mode of education and

regular classes are being held on digital flatforms like Google Meet, Zoom, Google

Classroom and Watsapp. The College is dedicated to imparting quality education to

its students overcoming obstacles in the current pandemic situation. The college is

also in the process of creating its own digital platform to facilitate the teaching

learning process. In the current scenario the college website should be visited often

to know the latest updates.

Power Back-up

The College has hired and maintained a high capacity generator in order to have

uninterrupted power supply during classes/examination/ or any academic programs.

Scholarships/Financial Aid

Financial assistance is obtainable from Students’ Aid Fund. Apart from this, there are

scholarships, which are provided by the Government of West Bengal for different

categories of students (in respect of SC/ST/OBC). The college also offers

scholarships and fee concessions to economically weak students.

Financial assistance also comes to the brilliant students from Non-Government

Organizations and Trusts.

Candidates also are awarded Swami Vivekananda Merit Scholarship by the State.

The Govt. of WB also provides ‘Biri Shramik Scholarship’ for those belonging to

this specific category. The Govt. of West Bengal has also introduced numerous

scholarship schemes in recent times to support the economically backward students.

The girl students get financial assistance from ‘Kanyashree Prokalpo’ as provided by

the Govt. of West Bengal.

Internal Quality Assurance Cell (IQAC)

As per the directions and guidelines of National Assessment and

Accreditation Council, Bangalore (NAAC), the college has an Internal Quality

Assurance Cell (IQAC) for quality enhancement of the institution. It comprises 15

members including the members of the faculty, management, administration,

external members. IQAC functions under the guidance of the Quality Advisory

Committee with the Head of the Institution as its Chairman and Dr. Abhijit Ghosh,

Asst. Professor, Department of English as its Convenor. The prime task of the IQAC

is to develop a system of conscious, consistent and catalytic improvement in the

performance of the institution.

CO-CURRICULAR ACTIVITIES

NCC

The College started the Senior Division N.C.C. with 125 student cadets from

02.02.1996. In 2004 33 girl-cadets for the first time joined N.C.C. Every year

an average of 8 camps are organized in Panagarh which includes

C.A./T.C./T.S.C. camps. Every year an average of 2 camps are organized by a

state in India. Similarly, a State organizes a single ARMY ATTACHMENT

CAMP PER YEAR. In the last decade 17 students from this College were

recruited to the B.S.F., Indo Tibetan Border Police, Indian Army and the West

Bengal Police respectively. In 1998 2 N.C.C. Cadets from this College

participated in the Republic Day Parade representing the state of West Bengal.

From 2001 to 2007 each year a student of this College participated in the

Republic Day Parade, thereby bringing a lot of accolades to the college. Every

year 70% - 80% student cadets pass with B. Certificate and C. Certificate.

Interested Students can join the N.C.C. to keep up this glorious tradition of the

N.C.C. unit of the college.

NSS

The first unit of National Service Scheme was launched in the 1990-91

academic session after getting permission from the NSS Division of the

University of Burdwan. Later in the academic session of 2001-02 the second

unit of NSS was set up. The aim of NSS is to develop among the students a

sense of participation towards nation-building while providing a creative outlet

to their energies. Its motto is “Not Me But You” and “Service Above Self”.

The students are encouraged to join NSS so that they may contribute their

might towards national reconstruction. We take immense pride that our

students have been devotedly engaged in organizing various activities of social

relevance like Blood donation camp, Aids Awareness programme in the

locality or going to the adopted village and helping the villagers to reconstruct

the roads or planting trees or carrying out Literacy Programmes.

STUDENT SUPPORT

Students’ Council Every bonafide student of the college is a member of the Students' Council. The

election for the office bearers is held every year in the month of December. The

objective of this venture is to inculcate leadership qualities in students. The Council

oversees various students' activities, including students' clubs and is supported by staff

and advisors. Interactive sessions between the Students' Council Members and

Administrative Heads of the Institute are held from time to time to cater to their needs

and grievances.The students council generally organize “Nobin Boron Utsav”

(Fresher’s welcome), Annual sports , the Annual Cultural Program , Blood Donation

Camp and Seminars on current issues, with much fanfare and enthusiasm.

Parent-Teacher Association/ Contact

Orientation Program for the fresh batch of students is organized every year at the start

of the new session to apprise them and their parents about the value systems and

traditions of the college. Apart from that Parent-teachers meetings are conducted at

regular intervals to keep them abreast with the recent happenings in the college. The

parents can also meet with the Principal particularly within 10 am and 12 Noon on

any working day for any queries in their mind.

Alumni Association Very recently the BBKM Alumni Association has been formed. It serves as a platform

to bring together the former students who are willing to contribute towards the

advancement of their alma mater. All former students and teachers of the college are

eligible to become members of this association. It is an organization maintaining

liaison between the past and the present and promoting multidimensional activities.

Guidance and Career Counselling The college maintains a Career counselling cell which provides guidance and

counselling to the students regarding higher studies and conducts coaching, model

tests, group discussions and mock interviews. Time to time, the college organizes

‘Entry to the Service Programme’ sponsored by UGC with the objective of creating

awareness among the students and motivating them to appear for different competitive

examinations like TET, RAIL, BANK, WBPSC, etc. Career Counselling Cell

organizes various workshops and programs for future choice of career.

Students' Health Home The college is a member of the Student’s Heath Home and as such the students are

able to access medical facility. However, the college tries to organize a Heath Camp

for its students every year.

STUDENTS’ CLUBS AND SOCIETIES

JAGARAN

A literary club, Jagaran has been established with an aim of fostering the creative

potential of expression amongst students. Jagaran organizes literary activities viz.

creative writing, poetical recitation. It encourages students to unleash their creativity

by participating in these activities. A handwritten magazine, Jagaran containing

submission by the students is brought out annually. Several workshops with well-

known personalities from the literary and creative field are organized from time to

time to encourage and motivate students.

College Magazine To unlock the abundant latent creative treasure amongst students the college brings

out its annual bilingual magazine ‘Dhuligandha’. It provides a platform to students

to express their views in the form of essays, articles and poems.

Red Ribbon Club A health awareness club has been established by the NSS to create awareness

regarding Drug Abuse, Drunk driving, Thalassemia and HIV Aids in the surrounding

areas by organizing rallies, camps etc with the help of student volunteers.

Yoga Training The College has introduced a six months self-financing Yoga Certificate Course

(affiliated to the University of Burdwan) for the benefit of students, teachers and

communities at moderate fees. It is a specially designed course which starts from

January/July every year covering 420 hours, the classes are generally held on Saturday

and Sunday. Interested candidates can contact Mrs. Mina Ghosh at the College Office.

Games & Sports:There are provisions for both outdoor and indoor games in this

College. Out of the outdoor games provided by the College Football, Cricket, and

Volleyball are the main ones. Besides, there is a Yoga class in the College, where the

students can do physical freehand exercise and avail health training withthe aid of

light equipments under the guidance and supervision of the Physical Education teacher

and Instructor. Every year ‘Annual Sports’ is organized by the Students’ Council of

the college.
