• There shall be an established LDRRMO in every province, city & municipality & a BDRRMC in every barangay.

• Will set the DIRECTION, DEVELOPMENT, IMPLEMENTATION & COORDINATION of disaster risk management programs within their territorial jurisdiction.

LDRRM OFFICE FUNCTIONS:

1. Design programs & coordinate DRRM activities consistent with the NDRRMC standards.

2. Facilitate & support risk assessments & Contingency planning activities at the local level.

3. Consolidate local disaster risk information which includes natural hazards, vulnerabilities, & climate change risks & maintain a local risk map.

4. Organize & conduct training & knowledge management activities on DRRM at local level.

5. Operate a multi hazard early warning system linked to DRR to provide & timely advice to national / local emergency response organization & to the general public through : mass media, landline communications, radios & technologies for communication within rural communities.

LDRRM OFFICE FUNCTIONS:

6. Formulate & integrate an LDRRMP in accordance with the national framework, formulate policies on DRR.

7. Prepare & submit an annual LDRRMO Plan & budget, the proposed program of the LDRRMF, other regular funding source & budgetary support.

8. Conduct continuous disaster monitoring & mobilize instrumentalities & assets of LGUs, CSO, private groups & organized volunteers. Utilize their resources for the protection & preservation of life during emergencies (in accordance with existing policies & procedures).

9. Identify, assess and manage the hazards, vulnerabilities and risk that may occur.

10. Disseminate information & raise public awareness about hazards, vulnerabilities & risks, their nature & effects, early warning signs & counter measures.

11. Identify & implement cost effective risk reduction measures.12. Maintain a database of ERTS, equipment, directories & location of

critical infrastructures & their capacities such as hospital & evacuation center.

13. Develop, strengthen and operationalize mechanisms for partnership or networking with the private sector, CSOs, and volunteer groups.

14. Take all necessary steps on a continuing basis to maintain, provide or arrange the provision of or to otherwise make available suitably trained & competent personnel for effective civil defense & DRRM in the area.

15. Organize , train, equip & supervise the local ERTs and ACDVs, ensuring that humanitarian aid workers are equipped with basic skills.

16. Respond to and manage the adverse effects of emergencies & carry out recovery activities in the affected area, ensuring that there is an efficient mechanism for immediate delivery of Identify food, shelter, medicines.

17. Promote & raise awareness and compliance with RA10121. 18. Secretariat & executive arm of the LDRRMC.19. Coordinate other disaster risk reduction and management activities.20. Establish linkage / network with other LGUs for disaster risk

reduction & emergency response purpose. 21. Recommend through the LDRRMC the enactment of local

ordinances consistent with the requirement of this act.22. Implement policies approved plans & programs of LDRRMC

consistent with the policies & guidelines laid down in this act;

23. Establish a BARANGAY Disaster Risk Reduction & Management Operations Center.

24. Prepare & submit through the LDRRMC and the LDC, the report on the utilization of the LDRRMF and other dedicated disaster risk reduction and management resources to the local COA, copy furnished the RD of OCD and LGOO of DILG.

25. Act on the matter authorized by the LDRRMC.

• Is a central command and control facility responsible for carrying out the principles or functions of emergency / disaster preparedness and management at a strategic level in an emergency situation, and ensuring the continuity of operation of a company, political subdivision or other organization.

• An Emergency / Disaster OPCEN is responsible for the strategic overview, or "big picture", of the disaster.

• Used in varying ways at all levels of government and within private industry to provide coordination, direction and control during emergencies.

• The common functions of all E/D OPCEN is to collect, gather and analyze data; make decisions that protect life and property, maintain continuity of the organization, within the scope of applicable laws; and disseminate those decisions to all concerned agencies and individuals.

• In most E/DOC's, there is one individual in charge, and that is the Emergency/Disaster Manager.

STAGES or LEVELSof ACTIVATION for

DRRMCs

NOTIFICATION - When an event/disaster occurs, notification is made to all partner agencies, and CDRRMC Disaster Operations Center support staff who needs to take actions as part of their pre-assigned tasks and responsibilities;

BLUE ALERT (PARTIAL ACTIVATION) - An initial limited or a post Red Alert scaled down operational condition of the Disaster Operations Center (DOC). All field personnel go on stand-by, assets pre-positioned for easy deployment;

RED ALERT (FULL ACTIVATION) - All primary and secondary support agencies of the CDRRMC are on active status/on-call, manning respective stations along with DOC staff, while directing-coordinating personnel/assets on a 24-hour basis during an on-going event;

DEACTIVATION - The DOC Chief as may be directed by the Chief Executive or Action Officer to deactivate the alert status and normal operations of the Disaster Operations Center resumes.
