lassical Swine Fever (CSF) or Hog Cholera is a highly contagious viral disease which attacks pigs of all ages. Morbidity and mortality rates can reach up to 95-100%. CSF has significant economic consequences on local and international businesses through potential trade restrictions between countries. It is one of the main swine diseases in Southeast Asia. This disease was first reported in Indonesia in North Sumatra in 1994. CSF then spread to the islands of Java, Bali, Kalimantan and Sulawesi. Most recently in March 2011 the disease emerged in Lembata Island in East Nusa Tenggara. CSF control and eradication in Indonesia is led by the Directorate of Animal Health. A national masterplan for CSF control and eradication in Indonesia was developed from March to December 2014 as part of a collaborative effort between the Directorate of Animal Health, Directorate General of Livestock and Animal Health, Indonesian Ministry of Agriculture, the Department of Agriculture, Fisheries and Forestry (DAFF) of the Australian Government, the Australia Indonesia Partnership for Emerging Infectious C Disease: Animal Health Program (AIP EID), and the Center for Indonesian Veterinary Analytical Studies (CIVAS) as consultant. In preparing the development of the masterplan, CIVAS attended several meetings and collected data with the Directorate of Animal Health, DAFF, and several Disease Investigation Centers (DICs) and Livestock and Animal Health Services in Indonesia. The process was started with an inception workshop in Sahati Hotel in Jakarta on March 26-27, 2014, a midworkshop in Aston Hotel in Kuta, Bali, on July 17, 2014, a final workshop in the Ministry of Agriculture's PIA Building on November 11, 2014, and several internal meetings with the Directorate of Animal Health and DAFF. Main points of discussion were justification and challenges for CSF eradication, risk factors for disease spread, population development, export and import of live pigs and pork, area classification, freedom requirements, basic principles for CSF control and eradication, and eradication strategies. Areas were classified by disease status into free, no report, positive serology, and infected areas. The strategy for CSF eradication in Indonesia combines the following measures: (1) surveillance; (2) vaccination; (3) stamping out; (4) movement control of live pigs and pork products; (5) improving biosecurity measures in pig farms; and (6) public awareness and media campaigns. Based on justifications and challenges identified, CSF eradication should be prioritized based on the following factors: (1) potential for pig production in the area; (2) swine population density; (3) endemic status of CSF; (4) risk of spreading CSF to other areas; (5) high commitment from the local government; and (6) the presence of previous eradication programs. Based on those factors, CSF control and eradication in pigs will be focused in North Sumatra, West Kalimantan, Bali, Central Java, East Nusa Tenggara, and North Sulawesi provinces. Challenges for the control program will be lack of government attention/focus in disease eradication programs for swine as shown by poor data on swine disease, violations in animal movement which ignore quarantine posts, violations in animal permits where animals for slaughter are bred instead, and difficulty in obtaining local virus isolates for domestic CSF vaccine production. Required efforts include rallying commitment from the central and local government, updating data on pig disease and population, training, obtaining local legislative and financial support, and involve the private sector, research institutes/academicians, farmer associations and the general public to contribute to the control and eradication program. all ages. Morbidity and mortality rates can

reach up to 95-100%. CSF has significant

economic consequences on local and

international businesses through potential

trade restrictions between countries. It is

one of the main swine diseases in

Southeast Asia. This disease was first

reported in Indonesia in North Sumatra in

1994. CSF then spread to the islands of

Java, Bali, Kalimantan and Sulawesi.

Most recently in March 2011 the disease

emerged in Lembata Island in East Nusa

Tenggara.

CSF control and eradication in Indonesia

is led by the Directorate of Animal Health.

A national masterplan for CSF control and

eradication in Indonesia was developed

from March to December 2014 as part of a

col laborat ive effort between the

Directorate of Animal Health, Directorate

General of Livestock and Animal Health,

Indonesian Ministry of Agriculture, the

Department of Agriculture, Fisheries and

Forestry (DAFF) of the Australian

Government, the Australia Indonesia

Partnership for Emerging Infectious

Disease: Animal Health Program (AIP

EID), and the Center for Indonesian

Veterinary Analytical Studies (CIVAS) as

consultant.

presentations, and 36 posters. Over 2,000

veter inar ians and partners from

government institutions, the private

sector, academicians, practitioners,

associations, and others attended the

conference. The event was opened on

November 24, 2014, by Vice Governor of

South Sumatra, Ir. H. Ishak Mekki, MM. It

was continued by a National Dialog

facilitated by speakers from FAO ECTAD

Indonesia, the Director General of

Regional Autonomy, and Tri Satya Putri

Naipospos, MPhil., DVM, PhD who gave a

p r e s e n t a t i o n o n “ T h e R o l e o f

Veterinarians in Global Food Sufficiency

in Facing Challenges in Animal Health and

Livestock Welfare”. The following day, Tri

Satya Putri Naipospos, MPhil., DVM, PhD

on behalf of the Indonesian Veterinary

Epidemiology Association (AEVI) gave a

presentation in the Non-Territorial

Organization Plenary Session on

“Veter inary Professional ism and

Competence in Supporting the ASEAN

Economic Community (AEC) as a Single

Market and Production Base”.

The scientific conference is a very

important event because it stimulates

knowledge transfer, discussion and

information sharing. As in previous years,

Center for Indonesian Veterinary

Analytical Studies (CIVAS) participated in

the conference with the following 6 oral

presentations:

1. Characterist ics and Relocation

Feasibility of Poultry Slaughtering

Facilities in DKI Jakarta related to Avian

Influenza, presented by Erianto

Nugroho, DVM.

2. Knowledge, Attitude and Practices

(KAP) related to Antibiotic Use in Swine

Farms, presented by Ridvana Dwibawa

Darmawan, DVM.

3. The Importance of Dog Ecology

Studies in Support ing Rabies

Eradication in Bali, Indonesia,

presented by Andri Jatikusumah,

M.Sc., DVM.

4. Community Engagement Program for

Rabies Control in Bali with an

Ecohealth Approach, presented by

M.D. Winda Widyastuti, M.Si., DVM.

5. Knowledge and Attitude of Bali

Communities on Dog Care and Rabies

Incidences, presented by Sunandar,

DVM.

6. Population Estimation of Free-roaming

Dogs to Support Rabies Eradication in

Bali, presented by Riana A. Arief, M.S.,

DVM.

Oral presentations were divided

according to theme and conducted in

parallel in separate rooms. An exhibition

of veterinary tools and supplies was also

set in the hallway.

On the last day, the IVMA Congress voted

and elected Dr. Heru Setijanto, PAVet,

DVM as the new IVMA Chairman for 2015-

2018, replacing previous chairman,

National Seminar “ASEAN Economic Community (AEC) 2015: is Indonesia's Veterinary Profession Ready?”

SEAN in its development has

produced many agreements in the

political, economic, and socio-

cultural field. One agreement to be

improved continuously is in the economic

field with the establishment of the ASEAN

Economic Community (AEC) which will be

implemented by the end of 2015.

MEA will bring many changes especially

to the social and economic conditions.

Competition in every field will increase

and one of them is competition in services,

skilled labor, and professionals. It will be a

challenge and an opportunity for the

veterinary profession in Indonesia. Some

countries in ASEAN have started to

prepare for the free competition, what

about Indonesia? Is the veterinary

profession in Indonesia ready? To prepare

it, there needs to be policies and concrete

actions from the government, veterinary

profession, and the private sector in

strengthening legislation and regulations

re la ted to ve te r ina ry se rv i ces ,

profesionalism and competency to

improve competitiveness.

Center for Indonesian Veterinary

collaboration with Indonesian Veterinary

Medical Association (IVMI) Branch Jabar

II and with support from PT Kreasi

Veteriner Indonesia and PT Tunas Daya

Veterinaria, conducted a national seminar

to discuss the readiness of the veterinary

profession in Indonesia in facing the AEC.

The national seminar was held on

Saturday, February 28, 2015 in Gedung

Kusnoto 6th floor, Bogor City, West Java,

Indonesia. The purpose of the seminar

were: (1) to introduce the concept of AEC

in creating a stable, prosperous and highly

competitive ASEAN economic region, (2)

to inform opportunities and challenges

AEC presents to the veterinary profession

in Indonesia and readiness of the

government and the IVMA in facing AEC

2015, and (3) to discuss possible efforts

that can be done by the veterinary

profession to face AEC 2015.

“Professionalism and Veterinary

Competency in Supporting the

Realization of AEC 2015”.

The national seminar moderated by Prof.

Deni Noviana, DVM, P.hD., the Chairman

of IVMA Branch Jabar II. The seminar was

conducted from 08.30 am until 02.00 pm,

preceded with a speech by Chair of CIVAS

Directive Board, Tri Satya Putri

Naipospos, DVM, M.Phil., P.hD., followed

by speech from IVMA representative,

Prof. Bambang Pontjo Priosoeryanto,

DVM., MS., Ph.D., AP.Vet, and finally a

speech by Akhmad Junaidi, DVM, MMA,

representing the Director General of

Livestock and Animal Health, Ministry of

Agriculture RI, who also officially opened

the seminar.

The seminar was attended by 120

participants coming from Central

Government Agencies (Ministry of

Agriculture and related institutions),

provincial/city/district livestock services,

academics, associations, practitioners,

private sectors, NGOs and students.

Results of the seminar was written into a

formulation compiled by drafting team

DVM. Hopefully this formulation will be

useful input for the government,

veterinary profession and private sector in

drafting policies and necessary measures

in facing AEC 2015. Several take home

messages from the seminar are the need

to (1) strengthen collaboration between

government agencies, professional

a s s o c i a t i o n s , a c a d e m i c s , n o n -

governmental organizations and other

pr ivate sectors to improve the

competitiveness of veterinary-related

human resources in Indonesia, (2) protect

na t i ona l i n t e res t s t h rough t he

development of rules/regulations related

to ASEAN Framework Agreement on

Services (AFAS), (3) strengthen policies,

legislation and institutions that guarantee

professionalism and competence in the

veterinary profession in Indonesia, (4)

develop a roadmap towards the

establishment of a more professional and

competent veterinary community with

municipal government of Depok

conducted an Agriculture and Livestock

Product Promotion Fair at Depok City Hall

in collaboration with the Indonesia

Veterinary Medical Association (IVMA)

West Java II Branch and Center for

Indonesian Veterinary Analytical Studies

(CIVAS). The event was held to

commemorate the city's 16th anniversary.

CIVAS participated actively in contributing

to the fair and holding a talk show together

with IVMA. The event also coincides with

World Veterinary Day which is celebrated

in the last week of April every year.

The theme of the talk show held was

“Animal Care Day” and there were two

topics discussed. The first session of the

show talked about “Being Healthy with

Your Pet”. The purpose of this topic is to

provide the public with information on tips

and tricks on how to maintain the health of

their pets, responsible pet ownership, and

important animal diseases. There were 4

speakers for this topic: (1) R. Soenarti D.

Waspada, DVM, MS, MARS, small animal

practitioner and representative from the

IVMA West Java II Branch, who spoke

about the medical aspects of pet health;

(2) Nurtantio Sitanggang, DVM, from

Agriculture and Fisheries Services of

Depok city who spoke about government

policies on pet ownership; (3) Erianto

Nugroho, DVM from CIVAS who spoke

about responsible pet ownership; and

(4) Sarikit, DVM, from Proplan, one of the

CIVAS in Animal Care Day in Celebration of World Veterinary Day (WVD) 2015

sponsors of the event, who spoke about

pet food selection. Moderator for the talk

show was Andri Jatikusumah, DVM, MSc

from CIVAS and Dodi Irwan Suparno,

DVM from PT Tunas Daya Veterinaria,

another sponsor of the event.

The second topic on the talk show was

about “How to Select Safe, Healthy,

Wholesome and Halal Animal Products”.

The purpose was to provide the public

with information on how to select safe,

healthy, wholesome and halal products

and the veterinary public health aspects of

selecting, handling and storing animal

products properly. There were 3 speakers

for this topic: (1) Dr. Med. Vet. Hadri Latif,

DVM, MSi, member of CIVAS and

professor at the Bogor Agricultural

University Faculty of Veterinary Medicine;

(2) Agus Triana W. Gati, DVM from IVMA

West Java II Branch who also works at the

Animal Product Quality Testing and

Certification Laboratory; and (3) Fetty

Aside from the talk show, CIVAS also

contributed to the event by providing a

stand with education materials on

responsible pet ownership and how to

select safe, healthy, wholesome and halal

animal products, and giving out brochures

to people attending the event. CIVAS also

erected a large size rabies snake and

ladder boardgame to educate elementary

school children on rabies while they play.

An education corner was also provided

with booklets and comic books on rabies. (eri)
